Army’s 6ID backs launch of project ASPIRE in Maguindanao del Norte on NewsLine Philippines - Building Information Highway for the Community

DAVAO CITY – The 6th Infantry Division (6ID), Philippine Army, expressed strong support for the ceremonial launch of Project ASPIRE (Assistance for Security, Peace, Integration, and Recovery for Advancing Human Security in the Bangsamoro Autonomous Region in Muslim Mindanao) on November 13, 2024, at the Gambar Peace and Islamic Development Center in Barangay Gambar, Mother Kabuntalan, Maguindanao del Norte.

Major General Antonio G. Nafarrete, Commander of the 6th Infantry Division and Joint Task Force Central, led the military contingent alongside Brigadier General Oriel Pangcog, Commander of the 601st Brigade, and Brigadier General Michael Santos, Commander of the 603rd Brigade. Their presence underscored the military’s commitment to fostering peace and security in the Bangsamoro region through collaboration with local leaders and international stakeholders.

Progress Through Disarmament: SALW Program

A significant component of Project ASPIRE is the Small Arms and Light Weapons (SALW) Management Program, which has already seen numerous fi****ms surrendered to 6ID units with the assistance of local government units and stakeholders. During the launch, surrendered weapons were displayed, symbolizing progress in disarmament efforts.

Under the SALW program, individuals who surrender fi****ms receive non-monetary livelihood support to help them reintegrate into their communities, contributing to lasting peace and stability.

Project ASPIRE: Funded by Japan, Implemented by UNDP

Funded by the government of Japan and implemented by the United Nations Development Programme (UNDP), Project ASPIRE focuses on promoting human security through peacebuilding, recovery, integration, and socio-economic development. Its pilot areas include the municipalities of Sumisip and Hadji Mohammad Ajul in Basilan, and Mother Kabuntalan and North Upi in Maguindanao del Norte.

The program also aims to strengthen the Bangsamoro Normalization Process by addressing the prevalence of loose fi****ms and supporting community development.

Support from the Bangsamoro Government

Governor Abdulraof Macacua of Maguindanao del Norte expressed strong support for Project ASPIRE, emphasizing its importance in advancing the region’s peace and development agenda. The program provides local government units with equipment and machinery to support infrastructure and development projects, while community organizations benefit from socio-economic and livelihood initiatives.

Statements from Key Stakeholders

Retired Brigadier General Cesar Yano, Chairman of the GPH Peace Implementing Panel for PLGY Maguindanao, highlighted the program’s role in reducing the prevalence of illegal fi****ms, stating, “This initiative is a crucial step towards creating a safer and peaceful environment for all Bangsamoro citizens.”

Minister Kenichi Matsuda, Chargé d’Affaires at the Embassy of Japan, reiterated Japan’s commitment to supporting the Bangsamoro region. “The issue of loose fi****ms remains a significant security concern and an obstacle to unlocking the economic potential of BARMM. Addressing this challenge is essential for progress and development,” he said.

Other attendees included PA David B. Diciano, Presidential Assistant for Bangsamoro Transformation; Dr. Selva Ramachandran, UNDP Philippines Resident Representative; Minister Akmad Brahim, MENRE/Co-Chair JNC-MILF; and Ariel Hernandez, Co-Chair of the Joint Normalization Committee, among others.

Military’s Commitment to Stability

The 6th Infantry Division’s participation in Project ASPIRE underscores its dedication to supporting long-term peace and stability in the Bangsamoro region. Through partnerships with local communities, government agencies, and international donors, the division continues to play a key role in fostering security and enabling socio-economic development.

Project ASPIRE represents a collaborative path forward for advancing peace and security in BARMM, addressing critical challenges, and paving the way for sustainable progress in the region.

Davao Light and Power Co., Inc.’s (Davao Light) overall residential electricity rate increased by P0.6626 per kilowatt hour (kWh) this November, increasing the rate to P9.1101/kWh from P8.4475/kWh last October. This rate applies to bills received from November 11 to December 11.

The rate increase is attributed to the high electricity prices in the Philippine Wholesale Electricity Spot Market (WESM) in Mindanao, a venue for trading electricity as a commodity, and where Davao Light sources a part of its power requirement.

