Mga sementeryo sa buong bansa, isasara mula October 29 hanggang November 4

Si Mayor Isko Moreno ang unang nagdeklara ng pansamantalang pagsasara ng mga sementeryo, memorial parks, at columbaries sa Maynila, mula October 31 hanggang November 3, 2020, bilang pag-iingat at paglaban sa coronavirus pandemic.

Nilagdaan ni Moreno ang Executive Order No.38 noong September 7 para maiwasan ang pagtitipon-tipon ng mga tao sa sementeryo, memorial parks, at columbaries sa All Saint’s Day at All Souls Day.

Ngayong Biyernes, September 18, inanunsiyo ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) ang desisyon nito, sa pamamagitan ng Resolution No.72, na isara ang lahat ng mga sementeryo, memorial parks, at columbaries sa buong bansa mula October 29 hanggang November 4, 2020.

Ito ay para maiwasan din ang pagkalat ng COVID-19.

Papayagan ng IATF na dumalaw ang mga tao sa puntod ng kanilang mga mahal sa buhay mula September 17 hanggang October 28, at November 5 hanggang November 15, para maiwasan ang mga mass gathering na karaniwang nangyayari sa tuwing ginugunita ang Undas o Araw ng mga Patay.

Mahigpit ding ipatutupad ng IATF ang pagsusuot ng face masks at face shields sa mga nagbabalak bumisita sa libingan ng kanilang mga namayapang mahal sa buhay sa mga nabanggit na petsa.

Manila Bay opens to public on Saturday, Sept. 19, for clean-up drive

The Manila Bay will be temporarily opened to the public on Saturday, September 19, for the International Coastal Clean-up Day, according to Tina Panganiban-Perez’s report on “24 Oras.”

The Department of Environment and Natural Resources (DENR) will also conduct an inspection along Manila Bay to be led by Secretary Roy Cimatu.

The Phase 1 of the Manila Bay white sand project is expected to be completed on Saturday.

Earlier, the DENR said it is accelerating the dumping of synthetic white sand along the shores of Manila Bay for the clean-up day.

DENR Undersecretary Benny Antiporda said among those who will participate in the ICC are Cimatu, and officials from the Department of the Interior and Local Government, the Metro Manila Development Authority and the Manila City government.

Environmentalists and fisherfolk groups earlier criticized the project, calling it an artificial rehabilitation and a waste of money.

A coalition of environmental advocates is also set to file a petition for writ of kalikasan against the white sand project.

“We need to complete all documentation to file all the information and more importantly, we would like to give the government a chance to rectify its error,” Infrawatch convenor Terry Ridon said.

The writ of kalikasan is a remedy for unlawful actions which violate the right to a balanced and healthful ecology.

Bagong karanasan para kay Herlene "Hipon Girl" Budol ang kaniyang role sa "Wish Ko Lang" bilang isang kabit. Ayon sa "Wowowin" co-host, nag-"enjoy" siya kahit pa may eksenang "nabugbog" siya at sumakit ang kaniyang katawan.

Kabilang si Herlene sa "Nasunog" episode na mapapanood sa darating na Sabado, Setyembre 19. Kasama niya rito sina Arra San Agustin, Thea Tolentino, at Juancho Triviño.

Masaya raw si Herlene na nagkaroon siya ng bagong karanasan sa pag-acting.

"First time ko dati 'yung mga role ko parang kengkoy lang pero hindi naman ako nasasaktan. 'Yung [itong huli] sumakit talaga katawan ko, talagang-talaga. Kaya ayun 'yung parang bago sa role ko, 'yung nabugbog ako. Ang sarap sa feeling, naiba naman," sabi niya.

Dagdag pa niya, "Masakit, pero masaya kasi... masakit katawan ko, pero masaya kasi na-experience ko mabugbog, ganu'n. Parang naiba lang."

Matatandaang nagkaroon na rin ng mga acting project si Herlene sa "Magpakailanman," kung saan gumanap siya bilang isang OFW sa Dubai.

House panel votes to deny ABS-CBN franchise

The House Legislative Franchises panel has disapproved the franchise application of ABS-CBN Broadcasting Corporation.

The vote came after several weeks of deliberations and more than two months after the network’s franchise lapsed on May 4.

ABS-CBN went off air on May 5 after the National Telecommunications Commission issued a cease and desist against the network for lack of franchise.

NTC’s May 5 action was a turnaround from NTC Commissioner Gamaliel Cordoba’s statement before the House of Representatives in March that they will issue a provisional authority to ABS-CBN given that the House and the Senate made communications stating they are in favor of such issuance.

The bills seeking franchise renewal for ABS-CBN have been pending since 2014 but the House only decided to start its deliberations on these proposals last March 10. --KBK, GMA News

Meralco apologizes for bill shock
MANILA, Philippines — The Manila Electric Co. (Meralco) has apologized for the so-called “bill shock” as it assured customers that the P47 convenience fee for online payments will be waived, aside from a swift refund for any overcharging.

Meralco president and chief executive officer Ray Espinosa told the Senate committee on energy that the country’s largest distribution utility (DU) is doing its best to ease the woes of its customers, who have complained about confusing or high billing during the quarantine period.

