BAYELSA STATE GOVERNMENT COMMENCES EVACUATION OF PEOPLE LIVING WITH MENTAL HEALTH DISORDERS FROM THE ROADS

The Bayelsa State Government has reiterated its commitment to evacuate people living with mental health disorders from the streets of Yenagoa and other locations across the state to a temporary psychiatric ward for proper medical treatment.

Governor Douye Diri had inaugurated a committee to evacuate people living with mental health disorders from the streets, chaired by the Deputy Governor, Senator Lawrence Ewhrudjakpo.

Mrs. Faith Opene, Commissioner for Women, Children Affairs, Empowerment and Social Development led a team on Tuesday to carryout the governor's directive.

Speaking with newsmen during the exercise, Mrs. Opene, assured that those living with mental health disorders were be taken off the streets to a health facility for proper medication.

In her words: "We embarked on the evacuation of people living with mental illness on the roads and streets of our state to a psychiatric ward for a proper psychiatric treatment.

Today we have been able to evacuate ten persons off the streets of Yenagoa and now the receiving medical attention.

When they are stable, we will be able to get information from them, know where they came from, and if they are Bayelsans we will reunite them with their family. Those that are not Bayelsans will be sent back to their states as they normally sent to us."

Also speaking, Hon. Iselema Gbaranbiri, Commissioner for Environment, who is also a member of the committee, further hinted that it is an inter-ministerial function that involves the Ministry of Women Affairs, Environment and Health.

"In synergy, we have put modalities in place to evacuate people living with mental health disorders to sanitize the state capital, Yenagoa and its environs," he said.

HRH Kenneth Ingo Opukeme Amananawei of Opuama Kingdom and his council of chiefs visits Ogila-ama, Ipiri-ama and Opuamatebe communities to assatain the number of houses been distroyed in the kingdom.

Kenneth Opukeme condemned in strong term the invasion and burning of houses in Opuama Kingdom by the Military, first it was at Akama-ama which over six buildings were distroyed and now it's Ogila-ama which has lead to the burning down of another six houses in the kingdom.

He further stated that if the Military found any one wanting, they should invite the person or order for his arrest instead of coming to communities to burn houses.

The monarch use the medium to call on the Bayelsa state government and other relevant Authorities to come into the matter before it's escalate to more distruction of lives and properties in Opuama Kingdom.

SENATOR MOSES CLEOPAS SUES FOR PEACE IN PEREMABIRI, COMMENDS BAYELSA GOVT

Senator Moses Cleopas, representing Bayelsa Central Senatorial District in the National Assembly, has called on the people of Peremabiri in Southern Ijaw local government area to cooperate with the state government in order to bring lasting peace to the community.

The community had been under siege by unidentified armed assailants that attacked residents and destroyed property on Christmas Day and on January 3.

The home of a well-known former militant leader, Paul Eris alias General Ogunbos and other buildings were reportedly burnt while valuables worth millions of naira were destroyed in the Christmas day attack.

The lawmaker, who also hails from Southern Ijaw, sued for peace in the community, saying it is the sine qua non for development and general wellbeing of the people.

Cleopas commended the state government for taking decisive steps to restore calm in the community.

"I'm aware of the steps already taken by Governor Douye Diri to restore calm in Peremabiri community and I commend the state government for its quick intervention.

"I urge the people to cooperate with the government so that the community can enjoy peace. Without peace, no community, state or nation can develop. Peace is the panacea for development," he said.

The legislator, who wished people of the senatorial district a prosperous new year, also called on them to cooperate with the state government.

FG TO PAY SALARIES OF PRIVATE SCHOOL TEACHERS OWED DURING LOCKDOWN, PRIVATE SCHOOL OWNERS ASSOCIATION .

After crying out for help, the Federal government has agreed to pay the salaries of private school teachers that are being owed by their school management since the lockdown started in March.

This was made known by the President of the National Association of Proprietors of Private Schools, Yomi Otubela.

A number of private school teachers have come out to cry for help as they have not been paid by their management since March when schools were shut down due to the Coronavirus pandemic. The school management insists they cannot pay salaries since they have also not made money by way of school fees.

Speaking on TVC on Monday morning, July 13, Otubela said the association forwarded a proposal to the Economic Sustainability Committee headed by Vice President Yemi Osinbajo, for the government to pay the salaries of the private school owners and that an approval has been granted to the proposal by the Federal Executive Council.