A household consuming an average of 200 kWh monthly will experience a P132.52 increase from last month’s bill.

“Due to the inevitable fluctuations in the generation charges, we now experience a higher total electricity rate. Despite this, we remain committed to transparency and strive to provide our customers with a reasonable cost of power,” said Davao Light Reputation Enhancement Department Head Fermin Edillon. He also highlighted that the Energy Regulatory Commission (ERC)-approved distribution rate for Davao Light has remained unchanged since 2013.

As generation rates vary, consumers can effectively manage their electricity bills by using energy wisely. Like this Christmas season, households can decrease energy costs by opting for non-electrical decorations such as parols and ornaments. Solar-powered or battery-operated lights are also practical choices, bringing festive cheer without adding to the electric bill.

Davao Light, an AboitizPower distribution utility, aims to provide its customers with a front-seat vantage point regarding its services, including the sourcing and pricing of its electricity. This is in line with the mission of the company to deliver at the most reasonable cost, safe and reliable electric service to the people and businesses it serves.

DAVAO CITY – The Armed Forces of the Philippines (AFP) confirmed the successful completion of the regular rotation and reprovisioning (RORE) mission for troops stationed on the BRP Sierra Madre (LS-57) at Ayungin Shoal in the West Philippine Sea on November 14, without any reported incidents.

AFP Public Affairs Office Chief Col. Xerxes Trinidad stated that the mission, supported by the Philippine Coast Guard (PCG), was conducted smoothly, underscoring the AFP’s commitment to safeguarding Philippine sovereignty and ensuring the well-being of personnel stationed in the West Philippine Sea.

While specifics such as the resupply vessels’ identities, the number of personnel involved, and the mission’s exact timeline were not disclosed, the AFP assured the public that necessary provisions reached the troops aboard the BRP Sierra Madre without interference.

The latest resupply marks the third successful RORE mission since a major incident on June 17, when Chinese Coast Guard vessels blocked and boarded Filipino resupply boats, leading to the injury of a Filipino sailor. Tensions have remained high since, as Philippine forces work to maintain a presence on Ayungin Shoal amid increasing Chinese activity in the region.

The previous RORE mission was completed on September 26, also without incident, highlighting the AFP’s sustained efforts to safely conduct resupply and troop rotation missions despite challenges in the contested waters.

DAVAO CITY -– Troops from the 4th Infantry (Diamond) Division recently seized five fi****ms, a mortar, and additional war materiel following the surrender of communist terrorist group (CTG) members and the discovery of arms caches in the Caraga region.

Acting on tips from former CTG members, troops from the 75th Infantry Battalion, along with the 3rd Special Forces Battalion under the 401st Infantry Brigade, located two arms caches in Old Marang and Old Decoy, Sitio Panukmoan, Barangay Diatagon, Lianga, Surigao del Sur on November 8 and 9, 2024.

Brigadier General Francisco F. Lorenzo Jr., Commander of the 401st Brigade, confirmed that the caches contained various arms, including a .50 caliber sniper rifle, a 60mm mortar, a .30 caliber Browning machine gun, magazines, and live ammunition.

“This discovery followed recent surrenders by CPP-NPA members who provided intelligence leading us to these hidden weapons. These offensives, launched in September, have resulted in multiple surrenders and the dismantling of CTG capabilities in our area. We believe these weapons were intended for CTG operations targeting vulnerable areas, but thanks to those who surrendered, we were able to prevent further violence,” BGen. Lorenzo said.

On November 7, three members of the Sub-Regional Sentro De Gravidad (SRSDG) Southland and the Regional Sentro De Gravidad (RSDG) from the NorthEastern Mindanao Regional Committee (NEMRC) surrendered to the 75th Infantry Battalion. One, a former political guide, disclosed the location of an arms cache. Another cache was revealed on September 21 by a second former political guide who surrendered separately.

