Russia's government has resigned, hours after President Vladimir Putin proposed sweeping constitutional changes that could prolong his stay in power.

PM Dmitry Medvedev said the president's proposals would significantly change Russia's balance of power.

Mr Putin asked Mr Medvedev to become deputy head of the National Security Council, which is chaired by Mr Putin.

The president later nominated tax service chief Mikhail Mishustin to replace Mr Medvedev as prime minister.

The unexpected announcement comes four years before Mr Putin's fourth term of office is due to end.

Under the existing constitution, he would not be entitled to another term.

The Russian leader said during a speech to both chambers of parliament that there would be a nationwide vote on changes that would shift power from the presidency to parliament.

Russian government sources told the BBC that ministers did not know about the government's resignation ahead of the announcement.

"It was a complete surprise," one source said.

Mr Medvedev has been prime minister for several years. He previously served as president from 2008-2012, switching roles with Mr Putin - a close ally - after the latter served his first two terms as president.

Russia's constitution only allows presidents to serve two consecutive terms.

Even when he was prime minister, Mr Putin was widely seen as the power behind then President Medvedev.

"These changes, when they are adopted... will introduce substantial changes not only to an entire range of articles of the constitution, but also to the entire balance of power, the power of the executive, the power of the legislature, the power of judiciary," Mr Medvedev said of Mr Putin's proposals.

"In this context... the government in its current form has resigned."

What is Mr Putin proposing?
At the end of his speech, Mr Putin put forward several constitutional reforms.

They included giving the lower house of parliament, the State Duma, "greater responsibility" for the appointment of the prime minister and the cabinet.

Currently, the president appoints the prime minister and government ministers, and the Duma approves the decision.

Mr Putin also suggested an increased role for an advisory body called the State Council. The council, which is currently chaired by Mr Putin, comprises the heads of Russia's federal regions. Mr Putin said it had proved to be "highly effective".

Other measures include:

*Limiting the supremacy of international law.

*Amending the rules that limit presidents to two consecutive terms.

*Strengthening laws that prohibit presidential candidates who have held foreign citizenship or foreign residency permits.

Mr Medvedev made his announcement on state television with President Putin sitting next to him. Mr Putin thanked Mr Medvedev for his work but said "not everything" had been accomplished.

In his address to parliament, the president unveiled a series of plans to increase the number of children being born in Russia. Like several Eastern European states, Russia has been struggling with a declining birth rate.

Last year Mr Putin promised tax breaks for bigger families.

On Wednesday he pledged state funding for new mothers in a bid to increase the number of children being born from an average of fewer than 1.5 per woman to 1.7 within four years.

So-called "maternity capital" has until now only been paid to families with at least two children.

Welfare benefits will also be paid for children aged three to seven in low-income families, and free school meals will be provided for the first four years of school.

Russia's population has struggled to recover from a dramatic decline in the 1990s.

Iran warns security forces may act against gas price protests.

(WR-UPDATES) — Iran's Interior Minister Abdolreza Rahmani Fazil has said security forces will act against those protesting a nationwide increase in gas prices if the "vandalism" continues, according to state-run Press TV.

Demonstrations erupted in several cities across the country Friday following Thursday's announcement by Iran's National Oil Company (NIOPDC) of at least a 50% increase in gas prices.

"Several" people have died in the protests, Iran's Supreme Leader Ayatollah Seyyed Ali Khamenei, said in a speech Sunday. In the province of Sirjan at least one person has been killed, the region's government has said.

More than 1,000 protesters have been arrested across the country, according to the semi-official Fars News Agency. In Esfehan, 15 gas stations were stormed and set on fire.
Videos published by official Iranian media show protesters blocking main roads and causing traffic jams.

But journalists in Iran and international news agencies report the situation is much worse, citing clashes between protesters and riot police, damage to public property, and tires and garbage burning on the ground. Gunshots were also heard.

Press TV reported that Rahmani Fazli has acknowledged people's right to protest within the framework of the law but warned protesters against attempting to undermine the country's security.

"Under any circumstances, the country's security and the people's calm are the top priority for the law enforcement and our security and military forces," Rahmani Fazli is reported to have said.

'The decision must be implemented'
Supreme Leader Khamenei said Sunday he supported the government's decision to raise gas prices, Press TV reported, but urged officials not to increase the price of other commodities.

"If the heads of the three branches of the government make a decision [about it], I will support," Khamenei is reported to have said.

