District Administration Shopian Commemorates UT Foundation Day J&K With Enthusiasm

The District Administration Shopian, under the Chairmanship of Deputy Commissioner, Shopian, Faz L*l Haseeb today enthusiastically celebrated Jammu and Kashmir UT Foundation Day, Badalte Khilta Jammu and Kashmir.
4 Saal Bemisaal, marking a significant occasion in the district's history.

Additional Deputy Commissioner, Shopian, Dr. Zakir Hussain Faaz, Principal, IMGDC Shopian, Additional SP, Shopian, CEO, ACD, District Officers/Officials,College Staff, Civil Society Members, Prominent Citizens besides students in large number were present.

On this occasion, after singing of National Anthem, a pledge was administered to maintain transparancy, accountability, faireness, integrity and honesty at all levels in all the offices of the district in every work. It was vowed to promote good governance and ethical business practices to eradicate corruption like menace from the society for ever.

On this occasion, a photo exhibition was also prepared and installed by the Department of Information Shopian dipicting developmental Scenario of the district.

To honor this day, a series of diverse programmes (Cultural Segments) were presented by various school going children of different schools, including
Cultural segments like Kashmiri Culture, Gojri Culture and Pahadi Culture, all revolving around the theme "Badalta Jammu and Kashmir, Aman aur Taraqqi ki Nayi Tasveer" (Changing Jammu and Kashmir - A New Picture of Peace and Progress)

DC expressed his appreciation for organising such programmes and hoped that each department will maintain transparancy, accountability, faireness integrity in their respective offices to adopt corruption-free environment and to make possible for providing a good governance to the people of the district.

Developmental Scenario of various developmental projects was also presented through a power point presentation on the occasion.

Welcome address was presented by Prof. Mahmood Ahmed, HOD, Botany, IMGDC Shopian.

Later, prizes and momentos were distributed among those students who participated in in variety of cultural programmes.

On this occasion, Shabeena, a commerce student briefed about her success story by establishing a Dairy Farm assisted by NRLM Shopian, stated that she was able to earn
Rs. 400000/= monthly, lead her life successfully and stressed others for establishing such units to earn a handsome income instead of pursuing after Government jobs.

*Fresh WD to hit J&K; rains, snow expected from Monday

Srinagar, Oct 07 A fresh Western Disturbance would hit Jammu and Kashmir on Monday even as the weatherman here has predicted rains and snowfall from October 09 to 10.

Director Meteorological department, Sonum Lotus told that partly cloudy with a brief spell of rain is expected today at isolated places of Kashmir.

He said that the weather conditions would remain fair to partly cloudy across Jammu and Kashmir tomorrow.

There is a possibility of rain and snowfall over higher reaches at scattered places of Jammu and Kashmir from Oct 09 to 10, Lotus said, adding that the main activity will be on October 10.

He further said that the weather would remain mainly dry from October 11.

From October 14 to 20, the weather would remain mainly dry while a brief spell of rain/snowfall over higher reaches cannot be ruled out, although chances are less, he added.

The weatherman has advised farmers to postpone harvesting on Oct 09 and 10

_*SINGHPORA OCTOBER 05, 2023:*_

As a part of ongoing SANKALP SAPTA week being observed in 500 Aspirational blocks across country, today Swachta Sankalp was observed in all 24 panchayats of block Singhpora. A slew of activities were carried out in each panchayat where people from all walks of life enthusiastically participated and resolved to keep their villages clean and green.

Swachta Shivers (Swachta meetings) were conducted with PRIs, members of Self Help Groups and Youth clubs, frontline officials of health, Jal Shakti, ICDS, NRLM, Agriculture and Horticulture Departments, senior citizens, religious leaders and auqaf committee members. The meetings deliberated upon various aspects of cleanliness and ways to sustain ODF Plus Model status of villages. Participants were briefed about waste types generated in villages and infrastructure established for its safe disposal.

12 panchayats including Khanpeth, Matipora, Chainbal A, Mirgund A, Diver Yakhmunpora, KP Payeen A, Duslipora, Gund Ibrahim A, KP Sari, B Arampora, Mirchimer and Hanjiwara B were declared polythene free through gram sabha resolutions. To discourage usage of polythene in these panchayats, khadi bags locally manufactured by NRLM SHGs were distributed to participants. 10KG of polythene was seized and Rs. 1000 fine was realised from commercial establishments during anti polyethylene drives conducted by specially constituted panchayat level teams.

