President Tinubu to Federal Civil Service: Those who fraudulently received salaries must refund the money

Full text of the speech by President Bola Ahmed Tinubu at the award and gala night of the 2024 Civil Service Week. Held Saturday night in Abuja
The speech was delivered by Secretary of the Government of the Federation, Senator George Akume

1. I am pleased to be present at the 2024 Civil Service Award and Gala Night, the climax of the week-long 2024 Civil Service Week.

2. During my recent visit to South Africa, I kept abreast of the week's activities and was particularly struck by the revelations shared by the Head of the Civil Service regarding employees who had relocated abroad while drawing salaries without formally resigning. It is heartening to hear that measures have been taken to address this issue, but we must ensure those responsible are held accountable and restitution is made.

3. The culprits must be made to refund the money they have fraudulently collected. Their supervisors and department heads must also be punished for aiding and abetting the fraud under their watch.

4. The Nigerian Civil Service cannot just be a workplace where ‘anything is possible,’ where workers violate rules without the fear of punishment or repercussion. The civil service of any nation is too important for such misconduct to take root or be tolerated.

5. The Civil Service is the bedrock, the engine, the locomotive of government, which is necessary for the government to deliver public goods to citizens. As politicians, we are no more than drivers of the locomotives that you provide.

6. Those who say that a nation is as good as its civil service are close to the truth. You are the real establishment that remains to pilot government affairs as we politicians come and go.

7. Over the decades, successive governments initiated various National Development Plans and programs, and all relied on the Civil Service to translate such plans into high-impact programs and projects across all sectors of the nation’s economy. We look to you to continue this legacy under our administration.

8. Therefore, we are steadfast in our commitment to cultivating, empowering, and professionalizing our human capital within the Civil Service. It is imperative to foster a culture of excellence and instill confidence among our civil servants.

9. Our administration acknowledges the challenges the civil service faces. I want to give you the assurance that we are committed to ensuring the welfare and development of all civil servants to deliver optimal performance for the growth of our nation.

10. Over the past year, I have provided all the necessary support to the Head of the Civil Service of the Federation to ensure the continued stability of the civil service and to implement far-reaching policies and reforms capable of improving efficiency and service delivery.

10. Also, within the last year, our administration approved the implementation of the civil service reforms in the Federal Capital Territory administration. With this development, the FCT administration now has its civil service commission, Head of Service and six permanent secretaries. Now, the workers can aspire to reach the pinnacle of their careers before retiring.

11. I hope the week-long event has provided an opportunity not just to
celebrate the achievements of the service but also reflect on what it can do better.

12. It is heartwarming to note that the Federal Civil Service is driving a strategic plan that is aligned with the priorities of our Renewed Hope Agenda.

13. The Plan, I am aware, prioritises Capacity Building and Talent Management through which well-structured training such as the LEAD-P and SMAT-P are conducted. This is in addition to structures put in place to promote a culture of innovation in the Service.

14. I commend the dedication of Dr. Folasade Yemi-Esan, CFR, in steering these reforms towards creating a world-class service that upholds meritocracy and excellence.

15. To Ministers, Permanent Secretaries and Chief Executives, I urge swift implementation of these reforms within your respective ministries. Our commitment to delivering on the Renewed Hope Agenda demands urgency, without compromising due process.

16. I am aware that due process must be followed in conducting government business but that should not give room for any form of red-tapes or insistence on unnecessary bureaucracies.

17. We have pledged to work for the Nigerian people, and it is critical that all civil servants, and indeed all public servants, recognize the key role they must play in the achievement of our national potential.

18. Today, we celebrate the contributions of our Civil Service to nation-building, honouring officers who embody integrity, efficiency, and dedication. Your exemplary service exemplifies our collective commitment to a better Nigeria.

19. The faces I see here today are those of determined people, imbued with ‘can do’ spirits. I see faces of diverse ethnicities. I see the faces of numerous professionals, all teaming up to make this country a better place.

20. I congratulate all the awardees and I want to remind you that
to whom much is given, much is also expected. As you are honoured today, remember that with recognition comes responsibility. Your continued dedication is essential as we strive for excellence in service to our nation.

Thirteen states demonstrate a decrease in inflation rates following the implementation of CBN policies.

For the third consecutive month, Nigeria's monthly inflation rate has decreased, suggesting that the monetary policy tightening measures implemented by the Central Bank of Nigeria are proving to be effective.

The CBN underscored this point in a statement conveyed to reporters on Saturday.