"The decision must be implemented."
According to Reuters, state television reported that Khamenei blamed opponents and foreign enemies for "sabotage," saying: "The counter-revolution and Iran's enemies have always supported sabotage and breaches of security and continue to do so."

The White House released a statement on Sunday supporting "the Iranian people in their peaceful protests against the regime that is supposed to lead them."

"We condemn the lethal force and severe communications restrictions used against demonstrators. Tehran has fanatically pursued nuclear weapons and missile programs, and supported terrorism, turning a proud nation into another cautionary tale of what happens when a ruling class abandons its people and embarks on a crusade for personal power and riches," the statement reads.
Internet service shut down

The price hike reflects an increase ranging from 50% to 300%.
The price of a gallon of regular gas jumped to 57,000 rials ($1.71) from 40,000 rials ($1.20) per gallon, while the monthly subsidized ration for each private car has been reduced from 70 gallons to 16 gallons, after which the price of gas rises to 114,000 rials ($3.42) per gallon.

Escalating inflation and an IMF forecast of slow growth could make driving unaffordable for middle class families. According to UN estimates in 2017 the median salary in Iran is $3,300 a year.

Iran, which is a founding member of the Organization of the Petroleum Exporting Countries (OPEC), currently has estimated proven crude oil reserves of 155.6 billion barrels, according to energy giant BP.

Earlier this month President Hassan Rouhani announced the discovery of a vast oil field containing an estimated 53 billion barrels of crude oil, which would make it Iran's second-largest oil field.

The government says the increase is in the interest of the country and argues it will prevent "fuel smugglers" from exporting Iran's oil to neighboring countries.

However, analysts and opposition figures say the main problem is a weak economy, with the country undergoing deep economic difficulties marked by rising inflation, growing unemployment, corruption and pressure from US sanctions.

Over the weekend, the hashtag #300% went viral, according to social media users and reporters in Iran. That was soon followed by a near-total internet shutdown. It's unclear if these events are related.

Iran's nationwide internet and cell phone shutdown passed the 24-hour mark, the longest such outage since at least 2013.

Researchers at Netblocks, a group that tracks global connectivity, first noticed major drops in connectivity in Tehran and other cities Friday afternoon. Iran has instituted partial or full internet blocks plenty of times in the past, but rarely at this scale.

Nearly two years ago, unrest over poor living standards led to some calling on Shi'ite Muslim clerical leaders to step down. Iranian officials said 22 people died in those protests.

The gas pipeline exploded in front of a five-storey building, blowing walls off the building, a local police official said, citing witnesses.

At least 10 killed in car bomb in Syria near Turkish border

No group has yet come forward to say it is behind the attack, which took place near a bus station.

The attack happened in the northern Syrian town of al-Bab, which is currently controlled by Turkish-backed opposition fighters.

The number of casualties is disputed.

The Turkish Defence Ministry accused Syrian Kurdish fighters of carrying out the attack. The ministry said 10 people died and more than 15 have been wounded.

The activist-run Aleppo Media Centre said 12 people were killed and the British-based Syrian Observatory for Human Rights reported that 14 people, including nine civilians had died.

However, Turkey's state-run Anadolu news agency provided much higher numbers, saying 18 people were killed and at least 30 others were wounded in the attack.

The agency reported that several cars and buildings had been damaged.

Iran Guards chief: Destroying Israel now not a dream but an ‘achievable goal’

In claim prominently reported in Iran, Major General Hossein Salami declares Tehran able to annihilate ‘the impostor Zionist regime’

The commander of Iran’s elite Islamic Revolutionary Guard Corps said on Monday that destroying Israel was now an “achievable goal.”

Four decades on from Iran’s Islamic revolution, “we have managed to obtain the capacity to destroy the impostor Zionist regime,” Major General Hossein Salami was quoted saying by the IRGC’s Sepah news site.
“This sinister regime must be wiped off the map and this is no longer … a dream [but] it is an achievable goal,” Salami said.

The remarks were made at a biannual meeting in Tehran for commanders of the IRGC amid rising tensions between Iran and the US and its allies.

Salami’s comments were given prominent coverage by the Tasnim and Fars news agencies, close to ultra-conservative political factions.

The official IRNA agency also carried his remarks, but placed more emphasis on his assertion that Iran was growing stronger and would finally beat its foes despite “hostility” toward it.
US President Donald Trump officially designated the IRGC as a terrorist organization in April. “This unprecedented step, led by the Department of State, recognizes the reality that Iran is not only a State Sponsor of Terrorism, but that the IRGC actively participates in, finances, and promotes terrorism as a tool of statecraft,” the president said in a statement. “The IRGC is the Iranian government’s primary means of directing and implementing its global terrorist campaign.”