On the occasions, 19 segregation sheds, 6 Community Sanitary Complexes, 10 leach pits and 4 community soak pits were inaugurated by concerned Sarpanches in presence of panchayat level officials. At GP Khanpeth, Assistant Commissioner Panchayat Baramulla Mushtaq Ahmad Bhat and and BDO Singhpora Mohammad Shafait in presence of teaching staff of GP Khanpeth administered Swachta pledge to hundreds of participants, felicitated Swach Grahis and Swachta champions and later inaugurated SBM-G assets.

In each panchayat, 2 youth were nominated as Swachta champions who will be disseminating Swachta messages in their respective panchayats, briefing public about solid-liquid waste management and effective use of infrastructure created under SBM-G. Swachta champions will be trained at block level through specially designed training module so as to enable them to effectively propagate swatcha message.

80 Swach Grahis (Eco guards) of 24 panchayats were felicitated by the chief guests in the events to encourage them to carry forward Swachta activities on mission mode. Later cleanliness drives were conducted in government institutions, water bodies, roads, drains, streets, playgrounds etc. Swachta rallies were also organised in each panchayat.

NITI Aayog has rolled out Aspirational Block Development Program in 500 blocks across the country. These blocks are selected on the basis of low performance as compare to State and National Average in 39 Key Performance Indicators across 9 sectors and 5 themes.

The Aspirational Block Development Program envisages framing a comprehensive Block Development Strategy (BDS) through Chintan Shivir (Brainstorming) with all stakeholders focusing on Strength, Weakness, Opportunities and Threats in each of 9 sectors and 5 themes.

The Chintan Shivir for Aspirational Block Singhpora was held today at block headquarter Singhpora. Senior Consultant with Niti Aayog Dr. Babita Singh, JDP Mohd Yousuf Rather, SDM Pattan Syed Fahim Bihaqi, ACD Shabir Ahmad Hakak, BDO Mohammad Shafait, BMO Pattan, ZEO Singhpora, CDPO, Agriculture Extension Officer, Junior Engineer Jal Shakti Department, BPM NRLM and frontline officials of line departments were present. Besides PRIs, senior citizens, youth club members, SHG members, ASHAs, Anganwari Workers and Progressive Farmers’ Groups were also attended the Shivir.

At the programme, attendees were presented with comprehensive data of 39 KPIs and insights into the ongoing initiatives across various government departments spanning healthcare, nutrition education, agriculture, housing, rural sanitation, basic infrastructure and others for overall improvement in socio-economic development of the block.

Threadbare discussions were held on each of 39 indicators and sector wise strategies/interventions for improving these indicators were deliberated upon. Suggestions were sought from all stakeholders for finalising Block Development Strategy. The public participants vehemently raised issue of acute shortage of drinking water in entire block and stressed for completion of water supply schemes under Jal Jeevan Mission in time bound manner. Issues of lack of sports infrastructure, ICT labs, well furnished classrooms in schools and upgradation of GHS Singhpora to Higher Secondary were also raised.

While giving details, Dr. Babita Singh said the Aspirational Block Development Program is one of the flagship program monitored directly by NITI Aayog. It aims at carrying out socio-economic development of most underdeveloped blocks. She emphasised on the need to identify the bottlenecks in effective implementation of schemes and convergence among existing schemes for saturation under all indicators.

Later the consultants from NITI Aayog visited NTPHC Singhpora, reviewed healthcare facilities being provided there and inspected infrastructure and equipments available in the health institution. Team also visited Anganwari Centre, interacted with enrolled children and took firsthand review of activities carried out in the centre.

Earlier today, the NITI Aayog team held detailed deliberations with Deputy Commissioner Baramulla Dr. Syed Sehrish Asghar (IAS). The team was informed about slew of interventions district and block administration has taken to improve and saturate 39 Key Performance Indicators. The Deputy Commissioner said that the core focus remained on enhancing key development indicators while fostering active engagement and participation from local communities.

The Department of Agriculture & Farmers Welfare, Shopian today organized a Seminar cm Awareness programme on ‘Transformation of Bee Keeping’, under National Beekeeping & Honey Mission (NBHM) at mini-secretariat, Shopian with the aim to deliberate the importance of bee keeping and to achieve the goals of 'Sweet Revolution'.

The programme was inaugurated by the Deputy Commissioner, Shopian, Faz L*l Haseeb and was attended by officers of Agri- allied departments, experts from SKUAST, KVK, Information, Banks, Employment, NRLM and other officers besides farmers, beekeepers and unemployed youth.

Addressing the occasion, DC stressed that the department is providing financial support under National Bee Keeping and Honey Mission ( NBHM) and Holistic Agriculture Development Programme (HADP) for taking apiculture ventures, both for livelihood /income generation as well as for ecological balance.

