"In February of this year, construction began on the Tacloban City Causeway. According to the DPWH, the 4.5 billion Philippine peso ($81.1m) 2.5km (1.5 miles) road will reduce city travel time and “protect the life and property of the residents/constituents in the area from erosive tidal actions”.

The road embankment will be built on reclaimed land.

That entails bulldozing the mangroves along Cancabato Bay, classified as a protected area by the city for its biodiversity. The bay is a popular fishing ground and its mangrove density was increased by the local fishing community after Haiyan.

“There needs to be proper planning around these issues,” said Ian Fry, the United Nations special rapporteur on the protection of human rights in the context of climate change, after visiting Tacloban during the 10th-year commemoration of Haiyan. He called the potential loss of mangroves a “serious concern”."

Mangroves create a natural breakwater but Manila is focused on man-made interventions to protect against future storms.

""This is a long-running dragnet surveillance program in which the White House pays AT&T to provide all federal, state, local, and tribal law enforcement agencies the ability to request often-warrantless searches of trillions of domestic phone records," U.S. Sen. Ron Wyden (D-Ore.) wrote Sunday in a letter to Attorney General Merrick Garland, which WIRED obtained and published in full.

Wyden—a lead sponsor of the Government Surveillance Reform Act (GSRA), a bipartisan bill introduced earlier this month—shared some of what he has learned about the program and urged the U.S. Department of Justice (DOJ) to release information about it.

Now known as Data Analytical Services (DAS), the program was initially revealed to the public as the Hemisphere Project by The New York Times in 2013. Information collected includes caller and recipient names, phone numbers, and dates and times of calls."

"These new details add up to a horrifying picture that proves the need for Congress to... enact comprehensive privacy protections for Americans before reauthorizing any spying powers," said one campaigner.

"OpenAI’s board fired Altman on Friday after a “breakdown of communications”, according to an internal memo seen by Reuters.

By Monday, most of OpenAI’s more than 700 employees threatened to resign unless the company replaced the board.

Venture capital investors usually hold board seats or voting power in their portfolio companies but OpenAI is controlled by its nonprofit parent company OpenAI Nonprofit, which according to OpenAI’s website was created to benefit “humanity, not OpenAI investors”."

Investors reportedly concerned they could lose hundreds of millions of dollars they invested in the tech startup.

"The Kivu Security Tracker is a “data-centric crisis map” of atrocities in eastern Congo that has been used by policymakers, academics, journalists, and activists to “better understand trends, causes of insecurity and serious violations of international human rights and humanitarian law,” according to the deactivated site. This includes massacres, murders, rapes, and violence against activists and medical personnel by state security forces and armed groups, the site said.

But the KST’s lax security protocols appear to have accidentally doxxed up to 8,000 people, including activists, s*xual assault survivors, United Nations staff, Congolese government officials, local journalists, and victims of attacks, an Intercept analysis found. Hundreds of documents — including 165 spreadsheets — that were on a public server contained the names, locations, phone numbers, and organizational affiliations of those sources, as well as sensitive information about some 17,000 “security incidents,” such as mass killings, torture, and attacks on peaceful protesters."

Juan Manuel Santos: The peace process here was in a way an inspiration for us. It was a conflict that had lasted for so many years and finally ended.

I copied other aspects of the Northern Ireland peace agreement – for example, the back-channelling and the confidentiality at the beginning. With the help of international advisers who were not engaged in the day-to-day of Colombian politics, I said, “This is what we must do.” And that blueprint was extremely, extremely useful.

But we also learned what not to do. For example, the Northern Ireland peace agreement did not give importance to implementation. And I think we learned that we should – that’s why we included implementation as a specific point in the Colombian peace process."
