Arunachal Pradesh Chakma Students' Union Session 2022-25 APCSU Extends thanks and Farewell to DC Changlang Sunny K Singh.

Diyun : The Arunachal Pradesh Chakma Students' Union (APCSU) team headed by its Convenor Chikond Chand Chakma, Co- Convenor Ratan Sameer Chakma, Assistant General Secretary Abish Chakma & Communication Cell Obs Dangu Arijit Chakma had extended its greeting and bit a farewell to our going DC of the Changlang Sunny K Singh.
APCSU had a very good relationship with DC and had many good records of works in his tenure in Diyun and Others Circle as a whole. APCSU through DC Changlang had Organised Football, Mini Soccer in Diyun Playground beside APCSU through the support of DC Changlang had succeeded in installing Street Light in Diyun General Ground and recently Study / Knowledgeable Hub Library for Youths and Students.

So APCSU in its Farewell Message to DC had expressed its gratitude and thanks to DC Changlang Sunny K Singh for his remarkable & Excellent work done in the entire District.

Minister Santana Chakma said to work unitedly for the upliftment of the society while attending the 5th Annual Conference of Arunachal Pradesh Chakma Students' Union Session 2022-25 at Diyun General Ground.

Dangubi Santana Chakma ,Lone Chakma Minister of Government of Tripura had witness a Grand welcome from the people of the state and particularly the Chakma community in a traditional style. Minister Santana Chakma had come to Arunachal Pradesh first time in the state on the invitation of APCSU on its 5th Annual Conference. While addressing to the 10,000 around audience Dangubi Santana Chakma had said people specially the Chakma community have to beleive the Present Government working style and also have to keep paid on the Central Government specially to PM Modi who is keen to resolve all the issue of the North East . She further appeals the Community to stay United and fights every single problem together. She also emphasis to young minds and parents to give concentration on higher studies.
Dangubi Santana Chakma had expressed her gratitude and thankful to the Arunachal Pradesh chakma students Union(APCSU) for inviting her in its 5th Annual Conference and also she had expresse her happiness and Joy after seeing my community people and receiving abundance of love from you all.
During the program she had launched the ApCSU 2024 Calendar and even paid a tribute to U Chakma and Sneha kr Chakma by lighting lamp and in prayer.
Later in the evening Minister Santana Chakma had visited the Mahabodhi School, Jyotipur. She even personally visited Dangu Subimal Bikash chakma who is Karmayogi Awarded of APCSU and took his health status and blessings.
APCSU in its 5th Annual Conference had given Awards to 12 person in different field from social life to preserving Culture and customs to Education Field.
APCSU had shared it's milestone achievement in this last two years and had taken several steps/ resolution to address the overall community issue and students fraternity issue.

The theme is "Embracing Change through Recognition, Dialogue, and Constructive Discourse" and will be be graced by Dangubi (Ms.) Santana Chakma, Honโ€™ble Cabinet Minister for Industry and Commerce, Jail (Home), OBC Welfare, Govt of Tripura.This event aims to assess past actions, plan future endeavors, and unite Chakma students, Community Based Organizations (CBOs), Gaon Burahs (GBs), Social Workers, and Students. The highlight is the Karmayogi Award, honoring outstanding Chakma individuals for their exceptional dedication in education, rights advocacy, healthcare, and more.
This year, the distinguished Karmayogi Award shall be conferred upon Dg. Subimal Bikash Chakma. In the Second edition of the Winter Football tournament organised by Arunachal Pradesh Chakma Students' Union Session 2022-25 (APCSU) two matches were played in between the Team Ratnapur FC from Kharsang Circle Vs vs Diyun Bazar FC where after playing for full time finally Diyun Bazar FC win over Ratnapur FC in the penalty shootout.

In the second match of the Day , Balupather FC defeated Adi nigro FC in a penalty shootout.

The Playground witness thousand of audience and through this tournament the Apex students body of the Chakma community,APCSU is spreading the message of love, peace and harmony in the area and with the local community people.

1st ever Futsal Summer Tournament kicked off today at Diyun By DR. M.Takuria, MO CHC Diyun currently Incharge of EAC Diyun.

Diyun 26th August 2022. The 1st ever Futsal Summer Tournament kicked off today at Diyun By DR. M.Takuria, MO CHC Diyun currently Incharge of EAC Diyun. The tournament is organised by Arunachal Pradesh Chakma Student's Union (APCSU) in collaboration with United Chakma Football Club (UCFC )with a motto "Say No to Drugs and Yes to Life"
The First match was played in between Dumpani Youth Association and Eagle Brothers.The match was tie in alloted time .Later in penalty shootout the eagle brothers win the opening match against Dumpani Youth Association.
The opening ceremony of the Futsal tournament was graced by CBOs Head, School Principal, headmaster, HOD of Various Govt Department, Students and public of around 100 plus.
The final match will be played on 29th August 2022 as per Organising committee.

