The Commissioner for Political Affairs, Peace and Security (CPAPS), for the Economic Community of West African States (ECOWAS) Dr Abdel-Fatau Musa, has said that ECWOAS has thought of the possible impact of sending troops to Niger on foreign nationals in that country.

He recognized that there are several foreign nationals including refugees in Niger.

Dr Musa assured that the regional bloc is going waging war against Niger. He said they are rather warring against the junta that organized the coup.

Recently, the President of Ghanaians Resident in Niger Seidu Abudu expressed fears that foreigners domiciled in Niger would be attacked if the ECOWAS sends troops to that country to fight the coup makers.

Seidu Abudu raised concern against any move by ECOWAS to deploy troops to Niger.

โ€œWe have so many foreigners here so if ECOWAS is going to use force, I think the foreigners who are living in this country are going to have a big problem because they are going to attack us, that one is for sure,โ€ he said on the Ghana Tonight show on TV3 Wednesday August 16.

Asked whether ECOWAS has thought about the possible implications of deploying troops to Niger as part of moves to restore constitutional democracy, Dr Musa said on the Key Points on TV3 Saturday, August 19 that โ€œIn the planning of this mission, all those factors have been taken into account. We are talking about the Ghanaian citizens who are there, there are other nationals of West Africa, there are about 700,000 Nigerian citizens and refugees in Niger and we are very much aware of that. We have also taken into account the possibility of reverse refugee flows out of the country.

โ€œBut let me assure you, in planning, we are not going to war against Niger, we are going to war against the CNSP junta. The CNSP junta is the one and we are making that very clear.โ€

Dr Abdel-Fatau Musa further said the sub-regional bloc has always maintained that military intervention will be the last option.

โ€œIt is you the media who are actually beating the drums of war,โ€ he said.

โ€œRight from the beginning of this crisis, Ecowas has always said we are going to exhaust all our tools, the array of tools that we have.

โ€œWe condemn the coup, we ask for the release of President Bazoum and his family, we ask the junta CNSP to restore constitutional order [but] all that have been on deaf ears.โ€

He said if the junta is willing to engage the bloc on dialogue, military intervention will not be an option.

On Thursday, August 10 in Abuja, Nigeria, the Authority of Heads of State and Government of Ecowas urged member states to mobilise a stand-by force in order to restore constitutional order in Niger.

The decision, according to Dr Musa, comes after two missions of Ecowas were turned down by the CNSP led by General Abdourahamane Tchiani.

He said Ecowas has always made overtures for dialogue but the junta has rejected all that.

โ€œAll these steps are there and we are still asking them to give peace a chance by opening up the diplomatic channel.

โ€œWe are not the one shutting the door on them. It is rather they shutting the door on us.โ€

He said the junta has finally agreed to receive an Ecowas mission on Saturday for peace talks to begin.

Former Minister of Communications Dr Edward Omane Boamah has said any decision by the government of Ghana to support the Economic Community of West African States (ECOWAS) with troops to tackle the coup situation in Niger will show that the sufferings of Ghanaians are because of poor priorities of the government.

Ghanaโ€™s Parliament is reported to have thrown its weight behind a military intervention of a combined force in Niger.

It is recalled that the Commissioner for Political, Peace and Security of the Economic Community of West African States (ECOWAS), Dr Abdul Fatau Musa stated that by all means, democratic rule would be restored in Niger.

โ€œBy all means available, constitutional order will be restored,โ€ Dr Fatau stressed.

โ€œIf push comes to shove, we are going into Niger with our machinery, we are not going to beg for alms,โ€ he said at the extraordinary meeting ongoing in Accra today Thursday and Friday for army chiefs of some West African states over sending troops to Niger to restore constitutional order.

The coup in Niger necessitated West African army chiefs to hold a crunch meeting in Accra, which started Thursday, August 17 and ended Friday, August 18, to find ways to restore constitutional democracy in that country.

The meeting followed a decision by the Authority of Heads of State and Government of the Economic Community of West African States to activate a standby force in the crisis-hit West African nation.

