'Serious escalation': Villafuerte slams China Coast Guard's activities in WPS

Camarines Sur 2nd district Rep. LRay Villafuerte has branded the China Coast Guard's (CCG) state of activities in the West Philippine Sea (WPS) as a "serious escalation of the illegal activities in Philippine territory".



“Beijing’s non-stop, increasingly dangerous and provocative incursions in breach of our national sovereignty and sovereign rights over the WPS must stop sooner than later," Villafuerte said in a statement.

The majority leader of the powerful Commission on Appointments (CA) was referring to the latest collision and water cannon incidents off Ayungin Shoal involving Chinese and Philippine vessels.

He said these incidents "underline a serious escalation of the illegal activities of China in Philippine territory in utter disregard of international law".

The Philippines keeps a small contingent of troops in Ayungin Shoal aboard the grounded BRP Sierra Madre.

The Philippine Coast Guard (PCG) resupplies the troops from time to time, but Chinese vessels--which outnumber and out-power the PCG--have been making such resupply missions difficult lately with their blocking tactics.

These tactics have involved colliding into Philippine vessels and attacking them with water cannons.

“As the government fast-tracks our AFP modernization program to beef up our external defense in the long haul, what needs to be done right now is for our defense and security establishment to beef up our maritime protection through the quickest way possible, which is via joint sails— hopefully before the year is over—with the US (United States) and other like-minded allies that want to preserve peace and prosperity in the Indo-Pacific region,” he added.

Villafuerte issued these remarks after the National Task Force on the West Philippine Sea (NTF-WPS) and the PCG reported that the CCG and Chinese maritime militia (CMM) vessels again used water cannons and made dangerous maneuvers last Friday, Nov. 10 in a bid to block the latest rotation and reprovision (RORE) mission for Filipino troops aboard BRP Sierra Madre.

Last Aug. 5, the CCG had also fired water cannons at our resupply baots on their way to Ayungin.

The Bicol solon said that joint maritime patrols with the US and other like-minded states have become “more workable and achievable” at this point, as quite a number of countries have been quick in condemning China’s increasingly dangerous maneuvers in the WPS.

The WPS forms part of the Philippines exclusive economic zone (EEZ), as declared by the United Nations Convention on the Law of the Sea (UNCLOS) in 1982. This was upheld by the ruling of the Permanent Court of Arbitration (PCA) in The Hague in 2016, which also invalidated Beijing's expansive nine-dash-line claim in the South China .

Kahit Good As Cash Naman: Some Doctors Refuse Gov’t Guarantee Letters To Avoid Tax Payments — Villafuerte

Camarines Sur Rep. LRay Villafuerte said some private doctors refused to accept government guarantee letters (GLs) as payment for their services to avoid paying taxes and for various other reasons.

During the previous hearing of the Commission on Appointments, Villafuerte complained to Health Secretary Ted Herbosa that some doctors, especially those who will get P100,000 or more in professional fees for their services, refuse to accept government GLs.

GLs were provided under the Department of Health’s Medical Assistance for Indigent Patients (MAIP) program and can be used by patients to pay their hospital bills.

Villafuerte said he received complaints from families of indigent patients confined in local hospitals such as the Bicol Medical Center in Naga City.

“Pag pumasok sila (indigent patients) sa regional hospital, covered ng PhilHealth (Philippine Health Insurance Program), pupuntang Malasakit, then merong MAIP,” Villafuerte said.

“However, minsan may billing po, P100,000 … P200,000 ang professional fee, hindi po ina-accept ng mga doktor ang MAIP. Malaki pong problema yan. While there are funds available, while MAIP funds are available … hindi po ina-accept ng mga doktor,” Villafuerte added.Villafuerte said some doctors refused to accept GLs because:

– These physicians will receive only half of their professional fee since MAIP only covers a maximum of 50% of their approved fee;

– It takes doctors about two months or more before they get paid; and

– Doctors need to declare the government-issued GLs as income and thus have to pay the required income taxes on such earnings.

Herbosa told the CA members that he was aware of the problem and would try to solve the issue by:

– Issuing an order prohibiting private doctors accredited by the DOH to treat their patients confined in government hospitals from rejecting MAIP-issued GLs;

– Withdrawing the DOH accreditation of such private doctors who refuse to accept GLs to practice in national and local government unit (LGU) hospitals;

– Reforming and computerizing the MAIP system to make it faster for physicians to encash their GLs;

– Seeking an adjustment in the current administrative cost equivalent to 2% of the annual MAIP Fund to a higher 5%, so the DOH can hire more staff to handle the processing of documents.