As reported by the National Bureau of Statistics, the initial month-on-month inflation figure dropped to 2.14% in May, a decrease from April's 2.29% and March's 3.02%. In May, the rate of food inflation decreased for the third month in a row, reaching 2.28 percent.

The Deputy Governor of the Economic Policy Directorate at the Central Bank of Nigeria, Muhammad Abdullahi, noted, “Slowly but surely, the inflation tide is turning. We will continue to work diligently with coordinated policy measures to ensure that the worst of the inflationary cycle is behind us in the nearest future.”

“This development is a promising sign that the CBN’s policies are having the desired effect, and Nigerians may soon experience relief from the high cost of living that has persisted since the COVID-19 pandemic.”

BREAKING: My refinery will reduce fuel price in Nigeria – Dangote
.....Says oil companies refused to sell crude oil to his refinery was that they did not want him to succeed.

The Chairman of Dangote Group, Aliko Dangote, has said his $20 billion 650,000 barrels per day Lagos-based refinery will crash the price of fuel as it reduced the price of diesel in Nigeria.

Dangote disclosed this at a recent Afreximbank Annual Meetings and AfriCaribbean Trade & Investment Forum in Nassau, The Bahamas.

Asked to speak on whether or not his refinery would crash the pump price of petrol, which sells at an average of N700 per liter, Dangote gave no affirmative answer, explaining how the price of diesel fell from 1,700 to N1,200 when his diesel flooded the Nigerian market.

He noted that his refinery currently has 4.78 billion liters of storage capacity for refined petroleum products.

“The issue of gasoline is certainly a different issue. That one is being dealt with by the government. But let me give you an example. In diesel, which the industries, transporters and everybody consume; when we first started, it was N1,700, and the dollar conversion was about N1,200 then. Immediately when we started, within two weeks we brought down the price to N1,000. We took it from N1,700 to N1,200 and from N1,200 to N1,700, we have given more than a 60 percent drop in price.

“With the currency now back up to about N1,500 per dollar, the price is still below N1,200. That’s a big improvement, from N1,700 to N1,200. And the diesel is available, we are not living from hand to mouth anymore,” Dangote replied when asked about a possible petrol price cut.

“The country doesn’t have strategic reserves in terms of petrol, which is very dangerous. But in our plant now, when you came, we had only 4.78 billion liters of various tankage capacity. But right now, we’re adding another 600 million.

“So effectively, as we go forward, the refinery will be the strategic reserve of the country in terms of petroleum products,” he noted.

Dangote alleged that the reason why international oil companies refused to sell crude oil to his refinery was that they did not want him to succeed.

“And I think that is the process that we’re now really going through. But the truth is that, yes, the country, the sub-region, and also the continent, of sub-Saharan Africa, need this refinery. So, you expect them to fight through non-supply of crude, non-purchase of the product, but I think it’s all temporary. We’ll get there,” he added.

Recall that Dangote Refinery turned to the US for 24 million barrels of crude supply monthly.

Consequently, the refinery shifted the date to commence supply of fuel to July 10–15, 2024, from June.

TEXT OF PRESIDENT BOLA TINUBU’S NATIONAL BROADCAST ON THE 25TH ANNIVERSARY OF UNBROKEN DEMOCRACY IN NIGERIA, DEMOCRACY DAY 12TH JUNE 2024 ABUJA

My fellow Nigerians, let me begin by congratulating all of us for witnessing the celebration of another Democracy Day today, the 12th day of June 2024. This year also marks our nation’s 25 years of uninterrupted democratic governance.
On this day, 31 years ago, we entered our rites of passage to becoming a true and enduring democratic society.
Going through this passage was hard and dangerous. During the fateful six years that followed, we fought and struggled for our natural rights as human beings put on this earth by the divine hand of our Creator.

We lost great heroes and heroines along the way. In this struggle, the winner of the June 12, 1993 presidential election, Chief MKO Abiola, the most significant symbol of our democratic struggle, his wife, Kudirat, General Shehu Musa Yar’Adua and Pa Alfred Rewane, among others sacrificed their very lives.

They bravely surrendered their futures, so that our nation might have a better one.

Let us honour the memories of Chief Anthony Enahoro, Chief Abraham Adesanya, Commodore Dan Suleiman, Chief Arthur Nwankwo, Chief Chukwuemeka Ezeife, Admiral Ndubuisi Kanu, Chief Frank Kokori, Chief Bola Ige, Chief Adekunle Ajasin, Chief Ganiyu Dawodu, Chief Ayo Fasanmi, Chief Gani Fawehinmi, Chief Olabiyi Durojaiye, Dr. Beko Ransome-Kuti, Chima Ubani, and others who have transited to the higher realm.

