ADAMAWA STATE INDEPENDENT ELECTORAL COMMISSION (ADSIEC)

PRESS RELEASE

The Adamawa State Independent Electoral Commission (ADSIEC) hereby announces the commencement of the process leading to the local Government council elections in Adamawa State.

Acting upon the powers conferred on it by section 20(i) of the electoral Act of 2002, the commission by this release has given all political parties, stakeholders and the general public 90 days notice as prescribed by law.

Consequently, the Commission intends to conduct elections into the offices of Chairmen, Vice Chairmen and Councillors in the 21 Local Government Councils of Adamawa State. For the avoidance of doubt, the 90 days notice commences on Wednesday 25th August, 2021 and expires on the 27th November, 2021.

This announcement is consequent upon full meeting of the commission presided over by the Chairman Alhaji Isa Shettima which deliberated on the matter and resolved to conduct Local Government Elections in Adamawa State within the stated period announced. This is in keeping with the legal provisions regarding activities of the commission with respect to the conduct of Local Government Elections.

A stakeholders meeting involving all Political parties and other concerned bodies will be convened immediately to intimate them of the details of the electoral time table as well as other guidelines as may be necessary.

BREAKING: ABU will not resume academic activities Monday – Official

The management of the Ahmadu Bello University, Zaria has disclosed reasons it will not resume academic activities, despite an earlier announcement to reopen the institution on January 25, 2021

Recall that the university had fixed Monday, January 25, 2021 as the date for the reopening of the institution for the resumption of academic activities.

Following a growing tension among students and parents, the university, in a statement on Sunday by its Director of Public Affairs, Auwalu Umar, said the management was awaiting approval from Kaduna State government for reopening.

According to the statement, the state government had sent a verification team to the university on Wednesday, January 202, 2021 to specifically assess the institution’s compliance with COVID-19 preventive protocols.

“The University has indeed enjoyed the tremendous cooperation of the team during the assessment tour,” the statement noted.

Mr Umar, therefore, assured all students, parents and other stakeholders that whatever decision communicated to the institution will be conveyed immediately.

Meanwhile, in an earlier statement, the university said the 2019/2020 academic session would be completed based on the adjusted calendar as approved by the Senate.

The university added that the reopening would be on a gradual and phased basis.

In the first phase, according to the statement, only final/graduating students, 100, 200 levels students and all clinical medical students will resume on January 25, while all post-graduate students will hold lectures virtually.

In the second phase of reopening, the university said all non-graduating students – 300 levels in the case of the 4-year course, 400 levels in the case of the 5-year course, and 500 levels in the case of 6-year course – will resume.

The statement, however, noted that the reopening is subject to further directives by the Federal and State governments.

The university said: “The decision to reopen the University followed the suspension of ASUU strike, and the directive by National Universities Commission (NUC) based on the advisory/clearance by the Presidential Taskforce on COVID-19 that Universities could reopen as from 18th January, 2021 under strict observance of COVID-19 protocols.”

“It should be noted that all non-pharmaceutical COVID-19 protocols would be strictly observed anywhere on campus and every student must submit online undertaking to abide by all the COVID-19 protocols both within and outside the Campus. Students who failed to complete and sumit the form online will not be able to print their exams card.

“In addition, the University Management would, within the limits of its resources, support the University Health Service (UHS) with the provision of Personal Protective Equipment (PPE) and a Holding Bay to ensure safe handling of any suspected cases.

“Equally, Management would take all necessary actions to strengthen the security architecture of the University and assure the University community of adequate safety and security.”

2023 Presidency: Dele Momodu backs off, reveals those to take over

Media Mogul, Dele Momodu has given up on his ambition for 2023 presidency.

Momodu on Thursday announced that he has passed the baton to the likes of Omoyele Sowore, Fela Durotoye and Kingsley Moghalu.

He made this known while responding to a Nigerian user on Twitter who asked him about running for 2023 presidency.

The fan had said; “I thought it was a 2023 campaign poster. You look presidential in style and content any day.”

