Under the authority granted to the President by the Constitution and relevant laws, including sections 121 and 12304 of Title 10, United States Code, the President has determined the need to enhance the active Armed Forces for Operation Atlantic Resolve in the area of responsibility of the United States European Command.

The President authorizes the Secretary of Defense and the Secretary of Homeland Security (concerning the Coast Guard) to activate units and individual members, not exceeding a total of 3,000 members at any given time, to fulfill this operation.

The order emphasizes that it does not create enforceable rights or benefits against the United States or its entities.