The sacrifices of General Alani Akinrinade, Professor Bolaji Akinyemi, Professor Wole Soyinka, Chief Ralph Obioha, Chief Cornelius Adebayo, among many others, should never be forgotten. For at least six years, they bore the pains and difficulties of life in exile.

While the exiled pro-democracy activists kept the fire burning, their comrades at home sustained the pressure on the military brass hats. Among the latter are Olisa Agbakoba, Femi Falana, Abdul Oroh, Senator Shehu Sani, Governor Uba Sani, Chief Olu Falae, and other National Democratic Coalition leaders such as Chief Ayo Adebanjo and Chief Ayo Opadokun.
The sacrifices they made, and the precious gift brought about by their selfless devotion can never be repaid. Neither shall it be forgotten.
We could not have won the battle against military dictatorship without the irrepressible Nigerian journalists who mounted the barricades along with the pro-democracy activists. We celebrate them today, along with their media establishments such as The Punch, Guardian, National Concord, Tribune, The News/Tempo, and TELL Magazines. Military authorities proscribed these media establishments and jailed their journalists for standing for free speech and civil liberties
Despite the lethal might of the military government, what appeared to be high and unyielding walls of dictatorship came tumbling down. The dismal fortress exists no longer.
The power of an idea, the power of the people proved more potent than all the guns and munitions, than all the guns, the munitions and the threats of the strongmen.

The nation exited the yoke of military rule in 1999 to become the most populous democracy on African soil, the beacon of democratic self-determination for the black race and one of the largest democracies in the world.
This change stands as a pivotal moment in human history. From this change, we shall never turn, nor shall the annals of mankind’s progress forget the sublime meaning of this great moment.
Today, 25 years later, we celebrate the silver anniversary of our journey in democracy.

We have steadied the course.

Democracy is neither a foreign nor abstract concept devoid of real-life meaning for us. Neither can we afford to reduce or minimalise it to being nothing but the mere holding of periodic elections where one candidate and party outdo another.

While elections attract dramatic attention, they are but one aspect of democracy. Democracy is a way of life that encompasses a broad outlook of which elections are but a part. As such, a nation can have elections without being democratic. But a nation cannot be truly democratic without holding elections.

That we have established a tradition of holding transparent, open, and fair elections gives credence to our democratic bearing. That we have experienced peaceful transitions of government affirms our democratic temperament.

Fellow Nigerians, true democracy shines its light into the daily lives of the people who live under its nurturing wings. It affords us the freedom and liberty to think as we want, live where we want and pursue whatever legitimate endeavour that suits us.

Democracy does not assume some false or forced unity of opinion. In fact, democracy assumes that conflicting ideas and differing opinions shall be the order of the day. Given the diversity and variety of the human experience, there must be diverse perspectives and viewpoints.

What democracy demands is that we do not resolve differences through force and repression. But we make allowance for the legitimacy of views that differ from our own.

Where other forms of government impose against the will of the people, democracy aims to make leaders sufficiently humble that they conduct themselves as servants of the common good, not as viceroys of the narrow interests of the mighty.

My dear compatriots, Nigeria faced a decision of untold gravity twenty-five years ago: Whether to veer toward a better destination or continue aimlessly in the fog of dictatorship.

We made the right choice then. We must continue with that choice now.

As Nigerians, we must remind ourselves that no matter how complicated democracy may be, it is the best form of governance in the long run. We must also be aware that there are those among us who will try to exploit current challenges to undermine, if not destroy, this democracy for which so much has already been given.

These people do this not to make things better but to subject all other people and things to their control and dominance until the point that, if you are not counted among their elite, then your life will be small and no longer owned by you.

This is the great battle of our day and the major reason we specially celebrate this Democracy day.

Fellow Nigerians, our Democracy is more than a historic fact. It is a living, breathing reality.

The true meaning of this day is not to focus solely on the great deeds of the past that have brought us to this point.

Yes, we pay eternal honour to those who laid down their lives, sacrificing everything to pave the way for the nation.

I stand uniquely placed in this regard. I was among those who took the risk to midwife the birth of our democracy. I am now a direct and obvious beneficiary of the fruits of those historic efforts.

As president of this nation, I am morally and constitutionally bound to preserve this precious form of governance. I vow to do my utmost best to protect your rights, freedoms, and liberties as citizens of Nigeria.