Responding, Momodu wrote: “ No such ambition again.

“Let the Sowores, Moghalus and Durotoyes pick the batons from us.”

Recall, Prof. Kingsley Moghalu during the 2019 presidential election was the candidate of the Young Progressives Party, YPP why Sowore was candidate of African Action Congress, AAC.

2023: Tinubu told to back off, focus on his health

The leader of INRI Evangelical Spiritual Church, Primate Elijah Ayodele has warned the National Leader of the All Progressive Congress (APC), Asiwaju Bola Ahmed Tinubu to shelve any ambition he may be nursing for the 2023 presidency and rather focus on his health.

Although the APC leader has not made his intentions for 2023 public, there are wide speculations that he is warming up to replace President Muhammadu Buhari when his tenure expires in three years time.

Primate Ayodele warned that Tinubu should focus and pray for his health not to crumble before 2023.

Primate Ayodele, who earlier prophesied that Tinubu will be betrayed by the presidency further noted that Buhari won’t give enough support to the ex-Lagos Governor to realise his presidential ambition.

‘‘Tinubu should take care of his health before his ambition for President, his health might crumble, who says his health will still be standing by 2023. He has not done the right thing.

“Also, Buhari will dump Tinubu, he won’t support his course, Buhari won’t give enough moral and physical support’’ he said in a statement on Wednesday.

Accident bureau confirms Jet incidence in Lagos

AUGUST 22, 2020

Accident Investigation Bureau Nigeria (AIB-N) has confirmed the incident in which King Air Jet ran into a fence at the General Aviation Terminal Apron of the Murtala Muhammed International Airport, Ikeja, Lagos.

Mr Tunji Oketumbi, the General Manager, Public Affairs of AIB on Saturday said the incident occurred around 9:35 am on Friday, involving a Beechcraft King Air B200 Jet with registration Marks 5N-IHS operated by JED Air Limited.

According to Oketunbi, “AIB can confirm that an incident involving a Beechcraft King Air B200 Jet with registration Marks 5N-IHS operated by JED Air Limited, occurred around 9:35 am on 21st August, 2020 beside Bristow Hangar 3 at G*T Apron, Murtala Muhammed International Airport Lagos.

“The aircraft collided with the apron wall while taxing to reposition for ground run.

“The Bureau has taken the decision not to investigate the incident as there was no intention of flight. This is in line with the provisions of section 29 Civil Aviation Act 2006, Section 3 of Civil Aviation (Investigation of Air Accident Regulation 2019 and the guidance document of ICAO Annex 13.

“We recognise the safety issues involved but have taken steps to work with the Nigerian Civil Aviation Authority who will take lead in the investigation to prevent future occurrences,” he said.

Alleged N1.08bn corruption scandal hits DMO

…Office operating on temporary files, fake documents

…Staff claim estacodes of oversea, local trips not embarked on

The Debt Management Office, DMO is currently enmeshed in corruption scandal, Saturday Vanguard can report. Money amounting to N1.08 billion is alleged to be lost from 2017 till date, thereby raising corruption cases the country is battling.

It was learnt that the large-scale financial wrongdoings in the office would likely draw the attention of anti-graft agency, the Economic and Financial Crimes Commission.

The corruption is allegedly being perpetrated through various means ranging from awards of contracts, operating on temporary files, unauthorized overseas trips, organization of fictitious events, production of fake transport receipts and destruction of official documents.

Chronicle of frauds

In December, 2017, the office requested the then Minister of Finance, Kemi Adeosun to approve the sum of N90 million to cover travel expenses to states for eight DMO Staff to carry out reconciliation of the Paris Club Refunds. Adeosun approved N60 million for the exercise.

The money was released to the DMO via AIE No. CMD/SW/REC/008/2018 dated 12th January, 2018 but the members of staff nicknamed ‘the Task Force’, we gathered, never travelled to any states.

They rather worked in-house to conclude the assignment, using the records already in the possession of the DMO.