Following the enactment of the Malasakit Centers Act (RA 11463) in 2019, the DOH issued Administrative Order 2020-0060 to revise the MAIP guidelines to expand its coverage and harmonize the funding sources for medical assistance.

Villafuerte is among the authors of RA 11463, which provides for the establishment of Malasakit Centers in all DOH hospitals. The Centers serve as one-stop shops for the provision of medical and financial assistance in the form of GLs, promissory notes, or vouchers.

The MAIP has a proposed budget of P22 billion under the proposed 2024 national budget.

Robredo described the city as “quaint, clean, compact, picturesque, colorful, vibrant.”

“We fell in love with Porto. We were there only for two nights and a day but it made quite an impression on us – quaint, clean, compact, picturesque, colorful, vibrant,” said Robredo.

“The blue and white ceramic tiles were all over – in churches, houses, buildings, etc. Everything reminded me of my Mom. She would have loved it there,” she added.

Ako Bicol solon seeks more funds for DICT to combat cybercrime

Ako Bicol Rep. Zaldy Co said that the Department of Information and Communications and Technology needs more funding to combat cybercrime.

Co, chairman of the House Appropriations committee, said that they will work with Senate to provide more funds for DICT.

“We will work with our colleagues in the Senate to look for more sources of funds for the Department of Information and Communication Technology,” said Co.

“We recognize the dire need of the DICT for resources to fight cybercrime and ransomware attacks,” he added.

The Bicolano lawmaker said that they asked the Budget department for additional funding for the DICT.

“For the continuing ransomware attacks, we convey to the Department of Budget and Management the urgent need for additional funds for the DICT and for government agencies being attacked and vulnerable to cyberattack,” Co said.

“Perhaps, the additional resources can come from the Unprogrammed Funds of the 2023 national budget. Maybe some of vulnerable agencies’ savings can be authorized for augmentation spending on IT security and ransomware countermeasures,” he added.

Albay ranks second in peace and order audit result

The Province of Albay has placed second in the 2022 Peace and Order Council rated as “functional” by the Department of Interior and Local Government (DILG).

In the performance audit result of DILG released last week, Albay got a 95.54% rating, while Sorsogon and Naga City tied for the first rank with a 96.71 rating.

“All 18 local government units (LGUs) in Albay have a fully operational peace and order council,” the Albay PIO said.

“Six (6) of the 18 local governments in the province, including the cities of Legazpi and Tabaco and the municipalities of Daraga, Polangui, Malilipot, and Santo Domingo’s Local Peace and Order Council, received a perfect performance rating,”it added.

The Regional Peace and Order Council Region 5 earned an overall score of 96.29% in the audit result.

Meanwhile, DILG Bicol Regional Director Atty. Arnaldo E. Escober Jr. commended all functional local peace and order councils in the region for ensuring the safety and security of their communities.

Villafuerte Appeals: Open Humanitarian Corridor In Gaza

National Unity Party president and Camarines Sur Rep. LRay Villafuerte has backed calls for the opening of humanitarian corridors in southern Gaza to allow the repatriation of innocent civilians including overseas Filipino workers (OFWs).

At the same time, Villafuerte called on the Departments of Migrant Workers (DMW), of Labor and Employment (DOLE), and of Social Welfare and Development (DSWD) to double down on the reintegration and assistance plan to help the affected OFWs.

“I am one with those calling for the opening of a humanitarian corridor in southern Gaza—as spearheaded by the UN (United Nations) or other international institutions—to get all innocent civilians, most especially our OFWs, out of harm’s way before the Israeli Defense Forces mounts its announced land incursion into the Hamas-controlled Gaza City on the northern part of this Palestinian enclave,” Villafuerte said.

“The opening of a safe exit via the Rafa crossing will also enable the DFA to make good on President Marcos’ assurance on the repatriation of the three Filipino casualties at the soonest,” he added.

Villafuerte said he agreed with Speaker Ferdinand Martin Romualdez that mercy flights for the evacuation of OFWs don’t have to land directly in Israel and can use safe alternative airports in Egypt and Jordan.

The lawmaker said he expects that the Department of Foreign Affairs (DFA) through its embassies in Cairo, Egypt and Amman, Jordan will be at the forefront of official or backchannel talks on border openings to clear the way to the immediate repatriation of OFWs trapped in Gaza.

Last week, the DFA placed the Palestinian enclave under Alert Level 4 status, which mandates evacuation of all Filipinos in the area.

