AKBAYAN: DUTERTE DESERVES BEST VACCINE FOR HIM, BUT HEALTH WORKERS DON'T?

"Mr. Duterte deserves the best vaccine for himself, but health workers don't?"

This was the question raised by Akbayan Chair Emeritus Etta Rosales after President Rodrigo Duterte remarked that he wanted to get vaccinated against COVID-19, but not with the Sinovac vaccine; saying that it is not recommended by his doctors.

Duterte made the statement on Sunday after he personally witnessed the offloading of 600,000 doses of Sinovac vaccines donated by the Chinese government.

"Health experts said that Sinovac shouldn't be used by people aged 59 and up, and by health workers exposed to COVID-19. Yet, Mr. Duterte chose to listen only to the first advice. Why, because the first one affects him and the second one doesn't?" Rosales said.

"If Mr. Duterte thinks he deserves the best vaccine, why can't our frontliners have the same? If he can listen and defer to the opinion of his doctors, why can't he do the same to the doctors and health workers of the country's premier state hospital? What's sauce for the goose is sauce for the gander. There should be no double standards," Rosales said.

The Philippine General Hospital's (PGH) Physicians’ Association insisted that the Sinovac vaccines must first undergo an appraisal by the Health Technology Assessment Council (HTAC) before they are administered to its healthcare workers. This was after the Food and Drug Administration (FDA) did not recommend the use of Sinovac to frontline health workers exposed to COVID-19 due to its low efficacy.

"I fully support the PGH physicians' statement. It is a call to promote vaccine quality, not hesitancy. The government must ensure that these vaccines undergo the right process in order to fully protect the country’s health workers," Rosales said.

"We and our health workers are not choosy about which vaccines we want. We just don't want incompetent and non-transparent public officials with incredibly low standards to choose for us," Rosales concluded.

PSYCHOLOGICAL ASSOCIATION OF THE PHILIPPINES STATEMENT ON RESPONSIBLE FILM AND MEDIA COMMUNICATION AND PRODUCTION ON MENTAL HEALTH ILLNESS

The media are essential players in any movement for change, as they have an important role in determining public attitudes to mental illness.[1] Although the media are but one source of the messages, it is generally thought that mass media images of mental illness perpetuate mental illness stigma. [2] Stigma is identified as the most common barrier to Filipino help-seeking behavior in mental health. “Social stigma puts the family’s reputation at stake or places one’s cultural group in bad light.”[3]

In recent years, our understanding of how to improve community attitudes to mental illness has become more sophisticated. There is now awareness that we need long-term strategies to combat stigma by disengaging mental illness from associated fears and anxieties and by improving knowledge and attitudes. [4] To start with these improvements, we have to investigate several ethical challenges. The pervasive content of entertainment film and television in particular, which are the most widespread of entertainment media, includes violence and other illegal behaviors; gratuitous s*x; marginalization of various social groups, including the mentally ill; and a heavy emphasis on consumption—far from healthy media fare. [5]

Limited communication of some media with mental health professionals: doctors, psychiatrists, psychologists, guidance counselors, and social workers who are most responsible for mental health have adverse health effects and contribute often to the wrong information spoken to the public about mental patients and the events associated with them. The media are a key link in informing people to recognize the importance and interdependence of physical and mental condition. Media writing, TV shows and movies often may lead to the stigma risks.[6] If the mass media can have a negative influence on the perception of mental illness, it is reasonable to expect that it should also be able to exert a positive influence to reduce stigma. [7]

The PAP encourages the film and media industry for responsible, accurate, and ethical communication and production of movies, documentaries, posters, and other-related output for mass consumption to reduce the current stigmatization of mental health.
Let us promote and protect the mental health of Filipinos.

I know very well how it feels to be told this over and over again. I know where those people who told me this are coming from but the invalidation you can feel from this phrase can really drain the life out of you.

This is why, as a counselor, I rarely use this phrase and when I do, I make sure to rephrase it well enough that it will now be more inclusive and understanding of people's unique circumstances.

When you have a platform that can reach millions, at least use it properly especially when presenting issues as sensitive as mental health.

The Youth for Mental Health Coalition (Y4MH) expresses its disappointment towards Viva Films for producing a highly-insensitive depiction of mental health in the poster of their upcoming film, Tililing. As we educate the public on mental health, we should ensure that the narratives we choose to share would avoid reinforcing false beliefs and stereotypes on mental health and people with lived experience on mental health concerns.

Y4MH stands by its call for the media and the government to create comprehensive standards and systems in the portrayal (and reporting) of mental health in films and TV. We call on VIVA Films and the creators of Tililing to reconsider their current representation of mental health. We also call on the Department of Health to urgently roll out mental health promotion initiatives as stated in RA 11036 or the Philippine Mental Health Law.

While we understand the motivation behind creating the film is to raise awareness and convey that mental health conditions are real, the desired message was lost in translation because of the lack of sensitivity in the process.

Approaching Tililing’s release date, we hope that its creators would collaborate with mental health professionals and service user organizations with regard to the final output in order to best ensure that mental health conditions are properly represented.

We hope that VIVA Films, operating on core values such as professionalism, honesty, and integrity, will be an ally of people living with mental health conditions. We also hope that the creators of Tililing consider conducting talkback sessions after the show to further contextualize and strengthen the message of mental health promotion.

We all have a significant role to play in ending the stigma on mental health. For platforms with greater influence, the responsibility is heavier.