Salami’s comments Monday came two days after Abbas Nilforoushan, the deputy commander of operations of the IRGC, threatened that if Israel attacks Iran, it will have to collect “bits and pieces” of Tel Aviv from the Mediterranean Sea.
“Iran has encircled Israel from all four sides. Nothing will be left of Israel,” said Nilforoushan in an interview with the Iranian news agency Tasnim on Saturday. “Israel is not in a position to threaten Iran,” he said according to a translation published by Radio Farda, the Iranian branch of the US government-funded Radio Free Europe/Radio Liberty.

“If Israel makes a strategic mistake, it has to collect bits and pieces of Tel Aviv from the lower depths of the Mediterranean Sea,” he added.

“If the enemies could have started a war against Iran, they would have done it,” Nilforoushan said, adding that geography plays to Iran’s favor. “We are not a small country that could be conquered in one step. If all the Western, Arab and Israeli coalitions forces enter our country, Iran’s geography will defeat them before they can do anything.”

Nilforoushan also boasted of Iran’s “deep and long-range [missile] assault capability” and said Tehran has the means to make this capability operations.

“We will not let the enemies to face us at our borders. We will quickly drag the war to the bases and interests of the enemies anywhere they may happen to be,” he warned.

Iran has been on edge, fearing an attack on the country over a drone-and-missile strike on Saudi Arabia’s oil industry earlier this month attributed to Tehran. Yemen’s Iranian-backed Houthi rebels have claimed the attack, but the US alleges Iran carried out the assault.

The attack in Saudi Arabia was the latest incident following the collapse of Iran’s nuclear deal with world powers, over a year after US President Donald Trump unilaterally withdrew America from the accord. The nuclear deal was meant to keep Tehran from building atomic weapons — something Iran denies it wants to do — in exchange for economic incentives.

Prime Minister Benjamin Netanyahu was a sharp critic of the nuclear deal negotiated under the administration of former President Barack Obama, and welcomed Washington’s pull-back from the accord, urging further pressure on Iran.

Earlier this month, Netanyahu exposed the existence of a secret nuclear facility in central Iran in which he said the regime had conducted experiments in the pursuit of nuclear weapons. The Israeli premier said that once Iran detected that Israel had learned about the secret nuclear site, located in Abadeh, south of Isfahan, the regime quickly destroyed it.

Iran regularly threatens Israel, viewing the country as a powerful enemy allied with the United States and Sunni countries in the region against Tehran and its nuclear ambitions.

Israel has also thwarted Iranian operations in neighboring Syria where its fighters and those of Iranian proxy Hezbollah have been fighting alongside forces loyal to Syrian President Bashar Assad since 2011.

Tensions with the Hezbollah terror group soared this month after the Israel Defense Forces late last month thwarted an attempt by Iranian operatives in Syria — including two former Hezbollah members — to carry out an attack on northern Israel with armed drones and attacked their base. It also followed a drone attack in Beirut, attributed to Israel, that reportedly destroyed key components of a joint Hezbollah-Iran project to manufacture precision-guided missiles in Lebanon. Hezbollah responded to the attacks by firing anti-tank missiles into northern Israel earlier this month, although Israel said no soldiers were injured in the incident.

Hezbollah is seen by Israel as one of its most dangerous enemies, with an arsenal of rockets and missiles larger than that of most countries. The IDF last week completed a week-long training program for its senior combat officers aimed at preparing them for a war against Hezbollah, providing them with the latest intelligence, fighting methods and operational plans.

Hong Kong police shoot protester as violent clashes escalate

Hong Kong, China - In stark contrast to Beijing's triumphant display of military might marking the 70th anniversary of the founding of the People's Republic of China, Hong Kong on Tuesday was engulfed in running street battles between riot police and protesters.

An 18-year-old demonstrator was shot by police at point-blank range in the chest and remained in critical condition. At least 30 others were being hospitalised.

Over the past 16 weeks, Hong Kong has been rocked by anti-government protests, triggered by opposition to a now-shelved bill that would have allowed the extradition of accused individuals to mainland China for trial.

The demonstrations have since morphed into a broader pro-democracy movement, with protesters expanding their demands to include an independent inquiry into alleged police brutality; a blanket amnesty for all those charged with offences stemming from their involvement in demonstrations; and a retraction of the police claim that protesters are guilty of rioting - a charge that carries a heavy prison sentence.