”We have written to the Federal government to understand that these teachers are teaching Nigerian children and that they need to keep them and their families together during the lockdown.

So the Federal government has listened to our request. We requested that the teachers salaries in private schools should be taken over by the government during the months of the lockdown. We also requested for a single digit loan for private schools to cushion the effect of the COVID19. We requested for support for schools that have existing loans, that they (FG) should liase on our behalf with the Central Bank of Nigeria CBN and CBN will liase with commercial banks and other financial institutions to ensure that they give them soft landing in terms of moratorium to repay and deduction in the interest loan.

The Federal government has approved that they will take over the payment of teachers salaries.

The Minister of Niger Delta Affairs, Senator Godswill Akpabio, has said the former Managing Director of the Interim Management Committee (IMC) of the Niger Delta Development Commission (NDDC), Joy Nuneih, was relieved of her appointment in February for insubordination.

This is just as one of the former aides of Nuneih, Donu Kogbara, has advised her to accept her sack in good faith and stop crying over spilled milk.

Akpabio, had while featuring on Arise TV, the sister station of THISDAY Newspapers at the weekend, emphasised that Nuneih’s sack had nothing to do with corruption but for her insubordination to constituted authority.

He said: “She was not relieved of her appointment because of corruption. She was relieved of her appointment because of insubordination.

“My ministry, which supervises her, wrote seven letters to her but she never responded to one.

The late Chief of Staff to the President sent a petition from anti-corruption agency stating that she didn’t have the requisite qualifications to work as acting MD of a Commission.”

According to him, Nuneih was removed after the discovery that she didn’t possess the mandatory National Youths Service Corps (NYSC) discharge certificate.

“There was no record exit either in Kwara or national headquarters to prove her participation in the scheme and we wrote to her to explain the findings but she never responded,” Akpabio said.

Also at the weekend, the former media adviser to Nuneih, Donu Kogbara, described her former boss as a bad loser who ought to have taken her sack as NDDC boss in good faith.

She faulted Nunieh’s claim that Akpabio attempted to force a corruption allegation against the Chairman of the Senate Committee on NDDC, Senator Peter Nwaoboshi, describing it as baseless and untrue.

Kogbara, a newspaper columnist and veteran journalist, told reporters that the attempt to frame corruption charge against Nwaoboshi was initiated and executed by Nunieh.

She said: “Even if he (Akpabio) is guilty of everything she has accused him of, at least that one on Nwaoboshi was not true.”

Advising Nunieh to move on with her life, she said: “If they allow you to go with all your emoluments, you should just thank God and go in a gracious and dignified way.

“Even if you feel that you would not have been removed had it been you were in a better term with certain people, the fact is, you have played into the hands of those who don’t want you around.

“Even those who do want you around will have a problem retaining you because there is clear evidence that you have broken the law or failed to do something critical like youth service.”

Asked if her former boss has NYSC certificate, Kogbara disclosed that from all the actions displayed by Nunieh, she doesn’t think she has it.

Meanwhile, a group, Citizens Quest for Truth Initiative (CQTI), has debunked the claim of N40 billion scam levelled against the IMC of the Commission.

The group, which projects itself as a non-governmental organization (NGO), concerned with development of the Niger Delta region through close monitoring of activities of intervention bodies such as the NDDC submitted that the current IMC of the commission is far more transparent in its operations, than to be accused of squandering any N40 billion.

The President of CQTI, Obiaruko Ndukwe, told newsmen that the Prof. Kemebradikumo Pondei-led IMC is not corrupt as being painted by those who, “wanted operations of the commission to be business as usual”.

She said: “The Citizens Quest for Truth Initiative under my leadership have been monitoring the operational activities of the NDDC over the years as regards the core mandate given to the commission.

“I make bold to declare here that of all the management teams we have interacted with so far and assessed their activities on the field, the current IMC stands out in terms of accessibility to the people and communities in the area as well as transparency in contracts awards and executions.

“All the hues and cries being made by some vested groups against the current IMC are driven by nothing but fear of being cut off from their yearly loots.

“Rather than trying to pull down the incumbent management of the commission, they should by now, be running from pillar to post, on how to escape from shame awaiting them from reports of the ongoing forensic auditing ordered by President Muhamnadu Buhari,” Ndukwe added.

