Zulum to Banks: Dispense New Notes Or We Revoke Your Land

Except for those with verifiable constraints such as lacking supplies from the CBN, Borno State Governor, Professor Babagana Umara Zulum has directed that any bank which refuses to dispense new naira notes via Automated Teller Machines (ATMs) and banking halls should have its land revoked by the state government.

Zulum issued the directive on Friday afternoon in Maiduguri after visiting branches of banks to assess problems being faced by residents in trying to access new naira notes via long queues at ATMs amid acute scarcity and hopelessness.

“Any bank in Borno State that is not willing to ensure their ATMs are fully dispensing new naira notes cash to ease the suffering of our people, we will withdraw their land title immediately. We will only spare Banks with genuine constraints that are verifiable” Zulum said.

Before that declaration, Governor Zulum was unhappy when he saw hundreds of people queued at a bank’s branch, with only one out of 10 ATMs dispensing cash.

“As you can see here, only less privileged people are queued up. I didn't see rich people here. Many people are said to be here since 3:00 am, some could not even eat anything. The new naira note and even the old ones are not available and that is adversely affecting commercial activities in the state and people are suffering” Zulum said as he sympathize with people in queues.

The Governor said further: “We just released salaries of about 5 billion naira and the banks don't have money, some of the ATMs are not working. We don't have any problem with the CBN policy or the withdrawal limit, they said individuals can only withdraw N20,000, but why can’t everyone have access to that N20,000?” he said.

“Yesterday I was in Gubio with a population of over 70,000 people but it was impossible to source N100,000 in the entire local government, neither of the new note nor the old notes. A ram that is worth N100,000 is now being sold for N35,000 because people are desperate for cash, and some wicked rich people are going to rural areas to exploit poor people” Zulum noted.

The Governor urged the Central Bank of Nigeria (CBN) to ensure the availability of new notes at commercial banks for people to access their money.

“Right now in Borno State, I have visited more than ten ATMs and there’s no cash” Zulum said.

Gubio: Zulum commissions 7 capital projects

Borno State Governor, Babagana Umara Zulum, on Friday commissioned seven capital projects executed by his administration at Gubio town of Gubio Local Government Area (LGA) in the northern part of the state.

The projects comprised of Government Secondary School, Gubio, which was rebuilt and reopened after Boko Haram destruction, a Computer Training Centre, Remodeled Gubio Secretariat, the Education Authority headquarters, the Police Divisional Headquarters, 80-shops in three shopping locations, Community Islamiya School, and Gubio Local Government Party Secretariat, which were executed by the state’s Ministry of Reconstruction, Rehabilitation and Resettlement under Engr Mustapha Gubio.

During the commissioning of each of the projects, Zulum highlighted some potential benefits citizens are expected to maximally derive.

On the computer centre which was the first of the projects commissioned, Governor Zulum said it was aimed at providing digital literacy to the people.

The centre has 20 computer sets with provision for future expansion to meet the anticipated increase of trainees. The centre is powered with solar and a back up generating set.

At the rehabilitated Gubio Local Government Secretariat which was destroyed by Boko Haram insurgents, Zulum explained the need for a conducive working environment for workers.

Another project, the local education authority's headquarters is to support the implementation of policies and programmes in the primary education sector, Zulum said.

The rehabilitated Divisional Police Headquarters with fencing as well as a remodelled DPO’s quarters is to encourage police in fighting crime, the governor noted.

The 80 shops in three locations, out of which 50 were built from scratch while the other 30 were those destroyed by Boko Haram and reconstructed, will help to stimulate commercial activities, the governor indicated.

An Islamiyya Primary School also commissioned, will combine western and Islamic education in a way that children from traditional Sangaya schools can get access to numeracy and literacy skills.

The local government party secretariat which is to enhance democratic activities was privately built and donated by the state’s Commissioner for Reconstruction, Rehabilitation and Resettlement, Engr. Mustapha Gubio, who hails from Gubio Local Government Area.

Zulum's administration is constructing 13.34 km roads and drainage networks in maiduguri

The Governor of Borno state Professor Babagana Umara Zulum's administration is currently constructing 13.34 kilometers of road and drainage network that comprises of ten roads within maiduguri, the state capital.

The 10 roads under construction are; dualising of Ahmadu Bello Way to Bama road junction, Shehu Sanda Kura road, Monday Market roundabout, Elkanemi roundabout and Mogoram to Lafiya road with a bridge to be cited at Ahmadu Bello way linking Bama road, and another bridge in the work that will connect Elkanemi roundabout to Lagos street junction.

These roads and bridges are aimed to transform and open up urban and rural areas, ease mobility for social and economic purposes, create wealth and jobs for the good people of Borno state.

