Schools dropping out of pilot-testing of limited face-to-face classes due to Duterte gov negligence, lack of funding - Youth partylist

Youth groups troop to the Senate during the Commission on Higher Education’s (CHED) budget hearing to demand greater funding for the safe and phased reopening of schools along with other budget items needed to ensure its implementation such as long overdue economic relief or ayuda. Despite Malacanang’s nod to pilot and expand limited face-to-face classes in low risk areas from basic to higher education, eligible schools at the basic or higher education level threaten to fail risk assessments given inadequate facilities, holding back safe reopening. In DepEd’s counterpart program for example, only 30 schools will push through with the pilot testing of limited face-to-face classes.

“Konti na nga lang ang ipa-pilot test, lalo pang kumonti ang tutuloy for implementation. 30 out of 47,000 public schools nationwide. Bubuksan ang mga sinehan pero nakakandado ang mga paaralan kaya kawawa ang mga nagdurusa na sa distance learning. May pera para sa korapsyon pero wala sa health measures for safe school reopening,” says Kabataan Partylist National President Raoul Manuel.

Kabataan Partylist filed on October 20, 2021 the Safe School Reopening Bill to institute a roadmap to ensure safe school reopening along with proper funding. In its own research an estimated 184 B pesos is needed to implement programs retrofitting schools for use amid the COVID-19 pandemic. This amount includes mass testing for learners and education personnnel, priority education health facilities and supplies, hiring of health personnel, internet allowance and gadgets for teachers along with hazard and overload pays, and a stock fund for free medical treatment for COVID-19 patients. In the bill’s explanatory note it reads:

“We, in Kabataan, believe that we must put forward and fund no less for the safe and phased school reopening. This representation believes that the needed funding is not only necessary but well within our means if only the current administration is willing to forgo dubious allocations in the billions for confidential and intelligence funds and other lump sums which are very prone to misuse and abuse. The education of the present and the next generation deserves more attention and much better policy and funding support.”

CHED recently declared intention to pursue limited face-to-face classes for all degree programs in low-risk areas by next year. However, the Duterte administration has yet to express policy support.

“Si Duterte na mismo ang pangunahing humahadlang sa karapatan sa edukasyon ng kabataang Pilipino. Andami nang eskwelahan ang naghahanda na ng plano sa pagbubukas muli ng kanilang kampus pero missing-in-action pa rin ang suporta ng national government. Imbes na tuloy-tuloy na magdrop out ang schools mula sa pilot testing ng limited face-to-face classes mas mabuti pang si Duterte na ang magdrop out sa pagkapangulo para di na maudlot ang ligtas na balik-eskwela,” ends Manuel. # # #

We should Respect the individual votes and accept collectively the result of elections, and support those who would emerge as leaders of our country. Only then can we move forward towards building a nation that we all can be proud of.

Let us also protect the rights and welfare of the youth and students from the persistent destruction being perpetrated by the CPP-NPA-NDF in their systematic and deliberate underground recruitment activities and infiltration operations for the advancement of their armed terrorism agenda.

LGUS PLAYED IMPORTANT ROLE IN STOPPING CTG EXTORT TRY – DILG

Local government units (LGUs) played a crucial role in stopping local poll candidates from giving in to the extortion attempts of communist terrorist groups (CTGs) in the last elections.

This was revealed by the Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya in Monday's NTF-ELCAC virtual press briefing focusing on the "successful eradication of terror threats of CTGs towards politicians."

Malaya explained, “This is a combination of factors: the support of the local government units, our focused military and police operations, the retooled community support programs, the support to the barangay development programs. All of these have contributed to the severely diminished capacity of the CTGs to collect and harass our politicians. So, this was a combination of supply and demand, the supply has diminished, the demand has diminished and therefore we have this successful conduct of the elections.”

Malaya, who is also the NTF ELCAC Spokesperson on Local Government Affairs and Barangay Development Program validated the report made by DILG Secretary Eduardo Año to President Rodrigo Duterte that there are no reports of politicians or LGU officials paying permits to campaign fees or any form of aid to the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) in this year's elections.

“Magandang report ito sa Pangulo ni Secretary Año," Malaya said, adding that the early warning issued by Año that politicians who would give in to the demands of CPP-NPA-NDF would be penalized for violating Republic Act 10168, otherwise known as the "Terrorism Financing Prevention and Suppression Act of 2012", Section 261 of the Omnibus Election Code and Article 137 of the Revised Penal Code or the Disloyalty of Public Officers.

"But this is not just the DILG, but the entire NTF-ELCAC that vigorously reminded local officials," that the goal of the task force in eradicating CTGs depends on them.

Malaya added that the concerted efforts also resorted to lesser 'election-related violence' (ERV), with only 20 incidents reported this year, compared to the 2010 elections which have 166, and the 2016 elections with 133 ERV.

“Essentially, napakaganda ng nakaraang eleksyon. I think this is one of the most successful conduct of elections in recent memory. I think the reforms na ginawa natin, since the beginning up to now, including the automation of the election, the focused deployment of police in all areas, and the use of the PNP police officers as Board of Elections Inspectors (BEIs) in areas where there is harassment and intimidation of regular teachers have made it possible for us to be this successful,” Malaya explained.

He also dismissed allegations of some sectors, especially the front organizations of the CPP-NPA-NDF that there was so-called ‘massive cheating’ during the conduct of the recent elections.