Even more than that, I pledge to do whatever is necessary to cement democracy as our way of life.

Although the challenges are steep and multiple, I am grateful to lead Nigeria at this moment in her history and point in her democratic journey.

I come before you also to declare that our most important work remains before us. This real test has never been whether we would rise to challenge the slings of misfortune and grievous pain of dictatorship.

The real test is whether we shall lower our guards as the shadow of despotism and its evident physical danger fade.

I say to you here and now that as we celebrate the enshrinement of our political democracy, let us commit ourselves to the fulfilment of its equally important counterpart, the realisation of our economic democracy.

I understand the economic difficulties we face as a nation.

Our economy has been in desperate need of reform for decades. It has been unbalanced because it was built on the flawed foundation of over-reliance on revenues from the exploitation of oil.

The reforms we have initiated are intended to create a stronger, better foundation for future growth. There is no doubt the reforms have occasioned hardship. Yet, they are necessary repairs required to fix the economy over the long run so that everyone has access to economic opportunity, fair pay and compensation for his endeavour and labour.

As we continue to reform the economy, I shall always listen to the people and will never turn my back on you.

In this spirit, we have negotiated in good faith and with open arms with organized labour on a new national minimum wage. We shall soon send an executive bill to the National Assembly to enshrine what has been agreed upon as part of our law for the next five years or less.

In the face of labour’s call for a national strike, we did not seek to oppress or crack down on the workers as a dictatorial government would have done. We chose the path of cooperation over conflict.

No one was arrested or threatened. Instead, the labour leadership was invited to break bread and negotiate toward a good-faith resolution.

Reasoned discussion and principled compromise are hallmarks of democracy. These themes shall continue to animate my policies and interaction with the constituent parts of our political economy.

I take on this vital task without fear or favour and I commit myself to this work until we have built a Nigeria where no man is oppressed.

In the end, our national greatness will not be achieved by travelling the easy road. It can only be achieved by taking the right one.

The words of the American President Franklin Roosevelt certainly ring true:

" There are many ways of going forward. But only one way of standing still"!

We dare not slumber lest the good things awaiting our immediate future pass us by. We dare not plant our feet in idle standstill in the middle of the intersection of hope and despair.

We know the proper way forward and we shall take it!
The initial rays of a brighter tomorrow now appear on the early horizon. An abundant future and our capacity to achieve that future lie within our reach. Democracy and the institutions it begets offer to take us to our profound destination.
Let us board this progressive train together. Together, let us move Nigeria forward.

Let’s continue to keep the fire of democracy burning. Let’s keep the torch lit for generations to come.

May God continue to bless the Federal Republic of Nigeria and preserve our democracy.

DSS ALERTS THE PUBLIC OVER PLANNED PROTESTS

The attention of the Department of State Services (DSS) has been drawn to plans by certain individuals and groups to stage physical protests in some parts of the country on 12th June, 2024. The protests are designed with sinister objectives to coincide with the Democracy Day Celebration. While citizens may have the rights of assembly and expression, such freedoms should not be used to undermine public safety and national security.

The determination by some non-state actors to incite mass disaffection through demonstrations that may turn violent will not be tolerated. However, it is instructive to note that violent demonstrations are at variance with the peaceful disposition of the Federal Government to amicably address all contentions including the minimum wage. Citizens are, therefore, called upon to resist any persuasions to be lawless or cause disorder and anarchy in the nation. Displeased persons are rather encouraged to appropriately channel their grievances through the right channels and procedures.

Consequently, the DSS reaffirms its unequivocal position to protect the country from inimical acts being orchestrated by disgruntled groups to cause a breakdown of law and order. It will also sustain collaboration with all relevant stakeholders, including sister security agencies, to maintain the peace as well as protect lives and property across the nation. Law abiding citizens are enjoined to go about their businesses without fear.

The Service, while felicitating the government and citizens on this auspicious occasion of celebrating 25 years of unbroken democracy, calls for continued patriotism, unity and commitment in building a Nigeria of our collective dream. Africa’s largest oil refinery, Dangote Refinery, has moved the date of production of premium motor spirit (PMS), popularly known as petrol, from June to the middle of July.

The President and CEO of the refinery, Aliko Dangote, confirmed the new production date to newsmen at the $20 billion facility in Lagos on Monday.

Dangote mentioned that the change in date was due to a slight delay, prompting the shift from the originally proposed June to mid-July.

