Public gatherings to be restricted in all Cholera affected areas

Government has confirmed that public gatherings and burials in Cholera affected areas to be restricted as a measure to contain the number of infection cases.



The above was said by Minister of Information Publicity and Broadcasting Services Hon Dr Jenfen Muswere during a post cabinet briefing with the press on Tuesday evening.



“Public health measures will be enforced in all communities reporting cholera cases including restriction of gatherings in all cholera affected areas, and supervision of all burials in all cholera affected areas,” said Hon Dr Muswere.





Through the Ministry of Health and Child Care they have drilled boreholes in parts of Manicaland and Masvingo Provinces for affected areas to get clean water.



“In response to the cholera challenges, fourteen boreholes were drilled in Buhera; Chimanimani, 2; and Zaka, 8 through a borehole drilling project under the Ministry of Health and Child Care.



“Cabinet reports that health education on cholera prevention and control measures, including hygiene promotion, is ongoing in provinces. Health educators in affected communities have been trained to also facilitate surveillance and risk communication.



“Door-to-door cholera campaigns are being made in the affected provinces,” said Hon Dr Muswere.



Hon Dr Muswere told the press that Cabinet made emphasis on the availability of safe water as a major contributor in the fight against the Cholera outbreak.



“Cabinet also reiterated additional measures such as the continued intensified Risk Communication and Community engagement including involvement of religious and local leadership, intensified school health education on cholera and other diarrhoeal diseases and utilizing existing media houses and digital platforms for content dissemination is being accelerated,” he added.

Zimbabwe’s maize, traditional grain and wheat stocks can at the current consumption rate last the country for the next ten months, a Cabinet Minister has said.



This was said by Information, Publicity and Broadcasting Services Minister, Dr Jenfan Muswere during a post-Cabinet Media address in Harare this evening, Dr Muswere was giving feedback on the report by the Minister of Lands, Agriculture, Fisheries, Water and Rural Development, Honourable Dr. Anxious J. Masuka on the summer and winter crop marketing as well as the summer season update.



Dr Muswere said, “The nation is informed that maize and traditional grains stocks at the Grain Marketing Board as at 29th October, 2023 stood at 200 245 metric tonnes (mt); and 48 243 mt of maize and traditional grains respectively. Using the monthly consumption rate of 23 000 mt the available grain will last 10.8 months. Wheat stocks as at 29th October, 2023 stood at 198 104 metric tonnes. Wheat stocks can last up to 9.4 months at a monthly drawdown rate of 21 000 metric tonnes. A total of ZW$46 431 715 012 and US$13 187 134.00 was paid by the Grain Marketing Board for grain delivered.”



On winter wheat, the area planted under wheat stood at 90 192 hectares and the estimated harvest is 440 844 metric tonnes and harvesting is still in progress with 48 459 hectares having been harvested and an tonnage of 267 747 metric tonnes harvested to date.



Meanwhile, the country is targeting to produce 2 800 000 metric tonnes (mt) of maize, 120 000 mt of soya beans, 150 000 mt of sunflower, 350 000 mt of sorghum, 92 658 mt of pearl millet, and 270 000 mt of cotton during the 2023/2024 summer season. The production will be under various funding programmes including Pfumvudza/Intwasa, Government-facilitated bank financing, private sector and self financing.



Dr Muswere said, “Seed is readily available for all these crops, with about 40.8% being early to ultra-early maturity varieties. Government and Seed Associations have released the crop and variety suitability information to assist all stakeholders in the selection of appropriate varieties for their agro-ecological zones. All this information on the suitable varieties per region is available from the nearest Agricultural Extension officers.”



The current local fertiliser stocks stands at 84 146.80mt, and consultations are under way to forestall any shortages. Progress has been made in the establishment of farmer field schools which enhance farmer training.



Plot preparation under the Pfumvudza/Intwasa programme is being accelerated, with a target to complete three plots per farmer by the extended deadline of 15 November 2023. The country expects to surpass previous year records. Over 3.8 million plots have already been prepared, which is higher than previous seasons. A total of 13 628 tractors are available for tillage, and this fleet is sufficient for the targeted area.



Dr Muswere also said that, “The nation is further being informed that some 70 316 hectares has been tentatively committed for maize production under irrigation, with a potential yield of up to 500 000 mt. Dam storage levels are currently at an average of 78.8% of total capacity.”

In Yesterday’s Post Cabinet Briefing, the press was informed on the 8th United Nations World Tourism Organisation (UNWTO) World Forum on Gastronomy Tourism held in San Sabastian, Spain from 5 – 7 October 2023.

