Army’s 6ID backs launch of project ASPIRE in Maguindanao del Norte on NewsLine Philippines - Building Information Highway for the Community
DAVAO CITY – The 6th Infantry Division (6ID), Philippine Army, expressed strong support for the ceremonial launch of Project ASPIRE (Assistance for Security, Peace, Integration, and Recovery for Advancing Human Security in the Bangsamoro Autonomous Region in Muslim Mindanao) on November 13, 2024, at the Gambar Peace and Islamic Development Center in Barangay Gambar, Mother Kabuntalan, Maguindanao del Norte.
Major General Antonio G. Nafarrete, Commander of the 6th Infantry Division and Joint Task Force Central, led the military contingent alongside Brigadier General Oriel Pangcog, Commander of the 601st Brigade, and Brigadier General Michael Santos, Commander of the 603rd Brigade. Their presence underscored the military’s commitment to fostering peace and security in the Bangsamoro region through collaboration with local leaders and international stakeholders.
Progress Through Disarmament: SALW Program
A significant component of Project ASPIRE is the Small Arms and Light Weapons (SALW) Management Program, which has already seen numerous fi****ms surrendered to 6ID units with the assistance of local government units and stakeholders. During the launch, surrendered weapons were displayed, symbolizing progress in disarmament efforts.
Under the SALW program, individuals who surrender fi****ms receive non-monetary livelihood support to help them reintegrate into their communities, contributing to lasting peace and stability.
Project ASPIRE: Funded by Japan, Implemented by UNDP
Funded by the government of Japan and implemented by the United Nations Development Programme (UNDP), Project ASPIRE focuses on promoting human security through peacebuilding, recovery, integration, and socio-economic development. Its pilot areas include the municipalities of Sumisip and Hadji Mohammad Ajul in Basilan, and Mother Kabuntalan and North Upi in Maguindanao del Norte.
The program also aims to strengthen the Bangsamoro Normalization Process by addressing the prevalence of loose fi****ms and supporting community development.
Support from the Bangsamoro Government
Governor Abdulraof Macacua of Maguindanao del Norte expressed strong support for Project ASPIRE, emphasizing its importance in advancing the region’s peace and development agenda. The program provides local government units with equipment and machinery to support infrastructure and development projects, while community organizations benefit from socio-economic and livelihood initiatives.
Statements from Key Stakeholders
Retired Brigadier General Cesar Yano, Chairman of the GPH Peace Implementing Panel for PLGY Maguindanao, highlighted the program’s role in reducing the prevalence of illegal fi****ms, stating, “This initiative is a crucial step towards creating a safer and peaceful environment for all Bangsamoro citizens.”
Minister Kenichi Matsuda, Chargé d’Affaires at the Embassy of Japan, reiterated Japan’s commitment to supporting the Bangsamoro region. “The issue of loose fi****ms remains a significant security concern and an obstacle to unlocking the economic potential of BARMM. Addressing this challenge is essential for progress and development,” he said.
Other attendees included PA David B. Diciano, Presidential Assistant for Bangsamoro Transformation; Dr. Selva Ramachandran, UNDP Philippines Resident Representative; Minister Akmad Brahim, MENRE/Co-Chair JNC-MILF; and Ariel Hernandez, Co-Chair of the Joint Normalization Committee, among others.

The 6th Infantry Division’s participation in Project ASPIRE underscores its dedication to supporting long-term peace and stability in the Bangsamoro region. Through partnerships with local communities, government agencies, and international donors, the division continues to play a key role in fostering security and enabling socio-economic development.
Project ASPIRE represents a collaborative path forward for advancing peace and security in BARMM, addressing critical challenges, and paving the way for sustainable progress in the region.
