PAGCOR REMITS ADDITIONAL PHP5 BILLION TO NATIONAL TREASURY

Cash remittances from the Philippine Amusement and Gaming Corporation (PAGCOR) to the National Treasury for dividend year 2022 is now at Php6.95 billion after the agency turned over an additional Php5 billion on November 15, 2023.

The state gaming regulator’s latest contribution represents its additional and advanced dividends from retained earnings as of end of 2022.

Earlier this year, PAGCOR remitted Php1.95 billion to the national coffers after booking hefty revenues from resurgent gaming operations in 2022 as the country starts to recover from the pandemic.

The Php6.95 billion total remittances for the year is 9.32 percent higher than its declared dividends of Php6 billion for 2021.

“Last year was a banner season for us in terms of revenue generation, and this enabled us to set aside additional funds to support various national government initiatives,” said PAGCOR Chairman and CEO Alejandro H. Tengco.

PAGCOR President and COO Atty. Juanito L. Sañosa, Jr. led the turnover of the Php5 billion dividend check to Deputy Treasurer Eduardo Anthony G. Mariño at the PAGCOR Executive Office in Manila.

According to Mariño, the latest PAGCOR remittance will be utilized on high-impact projects and programs that will benefit the Filipino people and help in full economic recovery.

“The latest cash dividend remittance from PAGCOR could not have come at a better time,” he said.

“The national government, particularly the Department of Finance, is really working towards ensuring the physical stability of the state after the pandemic, and having additional funds would certainly aid in that effort,” he said.

Remittance by government-owned and controlled corporations (GOCCs) of at least 50 percent of their net earnings to the national government is mandated under Republic Act (RA) No. 7656, otherwise known as the Dividends Law.

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II has ordered the strict implementation of the “No Registration, No Travel” policy after a review of the data of the agency disclosed that 65% of the motor vehicles in the country are classified as delinquent, or those whose owners either failed or deliberately refused to have their motor vehicles registered.

Delinquent motor vehicles refer to motor vehicles that were not registered on their due dates and based on the LTO data, around 24.7 million of the 38.3 million vehicles in the country classified as delinquent motor vehicles—which means that only around 13.3 million, or 35% of the motor vehicles in the country are registered.

Translated into revenue losses in terms of registration payment and penalties, Mendoza said around P37.10 billion are to be collected from these delinquent motor vehicle owners.

“Yung included sa report na ito ng delinquent motor vehicles ay yung mga sasakyan na based sa aming record ay more than one year ng hindi nare-renew ang registration. Hindi pa kasama dito yung mga less than a year na hindi naka-renew ng registration,” Mendoza explained.

The cut-off date of the LTO report is April 2022, or before the use of the Land Transportation Management System (LTMS) for motor vehicle registration.

The delinquent volumes were counted based on the outstanding delinquent registrations as of April 2022.

Mendoza explained that this is alarming data since based on their assessments, delinquent motor vehicles either have problems passing roadworthiness inspections that include emission testing, and do not have insurance coverage.

“In other words, these motor vehicles are threats to road safety. We have to be very strict in implementing the laws on land transportation not only to make it fair to the law-abiding motor vehicle owners but also for the welfare of the road users,” said Mendoza.

“This is in line with the directive of our Department of Transportation Secretary Jaime Bautista to exert more efforts in keeping our roads safe for all users,” he added.

This is the reason, according to Mendoza, why he had already directed all LTO regional directors to come up with strategies and measures to strictly implement the “No Registration, No Travel” policy.

Delinquency data

Based on the LTO data, the National Capital Region has the most number of delinquent motor vehicle owners with 4.1 million, followed by Region III with 3.3 million, and Region IV-A with 2.7 million.

In the Visayas, around 1.8 million delinquent motor vehicles were recorded in both Region VI and Region VII while Region VIII has around 758,000.

In Mindanao, Region XI has the most. Number of delinquent motor vehicles with 1.2 million followed closely by Region XII with 1.1 million. Both Region IX and Region X have almost one million each.

Citing the same data, Mendoza said most of the delinquent motor vehicles are motorcycles with 20.15 million, followed by four-wheel vehicles with 4.01 million, and trucks and buses with around 490,000.

Mendoza earlier ordered a review of all the LTO data in order to further strengthen the revenue-generation measures of the agency in order to collect more money that would be used in the government services and other pro-poor programs of President Ferdinand “Bongbong” Marcos, Jr.

Following the completion of the revenue, it was found out that there are around P37.10 billion collectibles from delinquent motor vehicle owners.

Of this figure, around P15.5 billion is the revenue loss for motorcycles, around P18.4 billion for four-wheel vehicles and P3.25 billion from trucks and buses.

Further broken down, the national government will collect P12.36 billion in the registration of all the delinquent motor vehicles.

Mendoza there is a need to strictly implement the “No Registration, No Travel” policy since the number of delinquent motor vehicles would increase further if this is not immediately addressed.

“Kailangan nating maghigpit tungkol dito hindi lamang sa aspeto ng revenue losses sa gobyerno kung hindi dahil sa aspeto ng road safety dahil malamang karamihan sa mga delinquent motor vehicles na ito ay may road worthiness issues,” said Mendoza.

“Hindi natin papayagan ito. May obligasyon ang bawat vehicle owners na i-rehistro ang kanilang mga sasakyan at ang tututukan natin ngayon ay ang strict compliance sa obligasyong ito,” he stressed.

BOC hails arrest of big-time onion smuggler

Bureau of Customs (BOC) Commissioner Bien Rubio on Thursday, November 16, 2023, lauded the arrest of a big-time onion smuggler and said that the success of the operation is a huge step toward the Philippine government’s campaign against agricultural smuggling.

“This shows the commitment of the Marcos administration to go after these big-time agricultural smugglers. Bringing in these goods to the country illegally is a significant threat to our economy, to the livelihoods of small farmers, and to the competitiveness of legitimate businesses,” he said.

“I hope that this latest operation will serve as a strong deterrent for other smugglers not to even attempt circumventing our laws and making a mockery of them,” Rubio added.

On Wednesday, November 15, 2023, Senator Cynthia Villar said that a certain Jayson de Roxas Taculog was arrested after he was caught smuggling 30 containers of onions.

Deputy Commissioner Juvymax Uy underscored the coordination among key government agencies, as well as the prompt actions of the BOC, in Taculog’s arrest.

“This showcased our team’s unwavering commitment to bringing these perpetrators to justice and upholding the integrity of legitimate trade and importation. In many cases, smuggling agricultural, poultry, and food products pose a threat to the health and safety of consumers,” he said.

“For that alone, we want to make sure here in the BOC that we cover all bases and we see the finality of these cases,” the official added.

The Marcos administrations stands fully behind the campaign against agricultural smuggling, with President Ferdinand R. Marcos Jr. certifying Senate Bill No. 2432—the proposed Anti-Agricultural Economic Sabotage Act—as urgent.

The measure, which would repeal the Anti-Agricultural Smuggling Act of 2016, aims to end acts of smuggling, hoarding, profiteering, and cartel of agricultural and fishery products.

Such crimes would be penalized with life imprisonment and a fine thrice the value of the agricultural and fishery products involved.

No. 22 (Bouncing Check Law) dated June 20, 2023, docketed under criminal case number M-PSG-22-01743-61-CR with bail recommended fixed at Php444,000.00.

The arrested accused is temporarily placed in the custodial facility of this Station while awaiting for the commitment order from the issuing court.

“The entire Pasig police force together with other police units continues its intensified campaign to put wanted persons behind bars without fear or favor and maximizes its efforts to eradicate all forms of lawlessness in the city,” said PCOL Sacro.
