Just a few years after its deal to buy Stockton's Kendall Building fell through, the San Joaquin County Office of Education has bought the old State Hotel in a renewed push to set up a downtown headquarters for its software engineering department, CodeStack.

“However the outcome, they’re here. And they're going to be downtown," Michael Huber, executive director of the Downtown Stockton Alliance, said Something downtown, something cool’

CodeStack aims to transform the hotel building into a tech hub that will attract other tech companies downtown, according to an Office of Education statement.

The county Office of Education bought the building and an adjacent parking lot from Star Property LB Investment LLC for about $1 million, said Zachary Johnson, a spokesperson for the office. Located across the street from the Downtown Transit Center, the three-story, 1920s-era hotel building will house offices and classrooms for CodeStack and its software engineering school, CodeStack Academy, the statement said. "If you look at tech companies as a whole, they’re always in a kind of urban downtown setting," CodeStack Director Johnny Arguelles said.

"That’s what we want to do … something downtown, something cool, in a setting where there’s things to do.”

Manifesting that vision will require extensive renovations, according to Arguelles. “It needs a lot of work. It's like completely gutted.”

CodeStack would also be joining a growing education hub downtown, Huber said, including California State University, Stanislaus, and several charter schools.

‘Out of the ashes’

The State Hotel deal represents CodeStack's second push in about three years to establish a downtown base.

CodeStack first attempted moving into the Kendall Building at 430 E. Weber Ave., another 1920s-era building that required significant improvements. The Office of Education made a deal to buy the Kendall from owner and developer Ten Space in 2019 for $3.4 million.

The deal fell through when both sides failed to meet benchmarks agreed upon for the purchase, Johnson said.

A months-long anti-gang operation by the Stockton Police Department and other agencies resulted in 88 felony arrests, including two homicides, one of them being that of Edison High School coach Mark Scott in February.

"What I want (the community) to take away ... is that we understand the complexity of the crimes that we're dealing with," Mayor Kevin Lincoln said at a news conference at the Stockton Police Department on Thursday.

In January, Stockton police began an investigation alongside the California Department of Justice, the California Highway Patrol and the San Joaquin County District Attorney's Office into several street gangs in Stockton.

Among the arrests made during the operation was Antonio Thomasson, 35, who is accused of fatally shooting Pulliam Elementary School paraprofessional and Edison baseball coach Mark Scott on North El Dorado street in February. Thomasson was arrested on May 16.

Antonio Hoskins, 30, and Roverta Howard, 38, were arrested in relation to a fatal shooting near West Lane and Knickerbocker Avenue on March 15.

The quadruple shooting, which occurred in a parking lot near West Lane Plaza, left a 20-year-old man dead.

In addition to Thomasson, Hoskins and Howard, other arrests have been made in connection with this year's gang-related homicides, District Attorney Tori Verber Salazar said. She did not specify how many arrests have been made.

Along with those already charged, the San Joaquin County District Attorney’s Office will be reviewing the cases of all those arrested for potential filing in San Joaquin County Superior Court. The alleged crimes include murder, conspiracy to commit murder, fi****ms and narcotics trafficking, as well as gang enhancements.

Of the 21 homicides in Stockton this year, less than half have been gang-related, Verber Salazar said. California Attorney General Rob Bonta, City Manager Harry Black and Stockton's new police chief, Chief Stan McFadden, were also in attendance.

1. Resisting Arrest (1525) 8000 Block of Albany Drive, Valley Oak District
Officers responded to a disturbance and detained the suspect. The suspect became combative and a restraint device was utilized. ARRESTED: Cordaro Dew, 34, for battery, violation of restraining order, and resisting arrest.

2. Assault with a Deadly Weapon (2007) 7400 Block of Pacific Avenue, Lakeview District
The male victim, 30, was in an argument with the suspect. During the argument, the suspect threw a brick at the victim. The victim was not injured and the suspect was taken into custody by responding officers. The suspect kicked an officer and a restraint device was utilized. ARRESTED: Gumercindo Camejo, 36, for assault with a deadly weapon, burglary, resisting arrest, and battery on an officer.