Malaya said, “The conditions are not supported by data or the facts on the ground. Because kitang-kita naman natin if there was a problem during the election. It was just na napakaraming taong dumating na gustong bumoto, very high ang naging voter turnout, therefore humaba ang pila. At pangalawa, may ilang vote-counting machines na nagkaproblema, but the defective vote-counting machines were just less than 1 percent of the entire inventory of all the vote-counting machines in the country. At yung walang problema ay 99.2%. So, there is really no debate anymore. This was a very successful election.”

In addition, Philippine National Police (PNP) Officer-in-Charge, PLtGen Vicente Danao Jr. said that the country has experienced a generally peaceful election because politicians "have matured enough to swayed away" from the CTGs' scheme during elections, "pulling down the insurgency."

Col. Ramon Zagala, Armed Forces of the Philippines (AFP) spokesperson also said, this was the result of better communications with their field units telling communities that were formerly infested by CTGs, that insurgency has already had 'dwindling support’. And most of these groups were already weakened.

These were also attested by Davao Oriental 1st District, Congressman-elect Nelson Dayanghirang who said his constituents are now one with the government in fighting the CPP-NPA-NDF.

"Because we always emphasize good governance. Our government gives services to the people. Very unpopular na ang CPP–NPA in our province. Nagkaroon na kasi ng pagkakaisa, malaki rin ang role ng mga barangay officials," according to Dayanghirang, the incumbent Davao Oriental governor, who recently won a seat in the House of Representatives.

"Masaya ako walang nagbigay na mga politicians sa demand. Ibig sabihin palapit na nang palapit ang katapusan ng CPP-NPA-NDF," Dayanghirang concluded.

THE COMMUNIST PARTY OF THE PHILIPPINES (CPP) EXISTS INSIDE ALL CAMPUSES OF THE UNIVERSITY OF THE PHILIPPINES (UP).

This Party employs an ideology that radicalizes the UP studentry to uprise against the government, recruits students to be Red Fighters of the NPA, the armed wing of the CPP, and advances a war that aims to overthrow the government.

The CPP does not openly identify itself as "CPP" in public, as it operates clandestinely and utilizes "legal and underground organizations" to conceal and protect the Party.

KABATAANG MAKABAYAN (KM), an underground youth organization that supports NPA's armed struggle, ALSO EXISTS INSIDE THE UNIVERSITY.

Of course, hindi sila nagpapakilalang KM. They introduce themselves as part of these "legal" organizations.

It is certainly not red-tagging when these "legal" organizations are called CPP fronts, as this is only telling the truth.

I hope that UP President Danilo Concepcion and his Advisory Council would be as determined to defend its community from harm that the CPP-NPA-NDF brings its students as to how he defends the same from the so-called red-tagging and state harassment.

Will UP allow the CPP-NPA to recruit its students and other members of the UP community?

Statement of Indignation on the Flagging of Good Governance Posts by the NTF-ELCAC and other Government media agencies on Facebook

Pathetic.
Cowardly.
Desperate.
Lutang.

These describe the entities composed of a bunch of self-anointed, presumptuous, tyrranical, and abusive "fact-checkers" that set faulty, erroneous, biased, oppressive, and repressive "Community Standards" for the social media platform Facebook.

These so-called "fact-checkers" flagged posts and articles by the NTF-ELCAC and by government media entities, including official press releases of the Philippine Government.

Good governance posts and articles highlighting the achievements of the government's economic recovery programs and delivery of basic social services and infrastructure projects to our communities, IP areas, and the hinterland barangays were flagged as violative of their so-called community standards.

This is the height of arrogance and stupidity on the part of those who are responsible for establishing the faulty community standards.

Rest assured, your actions shall not be tolerated and shall not go unpunished.

If it will be proven after the conduct of an investigation that your actions (under the guise of "fact-checking" based not on facts but on something else as dictated by your principals) have resulted in hampering, preventing, hindering, obstructing, demeaning, villifying, and undermining legitimate government efforts, programs, projects, and fact based accomplishments by government agencies, proper actions will be undertaken against you and possible sanctions may be meted out on you.

Moreover, if it can be proven that you have allowed yourselves to be used as instruments or tools by any entity or group that has been designated as enemies of the government, expect that the state will hold you accountable for your pseudo fact-checking targetting the government.

Clearly, the intent is to silence the NTF-ELCAC from speaking the Truth to the Filipino people.

This is not an attack on NTF-ELCAC alone.

This is an attack against the Filipino people.

This is an affront to the Philippine Government.

This is an attack against freedom of expression.

This is an affront to all of us who work to end the local communist armed conflict.

To those responsible for this cowardly act, your notion of the truth is out of touch with the realities on the ground,

sa wikang Pilipino, mga lutang kayo sa mga sariling mundo ninyo na hindi nyo nakikita at nalalaman ang mga nangyari, pangyayari, at mga naganap na at nagaganap sa paligid ninyo.

Because of your actions, we have proven one undeniable fact, the people and the groups behind your sinister acts are desperate to silence the NTF-ELCAC.

They must be hurting so badly that you, the lowly minions doing the dirty work of suppressing the truth, are forced to turn a blind eye to the truth and cancel the truth by putting up a criteria for community standards that would fit your make believe world.

For this, you are simply pathetic.

You are all cowards. You cannot face the truth.

Hell, you won't even go to the communities to validate the contents of the good governance posts.

You people should be ashamed of yourselves.

If you happen to be Filipinos, mas dapat kayong mahiya sa mga pinag gagagawa ninyo.

Instead of helping your government bring the truth to our people, you suppress it. If you are doing it for the money, then
