The plan to revive the position of Presidential Chief of Staff failed to take off during the Aquino administration because of the feud between the Balay and Samar factions.

The power struggle between the two groups was resurrected by Chief Presidential Legal Counsel Juan Ponce Enrile as he shot down the proposed revival of the position of Chief of Staff, purportedly for Executive Secretary Vic Rodriguez.

In a five-page memorandum for President Ferdinand Marcos Jr. dated September 15, 2022, Enrile said Mar Roxas was supposed to have been appointed as Chief of Staff of then-President Benigno Aquino III following his failed vice presidential bid.

“The plan never materialized because of potential conflict with the other agencies under the Office of the President, especially the Office of the Executive Secretary, and considering the controversy between the Balay Group (to which Roxas belonged) and the Samar Group (to which then- Executive Secretary Paquito Ochoa Jr. belonged),” Enrile said.

Marcos’ 98-year-old chief legal counsel said the creating the post of Presidential Chief of Staff “will necessarily cause duplication and overlapping of functions, confusion and even inevitable rifts among the different offices under the President.”

Former Special Envoy to China Mon Tulfo has expressed alarm over the Philippines’ seeming emerging reputation as a “safe haven” for foreign criminals.

Writing for the Philippine Star, Tulfo said criminal syndicates from “Mainland China, Korea, Africa and Pakistan have made this country a battleground or playground.”

“These crime syndicates are apparently given protection by our law enforcement people,” Tulfo said in his September 17 column.

A former police beat reporter, Tulfo said some officials of the Philippine National Police (PNP), National Bureau of Investigation (NBI) and Philippine Drug Enforcement Agency (PDEA) are reportedly under the payroll of the foreign crime groups.

The foreign criminal syndicates, he claimed, “are provided with armed bodyguards” by Philippine law enforcers.

Staff working at Malacañang now have a comfortable place to sleep in after working for long hours, thanks to First Lady Liza Araneta Marcos.

The First Lady on Thursday (September 15) inaugurated the Internal House Affairs Office (IHAO) staff quarters located at the old engineering office inside Malacañang complex. Joining her at the event was her son, Simon Vincent.

In a video uploaded on Marcos’ official page, the First Lady told Palace staffers that they could stay at the IHAO staff quarters whenever they pleased.

“Like I told you the last time, we want you guys to be comfortable and to have a place to sleep,” Marcos said at a reception for staffers inside the Palace.

“So tonight, you can sleep there if you want,” she added.

The years that former Manila Mayor Isko Moreno spent in Tondo prepared him well in warding off pickpockets who targeted him while he and his family were on vacation in Paris, France.

Moreno’s son, actor Joaquin Domagoso, shared the failed robbery attempt on his father in an interview with showbiz website PEP.ph.

“Somebody tried to steal from my dad. They’re bullying my little brother sa carnival. And then, parang mino-modus nila. Medyo ginang-up ang papa ko,” Domagoso said.

“They got to a small push-push fight. They ganged up on my dad. Buti na lang my dad covered his pockets,” Moreno’s son added.

Domagoso said that while his father shrugged off the robbery attempt, his youngest brother, Drake, cried after seeing “big guys” rough the former mayor up.

“Pero si Papa, medyo ngingiti-ngiti siya kasi parang inis siya nang konti sa nangyari, but he [wanted] to keep it down. He doesn’t want Drake to feel bad,” the young actor said.

Moreno and his family went on a 17-day European vacation months after he lost in the 2022 presidential race.