The West African bloc had initially given the military junta led by General Abdourahamane Tchiani a seven-day ultimatum to reinstate Mohamed Bazoum as President.

After the ultimatum elapsed, the Authority decided on Thursday, August 10 in Abuja, Nigeria to explore other options including an intervention by stand-by force.

During day one of the meeting, Ghanaโ€™s Minister of Defence Dominic Nitiwul told the army chiefs to be loyal to their heads of state and also to the Economic Community of West African States (ECOWAS) as measures are put in place to restore democracy in Niger.

He asked the army chiefs to send a signal to the world that the days that coup makers enjoyed the support of the people are over.

He said โ€œyour presence alone sounds and gives me a powerful message to the world that you are united in carrying out the directive of the heads of state and governments of ECOWAS and that after today and tomorrowโ€™s meeting, you will put in place a plan to ensure that a standby force is activated and that democracy will be restored in Niger.

โ€œIf Presidential guards in Guinea and Niger take hostage of their president, nobody in West Africa is safe. That is why I urge you to continue to be loyal to heads of state, I urge you, to continue to be loyal to Ecowas directives and to give effects that the days that coup dโ€™etats enjoy the support of our people are over.

โ€œYes, in a democracy people will agree to disagree, but the vast majority of our people in West Africa are with you, the vast majority of the people of West Africa do not want to be under the difficulties that we are facing today.โ€

In a tweet, Dr Omane Boamah said โ€œBroke country beating war drums! This should tell Ghanaians our suffering is due to poor priorities; and that the government can find the money ifโ€ฆโ€

Meanwhile, Deputy Minister of Information Fatimatu Abubakar has said that if the government decided to contribute troops to support the ECOWAS to deal with the coup situation in Niger, it will do so based on its capacity to fund the deployment.

She stated that no country can give what it does not have hence Ghanaโ€™s contribution will depend on its capacity.

โ€œOur contribution will be based on the capacity of government upon serious deliberation on what we can afford. No country can give what they donโ€™t have,โ€ she said on the Key Points on TV3 Saturday, August 19.

She stressed, โ€œWhen we get there Ghana will cross the bridge based on its capacity.โ€

Her comments come after the Member of Parliament for Builsa North James Agalga asked the government to explain how it is going to fund the troops that it may contribute to the ECOWAS to deal with the coup situation in Niger.

He asked the government to explain this because no provision has been made in the 2023 budget of the government to fund peacekeeping activities this year.

The ranking member of the Defence and Interior Committee said that the committee was concerned about whether or not the government of Ghana can contribute troops to the ECOWAS to deal with the situation in Niger without parliamentary approval.

He said the committee held a meeting on this matter but he refrained from making further comments on the details of the meetings due to the sensitive security nature of the discussions held.

โ€œIf Ghana has to contribute troops, how do we fund the troops, from which resources? Do you now understand why it is compelling for it to come to Parliament?โ€ he also said on the Key Points on TV3 Saturday, August 19.

He added โ€œThere is no provision in the constitution that says the government should come to Parliament but the spirit requires that before you commit peopleโ€™s relatives to war where they could die, you need the consent of the peopleโ€ฆby going through their representatives in the national assembly. We must be forthright and do the right thing.

โ€œSanctions are enough, already UN has faulted the components of the sanctions,โ€ the Builsa North Member of Parliament added.

The General Overseer of the Action Chapel International Ministry, Archbishop Nicholas Duncan-Williams says governments must learn to identify and utilise the potential of persons in opposition parties.

This will ensure that the country benefits from its human resources irrespective of oneโ€™s political affiliation, he noted.

Speaking during a service in his church on Sunday, Archbishop Duncan-Williams said individuals who have no capacity must not be appointed into government based on their loyalty.

โ€œThe fact that you are loyal to your party and you help your party to win an election does not mean you have the capacity to govern with your party.

โ€œIf people are not part of your party but they have the capacity to do something to advance the course of the country, you must give them the opportunity for the sake of the good of the country,โ€ he emphasised.

