UPDATE: The Philadelphia District Attorney's Office refiled the 3rd-degree murder charge against the suspect in a deadly I-95 DUI crash that killed two state troopers and a pedestrian shortly after a judge dismissed it.
Jayana Tanae Webb, 22, of Montgomery County appeared in court on Wednesday for a preliminary hearing. A judge dismissed Webb's third-degree murder charge. She also set Webb's bail at $200,000 per person who died in the crash, bringing the total to $600,000.
Webb remains charged with DUI, homicide by vehicle while driving under the influence, homicide by vehicle, second-degree manslaughter of a law enforcement officer, involuntary manslaughter, recklessly endangering another person, driving under the influence and summary traffic violations, including failing to drive at a safe speed, careless driving and reckless driving.
Shortly after the dismissal, the Philadelphia District Attorney's Office announced they refiled the third-degree murder charge against Webb. A spokesperson for the District Attorney's Office said a Common Pleas court judge will hear the refile motion on a date that's yet to be determined.
Prior to Wednesday's court appearance, Webb had been sitting in a Philadelphia jail since the deadly crash on I-95 southbound near the Broad Street exit in South Philadelphia on March 21, 2022.
Sources told NBC10 Pennsylvania State Troopers Martin F. Mack III, 33, and Branden T. Sisca, 29, had just pulled over Webb when they received a call about a man who was walking on the highway. They then left Webb as they responded to the man.
The two troopers spotted 28-year-old Reyes Rivera Oliveras walking on the highway. As they tried to get him into their vehicle, a driver, who officials identified as Webb, drove up to the scene and tried to use the shoulder of the highway to get around them.
The driver hit and killed all three men, according to investigators.

The Chicago Police Department has unveiled a new policy prohibiting its officers from chasing people on foot simply because they run away, or because they have committed minor offenses.
The policy, which was introduced Tuesday, also encourages cops to “consider alternatives” to pursuing someone who “is visibly armed with a firearm.”
Under the policy, officers may give chase if they believe a person is committing or is about to commit a felony, a Class A misdemeanor such as domestic battery, or a serious traffic offense that could risk injuring others, such as drunken driving or street racing.
Perhaps most significantly, the new policy makes clear that the days of officers giving chase just because someone tries to get away from them are over.
“People may avoid contact with a member for many reasons other than involvement in criminal activity,” the policy states.
The long-awaited foot chase ban is expected to go into effect by the end of the summer, after the city’s 11,900 uniformed cops receive training. Via @hoodratchetv
Police captured a man who drove across lawns during a wild chase through West Philadelphia Monday evening.
SkyForce10 was over the scene as police pursued a red SUV near 34th Street and Mantua Avenue around 8 p.m.
At one point during the chase, the SUV drove across the lawns of multiple homes as people outside ran for safety.
After several minutes, the chase ended at 52nd and Wyalusing Avenue. Pennsylvania State Police and Philadelphia Police pulled the driver out of the vehicle and placed him into custody.
Officials have not yet revealed why they were initially pursuing the driver.

#PressPlay: #TSRUpdatez: The search for #BrianLaundrie has led authorities to “items of interest” in a Florida reserve. In a recent press conference, Special Agent in Charge Michael McPherson confirmed investigators found a backpack and notebook belonging to Brian.

Both items were located near “what appears to be human remains.” However police have not identified who they belong to as yet.

As previously reported, Brian has been off the grid for about five weeks now. Up until recently, the items and human remains were covered in water. Brian’s parents, Chris and Roberta Laundrie, told the FBI last night they planned to search a trail at Myakkahatchee Creek Environmental Park that Brian spent time on. After a brief search early today, the parents and law officials found the items.
