Human Rights Watch (HRW) issued a new report on 17 July entitled “I Can’t Erase All the Blood from My Mind,” in which the US-based rights group brazenly claims that Hamas’ leadership issued orders for its fighters to deliberately kill Israeli civilians during their attack on Israeli military bases and settlements in the Gaza envelope on 7 October.

Then, based on that unsubstantiated premise, HRW declares that Hamas leaders are guilty of committing crimes against humanity for launching last year’s Operation Al-Aqsa Flood.

However, any close reading of the report reveals that HRW bases these allegations on dubious evidence. The rights group deliberately ignores the much stronger evidence – presented by numerous Israeli military sources – that Israeli military leaders issued orders to their forces to kill Israeli civilians deliberately.

On 24 July, Hezbollah published surveillance footage taken by the Hudhud or Hoopoe drone the day prior, showing the Ramat David Airbase, the only Israeli airbase in the north.

In the video Hezbollah is able to identify officers’ residences, command centers, landing strips, Iron Dome batteries, ammunition depots, aircraft hangars, air navigation radars, and more, displaying the groups significant intelligence gathering capabilities.

The group also reveals their knowledge of the identity of the commander of the Ramat David Airbase said to be Colonel Asaf Ishd, considered an Israeli military secret.

The timing of the video’s release coincides with Israeli Prime Minister Benjamin Netanyahu’s visit to the US, where he hopes to gain additional support to prolong the aggression on Gaza and escalate the war on the northern front.

Through documenting the Ramat David Airbase, the Lebanese Resistance aims to send a message that the Axis of Resistance is capable of targeting the Israeli military’s airbases, crippling its air superiority on the battlefield.

The western Yemeni port of Hodeidah has received its first shipments since being targeted in a brutal Israeli attack over the weekend.

On the evening of 23 July, a ship carrying 514 containers of goods and another holding about 20,000 tons of iron arrived at the port.

“The container ship Marsa Zenith carries 514 containers of various goods, and docked at the quay of Container Terminal No. 6. … the ship BROTHER 1, carrying 22,803 tons of iron, docked on cargo berths No. 2-3,” the director of maritime operations at the port, Captain Mohammad al-Sais, was quoted as saying by SABA news agency.

“The Red Sea Ports Corporation is working with all its crews and cadres to continue the operational process of the port of Hodeida, and to overcome the entry of ships loaded with goods and goods to provide the needs of the Yemeni people,” he added.

The Deputy Director of the port’s Container Terminal, Dr Ahmad al-Murtada, was quoted by the local news outlet as saying that “the port of Hodeida is working normally around the clock in receiving all ships and enhancing work and coordination on keeping pace with all commercial supply chain.”

The governor of Hodeidah province had said on 22 July that the port’s work resumed 24 hours after the attack.

The comments of the port officials came on the same day as the announcement of a new agreement between Yemen’s Sanaa government and the Saudi-led coalition in Yemen.

The UN Special Envoy to Yemen, Muhammad Abdul Salam, announced that Saudi Arabia has agreed to lift certain harsh restrictions targeting Yemeni commercial banks and ease the blockade on Sanaa International Airport.

The shipments arriving at Hodeidah port came days after a brutal Israeli attack on the facility on Saturday, which killed six and wounded at least 87, most of who suffered severe burns as a result of Israel’s targeting of oil infrastructure.

The Israeli attack was a response to the Yemeni army’s historic drone strike on Tel Aviv on 19 July.

Fires raged at Hodeidah port days after the Israeli strike. An oil storage tank at the facility exploded on Tuesday night as a result, raising fears that flames could spread to other gas tanks.

The US, Israel, and the UAE held a secret meeting in Abu Dhabi last Thursday to discuss plans for Gaza after the war ends, Axios reported on 23 July.

Two Israeli officials told Axios the meeting was hosted by Emirati foreign minister Abdullah Bin Zayed and attended by President Biden’s top adviser for West Asia, Brett McGurk, and Israeli Minister for Strategic Affairs, Ron Dermer, a close adviser to Prime Minister Benjamin Netanyahu.