This statement by the renowned pastor was based on the governance style adopted by former President John Agyekum Kufuor which he said has not been replicated under the erstwhile John Mahama administration and the current Akufo-Addo-led government.

Touching on the issue of abandoned projects, the Archbishop expressed worry over how the lack of continuity in governance has soiled the essence of democracy on the continent.

โ€œAs a nation, we must have a national agenda that compels every political party in our country to work together so that when any party comes into office, it is not your manifesto or agenda that matters but what matters is a national agenda that allows for continuity because what we are doing now is not sustainable.

โ€œWe are allowing strangers, foreigners to come into this country and to prosper and to do well while the citizens are not doing well because of the way we are managing our democracy. Our party politics is not healthy,โ€ he said.

Again, Archbishop Duncan-Williams stressed that the โ€˜winner takes allโ€™ culture being practised in the country is affecting growth and development.

He added that political parties and politicians now put effort into sabotaging each other when in power, thereby creating a vicious cycle of unsustainable wealth.

โ€œToday, we live in a country since the Fourth Republic and it is not just Ghana but I see it everywhere in the African nations, where you find two political parties diving the country because if one party comes into office, the other party in opposition and their members suffer.

โ€œThey are literally bankrupt, undermined, and destroyed and so when they also come and this party is out of power, they also want to settle scores.

โ€œSo we donโ€™t have sustainable wealth because everyone is waiting for an opportunity so that they can come in and when they come in they destroy the other partyโ€™s members because they were destroyed.

โ€œSo if you are NDC and NPP comes into office, the members of NPP will have to bankrupt your business, kill your business and you go into exile and you suffer so NDC waits and when they come into the office they go after all the businessman of NPP and finish them.

โ€œIt has become a vicious cycle, what we are doing is not sustainable and we are doing it in the name of democracy, that is not democracy.โ€

He also condemned party sympathizers who amass wealth when their party comes to power.

โ€œI am not impressed with what is going on. With this thing where people donโ€™t work or create anything, but they are sitting down only to wait for their party to come so they can get a deal.โ€

Following widespread criticisms over the GHS60 billion loss recorded by the Central Bank in 2022, the Governor of the bank, Dr Ernest Addison, has explained that central banks ordinarily do not exist for profits but for national welfare.

Speaking at a news conference on Monday, August 21, to address a number of issues that have emerged since the bank released its annual report and financial statement for 2022, Dr Addison said, โ€œWe must recognize the special character of Central Banks and the role they play in an economy. Central Banks are institutions of public policy and do not exist for profits but for national welfare and as such could have a negative equity position and continue to be policy effective.

โ€œVery clear policies have been put in place to return to positive equity in the medium term. And as we do this, we will continue to rebuild our policy buffers to continue to provide the necessary assurance of policy support as we rebuild a stronger and more resilient and inclusive economic post-pandemicโ€he noted.

He added that, the bank remains strong, and that its operations will not be affected by the losses.

โ€œLet me end by reassuring the public on the policy solvency of the Bank of Ghana to achieve its statutory mandate going forward. Every central bankโ€™s credibility depends on its ability to achieve its mandate. These technical losses do not jeopardize that ability and are sometimes the price to pay for achieving those aims. It is important that we place the central bankโ€™s policy mandate ahead of profits.

Dr Addison said his assertion that the loss will not affect the bankโ€™s operation was validated by the International Monetary Fundโ€™s (IMF) Technical Assistance mission before granting Ghana a bailout.

โ€œIt is worth noting that Central Banks are not commercial banks. Bank of Ghanaโ€™s current financial condition will not impact negatively on the operations of the Bank,โ€ he stated.

According to him, the IMF declared the bank โ€œwas policy solvent and would remain so, as it had enough income to cover monetary policy operational costs.โ€

He said BoG will also manage to reduce its operational costs during this period โ€“ 2023.

He further explained that the loss the bank recorded last year were technical losses arising from the โ€œhaircut and the application of accounting standard (in particular IFRS 9) to estimate credit losses over the tenure of the government dealt by Bank of Ghana.โ€

He noted the financial loss was not money lost by the bank through its operations in 2022.