It was gathered that the money was subsequently withdrawn in tranches, brought to the office and distributed to the staff contrary to extant regulations

The first tranche of the money, it was learnt, was N4.8 million, the 2nd, 3rd & 4th tranches were released in the sum of N20 million each and N15.2 million respectively totaling N60 million.

It was gathered that the eight staff of DMO who did the work were only given about N2,500,000 each on the average, making a total of about N20 million with the balance of N40 million allegedly diverted.

Incidentally, the money which was an advance payment from the Ministry of Finance to DMO has not been retired till date.

In November, 2019, the office also approved money to be paid for events which included sensitization workshops on “various products recently introduced” by DMO in four commercial cities of Ibadan, Kaduna, Port Harcourt and Owerri. The events and trips, for which a total of N130 million was expended, it was gathered, never existed or took place.

N401.3million paid on contract splitting, media consultancy, using temporary file (T1- T1 million)

Between 2018 and June, 2020, the office had approved the payment of about N401,348,818.00 for an unknown media consultancy firm believed to be fake without due process.

Contracts were said to have been split and awarded to the vendor on monthly basis for each project, exceeding the monetary thresholds of the office, depending on the nature of the project.

By the act establishing the office, the DMO’s approval power, it was learnt, is not expected to cross the threshold of N2.5m million. Figures outside this amount pass through the DMO’s tenders board to be discussed by other accounting officers who will determine the viability and the propriety or otherwise of the project.

Where it exceeds the approval powers of the boards, it is then taken to the ministerial tenders board for approval and or the Federal Executive Council, FEC as the case may be.

This, however was done without an active file to establish the history of the transactions but in a Temporary File (T-File) ranging from T1 to T1million.

It was gathered that payments were however made.

Interestingly, in a transaction of N10 million for instance, the invoice would be broken into smaller amounts and paid to the same vendor on the same date and on the same project in a bid to make them fall within the office threshold.

Reckless approval of projects totaling N350 million above threshold

There is also an approval for projects whose amounts were beyond the power of the office. These projects which the aggregate is estimated to the tune of over N350 million were supposed to pass through the DMO’s tenders board or Ministerial tenders board. But that was not the case as due process was not adhered to, an offence which contravenes Section 17 (ai-ii) of the Public Procurement Act, 2007 and Section 2906 and 2916 of the Financial Regulations and other relevant sections of the Act and extant laws.

False claims of funds with fake receipts for events totaling about N29.9 million

The office also operates on fake receipts and invoices in the guise of weekend work refreshment and other activities. It was alleged that so far, claims of funds amounting to N29,929,900 had been made.

Approval and receipt of estacode for N56m unauthorized foreign trips

Similarly, the office enriches itself with payments of estacode and air tickets for foreign trips totaling about N56 million without the approval of relevant authorities as required by extant circular HSCF/CSO/HRM/POL. 1402/1 of 2015 and 2016.

Collection of N3 million duty tour allowance for trips never embarked upon

The office also has the penchant of collecting money for trips not embarked upon and such refunds were not being paid back to the treasury.

Payment of N50 million Business class flights for trips

Contrary to the circular No. SGF/OP/1/S.3/1753 of November 2016 of the Federal Government, members of the top management team used business class tickets for foreign trips for which about N50million may have been expended even on trips not approved by the ministry of finance.

Suppression, falsification and destruction of official records

On September 12, 2019, there was a request by a top official for the approval of the Minister of Finance, Budget & National Planning, Mrs. Zainab Ahmed to embark on a trip to the United States for the 2019 Annual Meeting of the World Bank Group and the International Monetary Fund in Washington DC scheduled to hold from October 14 – 20, 2019 at Washington DC.

A Travel File with No. DMO/DG/042/725 was sent to the Finance & Account Unit of DMO for payment with no approval of the minister for payment.

The payment was however not processed owing to the intervention and query of the Internal Audit & Control Unit which stopped the payment.

The file with the query of the Internal Audit Unit was later to disappear. However it later resurfaced for payment of the same trip, same amount, same date and venue with a new File No. DMO/DG/005/T2 where an approval for travel was purported to have been directed by the Ministry of Finance, Budget & National Planning.

