Louisiana bill allowing concealed weapons will require no previous permit or training. It instead consists of an optional one-hour long course that will be created by the State Police. Those defending the bill argue Louisiana laws around concealed fi****ms are based on the notion that carriers complete mandatory training and earn a permit. If the permit requirement is removed, lawmakers should revisit the related statutes.

The Bernstine Bill from Republican State Representative in Pennsylvania is looking to remove a requirement for those carrying concealed weapons. The bill would no longer require law-abiding citizens to obtain a license to carry a concealed firearm. This would allow anyone over 21 years old who passes the criminal background check to legally carry that gun concealed. Currently, there is no law requiring Pennsylvania residents to obtain a license for a gun carried openly. The bill suggests an optional concealed carry license, which would be valid in other states that have a reciprocal agreement with Pennsylvania. 20 other states currently do not require a license in order to allow for a concealed firearm to be carried.

The House committee approves concealed carry without permit or training in Louisiana. This would apply to adults who are at least age 21 and have not been convicted of a felony or violent crime. It would however exclude carrying a concealed gun while under the influence of alcohol or drugs. One would also be obliged to disclose the existence of such concealed weapons and submit to a search when asked by law enforcement, who would have the right to disarm carriers.

The Louisiana Senate's constitutional carry bill, which would allow the carrying of a concealed gun without a permit, has been criticized as dangerous for allowing an untrained person to carry a concealed gun. This begs the question if the permit law only prevents law-abiding citizens from carrying guns and does nothing to stop criminals who are going to carry guns regardless of what the law says.

A recent Louisiana bill passed through the House Criminal Justice Committee promising to allow citizens to carry concealed handguns without a permit. The possible consequences include how the Black minorities which form one third of the state could be perceived as a threat by the police when being pulled over. Therefore there are those who believe the bill would hurt the Black community given that some Blacks believe they are already perceived as threats to law enforcement.

Carrying concealed handguns without a permit may soon be permissible for Louisiana citizens after a bill passed through the House Criminal Justice Committee. The optional one-hour long course that the State Police will create has been criticized by opponents of the bill who call for more education. Statistics reinforce the bill, with 20 other states having constitutional carry laws with no evident rise in crime rate after implementation. The bill states the gun holder may not have a blood-alcohol level above .05 and must notify any police officer who approaches them.