3. Shooting into a Dwelling (2115) 300 Block of West Oak Street, Civic District
The female victim, 20, and the male victim, 54, reported hearing several gunshots and found their residences had been struck by gunfire. A four-door vehicle was seen leaving the area at a high rate of speed. No suspect description.

4. Robbery (0030) 1600 Block of Pacific Avenue, Civic District
The male victim, 21, was working in the area when the suspect approached and said he had a firearm. The suspect demanded the victim’s property, and then fled with the property once it was turned over by the victim. SUSPECT: Hispanic male adult.

5. Resisting Arrest (0326) 2100 Block of Dijon Street, Valley Oak District
Officers responded to a report of a disturbance and contacted the suspect. The suspect resisted arrest and had to be restrained. ARRESTED: Antonio Smith, 55, for public intoxication and resisting arrest.

SPD News: Homicide Investigation Update

On February 21, 2022, at 9:30 p.m., David Carlos, 34, was shot multiple times while sitting in his vehicle parked at the South Side Market on Airport Way in South Stockton. David was transported to an area hospital where life saving measures were attempted. However David succumbed to his injuries several days later. Investigators are continuing to pursue several solid leads, but need additional help in identifying the suspects involved. One suspect was described as a heavy set black male adult in his mid-twenties wearing glasses and dark clothing, including a black sweat shirt with the logo "BBB" on the front, the other suspect was described as a short Asian male in his teens wearing dark clothing.

If you have any information that may help in solving this case, please contact the Stockton Police Department immediately.

I know we usually do local news but this one hurts…

A suspect is in custody after a shooting at an elementary school in Uvalde, Texas, left at least two dead and injured more than a dozen others, including students, authorities said.

The Uvalde Consolidated Independent School District (UCISD) said there was an "active shooter" at Robb Elementary School at 12:17 p.m. Tuesday local time and said law enforcement was on site.

Two people died in the school shooting, and 13 children were being treated for various injuries at Uvalde Memorial Hospital, spokesperson Tom Nordwick said. A man in his 40s was also being treated, he said.

Two children were transported to San Antonio and another is pending transfer, he added.

University Hospital in San Antonio said in a tweet that they received a child and an adult from the school shooting. The adult, a 66-year-old woman, is in critical condition, the hospital said in a tweet.

Videos taken by a bystander, Isaias Melendez, show scores of armed officers at the scene while others flee the school.

Uvalde is located about 85 miles west of San Antonio and about 70 miles east of Del Rio. Robb Elementary teaches 2nd through 4th grades and had 535 students in the 2020-21 school year, according to state data. Thursday was set to be the last day of school for the year.

The school district said it is canceling all school activities following the shooting.

The FBI and the Bureau of Alcohol, To***co, Fi****ms and Explosives (ATF) are assisting local police with the investigation.

The suspect was taken into custody, according to the Uvalde Police Department.

The female victim, 27, was sent to the location to make a merchandise delivery. Upon her arrival, she was approached by the suspect armed with a handgun. The suspect demanded her property and fled on a bicycle. SUSPECT: Black male adult.

2. Weapon Arrest (1505) El Dorado Street and Ponce De Leon Avenue, Bear Creek District
Officers conducted a traffic enforcement stop in the listed location and located a loaded firearm in the car. ARRESTED: Devante Giles, 26, for weapon charges.

3. Weapon Arrest (1700) Ryde Avenue and Monte Diablo Avenue, Civic District
Officers attempted to stop a vehicle for a traffic violation. The driver failed to yield, leading them on a short pursuit that ended when the driver pulled over. A search led to the discovery of two rifles. ARRESTED: Jose Rodriguez, 18, and Natalie Cruz, 19, for weapons charges, and Jorge Rodriguez, 18, for traffic, weapons, and gang charges.

4. Assault with a Deadly Weapon (1719) Gateway Court and Kentfield Road, Valley Oak District
The female victim, 21, was in the listed area when unknown suspects attacked her. One of the suspects cut the victim with an object. The victim was self-transported to an area hospital for her non-life-threatening injuries. SUSPECT: Asian female in her late teens.