Nakatanggap ang himpilan ng Talisay MPS nang impormasyon sa isang concerned citizen tungkol sa diumanong “pot session” sa isang abandonadong gusali sa may bahagi ng Cory Aquino Boulevard, Barangay San Jose, Talisay, Camarines Norte. Agarang tumugon ang kapulisan ng Talisay MPS at nagtungo sa nabanggit na lugar upang beripikahin ang impormasyon at tumambad sa mga nasabing otoridad ang nangyayari na "pot session" ng diumano iligal na droga, kung kaya't agad inaresto at kalaboso ang 2-kataong sangkot dakong alas 10:30 ng gabi nitong Oktubre 14, 2023.
Ang mga naarestong suspek ay nakilalang sina alias "D**G," 42 taong gulang may-asawa, at residente ng Purok 2, Barangay San Jose, Talisay, Camarines Norte at si alias FRED," 40 taong gulang, binata at residente ng Purok-2, Barangay Bagasbas, Daet, Camarines Norte. Habang nakumpiska sa nasabing "pot session" ang mga ebidensya na isang pirasong lighter na kulay violet at dalawang piraso ng aluminum foil na hinihinalang may "Shabu" residue.
Ang mga nabanggit na personahe kabilang ang mga nasamsam na ebidensya ay nasa kostudiya na ng Talisay MPS para sa kaukulang disposisyon at pagsasampa ng karampatang kaso.

Tiwala ang gobyerno na hindi magkakaroon ng kakapusan sa supply ng manok sa bansa sa mga susunod na araw.

Ito ay matapos pangunahan ni Pangulong Ferdinand “Bongbong” Marcos Jr. nitong Huwebes nang umaga ang inagurasyon ng malaking poultry farm sa Davao del Sur na maituturing na world-class controlled climate poultry farm ng isang malaking kumpanya sa bansa.

Sa kanyang talumpati, sinabi ng pangulo na sa pamamagitan nito ay masisiguro ang matatag, supisyente at cost-competitive na supply ng manok sa bansa.

Ang poultry farm ay una sa 11 planong itatag sa iba’t ibang lalawigan ng Poultry Mega Farm projects ng San Miguel Corporation.

“OnceNrealized,Nthese will ensure a more stable, sufficient, and cost-competetive supply chicken as well as bolster the food and nutritional needs of our people,” anang pangulo.

Inasahang aabot ng hanggang 80 milyong manok kada taon ang produksiyon ng farm na tutugon sa tumataas na demand sa poultry products sa Davao region at ng buong Mindanao.

COA: QC wealthiest city, Cebu richest province in the country

Quezon City remains the wealthiest city while Cebu is the richest province in the country based on their assets, according to a Commission on Audit report.

Carmona, on the other hand, is the wealthiest municipality in the country.

Based on the COA’s 2022 Annual Financial Report on Local Government, Quezon City reported assets worth P443.41 billion as of the end of 2022. This was P7.6 billion lower than what it reported in 2021.

Quezon City is the biggest city in the capital region based on land area and population.

Cebu’s assets in 2022 totaled P235.74 billion, a P20 billion increase from the previous year.

Carmona’s assets totaled P6.52 billion up from P311 million in 2021.

Filipinos Turning 80, 90 Soon Get Cash Gifts — Villafuerte

Elderly Filipinos may soon get cash gifts from the government upon reaching the age of 80 or 90 years old.

National Unity Party president and Camarines Sur Rep. LRay Villafuerte said the House of Representatives and the Senate have already approved the measure providing cash gifts to octogenarians and nonagenarians.

At present, only centenarians or those reaching 100 years old receive cash gifts.

“Seldom do Filipinos reach the age of 100, so what better way for the national government and the Congress to show our country’s appreciation for the significant contributions of our grandparents and other seniors to society during their relatively more productive years than to give them cash gifts not only when they become centenarians but even when they turn 80 and then 90 years old,” said Villafuerte, one of the authors of the House version of the bill.

Villafuerte said the House and the Senate will now reconcile their respective versions of the measure to come up with the enrolled bill that will be ratified and submitted to Malacañang for the President’s action.

The House approved its version last May while the Senate approved its version last month.

According to the data of the Philippine Statistics Authority (PSA), there were some 12.3 million Filipinos 60 years and older as of May 2020, or roughly 11% of the country’s estimated population of over 109 million.

The Department of Social Welfare and Development said there are 662 Filipino centenarians.

Last week, Malacañang issued Memorandum Circular 34 directing all national government agencies, state corporations, government financial institutions (GFIs), and local government units (LGUs) to support pro-elderly activities for the annual celebration of the Linggo ng Katandaang Filipino.

Proclamation 470 (series of 1994) declared the first week of October each year as Linggo ng Katandaang Filipino, in recognition of the elderly sector’s role in nation-building.