Additionally, on November 10, three more C**s surrendered to the 29th Infantry Battalion in Barangay Del Pilar, Cabadbaran City, Agusan del Norte, handing over three fi****ms, including two .45 caliber pistols and a 9mm M11 submachine gun. On the same day, two more C**s surrendered to the 30th Infantry Battalion in Barangay Mahanub, Gigaquit, Surigao del Norte.

Brigadier General Arsenio DC Sadural, Commander of the 901st Infantry Brigade, highlighted the deteriorating state of CTG members, noting signs of disarray, exhaustion, and a lack of direction. “The CTG must now realize the futility of their cause. Surrender is their best option, especially with the government’s reintegration programs available to them,” he said.

Major General Jose Maria R. Cuerpo II, Commander of the 4th Infantry Division, stated that recent accomplishments have weakened CTG’s operational capabilities.

“Their capacity to disrupt peace and destabilize communities has been significantly reduced. This progress supports our mission to dismantle the CTG and declare Stable Internal Peace and Security (SIPS) across the region, paving the way for peace, development, and new opportunities,” Cuerpo added.

MENRE-LDS kicks off environmental awareness month with cleanup drive on NewsLine Philippines - Building Information Highway for the Community

DAVAO CITY – In celebration of National Environmental Awareness Month, Philippine Clean Air Month, and Climate Change Consciousness Week, the Ministry of Environment, Natural Resources, and Energy of Lanao del Sur (MENRE-LDS) launched a cleanup drive on November 8 in Barangay Matampay. The event yielded a collection of 660 kilograms of waste, mostly consisting of residual and recyclable materials.

MENRE-LDS Provincial Director Asmarie Labao highlighted that much of the waste collected originated from households, underscoring the importance of community involvement in waste management.

“The volume of waste shows that household practices play a big role. We encourage everyone to adopt proper waste segregation to reduce the load on our Material Recovery Facilities (MRFs) and ensure that only residual waste reaches our sanitary landfills,” Labao stated.

Labao also urged residents to embrace their role as eco-warriors, noting that environmental stewardship aligns with the teachings of Islam, which calls individuals to act as protectors, or “Al Khalifa,” of the environment. “Our activities this month aim to remind everyone of this responsibility,” he added.

The cleanup drive saw active participation from MENRE-LDS’s Palaw and Forest Rangers, as well as volunteers from student organizations, the local government, and Bityara Incorporated. Rohana Mapia, a volunteer from Bityara Inc., emphasized the need for public education on waste management, saying, “Taking care of our environment is taking care of ourselves.”

Environmental Awareness Month, observed every November under Republic Act No. 9512, aligns with the Bangsamoro Government’s priority agenda, which emphasizes disaster resilience and climate adaptation. Since its establishment in 2019, the Bangsamoro Government has strengthened disaster preparedness in the region, enhancing early warning systems, delivering rapid relief aid, and promoting climate adaptation strategies to better protect communities from environmental challenges.

DAVAO CITY —The Social Security System (SSS) today called on its members to immediately update their contact information, especially their mobile numbers as the state-run pension fund implemented Multi-Factor Authentication schemes during logins to the My.SSS Portal.

SSS Officer-in-Charge Voltaire P. Agas said that SSS took a proactive step by incorporating an authentication process whenever its members log in to their My.SSS account, adding, “It will enhance the security of the SSS online portal.”

Agas said the passcode will be sent to the member’s registered mobile numbers in the SSS records whenever they access their My.SSS accounts. He added that outdated or inactive contact information can be a hurdle when logging into the portal.

“Updating your contact info ensures you get the codes to verify your identity when you sign in to your online account.” Hence, we are urging our members to update their contact information,” Agas added.

Updating via online or branch offices

Agas, who is also the SSS Executive Vice President for the Branch Operations Sector, said that members can update their contact information online or at any SSS branch offices.

“If you have an existing mobile number in the SSS database but no longer use that phone number, you can update your details online through your My.SSS account,” he explained.

He said that members without a mobile number in the SSS records can update their contact information. They must submit a Member Data Change Request form to any SSS branch office nationwide.

Furthermore, he noted that members who struggle with the My.SSS Portal should visit the e-centers in the SSS branch offices. “We have established e-centers manned by SSS personnel who are ready to assist and guide you in using the My.SSS Portal.”