Honey is being used for varied purposes in the world and its demand is rising, said DC while asking farmers to take advantage of seminar and tap the rising demand of the honey across the world.

Justice N. Kotiswar Singh, the Chief Justice of the High Court of Jammu & Kashmir and Ladakh,today visited district Shopain in order to review the functioning of Courts.
He visited the District Court Complex in Shopian and at the outset took part in a plantation drive in the Court Complex.
He also inspected the under-construction District Court Complex building being constructed by the R& B.
While calling for expediting the work and completing the same within given stipulated time, he directed for ensuring quality in the works.
Justice Kotiswar also held interactions with judicial officers and Bar members and listened to the issues concerning the judiciary and public interest.

Ex-minister’s son joins PDP
Srinagar, Sept. 08, 2023: In yet another significant development, an ex-minister’s son joined the People’s Democratic Party (PDP) today in the presence of worthy party president, Mehbooba M***i Sahiba at the party headquarters.
Majid Khan, son of the former minister Ghulam Hassan Khan from Shopian praised the party for its brave and bold political stance on his joining event.
“I am part the party from now,” Majid said while joining.
“And honestly speaking, it is the leadership of Mehbooba M***i Sahiba at the central level and the sincere efforts of Yawar Banday at the local level which motivated, rather attracted me towards the party,” Majid added.
He said that the way Mehbooba M***i Sahiba is representing the people’s sentiments is something extraordinary. I salute her valiant and uncompromising political stance.
Majid Khan further said that the untiring activities of young and dynamic Yawar Banday are an asset at least for my home area, Shopian.

SHOPIAN, SEPTEMBER 05: In order to highlight and promote the virgin tourist destinations of the district, the District Information Centre (DIC) Shopian today conducted a media exposure tour to Dubjan -Peer Ki Gali tourist hotspots in Shopian district.

The media tour to Dubjan and Peer Ki Gali is the District Administration’s one of the promotional exercises to promote newly notified tourist destinations of the district.

Media persons belonging to different national and local organisations took part in the exposure tour and highlighted the Tourist activities and infrastructural interventions being made to develop the eco-tourism potential of the tourist circuit.

The area is known for many mesmerizing and breathtaking spots, including the Heerpora Wildlife Sanctuary, along the historic Mughal Road and the twin springs of Dubjan besides Mughal Sarai, and multiple trekking routes.

The area offers scenic pleasure for tourists and travelers alike. Expansive Rambiara with its clear waters and dense forests, excite one and all who embark on the journey towards the Peer Ki Gali.

The area is being developed by the Dubjan - Peer Ki Gali Tourism Development Authority in many ways ranging from building hutment areas, cafeterias, development of parks, walkways and creating public convenience points, among other interventions, said CEO, Ghalib Hussain.

He said efforts are being made to lure tourists and provide them all sorts of facilities for a comfortable journey.

The area also comes under the Tourist Network Plan of Mission Youth which has many incentives to offer for locals for developing tourist infrastructure and building livelihood of the local population.

With 6650 ODF Plus Model villages, J&K has become the first union territory across the country to achieve ODF Plus Model status. For third party verification of ODF Plus Model status of all villages, multiple teams comprising of HODs at divisional and district levels have been constituted by Commissioner Secretary RDD & PR Mandeep Kour (IAS).

A team headed by Rifat Aftab (JKAS), JD RDD Kashmir and comprising of Shabir Ahmad Hakak (JKAS) ACD Baramula and Gulzar Ahmad Khan (JKAS), ACP Baramula has toured various ODF plus model villages at Singhpora and Sherabad Khore blocks. The team inspected assets for liquid waste management, solid waste management, door to door collection of waste and IEC activities in Khanpeth, Hartrath and Singhpora ODF plus model villages of block Singhpora and Hanjiwara Bala, Khore and Goom Ahmadpora ODF plus model villages of block Sherabad Khore.

Assets like segregation sheds, individual/ community compost pits, Vermi compost pits and kitchen gardens for solid waste management, individual/community soak pits, kitchen gardens, community leach pits, drains, community sanitary complexes for liquid waste management were inspected by visiting team in these ODF plus model villages. Schools and Anganwari centres were also inspected to see arrangements for solid-liquid waste management there.

The committee held interactions with PRIs, senior citizens, social activists, media persons, youth club members, SHG members and students to assess their awareness about Swach Gram Model in these villages. The committee also held on spot review of swach grahis/eco guards engaged for door to door collection of dry waste and collection schedule, equipments provided to them, user fees collected, sweeping of roads & lanes and mechanism in place for clearance of legacy waste.