The Zimbabwean delagation was led by the First Lady, Dr. A. Mnangagwa, where she was invited in recognition of her massive support for gastronomy tourism, has prospects to take the country far and can be used as an example in Africa and the world.



The event was running under the theme, “Gastronomy Tourism: Back to the Roots”.



Speaking at the Post Cabinet briefing, Minister of Information, Publicity and Broadcasting Services Minister Jenfan Muswere said the Forum was aimed at promoting the exchange of experiences between experts in tourism and gastronomy, identifying good practices, and promoting gastronomy tourism as a driver for economic and sustainable development as well as community empowerment. Gastronomy tourism is the exploration of food as the purpose of tourism.



“The nation is informed that Zimbabwe had the opportunity to participate with 3 other countries (Saudi Arabia, Portugal and Botswana) in the first ever Culinary Plaza of the Forum. The Zimbabwean stand was popular as people flocked to taste the signature dish termed “Gapu RaAmai”, which was extracted from Amai’s Cookout Book.”



“Given that Gastronomy Tourism is providing a new tourism frontier for the country which is also a promising marketing brand for Zimbabwe, Cabinet has decided to develop a Gastronomy strategy to guide the development of the sector. All stakeholders are urged to participate in the actual formulation through the Ministry of Tourism and Hospitality Industry.”



During a panel discussion on “enhancing linkages between gastronomy tourism and agriculture, Tourism and Hospitality Industry Minister, Barbara Rwodzi said ;



The First Lady’s programmes, have brought together the country’s culture and heritage and it was now easier to link agriculture with tourism.



She said it was critical for all the country’s citizens to appreciate the importance of gastronomy tourism together with agriculture.

Government Intervenes to solve Harare Water Crisis

Government has considered and adopted the measures to address Harare’s water supply challenges.

Speaking at the post cabinet briefing yesterday, Minister of Information and Publicity and Broadcasting Services Honourable Jenfan Muswere advised that a Technical Committee to improve the water supply situation in the City of Harare and resolve the challenges currently affecting the City had been put in place.



” Cabinet reports that in order to increase water production to 520ML/day there is need to supply water treatment chemicals; the rehabilitation works at Morton Jaffray Water works; the rehabilitation and maintenance of Prince Edward Water works; and 312 boreholes drilled so far to augment water supply has been put in place,” said Minister Muswere



Government in order to ensure improved potable water supply coverage to the city from 40% to 60% they have not the need to rehabilitate water production at Morton Jaffray and Prince Edward Water Works.



“This will boost production capacity from current 300 mega litres per day to 520 mega litres per day within the next 100days,” added Minister Muswere.



However the nation is being informed that in order to reduce non-revenue water from 59% to 55%, the replacement of pipes, meters, and pressure release valves in the distribution networks will prioritized.



“Furthermore, to improve sanitation, reduce sewer leakages and increase treatment of wastewater generated in the City to above 50ML/day,”said Minister Muswere



In an effort to deal with the water situation, the government has come up with projects to be prioritized;



“Upgrading of the Mbare main sewer; rehabilitation of Firle Sewage Works; rehabilitation of sewer Trunk Mains; rehabilitation of BNR at Crowborough Sewage Works and repair of Marlborough. The objective is to increase sewage collection and increase wastewater treatment to 50ML/day within the next 100days,” noted Minister Muswere.



Meanwhile water production levels are improving and this is attributed to improved supply of chemicals. Production will further improve if the suggested associated technical interventions are implemented.

40 female cadet officers graduate from ZMA

A total of 136 cadet officers graduated today from the Zimbabwe Military Academy (ZMA) in Gweru, 40 of them were female cadets.

The Commander In Chief of the Zimbabwe Defence Forces, His Excellency President Emerson Mnangagwa presided over the commissioning parade of the Regular Officer Cadet Course 3/38/22 at ZMA.

The Regular Officer Cadet Course Number 3/38/22 commenced on 10 January 2022 with an enrolment of 240 students, 177 males and 63 females. A total of 136 students completed the course, consisting of 96 males and 40 females, who graduated.

President Mnangagwa applauded the determination and drive of the girl child cadet officers.

“In line with the quest to ensure gender mainstreaming the 40 female graduands at this Parade are testimony that the Zimbabwe Defence Forces is giving equal opportunities to our female children. I call upon more girls to take up the inclusive approach being championed by the Second Republic and to participate in all spheres of life.