Protesters are also calling for the right to directly elect Hong Kong's top leader and all the legislators.

On Tuesday, mindful of the importance of the milestone anniversary to Beijing, demonstrators directed their anger squarely at mainland China-owned businesses in different parts of the city.

Protesters vandalised a Bank of China branch, spray-painted slogans such as "Topple the Commies" and "Communist China, go to hell," while also torching the Chinese national flag. They also draped from a footbridge black banners inked with protest slogans, befitting the traditional Chinese funeral rite. City streets, meanwhile, were strewn with "banknotes for the netherworld".

Rot police meanwhile shot crowds of protesters with volley after volley of tear gas bombs and occasional beanbag rounds. A smattering of protesters hit back with Molotov cocktails, but most huddled behind a patchwork shield of umbrellas in self-defence.

Referring to the shooting of the protesters, police officials defended it as "reasonable and lawful," saying the officer felt threatened after being surrounded by protesters.

'I shall persist'
Repeated police bans on major marches downtown may have depressed turnout, but protests have only grown in scope and ferocity.

At least several thousand protesters pm Tuesday defied a police ban on a proposed march through the city centre, making their way towards Beijing's representative office just 2km (1.2 miles) west of downtown - only to be pushed back by police using water cannon.

"I hope I can see the end of the Communist rule in my lifetime," Ben Li, 43, said.

"I shall persist till I succeed," said Ash Chen, 44, a former civil servant who now works in finance. "But I can't see the end game as the government is unlikely to meet all our demands."

Rebranding Tuesday's anniversary as their "national day of mourning," Hong Kong's demonstrators were bent on spoiling the party and stealing the show from Beijing.

A crowdfunding campaign called Freedom Hong Kong purchased full-page advertisements in major newspapers in nine countries, including The New York Times and the Financial Times, accusing China of "tearing Hong Kong apart" and warning the world of "a new Cold War".

A former British colony, Hong Kong was returned to China in 1997 under a "one country, two systems" framework, which guarantees Hong Kong people rights and freedoms largely absent in mainland China.

In recent years, critics say Beijing has increasingly interfered in the supposedly semi-autonomous territory, and resentments have bubbled to the surface. Beijing denies interference and has warned other countries to stay out of Hong Kong's affairs.

Two others jailed for 10 years for same crime while fourth sentenced for spying for UK, judiciary spokesman says.

Iranian courts have sentenced one person to death for spying for the United States and handed 10-year jail sentence to two others for the same crime, a judiciary spokesman said on Tuesday.

A fourth person was imprisoned for 10 years for spying for the United Kingdom, judiciary spokesman Gholamhossein Esmaili was quoted as saying by the judiciary's news website Mizan.

"One person has been sentenced to death for spying for America ... but the ruling has been appealed," Esmaili said.

The other two men received final 10-year sentences for spying for the US, he added.

The verdicts come amid spiralling tensions between Tehran and Washington since US President Donald Trump last year withdrew from the 2015 nuclear deal and reimposed sanctions that have crippled the Islamic Republic's economy.

It was not immediately clear if any of the cases were linked to Iran's announcement in July that it captured 17 spies working for the US spy agency, CIA.

Occasionally, Iran announces the detention of spies it says are working for foreign countries, including the US and Israel. In June, Iran said it executed a former staff member of the Ministry of Defense who was convicted of spying for the CIA.

In April, Iran said it uncovered 290 CIA spies both inside and outside the country over the past years.

Iran has handed down heavy sentences on spying charges in the past. In August, Iran jailed two people, including a British dual national, for more than a decade for spying for Israel and receiving illegal payments.

Nearly two years ago, Iran indicted three dual citizens and a foreigner held in the country on unknown charges.

One of those charged is Nazanin Zaghari-Ratcliffe, an Iranian-British woman, who has been jailed for more than two years had gone on a hunger strike in protest of her treatment.

Investigators are claiming to have solved the mystery of flight MH370, a Malaysian Airlines flight that vanished with 239 people on board during a flight from Kuala Lumpur to Beijing in March 2014.

According to multiple news outlets, leading air safety experts say the plane's captain deliberately crashed the plane in a carefully-planned murder-suicide mission.

Captain Zaharie Ahmad Shah allegedly depressurized the plane, rendering everyone else onboard unconscious. That would explain why no one attempted to make any emergency calls or texts as the plane veered off course. Shah then allegedly flew the aircraft over his hometown of Penang for an “emotional goodbye” before flying into the southern Indian Ocean.