Budget: Zulum lists 20 top targets for 2023

Borno State Governor, Professor Babagana Umara Zulum on Wednesday singled out 20 targets he plans to achieve, amongst many others, in the year 2023.

Zulum gave the list at the Borno State House of Assembly in Maiduguri, when he laid down the 2023 appropriation bill tagged “Budget of Continuity for Sustainability”.

Zulum had before then, explained how the state Government delivered 20 targets he had announced in November 2021, when he presented the 2022 budget.

The Governor said those 20 targets for 2023 will also be delivered by God's grace.

The Governor said the following:

1. We plan to complete and commission all ongoing projects in 2023.

2. We plan to implement our lift of the embargo on promotion and to pay promotional benefits.

3. We plan to drill 54 Hybrid Powered Boreholes, two in each of the 27 Local Government Areas.

4. We plan to construct three (3) water works in MMC and Jere.

5. We plan to construct water works in Azare Town of Hawul Local Government Area.

6. We plan to establish 60 hectares of sprinkler irrigation systems in 6 Local Government Areas of the State, to enhance crop production.

7. We plan to construct nine (9) Earth Dams in the State.

8. We plan to construct teachers’ quarters in Biu, Hawul, Dikwa and Gajiram towns of the State.

9. We plan to establish 3 Mega Higher Islamic Colleges in Gwoza, Bama, and Kukawa Local Government Areas of the State.

10. We plan to construct additional 3 Mega Community Schools in the State.

11. We plan to construct 500 Housing Units in Biu and Magumeri Local Government Areas.

12. We plan to construct a Fly-over around Borno Express Junction

13. We Plan to construct a dual carriage road from the Shehu’s roundabout to Songhai.

14. We plan to complete the construction of 500 Housing Units in Logumani and Gajibo Towns.

15. We plan to establish Schools of Nursing in Gwoza and Monguno.

16. We plan constructing a by-pass from Kano road to Gubio road.

17. We plan to construct township roads in Monguno.

18. We plan to complete Maiduguri – Bama Road.

19. We plan to complete Damboa – Chibok road.

20. We Plan to procure 312 Agricultural implements (Harrows and Ploughs) for our 312 Tractors procured by my predecessor, for onward distribution to farmers in all 312 wards across the State.

In 3 months, Buhari presents 3rd award to Zulum

For the third time in less than three months, President Muhammadu Buhari has presented a national award to Borno State Governor, Professor Babagana Umara Zulum.

In the latest award yesterday (Thursday) at the Eagle Square in Abuja, Zulum was named Governor of the Year, 2022, for aggressive efforts to revive Agricultural activities in Borno State, especially in communities Boko Haram terrorists had occupied.

The National Agricultural Land Development Authority, NALDA instituted the award.

Zulum is a Professor of Irrigation Engineering who deals with the scientific designing, controlling and harnessing of natural water for dry season agricultural purposes.

President Buhari, represented by the Secretary to the Government of the Federation, Boss Mustapha, handed the award to Governor Zulum in the presence of many personalities.

Before this third award, Buhari had, by himself on October 21, 2022, presented the Nigeria Excellence Award in Public Service (NEAPS) to Governor Zulum, amongst 44 recipients.

That event took place at the Banquet Hall of the presidential villa in Abuja where former President Goodluck Jonathan and Rivers Governor, Nysom Wike, were amongst those who received similar honours.

The NEAPS honour came just ten days after a bigger one.

Buhari had, on October 11, 2022, conferred a national honour of CON (Commander of the Order of the Niger) on Governor Zulum.

The President at the International Conference Centre (ICC) in Abuja decorated 440 Nigerians and seven foreigners with different categories of the national honour.

Speaking on the latest award as Agric Governor of the Year, Zulum thanked NALDA for identifying him and he commended the authority's executive secretary, Prince Paul Ikonne, for supporting Borno’s reopening of farms for safe agriculture.

“Food insecurity is the worst form of insecurity, therefore for us in Borno State, the activities of NALDA is helping our efforts to address the root causes of insurgency. Let me commend the Executive Secretary of NALDA for all the contributions he has been making towards the development of agriculture”, Zulum said.

The NALDA award event was attended by President Muhammadu Buhari who was represented by Secretary to the Government of the Federation, Boss Mustapha, Minister of State FCT, Dr Ramatu Aliyu, Minister of State Agriculture, Mahmood Abubakar, Hungarian Ambassador to Nigeria, Dr Saider Beer, and the Canadian High Commissioner to Nigeria, James Christoff.