Inflation of FG’s floatation cost budget

This paper learnt that there had been requests for funds not needed into the Federal Government of Nigeria, FGN Bond floatation Cost Account, thereby increasing the cost of issuance of Bonds and by extension increasing the total debt burden and debt stock in a bid to siphon the funds.

But this has always met the resistance of some department of the Office.

For instance, in 2018, the office closed Account with a balance of about N2.68 billion and in 2019, without minding the huge balance, it also requested for extra funds without refunding the balance of that of 2018 leading to a huge balance of about N4.3billion at the close of 2019 Account.

Following the excess money in the account, the Office went on expenditure spree.

For example, a certain communication outfit was paid the sum of N22 million through a Department called Market Development Department but was stopped by Internal Audit & Control.

The infractions, as gathered had set the management on a collusion course and affected the efficiency of the Debt Management Office which may be inimical to the overall agenda of the President Buhari led government.

SERAP reacts as NBA withdraws conference invitation to Gov El-Rufai

The Socio-Economic Rights and Accountability Project (SERAP) on Thursday backed the decision of the Nigerian Bar Association (NBA) to withdraw its invitation to the Governor of Kaduna State, Nasir el-Rufai.

Recall that the NBA had earlier withdrawn its invitation to El-Rufai via a tweet on its official Twitter handle following protests from some lawyers.

It read: “The National Executive Committee of the Nigerian Bar Association at its ongoing meeting resolves that the invitation to the Kaduna State Governor, H.E. Nasir El-Rufai, by the 2020 Annual General Conference Planning committee be withdrawn and decision communicated to the Governor.”

El-Rufai was billed to be one of the speakers at the NBA Conference scheduled for August 26 – 29, 2020.

However, his inclusion led to outrage and backlash, even on social media.

Reacting, SERAP, in a tweet via its official Twitter account, also urged the NBA not to invite Nigerian governors until President Muhammadu Buhari obeys all outstanding court orders.

“We welcome the decision by to withdraw its invitation to Kaduna State Governor Nasir el-Rufai on ground of poor human rights record,” SERAP tweeted.

“We also call on NBA NOT to invite /its reps to its events until President Buhari obeys ALL outstanding court orders.”

NBA vows to challenge CAMA Act 2020, blasts Buhari govt

The Nigerian Bar Association, NBA, Effurun branch in Delta State, on Thursday, vowed to challenge in court, the new Company and Allied Matters 2020 Act, CAMA, signed by President Muhammadu Buhari on August 7.

The NBA President in Effurun, Mr. Jonathan Ekperusi Esqmade, made the vow during a remark when he led members of the legal profession on a courtesy visit to the Nigeria Union of Journalists, NUJ, Warri Correspondents’ Chapel.

The legal practitioner said the CAMA 2020 Act was smuggled into the law establishing the Corporate Affairs Commission, CAC, through the backdoor.

Ekperusi, who was flanked by Mrs. K.P.I. Bello, Kingsley. O. Idisi Esq, Prosper Oke Akpoveta Esq, Oghenetega Ikpen Esq and others, said part “C” which is controversial provision of the CAMA law gives the Registrar -General of the Corporate Affairs Commission, CAC, the power to strictly regulate religious bodies including Islamic groups as well as charity organizations and their existence.

According to him, the Registrar-General has the powers to suspend trustees of an association or a religious body and appoint an interim manager or managers to coordinate its affairs without recourse to a court of law.

This he said is “violence” of the fair hearing provisions of the Constitution of Nigeria.

He said, “That’s too draconian. CAC does not need the court again. They’re now the prosecutor and the judge. No sane society should allow that to happen. That cannot stand. NBA will challenge that obnoxious law. It is for the ease of doing business. They use the provisions of part “A”,” B”&”C”.

While noting that there is a time bomb in part “C” of the CAMA Act 2020, Ekperusi said, “We will approach the Court. Those sections will be struck out,” he assured.
