To the Honorable Members of the House and the Senate Panel; Ladies, and gentlemen, a blessed morning to all.

As the head of the House contingent in this bicameral conference committee, it is my profound sense of honor and great privilege to steward the passage of HB 8980, the Fiscal Year 2024 General Appropriations Bill.

This process is a substantive aspect of our duty to the people who bestowed their trust upon us. When we deliberate on the specifics and intricacies of the disagreeing provisions in this bill, let us be mindful of the profound impact our decisions will have on the lives of every Filipino citizen.

Let us approach this endeavor with a spirit of unity and guided by the principles of transparency, accountability, and the unwavering pursuit of the common good. Let us find a way to reconcile our differences, aligning them with the overarching programs of the present Administration.

As I mentioned in the explanatory note of HB 8980, “One of the complex and challenging processes in this budget involves balancing debt with the need to finance priority projects and programs to ensure long-term economic stability. Another is the administrative capacity of government agencies in efficiently managing and completing projects that can affect budget implementation.

This delicate equilibrium in handling debt while allocating resources for pivotal projects and programs necessitates a strategic and judicious approach to budget allocation.

Moreover, a critical facet demanding meticulous attention is the administrative capacity of government agencies to achieve their budgetary objectives. The complexities and intricacies in the management and implementation by the agency were manifest during the hearings of the Committee. It underscores the need for a comprehensive strategy to enhance efficiency, transparency, and accountability in the program implementation.

In addressing these challenges, we pave the way for a more cost- efficient intervention and align it with the targets and goals for sustainable economic growth and public welfare of this Administration, hence our proposal contained in the final version of HB 8980 transmitted to the Senate.

I pray that we can reconcile our differences in the coming days and harmonize our varied perspectives with the programs of the present Administration and the needs of our constituents.

Lalaki arestado sa drug buy bust

-Virac Catanduanes Arestado ang isang lalaki kinilala sa tawag na “Jr”, sa pagbebenta ng hinihinalang shabu sa isinagawang drug buy-bust operasyon kagabi Nobyembre 4,2023, bandang alas onse, sa Barangay Gogon Sirangan, Virac, Catanduanes

Ang suspek ay naaresto sa pinagsanib na pwersa ng Virac PNP, PDEA Catanduanes, Provincial Intelligence Unit.

Narekober mula sa suspek ang siyam na pirasong (9) transparent plastic sachets na naglalaman ng pinaghihinalaang shabu, boodle money at iba pang non-drug items.

Inihahanda na ng Virac MPS ang kaukulang kaso laban sa suspek kaugnay sa paglabag sa RA 9165 o Comprehensive Dangerous Drugs Act of 2002,

sinabi ni PMAJ ROBERT KEVIN T CAPARROSO, Chief of Police ito na ang tuloy-tuloy na anti-drugs operasyon ng Virac PNP alinsunod sa programa ng DILG B.I.D.A o Buhay Ingatan Drogay’Ayawan.