The order to suspend RPCs in Changlang district was issued after All Arunachal Pradesh Students Union (AAPSU), the stateโ€™s most influential student body, threatened to go on strike on August 3.

GUWAHATI: The Arunachal Pradesh government on Sunday decided to suspend all residential proof certificates (RPC) in Changlang district, a move criticised by the Chakma and Hajong community which described the decision as an infringement of their basic rights.

The order, which also suspends the issuance of new RPC certificates in the southern Arunachal district of Changlang, was issued by Kaling Tayeng, commissioner (political). Unlike permanent residence certificates, RPCs are temporary documents issued to persons residing in a particular place.

RPCs have been issued to those from Chakma and Hajong communities who are yet to get Indian citizenship and donโ€™t possess documents such as passports or voter identity cards. The RPCs help members of the two communities to pursue higher education in other states and join paramilitary forces.

Sundayโ€™s order came a day after the state government constituted a five-member committee headed by Opak Gao, secretary (food and civil supplies), to inquire into the issue of RPCs in Changlang.

The committee will include two members of the All Arunachal Pradesh Students Union (AAPSU), the stateโ€™s most influential student body, that threatened to launch a strike on August 3 against issuing RPCs to Chakmas and Hajongs in Changlang. The protest was called off after the government constituted the committee, which has been mandated to report its findings within 15 days.

โ€œThe Changlang district administration was issuing RPCs to Chakmas and Hajongs since 1982 whereas there was no such directive from the Supreme Court. The committee will inquire how the RPCs were issued,โ€ AAPSU vice president (protocol) Nabam Gandhi said in Itanagar on Sunday.

Reacting to the government decisions, the Arunachal Pradesh Chakma Students Union (APCSU) said the state government has been issuing RPCs to Chakma and Hajong youths for many years to enable them to pursue higher education in other states and to enable them to join paramilitary forces.

โ€œThe recent order to suspend all RPCs, and further such suspension of issuing fresh RPCs, would destroy the future of todayโ€™s generation and generations to come. Denying RPCs to the youth will deprive them of their basic rights, such as education, to take admission in various universities and colleges,โ€ APCSU president Drishya Muni Chakma said.

Chakmas and Hajongs, who are Buddhists and Hindus respectively, migrated to India between 1964 and 1966 from Chittagong Hills Tract (CHT) of then East Pakistan (now Bangladesh) to escape religious persecution and were settled in North East Frontier Agency (NEFA), present Arunachal Pradesh under a rehabilitation plan to help them rebuild their lives.

Though both communities initially enjoyed several rights and facilities including government employment, but over the years many privileges were withdrawn by successive governments in Arunachal Pradesh. Most indigenous organisations and tribal groups in the northeastern state see Chakmas and Hajongs as illegal migrants and want them out of Arunachal Pradesh.

The 2011 census put the number of Chakmas and Hajongs in Arunachal Pradesh at 47,471. Nearly 90% have been given Indian citizenship by birth but nearly 4,627 requests for citizenship have been pending for years. In 2015, the Supreme Court ordered that the pending citizenship applications be processed within three months. The direction has not been complied with yet.

In its notification today APCSU President Drishya Muni Chakma had issue a help desk number and name of 19 persons who will assist the students during the admission process in various college , school across the country.The help desk number will be available from 9am to 4pm daily till the admission process ended in the college.

5 Chakma-Hajong bodies โ€˜rejectโ€™ deportation of community from Arunachal pradesh.

As many as five Chakma-Hajong bodies have come together to โ€˜rejectโ€™ the proposed deportation of over 60,000 Chakmas and Hajongs to other states.

โ€œWe totally reject any idea or suggestion or proposal to relocate the Chakmas and Hajongs outside the State of Arunachal Pradesh,โ€ a joint statement from the five Chakma-Hajong bodies read.

The joint statement was issued by: Subimal Bikash Chakma โ€“ President of Committee for Citizenship Rights of Chakmas & Hajongs of Arunachal Pradesh (CCRCHAP), Mahendra Chakma โ€“ President of Chakma Rights & Development Organisation (CRDO), Drishya Muni Chakma โ€“ President of Arunachal Pradesh Chakma Students Union (APCSU), Maya Devi Chakma โ€“ President of Chakma Women Welfare Society (CWWS) and Rakesh Chakma โ€“ President of Chakma Youth Federation of Arunachal (CYFA).