โ€œRather, one should look at this as the reflection of the total cost of the economic and social crises that the country has faced over the years and an attempt to resolve a major structural problem of the Ghanaian economy,โ€ he added.

He said loss recorded by the bank is not the first time since the bank has gone into negative equity, according to historical financial statements.

According to him, in the period of 2017, and 2018, BoG incurred similar negative equity from the impairment of legacy liquidity support loans granted in 2015 and 2016 to insolvent banks.

He stated that the external auditors were impaired due to the uncertain prospects of recovering from those insolvent banks. However, the bank recovered and generated profits from 2019 to 2021.

โ€œDuring the early years of structural adjustment, very large exchange rate depreciations led to revaluation losses that drove the Bank into negative Equity. Indeed, anytime the economy faces major challenges, the Bank of Ghanaโ€™s balance sheet suffers, and the equity position moves into negative territories,โ€ he said.

The BoG Governor noted that in all its dealings, the Bank acted within the applicable laws, adding that it is not true that the Bank of Ghana has been providing financing for the government every year.

โ€œThere has been zero financing in 2017, 2018, 2019 and 2021. The Bank of Ghana has only had to support in the pandemic year of 2020 and the crisis year of 2022.โ€

The Minority in Parliament at a press conference on Tuesday, August 8, disclosed the cost of the central bankโ€™s new head office under construction.

Its Leader, Dr Cassiel Ato Forson said the bank spending a whopping $250 million dollar to build a head office in the current economic crisis was untenable.

It has thus demanded the resignation of the BoG Governor and his two deputies for the GHS60 billion loss the bank incurred in 2022.

But the Governor has explained that the losses were not occasioned by mismanagement but largely by the government through its initiatives like the Domestic Debt Exchange Programme, DDEP and other factors.

Member of Parliament for Assin Central Kennedy Agyapong has accused some banks of leaking account details of some ministers of state and other officials.

In his view, that may explain how some people have decided to keep their large money at home.

Speaking in an interview with Roland Walker on TV3 Wednesday August 16 in relation to the issue of former Minister of Sanitation and Water Resources, Cecilia Dapaa who kept large amount of money at her residence, Mr Agyapong said โ€œwe cannot run away from it. I know there will be backlash but God knows I have spoken the truth.

โ€œWhen Victoria Hammah said If โ€˜I make one million dollarsโ€™, look at the backlash Ghanains gave. The one who said if I make got this back then what about the one who has it?

He further said he has a businesses and the banks are awre of that so they wouldnt ask questions he sent his money to the bank however there are others who will be questioned if they send money to the bank

The Member of Parliament for Assin Central Constituency, Kennedy Ohene Agyapong, who is also the Chairman of the Defence and Interior Committee of the House, has backed the sending of Ghanaian troops to Niger in case the Economic Community of West African States (Ecowas) activates military invasion.

The West African sub-regional body has asked member states to form a stand-by force as an option to resolving the crisis in Niger.

The bloc wants President Mohamed Bazoum released from house arrest and reinstated as the constitutionally-elected head of state.

Ecowasโ€™ Committee of Chiefs of Defence Staff is scheduled to meet in Accra on Thursday, August 17 to decide the way forward on restoring constitutional order in Niger.

Speaking in an interview on TV3โ€˜s New Day on Wednesday, August 16, Mr Agyapong, who was a member of the Ecowas Parliament, said the action by a combined West African force will serve as a deterrent to other states in the sub-region.

โ€œWe have an obligation as Ecowas countries and you cannot run away from it,โ€ he said.

For him, the action โ€œshould serve as a deterrent because coups dโ€™etat is becoming rampant in Ecowas so we should use Niger to serve as a deterrent and say anybody who tries again, Ecowas will come after them and this is not the first timeโ€.

He valued high Ghanaโ€™s contribution of troops to the force, saying the country remains an important member of Ecowas.

