Shoulder Injury Risks in Athletes: "Risk that you see artificially increasing external rotation of the shoulder is one not so much the fact that there's external rotation, but by having that increased amount of rotation allows one to potentially then generate more velocity, which then imparts more forces and torques upon the throwing arm. In addition, there also is some suspicion that when you are doing these weighted ball programs, there might be a lack or even inhibition of rotator cuff strengthening."