JOINT STATEMENT OF THE CHAKMA COMMUNITY ORGANISATIONS OF ARUNACHAL PRADESH

โ€œWe, the five major Chakma & Hajong Community Based Organizations (CBOs) namely the Committee for Citizenship Rights of Chakmas and Hajongs of Arunachal Pradesh (CCRCHAP), Chakma Rights & Development Organisation (CRDO), Arunachal Pradesh Chakma Students Union (APCSU), Chakma Youth Federation of Arunachal (CYFA) and the Chakma Women Welfare Society (CWWS), having met on 23 August 2021 and discussed the recent serious developments with respect to the future of the two communities in Arunachal Pradesh have reached the following conclusions and decisions, for and on behalf of the Chakma and Hajong communities of the State of Arunachal Pradesh.

Firstly, the Chakmas and the Hajongs take pride in Shri Kiren Rijiju ji for being elevated to the rank of Union Minister for Law and Justice in the Government of India led by Honโ€™ble Shri Narendra Modi ji. Indeed, Shri Rijiju is the pride of entire North-eastern region and those who belong to the North-eastern region. We also pay our outmost respect to our beloved Chief Minister Honโ€™ble Shri Pema Khandu ji who has time and again expressed compassion towards the members of the Chakma and Hajong communities and expressed his desire to see socio-economic development and educational advancement of these two communities.

Having said this, we have taken strong note of the Independence Day speech (15th August 2021) of our beloved Chief Minister Shri Pema Khandu ji wherein he stated that his Government is in active discussion with the Government of India for shifting of the alleged โ€œillegal migrantsโ€ among the Chakmas out of Arunachal Pradesh and that Chakmas cannot be allowed to stay in the state because they are non-tribals.

We have also taken strong note of the subsequent statements made by our beloved Union Law Minister Shri Rijiju on different occasions including in public gatherings and TV interviews that Chakma and Hajong communities will be shifted out of Arunachal Pradesh in consultation with the Central Government. Shri Rijiju also made a stunning claim that during the meeting held on 20th February 2020 at Itanagar (Arunachal Day) in the presence of Shri Amit Shah ji, Honโ€™ble Union Home Minister, message was passed to the delegates of Chakma-Hajong that they would be shifted out of the State of Arunachal Pradesh. He further claimed that the passage of the Citizenship Amendment Act 2019 (CAA) by the Central Government has annulled the judgements of the Honโ€™ble Supreme Court of 1996 and 2015 which were in favour of granting citizenship to the Chakma and Hajong migrants who had migrated during 1964-69.

CLARIFICATIONS

Therefore, through this joint statement, the Chakma CBOs would like to clarify the following facts:

It is clarified that the delegates of Chakma and Hajong communities had attended ahigh levelmeeting on 20th February 2020 at Itanagar in which Shri Amit Shah Ji, Union Minister for Home Affairs, Shri Kiren Rijiju, now Union Minister of Law and Justice, Shri Jitendra Prasad Singh, then Minister for DONER, Shri Pema Khandu, Chief Minister of A.P, Shri Chowna Mein, Dy. CM, Shri Hemanta Biswa Sarma, present Chief Minister of Assam were presence. In that meeting, the issue of shifting or relocation of the Chakmas and Hajongs from Arunachal Pradesh was never discussed. In fact, the entire discussion was focused on finding permanent and amicable solution to the Chakma-Hajong issue within the territory of Arunachal Pradesh. Hence, the claims made by Shri Rijiju ji is totally incorrect and bogus.

The CAA does not apply in the State of Arunachal Pradesh and especially to the Chakma and Hajong communities as the CAA is meant to recognise the illegal migrants who came to India as on 31.12.2014. Since theChakmasand Hajongs had been legally settled by the Government of India in consultation with the local authorities during 1964-69, the CAA is not applicable to them, either positively or negatively. Further no law in India, including the CAA applies retrospectively.

About 90% ofChakmasand Hajongs are citizens of India by birth under section 3 of the Citizenship Act of 1955.

There is not a single Chakma or Hajong who are illegally settled in the State of Arunachal Pradesh as per our best knowledge. It is ridiculous to suggest thatChakmasfrom other states of Northeast India or elsewhere where they are recognized as Scheduled Tribes will migrate to Arunachal Pradesh where Chakmas do not get any facility from the government.