Two senior Israeli defense officials who have been working on Israel’s proposals for day-after plans for Gaza also traveled with Dermer to Abu Dhabi, the officials said.

UAE officials have previously announced their willingness to send troops as part of a multi-national force governing Gaza in partnership with a “reformed” Palestinian Authority (PA).

Last week, Lana Nusseibeh, the Envoy of the UAE Minister of Foreign Affairs, wrote in the Financial Times that a “temporary international mission” for Gaza was needed. The “goal cannot be a return to the status quo before October 7,” she said.

“Any ‘day after’ effort must fundamentally alter the trajectory of the Israeli–Palestinian conflict towards the establishment of a Palestinian state that lives in peace and security with the state of Israel.”

Axios reports further that Prime Minister Netanyahu would like the UAE to send troops, pay for reconstruction, and overhaul the Gaza education system to “de-radicalize” the population.

According to a United Nations Office for the Coordination of Humanitarian Affairs (OCHA) report on 22 July, nearly 83% of Gaza has been placed under evacuation orders or designated as a “no-go zone” following the Israeli military’s most recent evacuation orders affecting parts of Khan Yunis.

Following the army’s orders, the area designated as a “humanitarian zone” or “safe zone” has decreased by roughly 14.8%, from 58.9 to 50.2 kilometers squared.

“Both areas are already heavily overcrowded, have limited shelters and services available, and can barely accommodate the additional influx of displaced people,” the UN body report says.

OCHA added that the Nasser Medical Complex, in Khan Yunis faces a new mass casualty influx, amid a dire lack of blood units, medical supplies, and hospital beds.

The military’s frequent targeting of areas designated as “humanitarian zones” has meant that nowhere in Gaza is safe from the Israeli aggression on the strip.

In one incident on 16 July, a physician working with Project Hope in Gaza narrowly escaped an Israeli airstrike that targeted an area within the so-called “safe zone,” saying, “We witnessed blood and casualties in the streets, leading to intense fear among all of us. We cried from the shock of the scene, but thankfully we all managed to return home safely despite it. However, the trauma still lingers in our hearts – this is supposed to be a safe zone.”

Hamas, the Palestinian Authority’s (PA) Fatah party, and twelve other Palestinian factions have signed a Chinese-brokered reconciliation agreement during meetings in Beijing.

The 14 factions agreed on “ending division and strengthening Palestinian unity,” Chinese broadcaster CCTV reported on 23 July.

“The core outcome is that the Palestine Liberation Organization (PLO) is the sole legitimate representative of all Palestinian people. An agreement has been reached on post Gaza war governance and the establishment of a provisional national reconciliation government,” said Chinese Foreign Minister Wang Yi.

Hussam Badran, head of Hamas’ National Relations Office, said "the Beijing Declaration is an additional positive step on the path to achieving Palestinian national unity."

“There was agreement on the Palestinian demands related to ending the war and barbaric aggression, which are: a ceasefire, complete withdrawal from the Gaza Strip, relief, and reconstruction," Badran added.

The Palestinian factions will implement the agreement with support from Egypt, Algeria, China, and Russia.

According to a copy of the declaration obtained by Al Mayadeen on Monday, the agreement emphasizes the “commitment to the establishment of an independent Palestinian state with Al-Quds (Jerusalem) as its capital,” to be implemented through UN Resolution 181 (1947 resolution on partition) and UN Resolution 2334 (which labels Israeli settlements illegal under international law).

The declaration also highlighted the Palestinian people’s right to resistance, right to end the occupation, and right to self-determination.

A final and official statement on the Beijing meeting has yet to be released.

Last week, Hamas and the PIJ called on the PLO to drop its recognition of Israel, coming as a response to the recent Knesset vote completely rejecting the establishment of Palestinian statehood.

The Beijing talks come as the US and Israel have been floating ideas on a post-war international mission involving Arab states that would administer Gaza once the fighting comes to an end. The initiatives exclude Hamas and involve a “reformation” of the PA.