The CEO said the refinery will commence production of petrol between 10 and 15 of July, while supply to local marketers will commence from the third week of the same month.

“We had a bit of delay, but PMS will start coming out by 10 to 15 of July. But then we want to keep it in tank to make sure that it settles. So by third week of July, we’ll be able coming out to take it into the market,” Dangote said.

Backstory
Earlier, the Dangote refinery was expected to begin production and supply of petrol this month, according to different reports.

For instance, analyst at the Standard and Poor’s’ Global (S&P Global) Commodities Insights predicted that the refinery will start supply of petrol in the fourth quarter of this year, particularly in the month of June.

“We are starting to see signs of activities, but all eyes are on when we’ll start to see gasoline production will commence from that project. There is a significant amount of pressure from the Nigerian government for significant volume of that supply to be sent to the domestic market.

“In reality, when we see that start scale up is still subject to debate. Dangote has recently been espousing some punchy timelines. They have most recently been saying that they are looking to produce gasoline by May. But in reality, our analyst expect that would be something like the fourth quarter of this year in a more realistic timeline,” the analysts said.

Exportation of Jet Fuel
Meanwhile, the refinery has begun the supply of jet fuel and diesel to domestic marketers in the country.

In addition, the $20 billion facility started exporting its first jet fuel cargo to Europe.

The first shipment, loaded onto the vessel “Doric Breeze,” left the Lekki Free Zone in Lagos on May 27th and is now on its way to Rotterdam, Netherlands, as per data from S&P Global Commodities at Sea.

More Insights
The Dangote refinery is expected to significantly reduce Nigeria’s dependence on imported petroleum products.

Nigeria, despite being the most populous country in Africa and its top oil producer, ironically imports almost all of its fuel.

Primarily, this is attributed to the nation’s lack of sufficient refining infrastructure, a gap that the new refinery seeks to fill.

Dangote said the refinery is positioned to be one of the best petroleum refineries in the world.

“What we are doing is to be able to export petroleum products to anywhere and compete with any company. By next week, we’ll be producing about ten thousand ppm in terms of diesel which now what’s happening in that we import about 2 to 3 thousand. We will produce the best,” Dangote added.

The Nigerian National Petroleum Company Limited (NNPC Ltd.) notes with dismay a report in a section of the media alleging that it inflated subsidy claims by N3.3 trillion, and wishes to state that:

1. NNPC Ltd. conducts its businesses accountably and transparently in keeping with international best practices and has, at no time, inflated its subsidy claims with the Federal Government. All previous subsidy claims by the Company are verifiable, as relevant records and documents have been sent to relevant authorities and agencies.

2. NNPC Ltd. is neither aware of any audit of its subsidy claims nor the probe ensuing therefrom and wishes to state categorically that both ridiculous claims are products of the febrile imagination of the reporters and their respective media houses.

3. NNPC Ltd. will resist any attempt to drag the Company into the apparent politics of fuel subsidy as it currently operates on a commercial basis and the express provisions of the Petroleum Industry Act (PIA).

4. It is on record that, in line with its Transparency, Accountability & Performance Excellence (TAPE) mantra, NNPC Ltd. has, on several occasions, independently invited external auditors to review its books.

5. NNPC Ltd. calls on media practitioners and media houses to exercise restraint and verify information before publication in keeping with the ethics of the noble profession of journalism to avoid misleading the public.

President Bola Tinubu has said that the last one year of his administration has been quite challenging.

President Tinubu who said this at the inauguration of engineering infrastructure in Guzape District Lot II, in Abuja, noted that his administration has been retooling and rejigging the country's financial system to bring prosperity and relief to the people.

He also said that his administration is prioritizing people-focused development by providing essential infrastructure and amenities that will improve the quality of life of the people.

Tinubu said;

“Minister Nyesom Wike has provided exceptional leadership at a trying time for the country. It has been a very challenging time for us in the country.

“We are still retooling and rejigging our financial system to bring prosperity and relief to the people of this country.

“You have demonstrated the capacity to build a team, lead a team, and deliver on promises. I commend you.

“To all of you here, to the District Head of Guzape, and the representatives, litigation is not the answer. Compensation is the answer.

“Development that is focused on the people for economic prosperity and benefits is what we should pursue.”

President Tinubu will arrive in Bissau on Thursday for the ceremony, which will be hosted by President Umaro Sissoco Embalo. Guinea-Bissau marked its 50th Independence Anniversary on September 24, 2023, but the Government had scheduled all celebrations for November 16, 2023.