“Let me apologize for the continuing inconvenience to consumers brought about by the concerns on billing matters. We will double and triple our efforts to address them,” Espinosa told Sen. Sherwin Gatchalian, who chairs the committee, during its hearing via video conference. “We would like to assure all that all our efforts are poured into this direction.”

Espinosa said Meralco is deploying more people to its business centers and call centers to respond to all customer issues.

He also said that the power company has waived the P47 convenience fee for customers who pay their bills through its app while the general community quarantine (GCQ) is still in effect. “So until the GCQ is terminated or moved to the new normal, we will spare the consumer of the cost of the convenience fee. It will be absorbed by us.”

The company, he added, has been complying with the directive of the Energy Regulatory Commission on the installment payment scheme—four months for those consuming 200 kilowatt-hours and higher, and six months for those using 200 kwh or lower.

For those who have already paid their bills in cash or credit card for their bills for March, April and May—which were based on estimates—but wish to pay these, instead, by installment, they may get a refund and will thereafter receive a detailed letter that they are to be billed in installments.

Espinosa said Meralco has designated dedicated lanes for refunds in all their business offices to speed up the transaction.

But Gatchalian said Meralco must do better and fast especially that people are finding it difficult to go around with the quarantine still in effect even as he warned that crowded business centers may lead to the spread of the virus.

The senator showed to Meralco executives his apparently unusually large bill of P23,000 from March to May for his condominium unit where he hardly stayed in April and May.

He and Sen. Francis Tolentino hit the lack of details on the billings of consumers, who they said are willing to pay as long as the system was transparent.

“We cannot just blindly trust Meralco. It was proven now that the bill is confusing because of the estimate,” Gatchalian said. “I am just one consumer but we are also talking about 6.5 million Meralco consumers. You really need to sit down and validate one by one.”

Espinosa said Meralco has started issuing separate letters or billings to its customers to explain the computation in detail even as he admitted that the DU’s billing system was outdated and gave the firm “little elbow room” to put in explanations.

Sen. Christopher Go said his office was deluged by complaints even as he urged the ERC to look into it.

He said Meralco also came up with a series of advisories and materials aimed at informing the public as to why their electricity bills were reflected that way.

“We ask the consuming public, are you satisfied with these explanations? Does this address claims of some consumers that their bills doubled, or even tripled for the months of May or June?” Go said.

“Mr. Chair, while we appreciate the efforts of electric companies by reaching out to their customers, and giving them information on the nuances as to why this happened, I share the same sentiments with our committee chair and the public that more efforts have to be done to address these concerns,” he said.

“Now, more than ever, profits should not be prioritized over the welfare of the general public. The government should not tolerate any unfair business practices at a time when people’s lives are at risk,” Go added.

He also called on other DUs, like those in Olongapo City, Camiguin, Zamboanga, where there have been reports of a significant rise in customer bills, “to do everything within their power to ease the people’s anxiety and relieve them of the burden they are facing during these trying times.” Danessa Rivera, Cecille Suerte Felipe

Baguio beauty crowned Miss Philippines Earth

Roxanne Allison Baeyens of Baguio City was crowned Miss Philippines Earth on Sunday, beating 33 other hopefuls.

Because of quarantine restrictions, the pageant was held virtually, with the contestants in their own homes. GMA Network aired the show live at 10 a.m., which marked the first beauty pageant in the Philippines to be held online.

This year’s pageant was themed “eco-angels” with Baeyens advocating urban gardening to encourage people to add more plants to their homes and business areas.

She also won the following categories: Beauty of Face, Best Eco Video, Darling of the Press and Best Covid Craze outfit. She placed third in the Best Beach Wear competition and landed a spot among the Hana Beauties.

She was crowned by her predecessor, Janelle Tee of Pasig City.

During the question and answer portion, the 23-year-old was asked: “What important quality should a leader display amid a pandemic?”

Her reply, which secured the crown, was: “A leader should display having a green thumb because, at this point in time, we have a shortage in food supply. So, it’s important to open the eyes of people to embrace having a sustainable life to start urban agriculture at their own homes. After all, having a green life is a better life, and I hope the leader will give that to us.”

Baeyens was joined in the winners’ circle by Miss Philippines Air Patrixia Shirley Santos of Daraga, Albay; Miss Philippines Water Maria Gianna Llanes of Mandaluyong City; Miss Philippines Fire Marie Sherry Ann Tormes of Atimonan, Quezon; and Miss Philippines Eco Tourism Ilyssa Marie Mendoza from the Filipino Community of Melbourne, Australia.

The Baguio beauty will represent the Philippines at the Miss Earth 2020 grand coronation, which also marks the pageant’s 20th anniversary.

Philippine COVID-19 tally tops 44,000 with record-high 2,434 new cases

The number of coronavirus disease 2019 (COVID-19) cases in the Philippines breached the 44,000 mark on Sunday after the Department of Health (DOH) reported a record-high 2,434 more infections—1,147 “fresh” or newly validated and 1,287 reported late—bringing the total to 44,254.