DEMANDS OF CHAKMAS AND HAJONGS

The Chakma CBOs who are signatories of this joint statement and the real representatives of the Chakma and Hajong communities of Arunachal Pradesh, demand the following:

We totally reject any idea or suggestion or proposal to relocate theChakmasand Hajongs outside the State of Arunachal Pradesh and strongly demand the unconditional withdrawal of statements made in this regard which have caused enormous fear and insecurity in the minds of the Chakmas and Hajongs.
Instead of relocation elsewhere, we demand that the long-standing Chakma-Hajong issue be fully and permanently resolved at the earliest by providing full rights as Indian Citizens in the state of Arunachal Pradesh and by providing additional guarantees within the Constitutional and legal framework of India;

We demand that the Government of India, the Government of Arunachal Pradesh and constitutional authorities such as the state Chief Minister and the Law Minister of India should abide by the Constitution particularly Article 14 (Equality before law) and Article 15 (Prohibition of discrimination by the State on grounds of religion, race, caste, s*x or place of birth) while dealing with the situation of the Chakma and Hajongs with compassion and sensitivity.

We demand that the Government of Arunachal Pradesh restore all the rights and privileges to the two communities (Chakma and Hajong) which they had enjoyed earlier such as government jobs, ration cards,panchayatiraj rights, etc. until arbitrarily and illegally taken away by the State Government since 1980.

We demand that the Government of India and the Government of Arunachal Pradesh fully respect and implement the rulings of the Honโ€™ble Supreme Court in the NHRC vs State of Arunachal Pradesh & Others wherein direction was issued for processing of citizenship applications of theChakmasand Hajongs which so far the State government as well as the Union Government failed to comply. This remains a blot in Indian Democracy.

We demand enrolment of all eligibleChakmasand Hajongs in the Voter List without discrimination.

We demand that all economic and social welfare programmes of the Government of India and State government, including Ration Card, MGNREGA, PMAY, PM Kishan, Development schemes for minorities, Scholarships etc, be extended to the people of Chakma and Hajong communities across the state without any discrimination;

Finally, we call upon the State government of Arunachal Pradesh to create conducive environment for the development of theChakmasand Hajongs who wish to live peacefully with other communities with mutual respect and dignity and contribute to the overall progress of the state as responsible citizens of this great nation.โ€

Chakma Language Script Books launched in Arunachal Pradesh By Arunachal Pradesh Chakma Students's Union(APCSU)

Miao : 11 January, 2021: Chakma Language script books supplied by Chakma Autonomous District Council (CADC), Mizoram, is launched by Arunachal Pradesh Chakma Students' Union (APCSU) to school children in Mpen Village under Miao Sub Division on 09 January, 2021.

The project of teaching the Chakma children their own scripts in AP has been initiated by APCSU under the banner of "Chakma Language Revival Project" at Nalanda Nandhapha Nature School, M'Pen-2 under Miao Circle and efforts will be taken to cover rest of the Chakma areas in AP.

APCSU president Dg. Drishya Muni Chakma has thanked Hon'ble CEM, CADC, Dg. Rasik Mohan Chakma and Hon'ble EM Dg. Durjya Dhan Chakma for granting approval to supply Chakma language learning resources, Madam Mandira Chakma and DSEB officials for assisting by arranging and despatching the books.

Changlang District Administration Imposed , Section 144 CrPC in entire Vijoynagar Circle.

CHANGLANG | 14 Dec 2020: On receiving inputs from local sources that All Yobin Student's Union is planning to organize a rally on December 15, the Changlang district administration has clamped Section 144 CrPC throughout Vijaynagar administrative circle banning public gathering of five persons or more.

In a press release today, the deputy commissioner Dr. Devansh Yadav, IAS appealed to all community leaders of Vijaynagar circle to let peace prevail and that youths should abide by law and government orders.

"All issues can be resolved by talks and discussions and district administration will protect interest of all our citizens", the release reads, adding that those who indulge in violence will be dealt with sternly in accordance with government rules and law.

While appealing to all youths and public leaders of Vijaynagar to abide by the government orders and Covid restrictions, the Changlang District Administration invites all stakeholders for constructive discussion for a common peaceful future, the press release added.

