ANO ANG BAYLAYN AT ANO ANG AASAHAN SA ?
Para sa taong ito, magkakaroon ng dalawang Big Talk kasama ang mga tanyag na mamamahayag, isang maikling diskusyon kasama ang mga kinatawan mula sa iba't ibang sektor ng lipunan, at kompetisyon para sa mga publikasyong pangkampus sa sekondaryang edukasyon.

Layon ng mga itong hubugin ang kakayahan ng mga mamamahayag pangkampus hindi lamang sa teknikalidad ng pagsusulat, gayundin sa mga isyung panlipunan.

GUILDERS, UNITE FOR EDUCATION!

In partnership with organizations and institutions, we aim to unite students and campus journalists around the country in calling for Ligtas Balik Eskwela, Ngayon Na! and the Campus Press Demands.

In line with the 2022 National Elections and the student and press' demands for education, campus publications of CEGP will be hosting an Essay Writing, Poster Making Contest with the Theme: Mula sa mga paaralan at lansangan: panawagan ng mga kabataan sa susunod na lider ng bayan

ESSAY WRITING CONTEST QUICK FACTS
After nearly two years under the state’s sloppy distance learning, it has gradually re-authorized the reopening to the limited capacity of some schools and even 100% physical class capacity in college. Interested essay writing participants should answer the question:

For elementary and junior high school category:
What do you think are the hindrances in attending face to face classes? What are the advantages of a safe attending physical classes?

For senior high school and college category:
How should our youth and future leaders of the country address the education crisis?

For campus journalists special category:

Marc Lino Abila is currently studying Master of Arts in Journalism at the University of the Philippines-Diliman Quezon City and is a Bachelor of Arts in Journalism graduate from Lyceum of the Philippines University-Manila in 2013, Marc Lino J. Abila is an alternative media practitioner with years of professional experience working in various government and non-government organizations. Abila was the former National President of CEGP back in 2016, and is an affiliate and a founding member of ALTERMIDYA, a network of independent and progressive media outlets in the country.

Now, he is the present Senior Technical Officer I for the National Anti-Poverty Commission, working as the focal person for the Formal Labor and Migrant Workers Sector, Basic Coordination and Advocacy Service since June 2020.

Prestoline Siztoza Suyat is a writer and editor by profession. Hwa was the former chairperson of the Bachelor of Arts in Broadcasting Program of the Polytechnic University of the Philippines-Open University System. He is currently the chief of Editorial Section of the Research Publication Office of PUP. He is now a full time faculty, Assistant Professor 4, of the Department of Journalism-College of Communications in PUP.

He was the former speechwriter and media relations officer of PUP President Dr. Emanuel C. De Guzman and other vice presidents of the same university. He was also the speech writer and media staff of Senator JV Ejercito.

He was the National President of CEGP for two terms from 1994-1198. He was the editor in chief of DAWN, the weekly student newspaper of the University of the Ease in 1994-1995. He was a campus writer and editor from elementary to college.

ZACH is a cartoonist, satirist and illustrator, whose works deal with both local and international issues, particularly on social justice and human rights.

Michael Joselo Villanueva is a graduate of Visual Communications (Fine Arts) at the University of the Philippines in 2015, Michael Joselo "Selo" Villanueva is an artist, graphic designer and illustrator working both as a freelancer and for different alternative media networks in the country. He is currently working with ALTERMIDYA, serving as People's Alternative Network's graphic designer for production and correspondent.

He is also a Graphics and Layout Designer for GAVEL & ROBE Magazine since 2017, and previously worked with Kabataan Partylist as well, being the Partylist's Graphic Designer and Resident Artist during Hon. Terry Ridon in 2016 and Hon. Sarah Elago in 2017.

During his college days in UP, Selo became a member and leader of various art and youth organizations. He is affiliated with UP Association of Visual Communicators (UP AVCom), UP Artists' Fraternity, Ugnayan ng Nagkakaisang Artista (UNA, Alliance of Culture and Arts Organization in UP), Student Alliance for Advancement of Democratic Rights in UP (STAND UP), and lastly for KPL-UP Diliman in which he served as the 2015 Vice-Chairperson.

Ipinamumulat ng High School Editors Guild of the Philippines (HSEGP) sa mata ng bawat mag-aaral na sa kabila ng pagkamit ng hustisya sa masalimuot na Ampatuan Massacre, naipakita nito ang pag-abuso ng posisyon sa kapangyarihan ng karamihan, gaya ng mga Ampatuan, at ito'y hindi na dapat maulit at ipagsawalang-kibo ng nakararami.