Authentication options

SSS Senior Vice President for Information Technology Management Maria Belinda S. San Jose said that SSS members have two options for multi-factor authentication to access their My.SSS account. These are SMS One-Time Password (SMS-OTP) and Time-based One-Time Password (TOTP).

Belinda said by default, members can use the SMS-OTP to log in to their accounts. A six-digit passcode will be sent to their SSS-registered mobile every time they log in. It will be used to verify their identity in the My.SSS Portal. Thus, this calls for immediate updating of their contact numbers.

“Members can use TOTP as their preferred authentication method. They must enter the verification code to the Google Authenticator app to access their My.SSS account,” Belinda explained.

She added that implementation of these two authentication options for the My.SSS Portal bolsters the security feature of the online portal, mitigating the risks associated with unauthorized access and potential fraud.

Davao Light inaugurates new substation to enhance power reliability on NewsLine Philippines - Building Information Highway for the Community

Ceremonial Switch-On. Gredu Substation was inaugurated on November 5 with a switch-on ceremony joined by Davao Light and Panabo City Local Government Unit officials led by Davao Light Head Enriczar Tia and Hon. Panabo Mayor Jose Relampagos (3rd and 4th from right, respectively).

DAVAO CITY — The Davao Light and Power Company inaugurated the newest distribution substation of AboitizPower subsidiary, Davao Light and Power Com., Inc. at Gredu Substation at Cabaluna Street, Brgy. Gredu in Panabo City.

The project was started in 2022, loaded and energized in September 2024, and inaugurated in early November. The 33MVA substation powers parts of Davao del Norte and highlights innovation by employing green initiatives while supplying reliable power and adding capacity in the areas it serves.

A substation is a key component of any power distribution network that serves as a central point where high-voltage electricity from transmission lines is transformed to a lower voltage suitable for safe distribution to homes and businesses. It also plays a crucial role in managing the flow of electricity, helping maintain stability and reliability in the power system.

As with the other new and upgraded substations of Davao Light, the Gredu Substation is a digital facility. Equipped with automated monitoring and control systems, it captures and transmits real-time data. It can be remotely monitored and controlled reducing the risk of outages and allowing a swift response to power distribution concerns. When problems arise, Davao Light engineers will be able to identify and efficiently troubleshoot issues quickly.

The Gredu Substation boosts power capacity and ensures that Davao Light meets the power needs of industries, businesses, and households in Panabo City and some parts of the Municipality of Carmen.

During his speech at the inauguration ceremony, Davao Light Head Enriczar Tia highlighted that the facility is the first digital substation within the utility’s Davao del Norte franchise area. It represents the company’s commitment to providing reliable, efficient, and stable power for Panabo City. Further, he emphasized the importance of collaboration among Davao Light’s teams, service contractors, and the local government unit in the fruition of the project.

Empowering Panabo. With a 33MVA capacity, the Gredu Substation at Cabaluna Street, Brgy. Gredu in Panabo City caters to the growing and future demand for power in Davao Light’s Davao del Norte franchise areas, specifically Panabo City and some parts of the Municipality of Carmen.

Recognizing Panabo City’s continuous growth, Panabo City Mayor Hon. Jose Relampagos expressed gratitude for this project on behalf of the residents as it provides a reliable power supply that can support the growth of Panabo City especially with investors coming in.

Gredu Substation is Davao Light’s 29th substation and the fifth fully digital facility. It is also the first distribution substation of Davao Light employing green approaches such as using a rainwater harvesting system for cleaning and gardening.

The substation also promotes using renewable energy by harnessing abundant and readily available solar energy as its power source. It utilizes solar-powered perimeter lighting and a solar photovoltaic (PV) system for operational use such as cooling and indoor lighting.

With this, Gredu Substation reduces its dependence on the grid and lowers its carbon footprint, reinforcing Davao Light’s commitment to green initiatives and renewable or clean energy integration. Moreover, this aligns with Davao Light’s resiliency plan, ensuring the facility remains safe and secure, especially during grid blackouts.