In a memorandhum which was today submitted by APCSU to local administration, ADC Bordumsa had demanded charter of demands which include R. K Agarwal shop area of Diyun Bazaar to be declared as a containment zone , Proper Sanitisation of Quarantine centre which are lying unsanitised aftre use in the village, Installation of Vehicle Sanitisation Camp in mudoi Gate under Diyun circle and to apply ODD-EVEN formula in opening the Diyun Bazar shop. The demands of the union had seen after the sudden hike of COVID -19 positive case in the Bordumsa circle from outside Quarantine centre and Recent positive case detection of a Driver, employee of R. K Agarwal of Diyun Bazaar from outside Quarantine centre. Union in its memorandhum submitted to ADC Bordumsa had claimed that Due to sudden increase of COVID -19 positive case in the Bordumsa Circle whole Diyun and Bordumsa circle public are great fear and tense. It's further said that Installation of Vehicle Sanitisation Camp in Mudoigate will reduced the danger of spread of Corana through vehicles that daily have to and fro for essential commodities, medical emergency etc via Bordumsa and Namsai town from adjoining state, district and circle. Further union appeal the ADC Office bordumsa to apply the Formula of ODD-EVEN in Diyun bazar keeping the safety of Diyun public life in top priority, further it also said that this process will reduced the risk of community spread further it will not affect in the economy activities. The letter which was submitted to ADC Bordumsa was dully signed by President, VP, admin of the union and President of CHakma Youth federation of Arunachal pradesh (CYFA).

Deban Area villagers donated Organic Fruits and Money to fights COVID -19.

Miao 2 July 2020.The publics of the Deban area today donated organic fruits to Miao COVID CARE CENTRE(CCC) positive patients. The fruits was collected from house to house by the villagers and along some money to donated to Miao administration to fight against COVID -19. The villager some how managed to donated organic fruits along a sum of Rs 12 thousand to administration of Miao to fight COVID.

Deban is place of beautiful land with full of flora and fauna which is border with Lohit district. It is an 2nd remotest aftre Vijoynagar from Miao division. The area is dominated or inhabited by CHakmas Tribal who is therepada Buddhist. The area deban is cut from the miao town due to mighty nuo Dihing River and the villagers really face lots of problems such as medical, ration problems during summer season when Nuo Dihing water level riseup to risky level.

Later in the afternoon the villagers of Dharmapur village donated Organic green vegetables to administration of Miao to provide hygeine diet both in Miao Quarantine and Namcheck check post(Gate)kitchen made for Returness and Security personal along Medical staff. The village Dharmapur is inhabited by CHakmas Tribal.

Chakma community donate Organic Green vegetables at Quarantine centres Miao.

Miao. 1july 2020. The villager of Dharmapur II village headed by their GB and some village leaders had taken the noble initiative of donations of Organic green vegetables to Quarantine centre under miao circle, miao town. The donation of vegetables in the Quarantine centre had really helped the administration as Green organic vegetables are not available in the miao weekly and daily market. Further the Chakmas community as a whole had been cooperating the Aruncahal pradesh GOvt in general and local administrarion of Diyun, bordumsa, chowkham and miao subdivision in fights against COVID -19 by contributing financial support directly to administration, Supplies of Goods, utensils, in the Quarantine centres, and others essentials materials needed for Quarantine inmates and to administration.

The Arunachal Pradesh Chakma Students Union (APCSU) on Tuesday appealed to the All Arunachal Pradesh Students Union (AAPSU) to refrain from segregating COVID-19 patients and create division on the basis of ethnicity.

Terming the demand of the AAPSU to exclude the Chakmas from the state covid tally as โ€˜unfortunateโ€™, the Chakma studentsโ€™ body compared this to adding salt to the wounds of the migrant Chakmas who were forced to return home from various cities due to the loss of employment during the nationwide lockdown.

The APCSU stated, โ€œIt is pertinent to mention that thousands of Chakmas were forced to move out to cities in search of jobs as state government jobs including NREGA, etc. are banned for the Chakmas. Chakmas are also compelled to migrate to cities as most of them do not fall under the Public Distribution System (PDS). Their ration cards were seized in back in October 1991 and they have also lost their agricultural land due annual floods caused by the Noa Dehing River. Owing to the countrywide lockdown, the Chakma migrants have become jobless; they have exhausted all their hard earned savings and as uncertainty looms large, they have been forced to come home with no option left. It will be totally inhumane if the returnees are being treated differently because of their ethnic originโ€.

The APCSU also clarified that a majority of the Chakmas, including the migrant Chakmas returning from cities were born in Arunachal Pradesh and they are citizens of India by birth according to Section 3 of the Citizenship Act 1955.

โ€œNobody wants to get infected with this virus. Unfortunately, some of the returnees were probably infected with the disease during transition. The patients need care and not segregation based on their ethnicity. This difficult time requires that all associations including student bodies, community based organizations and NGOs put their energy in one direction by helping the state government fight this menace,โ€ stated the APCSU.

The Chakma Studentsโ€™ body, however, supported the demands of the AAPSU to the state government to ensure that testing kits and equipment are made available in the state and to provide a second round of financial assistance to all the migrants stranded in different states.