5. Assault with a Deadly Weapon (1818) California Street and Church Street, Seaport District
The male victim, 33, approached the suspect, asking him for money. The two got into an argument, and the suspect stabbed the victim with an object. The victim was taken to an area hospital for non-life-threatening injuries. SUSPECT: Hispanic male adult

6. Robbery (2108) 2000 Block of East Mariposa Road, Park District
The female victim, 41, was working at an area business. The suspect took merchandise and attempted to leave when the victim tried to stop him. The suspect sprayed the victim with a substance and fled on foot with the property. SUSPECT: Hispanic male adult

SPD News: Detectives make arrests in two separate homicide cases

Yesterday, Stockton police detectives made arrests in the following homicide investigations:

Antonio Hoskins, 30, and Roverta Howard, 38, were arrested in connection to the May 15, 2022 shooting death of a 20-year-old male that occurred at West Lane and Knickerbocker Drive. Hoskins and Howard were both in the San Joaquin County Jail.

Antonio Thomasson, 35, was arrested in connection to the February 11, 2022 shooting death of a 31-year-old male that occurred in the 8000 block of N. El Dorado Street. Thomasson was booked in the San Joaquin County Jail.

Our staff, along with our law enforcement partners, have been working non-stop on these homicides and shooting investigations. We would like to thank them for all their hard work in solving these cases.

Also, Stockton Crime Stoppers is offering a cash reward of up to $10,000 for any information that leads to an arrest in any unsolved homicide or gun-related crime.

Where are the most — and least — impoverished areas in Stockton? This map will show you

Inequality in Stockton is sometimes imagined as falling along north-south lines, with north Stockton residents faring better than residents in the south.

But the distribution of poverty in the city looks more like a patchwork, survey data shows.

In fact, some of the city's least impoverished areas are directly adjacent to — or are surrounded by — much poorer areas.

What to know
The percentage of poor residents was as high as 52% in parts of Stockton in 2020. In other areas, fewer than 1% of residents were poor, according to American Community Survey estimates.
Stockton and San Joaquin County have significantly higher poverty rates than California as a whole, the survey shows.
Blocks away, worlds apart
Poverty rates vary widely across different areas of Stockton, as the map below — based on American Community Survey data — shows.

Explore Census Data

For example, in a part of downtown Stockton falling roughly between Washington, Park and El Dorado streets and the railroad, about 52% of residents were below poverty level in 2020, the data shows.

Meanwhile, in an area west of Interstate 5 encompassing Brookside, less than 1% of residents were below poverty level, according to the data.

But the disparities didn't just show up in neighborhoods located far apart from each other. Some areas with the lowest poverty rates were adjacent to — or surrounded by — areas with high concentrations of poor residents, the data shows.

For example, a Midtown area encompassing University of the Pacific, Oxford Circle and American Legion Park had a poverty rate of 5.7%.

But just to the north, across the Calaveras River and between Pershing and Pacific avenues, 43% of residents were below the poverty line, according to the data.

Stockton in context
The typical income in Stockton and San Joaquin County is lower than in California as a whole, the survey found.

STOCKTON, Calif. — Brandon Leake is chasing a dream as he walked along the cracked pavement near an abandoned Kmart in Stockton. He wants to transform the run-down building into a community grocery store and gym.

“Here is where I got my first ever school clothes, blue light special with the layaway,” Leake said, standing just feet away from the building’s now boarded up front doors. “This community has a lot of history for me, and to see a landmark place like this just going to waste… it saddens me.”

The memories from Leake and others at the old Kmart building are starkly contrasted by how the dilapidated building sits today after being closed in 2019.

Surrounded by concrete k-rails meant to keep people out after multiple fires, the 84,000 square-foot property has become what Leake and other community members describe as an “eye sore.” One that is right in the middle of Stockton’s disadvantaged southeast side, which is also known as a food desert due to a lack of grocery stores.

“There’s liquor stores, drug stores or corner stores galore around the community, so we’re not lacking in that. We’re lacking in healthy food access, healthy exercise,” Leake said. “Nobody should have to consider what a four-mile bus ride would be, or asking church members for rides to be able to get to a grocery store because you don’t have a store nearby.”