Senior Boeing 777 pilot and instructor Simon Hardy told 60 Minutes Australia that Zaharie avoided military radar detection by flying along the border of Malaysia and Thailand.

W.R.UPDATES reports that the wreckage uncovered so far might prove that Zaharie had control of the aircraft and that it was not a high-speed crash.

Some family members of the MH370 victims told W.R.UPDATES that without forensic evidence, they will not be convinced.

China displays new hypersonic nuclear missile on 70th anniversary

Beijing also showcased inter-ballistic missile capable of reaching US in 30 minutes during 70th anniversary parade.

China's military has shown off a new hypersonic ballistic nuclear missile believed capable of breaching all existing anti-missile shields deployed by the United States and its allies.

The vehicle-mounted DF-17 was among weapons displayed on Tuesday in a large military parade led by President Xi Jinping to mark the 70th anniversary of the founding of the People's Republic of China.

Some analysts have called the new missile a threat to regional stability because its speed allows far less time to determine whether to fire nuclear weapons in response.

That speed, and the missile's use of multiple independently manoeuvrable re-entry vehicles to deliver warheads, makes it far more difficult to detect and intercept.

The DF-17's hypersonic glide vehicle technology also permits it to fly at a much lower altitude just before delivering its warhead, further frustrating attempts to detect and intercept the weapon.

During the 80-minute parade, Xi was seen waving as the military's latest weapons and equipment were paraded in Beijing's Tiananmen Square.

Joining him at the stage were former Chinese leaders Hu Jintao and Jiang Zemin.

Also on display was the DF-41 intercontinental ballistic missile, with a reach of between 12,000 and 15,000 kilometres (7,400-9,320 miles), reportedly the longest in the world.

According to an analysis of by the Center for Strategic and International Studies, the missile is capable of striking the continental US within 30 minutes.

Other weapons featured were the JL-2 missile, which can be launched from a nuclear submarine "providing sea-based nuclear deterrence", as well as a new generation of anti-ship missiles called YJ-18, according to state television CGTN.

A new and advanced radar system that could "detect jets and missiles" was also introduced, as well as new HQ-9B surface-to-air missiles "capable of intercepting multiple air strike weapons in a complex electro-magnetic environment".

In all, 160 aircraft and 580 pieces of military equipment, as well as 15,000 military personnel, were in the parade, according to the state-owned news website, Xinhua.

In 2018, China spent an estimated $250bn on its military, according to the Stockholm International Peace Research Institute. In comparison, the US spent $649bn during the same period.

China has the largest standing military in the world, with a total of two million active members, compared to1.29 million in the US.

Tan Min, the parade organiser, was quoted as saying that all the weapons and equipment displayed were "domestic and in active service" complete with advance technology for "better strike accuracy".

Hu Xijin, editor-in-chief of the state-owned Global Times newspaper, wrote on social media that the display was a show of "military transparency".

"China with strong military strength is conducive to curb the strategic impulse of external powers towards China," he said.

A total of 188 military attaches from 97 countries were reportedly invited to watch the military display.

Why UPDF banned wearing of red beret?

Uganda People’s Defence Forces (UPDF) on Monday designated the red beret and tunic as official military clothing that could land civilians who wear them in jail, essentially banning the uniform of opposition leader Bobi Wine and his supporters.

The pop star turned leading opposition figure, who has announced he is running for president against President Museveni in 2021, has made the red beret his signature, calling it a "symbol of resistance".

However the beret, also worn by Uganda Military Police, was included in Uganda's first ever gazette of all military clothing, which states that any member of the public found in possession of the items "is liable on conviction to imprisonment for a term not exceeding five years."

"The dress code for the UPDF has been gazetted. The action was endorsed by the top organs of the army which also commended the dress committee for concluding the task assigned to it years back," army spokesman Richard Karemire said in a statement.

"It manifests the commitment to define identity and outlook of a professional army as well as adhering to the EAC (East African Community) protocols," he added.
Bobi Wine, whose real name is Robert Kyagulanyi, said in a statement emailed that the beret ban was "a sham".

"It is a blatant attempt to suffocate a successful threat to the autocratic status quo. But People Power is more than a red beret, we are bigger than our symbol. We are a booming political movement fighting for the future of Uganda and we will continue our struggle for democracy and prosperity for all Ugandans," said in a statement to AFP.
