The Sandiganbayan has convicted former Philippine National Police (PNP) chief Jesus Verzosa and five others of graft in connection to the purchase of P131.5 million worth of police rubber boats (PRBs) and outboard motors (OBMs) in 2009.

In a decision promulgated June 25, the anti-graft court’s Third Division sentenced Verzosa and fellow PNP officials Benjamin Belarmino Jr., Jefferson Soriano, Luizo Ticman, Romeo Hilomen, and Villamor Bumanglag to six to eight years imprisonment.

They were also perpetually disqualified from holding public office.

Ombudsman Conchita Carpio Morales has ordered the dismissal from the service of Tuguegarao City Mayor Jefferson Soriano, after he was found guilty of Grave Misconduct and Abuse of Authority. The dismissal order comes with the accessory penalties of perpetual disqualification from holding public office, forfeiture of retirement benefits and cancellation of eligibility.

In an 88-page decision promulgated yesterday, the Sandiganbayan Third Division found Verzosa “guilty beyond reasonable doubt” of violation of Section 3 (e) of Republic Act 3019, the Anti-Graft and Corrupt Practices Act.

Convicted with Verzosa were Benjamin Belarmino Jr., a retired lieutenant general; Jefferson Soriano, of the same rank and former chair of the PNP bids and awards committee who is now the mayor of Tuguegarao City; Luizo Ticman, a retired major general and former PNP-BAC vice chairman; Romeo Hilomen, also a major general and PNP-BAC ex-member; and Villamor Bumanglag, former PNP Maritime Group (PNP-MG) director and PNP-BAC ex-officio member.

This leave from the post, he clarified, would be temporary, just to “concentrate” on the legal battles.