โ€œIn fact, the second most important country in West Africa is Ghana. Iโ€™ve been an Ecowas member [of Parliament] before so it is an obligation.โ€

He stressed that coups should not be countenanced in the sub-region as they are becoming one too many.

โ€œIf we make a mistake and we allow coups dโ€™etat all over West Africa, tomorrow it will be me and you and the first thing is that the two of us will go to jail first before anybody,โ€ he told host Roland Walker.

โ€œThey will dissolve Parliament, they will arrest journalists, check all the coups. So, the security of this county is very very important and no matter the amount of money prevention is better than cure. Prevention will not cost you as much as you are curing it.โ€

Ghanaian actor and politician John Dumelo has announced the passing of his beloved mother, Antoinette Ama Ampomah Dumelo.

In a social media post on August 16, 2023, he shared that his mother had peacefully departed the realm of the living, leaving behind cherished memories and a legacy of unwavering support.

John Dumelo conveyed his grief and loss through a heartfelt message on his official page. He expressed, โ€œMy heart is broken. My dear mother passed away peacefully yesterdayโ€ฆ my number one supporter. Heaven has gained an angel.โ€

Alongside his poignant words, Dumelo shared a fond photograph of himself and his mother along with other images of Madam Antoinette during her prime days.

Dumeloโ€™s mother, a retired customs officer, who turned 70 in 2022 lived a life of dedication and commitment, both in her professional career and in her role as a mother.

The North East Region Director of the National Disaster Management Organisation (NADMO), Alhassan John Kweku, says more relief items in the form of food is urgently needed to deal with the apparent food security threat in the Region.

According to him, the relief items received from the NADMO headquarters are woefully inadequate to cater for the huge numbers of victims hit by the floods.

On Wednesday, August 9, heavy downpour in parts of the North East Region left several communities in the area flooded.

Several hectors of farmlands were totally submerged in the flood waters leading to heightened issues of food security.

Portions of the Walewale-Gambaga-Nalerigu highway was also washed away.

Five persons have also died as a result of the floods.

The Tema Circuit Court B has granted bail to Eric Asante, Kojo Essuon and Theophilus Mensah in the sum of GHโ‚ต250,000 with three sureties.

They allegedly dishonestly appropriated a total of 1,400 cartons of frozen chicken products valued at GHโ‚ต448,000, the property of Augustine Atta Aduboffour.

Others were Ebenezer Nartey, who was granted bail in the sum of GHโ‚ต40,000 with two sureties for receiving cash as his share of the proceeds, and Alex Gafah and Paul Asamoah who were also granted bail in the sum of GHโ‚ต200,000 with three sureties for obtaining products by means of theft.

The case was adjourned to August 21st of this year.

The court, presided over by Ms. Bertha Aniagyei, granted the accused persons bail after they pleaded not guilty to their respective charges.

The prosecution, led by Deputy Superintendent of Police (DSP) Jacob A. Asamani, told the court that the complainant, Aduboffour, was the owner of TKO Frozen Foods Company, located in Community 25 near PS Global Estate and Tema Community 7, respectively.

The prosecution said Asante is an employee who works as a security man at the Community 25 branch of the company.

DSP Asamani said Essuon is a cold room attendant for the Community 7 branch of the company, while Mensah is a driver and a resident of Tema Newtown, and Nartey is described as a pastor and a resident of Ashaiman.

The prosecution said Gafah is a businessperson and a resident of Laterbiokoshie, Accra, and Asamoah is also a businessperson and a resident of Dansoman, Accra.

The prosecution said on November 20, 2022, Asante, Essuon, and Mensah met at a location at Community 7. They had a discussion and agreed to steal frozen chicken products from the companyโ€™s cold store at Community 25.

According to the prosecution, Asante called Nartey, who is his church pastor and informed him about the plans they had hatched to steal from the cold store.

He asked for prayers and spiritual protection to make them successful in their operation.

DSP Asamani stressed that Nartey prayed for the accused persons for a successful operation.

The prosecution said Asante had access to the keys to the cold store and pressed the keys on a key soap, which left the key patterns on the soap.