Yemen’s Ansarallah-led National Salvation Government (NSG) and the Saudi-appointed Presidential Leadership Council (PLC) have agreed on several measures to reduce economic tensions, according to a statement released on 23 July by UN special envoy to Yemen, Hans Grundberg.

The agreement calls for “canceling all the recent decisions and procedures against banks by both sides and refraining in the future from any similar decisions or procedures” and “resuming Yemenia Airways’ flights between Sanaa and Jordan and increasing the number of flights to three daily flights, and operating flights to Cairo and India daily or as needed.”

The points of the agreement also call for bilateral meetings “to address the administrative, technical, and financial challenges faced by [Yemenia Airways]” and to “discuss all economic and humanitarian issues based on the roadmap.”

Grundberg also said the rival Yemeni governments requested UN support to implement the commitments. The UN official also recognized Saudi Arabia’s “significant role” in bringing about this agreement.

Tensions over the banking sector escalated earlier this month after the PLC-controlled Central Bank of Yemen revoked the licenses of six Yemeni banks for failing to relocate their offices from Sanaa to the southern city of Aden.

The new agreement comes two weeks after Sanaa and the Riyadh-based Yemeni authorities achieved a “significant breakthrough” in prisoner release talks hosted by Oman.

A UN-sponsored ceasefire agreement between Ansarallah and the Saudi-backed coalition has been upheld since April 2022, hitting pause a nine-year war that destroyed large swathes of Yemen and left close to 400,000 dead.

US attempts to lobby Riyadh into reigniting the war to deter Sanaa’s pro-Palestine operations have so far proven unsuccessful.

Nevertheless, over the weekend, Yemen came under direct attack from Israel for the very first time, as Israeli jets pounded Hodeidah Port in retaliation for a daring drone attack that hit the city of Tel Aviv.

At least five Palestinians were murdered and others injured on 23 July in the Israeli military’s invasion of the Tulkarem Camp in the occupied West Bank.

According to local sources, a woman, Iman Abdullah Salem (56), and her daughter, as well as three resistance fighters, two of them commanders, had been killed by an Israeli drone attack.

The fighters are the commander of the Qassam Brigades in Tulkarem, Ashraf Eid Zaher Nafe' and the Commander of the Al-Aqsa Martyrs' Brigades in Tulkarem, Mohammad Ibrahim Awad, and a resistance fighter, Mohammed Badie.'

Over military vehicles stormed the camp and besieged its entrances, destroying infrastructure, property, and commercial spaces – resulting in electricity and water outages to a number of homes.

Reconnaissance and attack drones were also present in the airspace above the camp.

The Quds Brigades, Qassam Brigades, Al-Aqsa Martyrs Brigades’ and Al-Asfiah Forces in Tulkarem said that their fighters were engaged in repelling the Israeli incursion into the camp, detonating pre-prepared explosives and shooting barrages of bullets, and resulting in the injury of several invading troops.

The Palestinian Red Crescent said it was able to transfer at least four casualties to the Thabet Thabet Hospital but that Israeli forces were preventing its crews from moving inside the camp and reaching the site of the drone strike.

This comes just two days after Israeli Defense Minister Yoav Gallant ordered the elimination of all resistance battalions in the occupied West Bank, which has been made unlivable by the occupation amid plans by extremist ministers for full annexation.

The Israeli army has confirmed the death of two Israelis held captive in Gaza by Hamas and that Israeli forces probably killed them by mistake, The Jerusalem Post reported on 22 July.

Hamas fighters took Alexander Dancyg, 76, and Yagev Buchshtab, 35, captive during their attack on Israeli military bases and settlements during Operation Al-Aqsa Flood on 7 October.

Hamas announced the deaths in March amid a brutal three-month Israeli military operation and bombing campaign in the city of Khan Yunis in southern Gaza, where the men were being held.

Hamas stated at the time that Israeli forces were responsible for their deaths.

The Israeli military confirmed their deaths Monday based on new intelligence information.

The military did not disclose the exact circumstances of the two captives’ deaths; however, “it is likely that they were mistakenly killed by Israeli forces,” The Jerusalem Post reported, adding, “there have been multiple cases where the IDF mistakenly killed hostages.”