As a result, the distribution utility saves up to 40% of its electricity consumption, reducing carbon emissions by 10 metric tons annually. This is equivalent to planting around 350 trees each year.

“As we continue to work together to power a brighter future, we are excited about the project’s positive impact, from improved service quality to supporting the city’s growth and progress,” Engr. Tia said.

Davao Light, now in its 78th year of empowering the evolution of the communities it serves, provides solutions that pave the way for the safety, security, and development of its franchise area covering the cities of Davao, Panabo, and the municipalities of Carmen, Dujali, and Sto. Tomas.

DAVAO CITY — Former President Rodrigo Duterte on Wednesday openly challenged the International Criminal Court (ICC) to expedite its investigation into the alleged extrajudicial killings (EJKs) that occurred during his presidency.

Speaking as a resource person during the Quad Committee hearings at the House of Representatives, Duterte bluntly remarked, “I am asking the ICC to hurry up. If possible, they can come here and start the investigation tomorrow. This issue has been left hanging for many years… baka mamatay na ako, hindi na nila ako maimbestigahan (I might die, and they won’t have a chance to investigate me).”

However, as it stands, the ICC lacks jurisdiction to conduct an official investigation in the Philippines, which limits its ability to proceed with any direct probe into Duterte.

President Ferdinand Marcos Jr. has repeatedly expressed that he will not permit the ICC to investigate Duterte, asserting that the court lacks authority over the Philippines, which he insists is no longer beholden to foreign powers.

As a former prosecutor, Duterte is aware that despite his challenge, the ICC cannot easily initiate an investigation due to the strict international protocols that must be observed. His comments, however, add to the growing calls for accountability regarding the human rights concerns tied to his administration’s anti-drug campaign.

DAVAO CITY – The Philippine government has formally filed a protest against China’s declaration of “baselines and base points” around Bajo de Masinloc (Scarborough Shoal), rejecting what it describes as an effort by Beijing to legitimize its “illegal seizure” of the feature, which lies within the Philippines’ exclusive economic zone (EEZ).

On November 12, Department of Foreign Affairs (DFA) spokesperson Ma. Teresita Daza confirmed that the DFA filed a diplomatic protest regarding China’s actions in the area.

In a statement issued Tuesday, the National Maritime Council (NMC) condemned China’s baselines, asserting that they violate the Philippines’ historical sovereignty over the shoal. The NMC also argued that China’s baselines do not comply with the standards set forth by the United Nations Convention on the Law of the Sea (UNCLOS).

“China’s establishment of baselines around the shoal is an extension of its 2012 unlawful seizure of the area, an action that the Philippines resolutely opposes,” the NMC stated.

The council emphasized that UNCLOS allows for the use of straight baselines only under specific conditions, as outlined in the 2016 Arbitral Award, none of which apply to Bajo de Masinloc. “Thus, China’s use of straight baselines around the shoal lacks any legal basis or effect,” it asserted.

The Philippines “strongly objects” to China’s use of these baselines, maintaining its right to establish the legitimate baselines for Bajo de Masinloc. The NMC reiterated the Philippines’ “long-standing sovereignty and jurisdiction” over Scarborough Shoal and affirmed that its maritime zones align with international law, without infringing upon the sovereignty of other nations.

China declared its baselines around Scarborough Shoal on November 10, only days after voicing objections to the recently enacted Philippine Maritime Zones Act. The Chinese Foreign Ministry stated that its declaration would “lawfully strengthen” China’s “marine management” of the area.

China claims sovereignty over Scarborough Shoal, referring to it as Huangyan Dao (Huangyan Island). However, the 2016 Arbitral Tribunal ruled that the feature is a traditional fishing ground for various nationalities, including Filipinos, Chinese, and Vietnamese.

Located just 124 nautical miles off Zambales, Bajo de Masinloc falls within the Philippines’ 200-nautical-mile EEZ, granting the country sovereign rights over the area. In contrast, the shoal is approximately 472 nautical miles from the nearest Chinese coast, undermining Beijing’s basis for claiming sovereignty over it.

The Philippines’ protest reflects its ongoing commitment to defending its rights and upholding international maritime law amid growing regional tensions in the South China Sea.