The committee was apprised by Block Development Officer Singhpora Mohammad Shafait that for 9595 Households in 18 villages (24 Panchayats) of Block Singhpora there are 4240 soak pits, 10 leach pits, 5280 kitchen gardens and 5 community soak pits apart from drains in each village are in place to manage grey water. Further 7048 kitchen gardens, 31 community compost pits, 1925 individual compost pits and 27 segregation sheds have been constructed.

For 4759 households of block Sherabad Khore which comprises of 12 villages (13 panchayats), 1890 individual soak pits, 2764 kitchen gardens, 7 community soak pits apart from drains in each village are provided to manage grey water. 400 individual compost pits, 3484 kitchen gardens, 28 community compost pits and 11 segregation sheds are in place for solid waste management.

For faecal sludge management both blocks have established forward linkage with MC Pattan whereas for plastic waste management, both blocks are mapped with Plastic Waste Management Unit (PMWU) under construction at Palhalan, Pattan. Presently the blocks have roped in various scrap dealers for safe disposal of plastic waste collected from households. IEC activities are carried out through wall paintings, gram sabhas about swach gram model, frequent interactions with students during morning assemblies, roping in auqaf committees etc.

The team appreciated the efforts of panchayat level teams comprising of secretary panchayats, panchayat account assistants, GRS and PRIs for successful implementation of swach gram model in all villages of blocks and impressed for ensuring sustainability of ODF Plus Model status of villages. Later the team visited Palhalan, Pattan to inspect ongoing work of PWMU.

_*Digital Week Celebrations Held At Singhpora & Sherabad Khore*_

As a part of ongoing celebrations of Digital J&K Week across UT of J&K, a day long Digi Mela was organised at GBHS Singhpora and GHSS Sherabad Khore for Block Singhpora and Sherabad Khore respectively. The programmes were aimed at appraising participants about myriad digital/online service initiatives of UT administration.

At Singhpora, the Digi mela was inaugurated by Subdivisional Magistrate Pattan Syed Fahim Bihaqi in presence of BDO Mohammad Shafait, Prabhari Officer Singhpora Ghulam Rasool Shola, Headmaster GHS Singhpora Mohd Iqbal Chouhan, PRIs, officials of line departments and public in general. Stalls installed by different departments were inspected where the concerned officials demonstrated the step wise procedure for availing various services through online.

At Sherabad Khore, BDC Chairperson Ashiq Hussain inaugurated the function in presence of BDO (Trainee) Farman ul Din, Panchayat Inspector Mukhtar Ahmad Khan, PRIs and officials of line department. Stalls were installed by line departments where the participants were given demonstration for availing online services.

The participants were apprised that 914 services pertaining to different departments have been made online and are available at the click of a button. All an applicant needs to do is to visit portal/website of the concerned department, generate user ID, fill form online & upload relevant documents for availing the service.

Speaking on the occasion, SDM Pattan said Jammu and Kashmir (J&K) has achieved the second position in India in terms of the number of online services provided to citizens, totaling 913 services. The accomplishment is a part of the 'Digital J&K
Programme,' launched in mission mode, which has significantly expanded the range of online services available to the public.
The surge in online services is aligned with the J&K administration's commitment to offering easy, convenient, and accessible services to the people. J&K surpassed Kerala, which offers 911 online services, to secure the second position, with Madhya Pradesh in the lead.

Giving details, BDO Mohammad Shafait informed that these melas are organised at each block under Digital J&K Week initiative of Govt to spread awareness about online services to PRIs, media persons, senior citizens, youth club members, social activists etc. The focus is on identifying more citizen-centric services in areas like health, education, and 'Nasha Mukht J&K' to benefit a broader segment of the population.

He further added that Quality assurance through proper citizen feedback assessment and continuous monitoring of services is emphasized. J&K has embraced technology for digital Governance, with services available 24×7 on a unified portal and the 'mobile dost' app. The Rapid Assessment System (RAS) has been integrated to collect citizen feedback, resulting in an 86 percent approval rating from over 52 lakh SMSs sent. Additionally, 300 online services are linked to the Auto Appeal System for timely escalation of appeals to higher authorities if services are not provided within defined timelines. These measures have enhanced transparency, accountability, and accessibility of Government services to the people in the Union Territory.

He gave out that line departments have installed kiosks at the venue to demonstrate the procedure for availing these services through online mode. He further added that special grams Sabhas are being organised during the Digital J&K Week & other IEC activities like wall paintings, skits, essay writing and painting competitions by school going children are being conducted to aware citizens about the online services.

On the sidelines of the program, integrity pledge was administered to participants by Syed Fahim Bihaqi. He emphasised about the role in technological/IT interventions under Digital J&K Mission has brought transparency in delivery of services and eradication of corruption.