According to the prosecution, Asante handed over the soaps with the key patterns to Essuon and Mensah to get someone to get a duplicate key for them to use for the operations.

They managed to get one Liman based in Ashaiman, currently at large, to produce the duplicate keys.

DSP Asamani said Liman successfully duplicated the key and gave it to Asante and Essuon.

In the first week of February 2023, Asante called Mensah to get a truck to the cold store for them to load.

Mensah also engaged the services of Kabu Ocansey and Kweku Boateng, who had then parked their truck at the Mankoadze roundabout station looking for passengers and went with them to the cold store at Community 25.

Prosecution said Asante opened the cold store with the duplicate keys, and he and Mensah, together with Joe, Liman, and Kojo, who are all at large, loaded 700 cartons of Halland frozen chicken products valued at GHโ‚ต224,000 into the truck.

DSP Asamani said Mensah and Joe went with the truck to Kwame Nkrumah Circle in Accra and sold the goods to Gafah and Asamoah at a reduced price of GHโ‚ต250.00 per carton instead of the market price of GHโ‚ต320.00 per carton.

According to the prosecution, Gafah and Asamoah, after selling the goods to the public, handed over cash in the sum of GHโ‚ต175,000 to Mensah. The gang shared it accordingly, including Nartey, who was given GHโ‚ต15,500.

In the second week of February this year, Asante and Joe again met Nartey at the Ashaiman traffic light area, informed him of their plans to steal from the cold store again, and demanded that he pray for them to fortify them for another successful operation.

DSP Asamani said Asante and Joe loaded another 700 cartons of frozen chicken products valued at GHโ‚ต224,000 from the cold store and went and sold them.

The accused persons shared the b***y accordingly.

The prosecution said on February 20, 2023, stock was taken at the said cold store, and the theft was detected.

After investigation, the accused persons were charged with the offences and put before court.

Ningo-Prampram MP, Samuel Nartey George has asked President Akufo-Addo not to deploy Ghanaian soldiers to troubled Niger as part of ECOWASโ€™ standby force.

Sam George insists the Ghanaian army has been starved of resources and are not ready for such a โ€œuseless venture.โ€

In a tweet on Wednesday, August 16, the Deputy Ranking member on Parliamentโ€™s Communications Committee advised the President not to send the Ghanaian military to their untimely death.

He asked the President Akufo-Addo not to take the professional attitude of the military for granted.

โ€œDear President , you know better than us all the pitiful state of our armed forces for a foreign military intervention in another sovereign state.โ€

โ€œYou know that despite the professional attitude and disposition of our gallant officers, you have failed to retool and equip our forces,โ€ he tweeted.

He added that ECOWAS has not exhausted the laid down diplomatic means for resolving the crisis in Niger.

โ€œArticle 2(4) of the UN Charter prohibits the illegal action you and your cronies in ECOWAS are considering. Even if you wanted to hide under Article 42, do you have a UNSC resolution authorising an intervention? There is no clear evidence of the 3 basis required to trigger R2P so respect the sovereignty of Niger.โ€

โ€œA more pragmatic approach would be non-kinetic measures to engage and not the current aggressive stance to please your western puppet masters. Any decision to commit our men and women of the Ghana Armed Forces to a senseless and needless war would demand the approval of Parliament and we demand same.โ€

ECOWAS leaders last week resolved to activate a standby force for an intervention following a takeover by the junta.

The Military Chiefs are expected to prepare a plan of attack in Niger if ECOWAS leaders give the green light.

Chief of Defense Staff for the Federal Republic of Nigeria, General Christopher Musa, said they will do what is right.

โ€œWe must confront them head-on, dwell upon our shared experiences, wisdom and the strength of our collective resolve. Our decisions will be a strong message about our commitment to democracy, our intolerance for unconstitutional changes of government and our dedication to regional stability,โ€ he added.

Meanwhile, Chiefs of Defense Staff from ECOWAS countries will meet in Accra on Thursday, August 17, 2023, to strategise on possible military intervention in Niger.