Governor Zulum, a fellow of the Nigerian Society of Engineers has received more than 20 awards and honours which include fellowship of National Post Graduate Medical College, University of Ibadan Alumni of the year, an award from the Nigerian Institution of Agricultural Engineering, Ordre National Du Niger Grand Officer from the President of Niger Republic which is Nigeria's equivalent of Grand Commander of the Order of Niger (GCON) and he is winner of the Zik Prize for Leadership.

Zulum has variously been named by editors of prominent Nigerian newspapers for different categories of awards.

The governor once emerged as Vanguard Newspapers Personality of the Year, Leadership Newspapers' Personality of the Year, Tell Magazine's Governor of the Year, Nigerian Union of Teachers (NUT) Governor of the year, Anglican Church Leadership Award, LASU Honorary Doctorate Award and Honorary Doctorate of Letters (LLD), Honoris Causa from Afe Babalola University amongst other awards.

The Executive Governor Prof. Babagana Umara Zulum presented the 2023 Appropriation Bill before the Borno State House of Assembly.

Gov. Zulum gave a highlight of how the 2022 budget was appropriated. In areas such as resettlement drive, housing, schools, roads, drainages, healthcare centers, and renovation of existing schools, empowerment programs for the teeming youth in the state. As well as reduction of unemployment. The increment of monthly allowance to our CJTF, scholarships to Borno indigenes, basic amenities and many more.

Gov. Zulum said 2023 budget is a budget of continuity and sustainability of the ongoing projects in the state and all unfinished projects will be completed and commissioned in the year 2023.

The Governor also announced that, Borno express junction and west end round about will have a fly over bridge. Other roads and and bypasses will be constructed for city expansion and the rural areas. Drainage systems will also be provided. More mega schools and recruitment of competent teachers to boost the educational sector as well as housing for teachers in the year 2023 inshaa Allah.

He appealed to the civil servants of Borno state both serving and retirees to be patient that the Government will settle all pension and gratuities in the year 2023. The Borno state teaching hospital will also be completed early next year. Electrification projects will be extended to communities without power supply and any local government without government lodges will be constructed. The resettlement of displaced communities will continue for the people to start their livelihoods. He also said, security is one of his cardinal objectives so security of life and properties of the people should not be taken for granted and as such he will improve the security artechture of the state.

In conclusions he appealed to the good people of Borno state to give his administration another chance to take Borno state to a greater hight and he wished the APC the very best in the forthcoming elections come 2023.

The Speaker of the Borno state House of Assembly, Rt Hon. Abdulkarim Lawan in his address stated that the 2023 budget is a reliastic and commendable budget and based on past records the budget shows that it is for continuity and sustainability and in sha Allah the Honourable House shall work very hard to pass the budget proposal in due time for speedy implementation.

Borno State Governor Professor Babagana Umara Zulum mni today 6th December 2022, directs the commencement of 500 Mass housing units in Logumane community of Ngala LGA.

Governor Zulum directed the Ministry of Reconstruction Rehabilitation and Resettlement (MRRR) led by the Special Adviser to the Governor on MRRR Hon Abdulrahman AbdulKareem alongside with the acting Permanent Secretary Mohammed Kaumi Habib, the Special Assistant on MRRR Hon Dogo M Shettima , Engr Gujja Bukar Dalori director of reconstruction, Engr Alhaji Modu Baba Shehu deputy director reconstruction, Saleh Habib Director information and other staffs were in Logumane community to inspect the commencement of 500 mass housing units.

Professor Zulum has also directed the completion of 500 temporary shelters in Logumane community in preparation of returning the people back to their ancestral home.

It could be recalled that in August 2014 the community was attacked by Boko Haram and almost burnt down completely, whereby the residents fled to Ngala and later moved to neighbouring town of the republic of Cameroon. Governor Zulum in 2017 as commissioner resettled the people of Logumane community back IDP camps in Ngala LGA.

Hon Abdulrahman AbdulKareem on behalf of Governor Zulum presented three (3) Patrol vehicles, which two were Samsara and one Takuma Hilux to Lt Col GT Adedokun Commanding officer FOB Logumane of 3 Battalion Ngala accompanied by Lt GS Madaki as support by the Borno State Government in the fight against Boko Haram insurgents in the area.

The Special Adviser also present two (2) Toyota Hilux to the youth volunteers ( CJTF ) as operational vehicles to compliment their efforts in the fight against Boko Haram.

The team of the ministry also assessed school, Mosque, healthcare centre and water facilities for reconstruction and rehabilitation. Hon Abdulrahman also said four additional boreholes will be constructed .

