JEDDO/UGHOTON ROAD EXPANSION PROJECT : ANOTHER APPEARANCE OF EXCURSION OF PILLAGE BY THE OKOWA ADMINISTRATION.
Several years ago when it became glaringly obvious that the hitherto rural suburbs of Ubeji, Iffie, and Egbokodo, were blossoming to satellite towns, as a result of a steady exodus of persons from the over populated metropolis of Warri to that axis, the Delta State Government was concerned enough to act.
This unplanned migration eventually led to vehicular gridlocks on that axis of the then budding Towns , thereby compelling the Gov. Emmanuel Uduaghan led administration, despite all its alleged inadequacies, to recognize the need and exigency of dualizing the very busy road leading in and out of the three towns.
While residents of Iffie, Ubeji and Egbokodo, reaped the good intentions of that government with respect to the dualization of their roads, which made vehicular traffic in those towns enjoyable and comforting, same cannot be said of Jeddo and Ughoton towns.
As at the time the dualization projects for Iffie/Ubej/ Egbokodo Road, was initiated, Jeddo, Ughoton and Omadino, which had more population than Iffie, Ubeji and Egbokodo, was curiously and unjustifiably excluded and not deemed qualified for a dualized road, due to extraneous rather than cogent reasons.
However, the plausible excuse of paucity of funds later adduced by the government for its inability to accommodate the two projects simultaneously, temporarily pacified and assuaged the yearnings of residents of Jeddo, Ughoton and Omadino, for a good motorable road to and from their communities.
The economic considerations which justify deployment of government resources for the construction of only utility projects, is particularly more compelling in the face of the near recession that the state economy is sliding into. It therefore behoves the State Government to maximize its scare resources by embarking on only projects that genuinely addresses the needs of the people to be impacted.
Thus, when late last year, the Delta State Government announced that the Jeddo/Ughoton/ Omadino Road was among the three road projects approved for dualization by the state government,
residents and indigenes of the area, in jubilant and ecstatic mood, embraced the news as a welcomed development, believing that Gov. Dr. Okowa had hearkened to their yearnings of several years.
However, events of late are ganging up to erode the joy, enthusiasm and confidence of residents of the area in the altruistic drive of Dr. Infeanyi Okowa, with respect to the road project. The people are particularly peeved and apprehensive, that the dualization project might end up a sham designed to fleece the coffers of the state, due to the seemingly uninspiring construction works, which looks like anything but a standard road dualization project.
Evidently, what is presently on ground in Jeddo/Ughoton/ Omadino, does not qualify to be called a dualized road. It is a mere cosmetic and unimpressive expansion of the old existing road.
Interestingly, the advertised value of the project is about 1.8 billion Naira, which by global value can produce a ten kilometers dual carriage way, with a marginal addition to the project cost. Little wonder that the joy and happiness of most residents have somersaulted into unbridled anger, unmitigated disappointment and scorn for the Dr. Okowa led state government, which has degenerated to a slew of negative speculations as to the genuine intention of government about the road project.
Assuming that the 1.8 billion Naira is not enough to finance a ten kilometer dual carriage way, which the people are in dire need of, common sense demands that prudence and accountability, ought to have influenced government in embarking on the project in phases, to the limit of what the available funds can execute at the moment, instead of the dubious make-believe road dualization project, which is nothing but a cosmetic expansion of only a mere three metres of the existing narrow road, as painfully indicated by the mapping exercise being carried out on the road.
For posterity sake, we must imbibe the mantra that
anything worth doing genuinely, is worth doing well to accomplish its utility value. The inexorable deduction by the people which has birthed a slew of postulations and conspiracy theories, can only be doused by Gov. Okowa, if the proposed worthless expansion of the Jeddo/Ughoton/Omadino Road is suspended, reassessed and properly awarded as a dual carriage way; and possibly implemented in phases as dictated by available funds. Short of this, any untoward obduracy or defiance by the government to the silent protestations by persons to be impacted, will simply confirm the insinuation that the proposed project awarded by the governor to his Agbor kinsman (Sharp Stone Nig. Ltd.), is a greek gift merely designed to fleece the state of the scare funds, begging to be prudently applied to provide infrastructure that would guaranty qualitative life of the people and, enhance commerce in the road corridors.
Meanwhile, it is openly being insinuated (though unsubstantiated), in the streets of Delta State, that this is one of the arranged projects disingenuously packaged by the governor, to raise money to fund the election activities of his anointed minions, which is the fillip required to enable them take over the reigns of government from him come 2023, with the sole devilish purpose of further pillaging and covering up his rumoured egregious heists of the state resources.
Other listed shoddy road project, include the Ugbolokposo Road and the Ukuatata Road, in Uvwie Local Government Area. Both roads are not only too narrow for vehicular movements, but equally substandard, despite the humongous amounts of money budgeted for their ex*****on.
It should be noted that the world benchmark for the construction of one kilometre standard road is 258 million Naira. The Jeddo/Ughoton Road is about 10 Kilometre which the earmarked 1.8 billion Naira can successfully execute up to 70 percent, that is if constructed to international standard. However, it is common knowledge in Delta State, that the roads constructed by the state government is shorn of the benchmark standard required of such roads. Should this continue, especially as regard the Jeddo/Ughoton Road project, the people may be forced to invite statutory agencies charged with the duty of checkmating corruption, to take a peep into this seemingly monumental fraud garbed in the toga of a dualization project.
Safeguarding the scarce resources of Delta state, is a collective responsibility entrusted on all Deltans, irrespective of tribe, gender, religion or age. Posterity and providence will forever judge us, if we keep mute in the face of such brazen financial heists by those entrusted with the state resources.