Leake, who won season 15 of America’s Got Talent in 2020 as a poet, saw the abandoned structure and imagined a vision.

“I think a majority of the world sees it for its potential; they have an understanding that, if this place were to become something good, it could be the very thing that shifts the community for good,” Leake said.

ARREST MADE IN MURDER INVESTIGATION OF DOOR DASH DRIVER

Release Date: May 11, 2022

An arrest has been made in the homicide investigation of Andrew Satavu, a Door Dash driver delivering food the night of April 18, 2022 in the 1600 block of Gardenia Road. Andrew had just delivered a food order to a customer when witnesses reported hearing gunshots. When officers arrived, Andrew was located in his vehicle suffering from gunshot wounds. Andrew did not survive his injuries.

Detectives with MPD’s Violent Crimes Unit were able to identify the suspect using surveillance located during the investigation. A warrant was issued for the suspect’s arrest.

On Tuesday, May 10, 2022 at approximately 4:45 p.m., the suspect was contacted during a traffic stop by the California Highway Patrol on Interstate 405 near Carson, California.

The suspect, 46-year-old Mario Esparza of Modesto, was released to our custody and has been booked for murder.

MPD would like to acknowledge the hard work of our detectives and officers who were relentless in seeking justice for the Savatu family and friends.

Officers responded to the area on reports of a disturbance. The suspect did not comply with the officers’ commands and was forced against a fence to be taken into custody. ARRESTED: Edmond Wilson, 43, for warrants, resisting, and narcotics charges.

2. Weapon Arrest (1530) Princeton Avenue and Wallace Avenue, San Joaquin County
Officers contacted a suspect and arrested him for possession of a firearm. ARRESTED: Laron Wilkins, 29, for weapons charges.

3. Attempted Robbery (2023) 1000 Block of West Charter Way, Seaport District
The male victim, 20, was approached by the suspects, who brandished a firearm and demanded his property. The suspects assaulted the victim and then fled when the victim defended himself with his firearm. SUSPECTS: Two Black male adults.

4. Residential Robbery (2230) 4300 Block of Continental Way, Valley Oak District
The male victim, 40, was in his residence when the suspect entered and brandished fi****ms. The suspects stole the victim’s property and fled with his vehicle. SUSPECTS: Two adult black males.

5. Robbery Arrest (0009) Kelly Drive and Providence Way, Lakeview District
Officers conducted a traffic stop on the vehicle, wanted in connection with Entry #4 on Watch Commanders’ Report from 05/09/22. The suspects were arrested without incident. ARRESTED: Tyzjayla Thomas, 23, and Terrieunna Thomas, 25, for robbery and conspiracy charges.

On May 9, 2022, at 10:30 p.m., Stockton Police Community Response Team Officers conducted a traffic stop in the 5700 block of French Camp Road and arrested the suspects for possession of two fi****ms. Arrested were Wayne Reece, 18, Robert Latin, 18, and Sophia Berg, 19, for weapons charges.

STOCKTON, Calif. —
The Waterfront Towers are set to become Stockton’s newest city hall.

In 2017, the move was estimated to cost $25 million. Then, five years later, a pandemic struck. City of Stockton spokesperson Connie Cochran said supply chain issues impacted the cost of goods and services. The new price tag with that in mind is now about $75 million.

The higher price tag is attributed to renovations, which Cochran said include building city council chambers and making sure there is enough room for the majority of city employees to work out of the towers. The costs also included replacing the elevator system, the heating and air conditioner and fire suppression.

City Councilwoman Christina Fugazi, who has spent much time inside the current city hall, puts the updated cost into perspective.

"The sticker shock, I get it. It wasn't what we anticipated on spending, but here we are,” Fugazi said, "Our cost for redoing our existing city hall, our historic city hall, was well over $60 million, at that time."

Fugazi added that the current city hall, which was built in 1926, is unsafe and not ADA-compliant. The California Division of Occupational Safety and Health, or Cal/OSHA, has cited the city for the worsening conditions. The councilwoman also said when it rains, the plaster on the buildings is further damaged. The roof will need to be replaced, and the electric cables that are used to power the building are dangerous.