Pinapakita sa masakre na ito, na maraming politiko gaya nila ang takot mawala sa puwesto at gagawa sila ng anumang paraan upang mapatigil lamang ito. Katulad lamang ng ginawa ng nasabing angkan noon sa pangunguna ni dating Gobernador Andal Ampatuan Sr. at Andal "Datu Unsay" Ampatuan Jr., sila ang naging utak sa pagpaslang sa 58 katao sa parehas na araw na ito, taong 2009.

Bukod dito, naisasalamin din sa mga katulad nila, na sila ay naduduwag sa mga katotohanang nilalabas ng mga media at maaaring kaharapin nila. Mula sa mga namatay, 32 rito ang mga mamamahayag at kinokonsidera ito bilang “deadliest strike against the press in history” ng Philippine Center for Investigative Journalism. Malaking patunay na ito na ayaw nilang mabunyag ang kanilang tinatagong dumi sa tulong ng kalabang angkan na Mangudadatu.

Hindi sila inosente, dahil napatunayan na at naipakita na katotohanan pa rin ang nanaig. Maraming testigo ang lumabas, at karamihan dito ay kaanib din ng mga Ampatuan noon gaya nina Sukarno Badal at Esmael Canapia. Lagpas siyam na taon din nang ma-bigyan sila ng verdict noong December 19, 2019.

Sa mga mag-aaral na unti-unting nabibigyan ng liwanag sa mundo ng katotohanan, maging mapanuri sa mga katulad nila, busisiin ang tunay na hangarin nila, at kung ikaw man ay natututo sa sistema, ituro ito sa kapwa nang tama. Lalo't eleksiyon, mas mainam na kumilos na ngayon upang maiwasan muli ang ganitong senaryo.

Hinatulan man ng Korte na "guilty" ang mga salarin, dapat maging leksiyon ito sa bawat Pilipino na mas mamulat pa sa mga katulad nilang sakim sa kapangyarihan. Patuloy na nanawagan ang HSEGP sa lahat ng kabataan na ang pag-alala nito ay simbolo ng mahabang pakikipaglaban ng mga mamamahayag para sa tunay na kalayaan.

Access to the truth and accurate information is essential for a civilized world. Protecting press freedom and journalists around the world is vital, and it strongly correlates with safeguarding our access to information.

Yesterday, November 2, on the International Day to End Impunity for Crimes Against Journalists, the High School Editors Guild of the Philippines demands improved security for the key promoters of knowledge, transparency, and truthfulness. Attacks and criminality against those who bravely provide information to us must stop, and those who commit these crimes must be held accountable.

Criminals' impunity serves as a deterrent to the practice of authentic, transparent, and true journalism. To protect our right to freedom of expression, let us work together to eliminate and denounce impunity for crimes against journalists!

Let us all work together to defend freedom of expression and ensure that all citizens have access to the truth. We need to help build the basis for democracy. Impunity for crimes against journalists must end now!

Amid rising su***de cases, HS pubs call for acad break

The High School Editors Guild of the Philippines (HSEGP) militantly calls on all schools to hear the pleas of the people who stand to bear the mental burden of reeling on the incompetencies of the government to reopen campuses.

The COVID-19 pandemic has put the mental health and well-being of Filipino children in jeopardy. Existing interventions, according to Tabriz University of Medical Sciences, focus on more general solutions that fail to recognize the circumstances that a Filipino child faces. Mental illnesses are the third most common cause of morbidity in the Philippines.

Mental disorders were found to be prevalent in 16% of children in the Philippines. In the country's mental health system, there are only five government hospitals with psychiatric facilities for children.

Also, mental health consequences of online learning among students can include increased anxiety and absenteeism. Digital divide stemming from socioeconomic inequalities can result in mental health disparities among students during the pandemic.

Measures cognizant of the resources of a developing country are needed to mitigate the mental stresses from online learning. According to a research led by Erik Peper, it must reenact the work and study environment at home.

In the wake of surfacing su***de cases, particularly from students of the Saint Louis University, and estimated data on rapid rates of depression, anxiety, and mental health issues of different sectors, HSEGP believes that an academic break is imperative to provide an immediate breathing space for students, teachers, and guardians drowning underneath social crisis.

The already precarious mental health of Filipino children has been exacerbated by the COVID-19 pandemic and the government's lack of good mental health policies. Approaches must integrate well-known mental health effects on children with current and anticipated societal issues in the Philippines.