“I commend the Zimbabwe Defence Forces for continuing to recruit and train the girl child who are proving to be equally dedicated and competent to match their male counterparts and breaking the barriers I the previously male dominated military profession,” said President Mnangagwa.

President Mnangagwa reminded the graduands to keep sacred the oath of alligience they took during the parade to uphold the Constitution of Zimbabwe and abide by the rules and regulations, and attendent statutes that govern the ZDF.

He also told the graduands that the biggest enemy of the peace and sovereignty they have trained to defend is keen on undoing the fruits of Zimbabwe’s hard earned Independence.

“Today’s event is not happening in an isolated environment, but against the backdrop of the successful defence of our independence, sovereignty and freedom in the recently held 2023 Harmonised General Elections. This saw our people freely and peacefully exercise their democratic right to vote. In doing so, we collectively warded off the onslaught from detractors expressed through their foreign funded opposition parties” added President Mnangagwa.

President Emmerson Mnangagwa has with immediate effect approved the reappointment of Dr. Tsitsi Rosemary Choruma as the Secretary of Commissions.

The reappointment was announced by Dr Martin Rushwaya, the Chief Secretary to President and Cabinet in a Press Statement this morning.

Dr. Choruma holds a Master’s degree in Management from the Academy of Social Sciences in Sofia, Bulgaria; a Master’s degree in Public Administration from the University of Zimbabwe; and a PhD in Educational Leadership from Seattle University, in the USA.

Dr. Choruma joined Government in 1991 as an Administrative Officer, Women’s Affairs, and transferred to the Ministry of Higher Education as a Senior Administrative Officer in 1992. She later became Head of the National Manpower Advisory Council in 1994 and moved to the Zimbabwe Manpower Development Fund as Management Trainer between 1997 and 1999.

Dr. Choruma was appointed Commissioner in the Public Service Commission in 2018, and has actively focused on matters relating to policy, programming and development in human capital development and management.

She also has strong credentials in gender issues and gender policy formulation and programme management. She was appointed Secretary of Commissions on
17 October 2022, a post she holds to date.

Dr. Choruma thus brings vast knowledge and extensive practical leadership experience in social and economic development issues, and in high level public administration and management, having worked for several years in leadership positions in various national and global institutions where she superintended transformative production, investment and trade related activities in Africa, Asia, Europe and North America.

The Zimbabwe Tourism Authority has set 12-14 October 2023 as the dates for the 16th edition of Sanganai/ Hlanganani World Tourism Expo to be held in Bulawayo.



Speaking at the Post cabinet briefing, Minister of Information and Publicity and Broadcasting Services Honourable Jenfan Muswere informed the nation that all is set.



“365 companies have to date confirmed participation compared to 275 last year. There has been an increase in the number of international exhibitors from 23 in 2022 to 34 this year’s,” said Minister Muswere.



The Expo aims to highlight the Zimbabwe’s unique position within the growing tourism landscape.



“The international exhibitors are from South Africa, Zambia, Mozambique, Rwanda, Malawi, Iran and Botswana.



“There will be also 100 buyers from key source markets of Africa, Middle East, Asia, Europe and America, ” added Minister Muswere.



There will also be forums and social events aimed at further affording exhibitors and buyers more time to engage and share ideas.



Meanwhile, the Zimbabwe Tourism industry has undergone notable development and transformation in recent years.

Government has set a target to grow the to***co industry into a US$5 billion industry by 2025.



This comes as the country’s agricultural sector has in the recent past experienced exponential growth as government seeks to grow the economy using natural resources.



Speaking at the post-cabinet briefing yesterday, the Minister of Information, Publicity, and Broadcasting Services, Dr Jenfan Muswere unpacked the To***co Transformation Plan aimed at transforming the agriculture sub-sector into a five billion United States dollar industry.



“The Plan seeks to increase to***co production to 300 million kg by 2025 and transform the industry into a US$5 billion industry through exports of to***co value-added products. The nation is informed that there has been an increase in volume as a result of post-harvest loss reduction and yield increase.



“During the 2022/23 season a record 296.1 million kilogrammes of to***co, worth US$896 million was produced. Of this production, A1 and A2 farmers contributed 153 320 472 kg and US$480 548 375 of total production, being 52% and 54% of the value respectively, attesting to the success of the Land Reform Programme,” said Dr Muswere.



He added that the, Statutory Instrument 77 of 2022 was introduced in 2022 to criminalise side-marketing of crops.