We Used N1.5bn To Take Care Of Ourselves As COVID-19 Palliative, Says NDDC MD, Pondei

The sum of N1.5bn was used as COVID-19 relief fund for staff of the Niger Delta Development Commission, Kemebradikumo Pondei, Acting Managing Director of the commission, said.

Pondei disclosed this at the investigative hearing on the N40bn corruption allegation against the commission.

The Senate had on May 5 set up a seven-man ad-hoc committee to investigate the financial recklessness of the Interim Management Committee of the NDDC.

The MD and other delegates from the commission appeared before the committee on Thursday for the hearing.

Kemebradikumo Pondei

The lawmakers raised concerns over the spending at the NDDC, noting that the commission spent N40bn last three months without due process.

However, Pondei when giving account of how money was spent, said staff of the agency had to be catered for, too.

He said, “We used it (N1.5bn) to take care of ourselves. We are NDDC, we need to take care of ourselves too.”

Part of the audit report read out by the Chairman of the committee, Olubunmi Adetunmbi, said N3.1bn was spent as COVID-19 funds between October 2019 and May 2020.

In the report, the lawmaker said, "N10m was paid to one person, N7m to two people, N5m to three people, 148 people took N3m each, 157 people got N1.5m each, 497 people got N1m each and 464 people were paid N600,000 each.”

Another N475m was given to the police to purchase face masks and hand sanitisers, he added.

Highlight of response by Honourable Minister of Health, Dr. Osagie Ehanire to questions from journalists during the Presidential Task Force on COVID-19 Press Briefing held on Thursday, June 11, 2020

On Hospitals which reject patients:

The Honourable Minister of Health, Dr. Osagie Ehanire condemned the issue of rejecting patient by some hospitals, saying “It is unethical to reject patients who come to hospital for treatment. Every person who comes to the hospital must be seen and attended to and or at the least, given advice if their case cannot be handled at such hospital. “Tell them where to go or call ambulance transport for them. But to say go we don’t handle it go, is unethical.”

He advised that such incidence should be reported to the appropriate authorities whenever. “Write to the Governing Board of the hospital and lay your complaints or you can write to the Federal Ministry of Health or State Ministry of Health if in a State; If it is in a private hospital, write to the Chief Medical Director or Governing Board.

Dr. Ehanire disclosed that the Ministry of Health does receive such complaints and “appropriate steps are usually followed to resolve it.”

“In cases where it is proven that there is an infringement on the part of a doctor, it is referred to the Medical and Dental Council of Nigeria. And it is well known that they have gone as far as withdrawing licenses of doctors for cases of very serious unethical behavior.”

On what becomes of Isolation Centers after COVID-19:

To this, the Honouarble Minister stated that, Isolation Centers will only be needed when there are problems of public health that requires isolation and “that is one of the reasons we are advocating that isolation Centers should be within the premises of a tertiary hospital; let’s say within the premises of a University Teaching Hospital, Federal Medical Centers or at the least a premise of a Specialist hospital, depending on the space available.”

“There are two reasons: first, if someone is in isolation and they develop any form of complications, you might require doctors from different specialties, not only one. So if you have an Isolation Center outside town, it usually means one Medical Officer will always be there and if you have complications, you start looking for where to take the patient to, and that is not a good idea; so if it is within the premises of a Tertiary hospital, you can get the specialty that is able to handle it.”

“And, in the case where there is no isolation case, it can be disinfected and converted to other uses and then immediately vacated.” The Minister appealed that philanthropists and organizations who want to help with building of Isolation Centers should consult the DG NCDC for the correct design; “An Isolation Centre is not just any kind of house, it has to be properly designed, the size, the spacing, the rooms for the beds, the nursing bay, the consultation rooms, so NCDC has a correct design for that and that is the design to be used. And, they are not to be built where they are inaccessible for the full benefit be achieved. “

On Basic Health Provision Fund:

With regards to Basic Health Provision Fund, Dr. Ehanire explained that, it was launched earlier by His Excellency, President Muhammadu Buhari and commenced operations immediately, but within a few months, the Senate Committee on Health invited the Ministry of Health and drew attention to certain areas, which they said were not in consonance with the Act, “and that we needed to correct those ones and until they are corrected, it should be on halt. So, the corrections actually took longer than was expected but the benefit of it is that something nicer with a bigger and more robust package has emerged. Those errors have been corrected and we are going to be discussing with stakeholders to see about re-presenting it to the public very soon.”