Governor Zulum Announced Conversion of Arabic Teachers Collage to Al-Azhar Arabic Institute

The Borno State Governor Prof Babagana Umara Zulum Mni Fnse CON flagged off capacity building workshop for government officials, women, and community leaders.

In her welcome address, the Honourable Commissioner Ministry of Women Affairs and Social development Hajiya Zuwaira Gambo said the workshop is of two categories organised by the Cairo International Center for Conflict Resolution, Peace Keeping and Peace building in Collaboration with Borno State Government.

The First is workshop for Women and Community leaders on enhancing their role in preventing radicalization and extremism which will last for five days and the other will be for two days on Comprehensive integrated approach to handle Individuals formally associated with Boko Haram and ISWAP.

The Commissioner further said the workshops are aimed at equipping women and community leaders with the capacity to raise barriers to terrorism and build capacity on reseleince while reiterating that it was design based on Islamic Sharia law which will allow participants refute extremist ideologies and replace it with an alternative narrative.

In his remarks, the Ambassador of Arabic Republic of Egypt to Nigeria Sherif Naguib thanked Gov Babagana Umara Zulum Mni Fnse CON for inviting him to attend the launch of the workshop saying is within the existing frame work of cooperation between Nigeria and Egypt inline with partnership with Borno State Government.

The partnership he said, include experiences in reestablishment of normalcy in areas affected by insurgency.

The Ambassador added that, the workshop is jointly organised by Cairo International Center for Conflict Resolution Peace keeping and Peace Building CCCPA, Government of Japan Sweden, African Development Bank and UNDP.

Declaring the Workshop open, the Governor thanked sincerely the Government and the good people of Egypt for the partnership. Saying the workshop will go a long way in operationalisation of the Borno Model and it will sustain the ongoing peace building efforts of Government

The Governor recalled his official visit to while reiterating that, it has started yeildng positive results as already Al-Azhar University have sent twelve Imams who are currently teaching at the newly established Center in Maiduguri.

To sustain the initiative, the Governor announced the conversion of the Maiduguri Arabic College to Al-Azhar Arabic Institute.
He enjoin participants to pay attention to every bit of the workshop for the benifits of humanity.

Floods: Zulum in Niger Republic, visits Borno refugees displaced from Malam-Fatori
. Governor Meets Multinational Forces

Governor Babagana Umara Zulum was in Bosso, a border town in Niger Republic on Sunday, to visit citizens of Borno State who were displaced by flooding.

The citizens were residents of Malam-Fatori, headquarters of Abadam Local Government in the northern part of Borno State along the shores of Lake Chad.

Malam-Fatori is close to Bosso in Niger Republic.

For years, Nigerians and Nigeriens from the border areas often move in and out of the border towns for social, trade and cultural trade purposes.

Around 2013 and 2014, many Nigerians from Abadam, Monguno and a number of the 10 LGAs in northern Borno, took refuge in Bosso and lived there for seven years, fleeing from attacks by Boko Haram insurgents on Nigeria’s side of the border.

Zulum has since becoming Governor in 2019 travelled to different parts of Niger Republic on about 10 occasions, and all visits were for humanitarian assessments and interventions.

As an outcome of Zulum’s visits, thousands of refugees returned from Bosso and were resettled in their ancestral communities mostly in northern Borno.

A number of them were resettled in Malam-Fatori early this year (2022).

Malam-Fatori was occupied by Boko Haram for seven years since 2014 before it was recovered by the military.

Zulum was in Malam-Fatori at different times supervising reconstruction works, as citizens who returned were gradually picking the pieces of their lives until a recent flood said to have been caused by excessive recharge around Lake Chad, this year.

The Governor addressed the victims (Malam-Fatori’s residents) taking refuge in Bosso.

“We are here to sympathize with you over the flood disaster that has affected you. Many of you lost personal belongings. Insha Allah, Borno State Government will support you and we will return you to your community as soon as the water recedes” Zulum said.

The Governor thanked officials of Niger Republic for always welcoming Nigerians from Borno State in hours of distress.

Meanwhile, during his trip to Bosso, Governor Zulum interfaced with soldiers of the Multinational Joint Task Force (MNJTF).

The soldiers were under Sector 3 of the MNJTF.

The Governor interacted with the sector’s Commander, Brig Gen AbdulSalam Abubakar and paid tributes to troops for their huge sacrifices.

Zulum while speaking the MNJTF commander, expressed gratitude to Presidents of Lake Chad countries deploying soldiers to the Multinational Joint Task Force.

He praised President Muhammadu Buhari of Nigeria, and Presidents of Niger, Chad, and Cameroon Republics for their relentless commitments to the fight against insurgents in their countries.

Zulum returned to Maiduguri on Sunday night after the humanitarian visit.