"We have rats and we have fleas on those rats,” Fugazi said.

Long-term, the city projects the Towers will save money, by ending its lease at the Chase building, located on East Main Street. City workers currently work in four different buildings. Once the towers are ready, the majority of the city’s departments will move into the city-owned towers.

"But the good thing about new city hall is it's going to be one-stop shopping. Most of our 1,500 employees will be in those two buildings,” Fugazi said.

Stockton’s city council is expected to learn more about the move in the coming weeks. There is no hard timeline yet on when the new waterfront property will be completely renovated.

Successful deescalation of armed man in mental health crisis.
At around noon today, May 7, 2022, our office was contacted regarding a man standing in the roadway holding a machete in the area of Wilson and E Streets in Stockton. The caller was afraid for their safety and left the area.
Deputies arrived a short time later and located the subject, who was carrying a 3’-4’ long sword. The man appeared to be in an altered mental state and would not communicate with our Deputies.
Members of our Hostage Negotiations Team, who are specially trained in crisis communication, were able to speak with him, and shortly after 4pm the man was taken into custody without incident. There were no injuries to the suspect, the public, or any of our Deputies.
The 20-year-old man has been transported to a local facility where he will be able to receive the mental health treatment he needs. Out of respect for his privacy, we will not be sharing any additional deltails.

Whole Earth Festival
The Whole Earth Festival returns to the UC Davis Quad on Friday through Sunday. The event includes crafts, educational and kids activities, live music and more. It runs from noon to 10 p.m. on Friday, 10 a.m. to 10 p.m. on Saturday and 10 a.m. to 6 p.m. on Sunday.

Dixon May Fair
The Dixon May Fair is back for the first time in two years at 655 South First Street. The Fair hours are noon to 11 p.m. on Friday, 11 a.m. to 11 p.m. on Saturday and noon to 10 p.m. on Sunday. A bull and bronc riding event, tractor pull competition and demolition derby are sold out but there are still more than 20 rides at a carnival to choose among.

California Honey Festival
The California Honey Festival is happening Saturday from 10 a.m. to 5 p.m. in downtown Woodland. Activities include a honey lab, kid zone, cooking demonstrations, a mead wine and beer garden and other entertainment.

Asian Pacific Culturefest
The Asian Pacific Culturefest is happening Saturday in Elk Grove in honor of AAPI Heritage Month. Expect food and craft vendors, cultural performances and art. The event takes place at 9040 High Tech Ct from 11 a.m. to 3 p.m.

Big Bounce America
The world’s biggest bounce house and other inflatable attractions return to Elk Grove Friday through Sunday at Bradley Ranch Winery.

Cinco de Mayo Block Party
Modesto’s Cinco de Mayo Block Party is a two-day concert happening at Graceada Park on Saturday from 12 p.m to 8 p.m. and Sunday 11 a.m. to 7 p.m. Among the performers are Lighter Shade of Brown, Natalie Larose, Marcos Hernandez, MC Magic and Malo.

Lodi Comic Con
Lodi Comic Con is happening Sunday from 11 a.m. to 5 p.m. at the Lodi Grape Festival Grounds and will host more than 200 exhibition booths. Special guests include five stars from the animated series "Avatar the Last Airbender."

Punk in Drublic Festival
The Punk in Drublic craft beer and music festival takes place at Cal Expo in Sacramento County on Saturday and features NOFX, Pennywise, Face to Face, T.S.O.L, The Bombpops, Get Dead and Knocked Down.

Mother Lode Round-Up
The Mother Lode Round-Up is holding its annual tribute to Western heritage this weekend. A parade kicks off in downtown Sonora at 10 a.m. on Saturday. Rodeos are also taking place later Saturday and on Sunday.

Placer County Mother’s Day Garden Tour
The UC Master Gardners of Placer County are celebrating their 35th annual Mother’s Day Garden Tour on Sunday from 10 a.m. to 4 p.m. The private gardens are located in Auburn, Loomis and Granite Bay.