Total recoveries also rose to 11,942 after 489 more patients recovered from the respiratory illness, while the death toll climbed to 1,297 with seven new fatalities.

The Philippines still has the third-highest number of COVID-19 cases across Southeast Asia, trailing behind Indonesia with 62,142 infections and Singapore with 44,664.

“As the country continues to ease community quarantine measures, the rise in the number of cases today may be attributed to the increased contact among the population,” the DOH said. — DVM, GMA News

Sad announcement from ABS-CBN informs employees they can transfer to other networks

- Aside from shutting down ABS-CBN, NTC has also ordered the network to stop airing Kapamilya shows via Channel 43

- ABS-CBN TV Plus and Sky Direct direct-to-home transmission would likewise stop operations

- Because of the grim situation of the network, the management has already stopped ABS-CBN's Current Affairs division, as well as Umagang Kay Ganda

- In the event that the franchise hearing will not be resolved, employees can start applying for other jobs at other networks after July 30

The worse has come. ABS-CBN already told its employees that after July 30, they could start looking for other work or move to another network.

On July 1, an emergency meeting via Zoom was made with the staff of various ABS-CBN programs.

Due to the fact that NTC already ordered the network to stop operations including TV Plus and SkyDirect via Channe 43, the company could only do so much for its employees.

From 50%, the company will be giving 25% of their salary as "cash assistance" until July 30.

ABS-CBN has officially signed off after 65 years of service in May. It created a lot of heartbreak not just for its employees but also for its millions of viewers in the country.

Late Goo Hara's ex bf Choi Jong Bum sentenced to prison for s*x tape blackmail

Late Goo Hara's ex boyfriend Choi Jong Bum has been sentenced to prison for blackmailing the K-pop star over a s*x video, allegedly playing a role on her apparent su***de.

According to Soompi, Choi Jong Bum was sentenced in his appeal trial and was placed under court custody.

In 2018 Soompi reported that Goo Hara and Choi Jong Bum were in a physical altercation. The latter reported to the police that Goo Hara had assaulted him, with Goo Hara making a counterclaim, saying her boyfriend blackmailed her with a s*x tape.

Both eventually forwarded the matter to the prosecution on separate charges, with Goo Hara receiving a suspension of indictment while Choi Jong Bum's case went to trial.

A year later, prosecutors charged Choi Jong Bum with violating the Act on Special Cases Concerning the Punishment of Sexual Crimes (filming body parts without consent), assault causing bodily harm, intimidation (blackmail), coercion, and destruction and damage of property.

The Soompi reported Choi Jong Bum's sentence during August 2019's trial: a prison sentence for one year and six months, and a three-year suspension of probation, for which both he and the prosecution filed an appeal.

During his appeal trial on May 21, he pled guilty to all charges except the one on non-consensual filming.

Today, July 2, the courts laid down their verdict: Choi Jong Bum's first trial was revoked and he was sentenced to one year in prison and was placed under court custody since they believe he is a flight risk.

According to Soompi, the judge's verdict stated, “Sexual in*******se is one of the most intimate aspects of a person’s privacy, and to threaten to expose a video filming this can not only cause irreparable psychological damages to the victim, but it can also severely damage their honor.”

“Not only this, but the defendant made the threat to publicly expose the video abusing the fact that such a video would result in even more serious damages as the victim was a celebrity," it added.

But the court maintained their previous verdict of Choi Jong Bum not being guilty of filming the victim's body without consent.

In an interview with reporters, Goo Hara's brother — who was present at the court — said, "I see the fact that he was given a prison sentence with no suspension in the appeal as a small source of comfort for our family that will help alleviate our pain. However, we regret that he was not found guilty of filming without consent and that he was only sentenced to one year.”

“When my sister was alive, she saw him given a prison sentence with suspension, but I think she’d be content knowing he had that suspension revoked today," he added.

According to Soompi, Goo Hara's brother stated that he will be requesting prosecutors to pursue a final appeal to increase Choi Jong Bum's one year prison sentence.

41 BOC workers positive for COVID

MANILA, Philippines — At least 41 Bureau of Customs employees have tested positive for coronavirus disease 2019 (COVID-19) since the BOC started testing in April, an official said yesterday.

BOC spokesman Vincent Philip Maronilla said the bureau’s medical and dental divisions administered COVID-19 tests to 1,264 employees since April.

The 41 employees who tested positive did not manifest symptoms when they were tested while one who died was suffering from a lung condition prior to the COVID-19 pandemic, Maronilla said.

He added that the confirmed cases and those with whom they had close contact were placed under a 14-day quarantine.

Maronilla said that the employees afflicted with COVID-19 and those whom they had closed contact with were placed under the mandatory 14-day quarantine period.

The BOC has required employees to wear face masks and observe social distancing, he said, adding that they regularly disinfect their offices and the bureau has gone digital in its transactions.

“Manual transactions within the BOC premises were discouraged to ensure the safety of both stakeholders and customs employees,” Maronilla said.

He added that the BOC is also implementing flexible working arrangements for its frontliners.