“Regarding post-harvest loss reduction, there are ongoing farmer field days, and training, on harvesting, curing, storage, and use of more fuel – efficient barns, to reduces losses from 15% t0 10%. The To***co Research Board (TRB) developed a fuel-efficient “Rocket Barn” and “the Kutsaga Counter Current 1 barn” which reduced firewood usage by 50%. Research on alternative fuel types is ongoing at the TRB. The to***co industry merchants have a voluntary levy collected under the auspices of the Sustainable Afforestation Association, which commenced planting eucalyptus trees in 2014.”



Dr Muswere advised that to increase the production of alternative crops and increase their contribution to the farmers’ income to 25% by 2025 , TIMB is now offering GLOBAL GAP Consultancy services to enable to***co farmers to access global export markets for horticultural crops.



Meanwhile, Dr Muswere also briefed the nation regarding the cholera outbreak and the response mechanism put in place to curb the spread of the disease in Harare and Manicaland Provinces.



“Cabinet advises that as of 30th September 2023, Zimbabwe’s cumulative suspected cholera cases were 4 436 with 4 246 recoveries. Manicaland Province and Harare Province contributed the highest number of cholera cases in Zimbabwe, having reported 1 934 (43.5%) and 1 627(36.7%) cumulative cholera cases respectively by 30 September 2023.



“Cabinet reports that medicines and commodities supply have been prepositioned in districts with resource mobilization ongoing from the national level as well as through provisional and district structures and donors have also chipped in.



“The nation is informed that active surveillance is ongoing at the ports of entry. Cabinet highlights that dissemination of information is being intensified to curb the spread of cholera. Furthermore, water quality monitoring of waste disposal and waste management is ongoing in provinces,” said Dr Muswere.

Cabinet yesterday confirmed that there will be commemorations of SADC’s Anti-Sanctions Day.

Minister of Information Publicity and Broadcasting Services Hon. Dr. Jenfen Muswere told the press during the Post Cabinet Briefing that this year’s commemorations will be focused on the youth.

“The nation is being informed that the SADC Anti-Sanctions Day will be held on 25 October 2023 under the theme Harnessing the Youth for Accelerated Socio-Economic Development in the Fight Against Sanctions,” said Hon Dr Muswere.

Hon Dr Muswere said the theme recognizes the youth’s resilience, courage, fortitude and unflinching determination in the face of illegal sanctions. The youth have heeded His Excellency the President’s clarion call that “Nyika inovakwa nevene vayo,ilizwe lakhiwa ngabanikhazi balo” and are playing a significant role in the development of the country.

“His Excellency the President will deliver a televised keynote address to mark the Anti-Sanctions Day.
The address will be distributed on all social media platforms, targeting the youth to enhance awareness of the negative impact of sanctions.

“There will also be short and brief anti-sanctions marches within school premises and around work-stations for Government workers. An Anti-Sanctions Musical Show will also be held,” said Hon Dr Muswere.

In 2019, SADC Heads of State and Government set aside October 25 as Anti-Sanctions Day to protest against the imposition of illegal sanctions by the United States and its Western allies that include Britain and the European Union.

SADC remains resolute on the mandate of having illegal sanctions that cripple partner states removed as witnessed by the speeches by African President’s at the recent UNGA 78.

Avian influenza outbreak hits SA.

South African pultry industry has been hit by the Highly Pathogenic Avian Influenza(HPAI) and this could impact Zimbabwe negatively, a government Minister has said.

This was said during a post cabinet media briefing by Dr Jenfan Muswere the Minsiter of Information, Publicity and Broadcasting Services while presenting a report from Dr Anxious Jongwe-Masuku of Lands, Agriculture, Water, Fisheries and Rural Resettlement.

Dr Muswere said, “The nation is being informed that South Africa is currently experiencing outbreaks of two different strains of Highly Pathogenic Avian Inflenza (HPAI) H5N8 and H7N6 in seven of its nine provinces.”

To contain the impact, the Government through the Department of Veterinary Services, has instituted the following measures; activation of Rapid Response Teams; and
awareness campaigns to the poultry industry value chain players and the public on the urgent need to strengthen their bio-security measures.

In light of the outbreak, the poultry sector in Zimbabwe is strongly urged to implement certain precautionaru measures.

Dr Muswere said “The Poultry Sector is urged to institute the following measures; limit movement of people, feed and farm equipment from other poultry enterprises; and not to feed wild birds coming to the homestead or farm.”

To ensure proper guidance and support, farmers have also been urged to reach out to their nearest Veterinary Offices for guidance in implementing effective bio-securirt measures to safeguard their poultry farms.