In line with this, we embolden our calls for the state to subsidize financial aid, pass the Safe School Reopening Bill, and reorient our COVID-19 response towards effective contact tracing and free mass testing, in as manufacturing a people-centric gameplan on the way to recovery and normalcy. •

COMELEC Extends Voter Registration From Oct. 11-30

The Commission on Election (COMELEC) extended the voter registration period from the initial deadline of September 30 to October 30 following public pressure and unanimous approval from both the House of Representatives and the Senate.

While voter registrations will be closed on October 1-9 to make way for the filing of the certificates of candidacy, it will be resumed from October 11 until October 30, from 8 AM to 9 PM on Monday to Friday.

There will be no registrations on Saturdays except for October 30.

Various groups, including the College Editors Guild of the Philippines (CEGP) and the National Union of Students of the Philippines (NUSP), previously called on COMELEC to extend registration, and welcomed its decision for the 2022 polls.

"Extending the voter’s registration means stronger machinery and force that will topple down Dutertismo," CEGP stated. "Amid the pandemic, where movements are faltered, and health and safety are more prioritized than going out to register — it is only just that the extension ensued."

[STATEMENT]

With the upcoming pilot implementation of face-to-face classes in selected schools in low-risk areas, the Philippines is finally moving away from its curse of not being able to open its schools. Although it will not be implemented in Metro Manila or other areas of the country, it is still a start.

The High School Editors Guild of the Philippines, in line with the movement, welcomes this move in a bid to eventually open more in-person classes.

However, the HSEGP would like to reiterate that students affected by the COVID-19 pandemic are calling for the LIGTAS na balik-eskwela. As such, more should be accomplished to restore confidence within the education system, which was hampered even further with the issues that occurred in the school year 2020-2021 with distance learning.

-Stimulus checks for both students and teachers, as already covered by the much-needed P10K student aid proposal. The HSEGP stands with this proposal together with other youth groups calling for the same deal. Funding for these checks should be provided, with budget for other, more irrelevant causes such as that of the NTF-ELCAC to be redirected to more urgent socioeconomic causes.

-Data-driven strategies. The HSEGP hopes that DepEd has done its research properly as to what areas exactly are under low-risk classification, and must take steps to protect children and teachers from COVID-19. The education department must continue working with the United Nations Children's Fund (UNICEF), which also calls for children to safely return to classrooms to receive their education, and continue working with other groups and teachers on the field with the eventual goal of finally reopening schools.

-Mass testing, vaccination drives, and effective COVID-19 protocols. For in-person classes to be truly safe, the HSEGP recognizes that COVID-19 strategies such as those mentioned are still key for the movement. Teachers and other eligible parties should be offered free, safe, and effective vaccines. Mass testing should also be available for everyone, as testing for COVID-19 as it stands is currently not affordable for everyone, hampering COVID-19 efforts as the poor and the marginalized are unable to see whether they have been infected with the virus.

Finally, the HSEGP urges that the implementation of the in-person classes do not repeat the same mistakes that this administration had done so far, including the militarization of school premises and intimidation. With the growing call for , the current administration must heed now the demands of the Filipino youth.

Ilang dekada na ang lumipas magkatapos ng malagim na pamamalakad ni Marcos sa pamamagitan ng Batas Militar, ngunit hindi pa rin natin malilimutan ang sinapit ng mga biktima nito habang nagpapanumbalik ang mga kondisyong sandigan ng manupil na yugtong ito.

Ang High School Editors Guild of the Philippines ay nakiki-isa sa patuloy na pakikipagtunggali ng bayan laban sa diktadura.
49 taon na ang nakalipas nang ideklara ang Batas Militar ngunit hindi mapagkakailang nanunuot pa rin ang parehong diwa ng panunupil na ito sa panahon ngayon sa ilalim ng rehimeng Duterte.

Bilang isang organisasyong mula at para sa masa, hangad namin ang isang bansa kung saan malaya ang bawat mamamayan mula sa pang-aapi, pandarahas, at pasismo. Lahat ng ito ay mas madali nating makakamit kung sama-sama tayong kikilos upang pumiglas dito.

📢 Kumapit sa aral ng kasaysayan at salagin ang mga kasinungaling pinapalaganap hinggil dito.

📢 Panghawakan ang demokratikong prinsipyo ng palagiang pagpupuna, dahil nasa atin ang kapangyarihan na hubugin ang kinabukasan ng ating bansa.
