There are good reasons why you see few people painting outdoors during the winter months.
To properly dry, most paints will need the temperature to be at least 50 degrees F, although there are some exceptions.
This means that the temperatures will need to stay above 50 for the entire drying process, otherwise, the paint may not dry fast enough.
Too cold and the paint will have a difficult time bonding to the surface.
When temperatures start dipping into the 50s or below, most paints won't dry properly and it can cause big problems. Some of the issues common to painting in cold weather are: Poor color uniformity. Water spotting in latex paint.

This means that the paint itself may have difficulty sticking which also means that the work will look sloppy or in some conditions need to be redone.

Too hot and the paint will dry so fast that it will tend to crack or create a hazy film on the top that makes the paint look unattractive.
You do not want to paint in temperatures above 90 degrees F.
Paint, especially spray paint does not like cold temperatures. The simplest and safest way to warm it up is to place the can in a bucket of warm water 30 mins before you use it.
Increasing the heat in the immediate environment of the painted surface also helps increase the rate of oxidation and lower the curing time.
If painting the exterior:
Check the Surface – The air outside may be warming up a bit, but that doesn't mean the surface you're going to paint is warm yet. Make sure the surface is warm enough to accept paint ~50°F. If the air temp is over 50°F but the surface is still cold, use a hairdryer or heat gun to warm the surface up a bit. Don't cook the existing paint off, just warm it up to the touch. Paint goes on best between 70°F and 80°F, so it won't take much applied heat to bring the temp up. Hotter paint dries faster.
Alternatively, when the products applied in excessively hot temperatures dry too quickly they can often develop bumps, blisters and other imperfections, such as lifting, cracking, or discoloration.