On whether the Primary Healthcare Centers are well equipped:

As to whether the Primary Healthcare Centers are well equipped, Dr. Ehanire stated that it is perhaps the most important of the infrastructures for addressing basic health care. “And as you know, the policy of the Government is to have at least one functional Primary Healthcare Centre in every collateral ward, which will give us over 9,000; nearly 10,000.

Right now we have about 45% of them ready, but what has also happened in the last few months, is that we have made a completely new design of what the Primary Healthcare Centers should look like; a new design so that even existing Primary Healthcare Centers will have to be redesigned that way. I think we will take a photograph of it and send to you for publication.

He further explained that it is a very comprehensive, new approach which gives assurance that the Primary Healthcare Centre can work round the clock, must be able to deliver service even at night, so that it doesn’t open and close like an office and citizens can go there when they need help and not be stranded because the Primary Healthcare Centre has closed for the day.

On the strain of COVID-19 prevalent in Nigeria:

Dr. Ehanire said, “as for the strain of COVID-19 is concerned, he said when Nigerians were coming back in batches from different countries, from US, Saudi Arabia, various countries in Europe and China, some of them were tested for COVID-19 but the question didn’t arise whether the strain of COVID-19 they have is the same as the one that was known. As you know, later on, the Minister said, the Nigeria Institute of Medical Research (NIPR) did a generic sequencing, the first in Africa to do that, of the index case and it was confirmed to be the same strain as what was circulating in Italy and China. So, we raised a question whether there have been a mutation since then, in people coming from other areas. “I don’t have any information on that yet, but it is suspected that it is possible.” He said he is yet to be updated on that, but that Research Centers particularly the one in Yaba, Lagos and Ede, are trying to do a sequencing that will tell us whether the viruses are the same or different in sequencing.

Om the Madagascar herbs:

To the Madagascar herbs, the Minister stated that there is no new information yet, “I have already announced that we gave them to our Research Centers, they are working on them; none of them has reported back yet. The time it takes for all these research is not what we know, but when the period elapses, I will call them to know what they have found so far, if they can give me an interim report.”

On cold season and COVID-19:

The Minister admitted that the period of rainfall witnesses an increase in upper respiratory tract infection; in catarrh, cough and so it may be a challenge to start differentiating between that and COVID-19 but, “it is good to want to get the history and to advise the patient to put on a mask or give them a mask so that whether it is COVID-19 or any other influenza virus or any other virus, there is protection of others, and then carry out the normal diagnosis. “But usually the running nose is a feature of the common cold infection; productive cough is part of it. The COVID-19 generally but not always a dry cough, so clinicians will have to try and find a way of differentiating between the two but the symptoms can be similar.”

On Mental Health:

To the issue of Mental Health, the Minister confirmed that it is being taken seriously; “The Ministry of Health has been engaged in mental health support in the North-East to set up a programme for psychosocial support of victims in the North-East which I personally declared open in Borno a couple years ago. So we have experience in providing psychosocial support and there is a plan going on now to build a protocol for giving social support to those who are going to be suffering from the after effect or even the effect of COVID-19.”

On the management of COVID-19 cases:

The Minister stated that the Management of COVID-19cCases is supported by the Federal Government.

“We support States. You have already heard that NCDC provides them with PPEs, equipment, set up laboratories diagnostic capacity. There are also plans to set up Isolation Centers. But before those are ready, they are other things that can be done only within the States, like providing accommodation for persons who have no symptoms or little symptoms in hotels or dormitories but many States have done very well in that, some have cleared particular General Hospitals and converted them; F.C.T for example has converted the Idu training Centre into a completely new Centre for COVID-19, and there are donations from private sectors like the ThisDay Dome Centre; Karu General Hospital was also converted for the same purpose and I recently declared open such a hospital in Edo State where the Governor cleared a hospital and prepared it for COVID-19 and the Federal Government supports them in their various needs that are identified.

So it’s a two-way game where the States take the lead, where they have shortage of doctors they call, and where they need intensive care doctors there are already trained doctors for such purpose when the need arises.
