B**G GO GRACES MASBATE’S BAGAT-DAGAT FESTIVAL

Senator Christopher “B**g” Go visited Cataingan, Masbate to join the celebration of the Bagat-Dagat Festival held at Masbate Lagoon in Brgy. Matayum.

In his speech, the senator shared his gratitude for being able to participate in the local celebration.
“Nagpapasalamat po ako sa masipag na Gobernador Antonio Kho sa imbitasyon sa akin sa Bagat-Dagat Festival,” said Go.

“Saludo po ako sa inyong walang sawang serbisyo para sa mga kababayan natin sa Masbate. Ang inyong mga pagsisikap at malasakit ay nagbigay daan sa matagumpay na pagdiriwang na ito. Maraming salamat po sa inyong lahat!” stressed Go.

Bagat-Dagat, which means “to meet and to celebrate” is a festival already celebrated for ten years.

“Patuloy ang aking suporta sa ating lalawigan. Bilang inyong Mr. Malasakit, mananatili ang aking serbisyo sa inyong lahat. Gagawin ko ang lahat ng aking makakaya upang tulungan at suportahan ang Masbate,” he added.

Meanwhile, Masbate Governor Antonio Kho thanked Go for joining them in the celebration.

“Isang karangalan po na makasama natin dito sa pagdiriwang ng Bagat-Dagat Festival ang may malasakit at talagang aksyon lagi at ang senador na may busilak na puso, Senator B**g Go,” Governor Kho stated.

Go then showed gratitude to other local officials including Congressman Wilton Kho, Congresswoman Ara Kho, Congresswoman Richard Kho, Vice Governor Olga Kho, Mayor Felipe Cabataña, and Vice Mayor Thelma Ang.

TRABAHO, TAPYAS PRESYO NG BILIHIN, KAHIRAPAN SENTRO NG LEDAC MEETING SA MALACAÑANG

Target ng Marcos Administration na maibaba ang presyo ng mga pangunahing bilihin, magkaroon ng mas maraming trabaho at mabawasan ang kahirapan sa bansa sa pamamagitan ng mga panukalang batas na tutugon sa mga nabanggit na problema.

Ito ang inihayag ni Pangulong Ferdinand Marcos Jr. matapos mailatag sa ikalimang Legislative Executive Development Advisory Council (LEDAC) meeting ang mga prayoridad na panukalang batas upang malutas at matugunan ang mga hamon na kinakaharap ng bansa.

Sinabi ng Pangulo na nagkasundo ang ehekutibo at lehislatibo na magtulungan upang maabot ang hangarin na pagbabago sa bansa at sa buhay ng mga Pilipino.

Magpapatuloy aniya ang pakikipagtulungan ng mga Malacanang sa Senador at Kamara upang madaling maipasa ang mga panukalang batas para sa pagbabago ng bansa at ng mamayayan.

Isa sa adhikain ng administrasyon ay maibaba ang mataas na presyo ng mga bilihin at magkaroon ng mas maraming hanapbuhay ang mamamayan upang mabawasan ang mga naghihirap na mga Pilipino.

DIETARY PROGRAM PARA SA MGA BUNTIS, ISUSULONG SA APAT NA PROBINSYA SA BICOL

SUSULONG ng National Nutrition Council (NNC) katuwang ang Department of Agrarian Reform (DAR) Bicol ang Dietary Program sa 1,138 na mga buntis sa apat na probinsya sa Bicol.

Manggagaling ang mga buntis sa mga bayan ng Barcelona, Gubat, at Sta. Magdalena sa Sorgsogon; Bagamanoc, Baras, Bato, Gigmoto, Panganiban, at San Miguel sa Catanduanes; Bombon, Cabusao, Camaligan, at Gainza sa Camarines Sur; at Baleno at Mandaon sa Masbate.

Ayon kay Agrarian Reform Program Officer, Christine L. Ascutia, magsisimula ang proyektong “Tutok Kainan” dietary supplementary program ngayong linggo at tatagal sa loob ng 90 araw.

Sinabi rin ni Ascutia na ang food supply katulad ng mga gulay at prutas ay manggagaling mula sa mga Agrarian Reform Beneficiaries Organizations (ARBOs) na direktang bibilhin ng NNC upang magbigay kita ng PHP 3.4 million sa mga magsasaka.

Layunin ng programa na maiwasan ang low birth weight at stunting ng mga bata at para na rin mapabuti ang pagkain ng mga buntis sa mga nasabing lugar ayon kay Ascutia.

LAGMAN JOINS BUDGET OFFICE'S TEAM BUILDING

Albay Governor Edcel “Grex” Lagman has showed up during the team building of the provincial government’s budget office.

“In my short message, I underscored the importance of unity, of family and of everyone being all on board. I’m happy everyone shares this mindset,” said Lagman.

“I continue to have high hopes for this department. It certainly plays a crucial role in ensuring that we have the wherewithal for our priority plans, programs and activities,” he added.

He also encouraged them to pursue innovation and creative in performing their duties.

“You must not have your hands tied in the performance of your duties because there is no such thing as “black letter law” in our legal jurisdiction. So there’s room to innovate, to be creative and to adapt to every conceivable scenario of budgetary governance,” said the governor.

“The usual dearth in public monies will be addressed accordingly and eventually be offset by this practical and workable philosophy,” he added.

Lagman also said that he feels honored to spend a short time with the budget office employees.

“To all those present, i am honored that you acknowledge the wisdom of your governor in choosing the best individuals that will lead your team. Respect begets respect,” he said.

“We always look at the deeper aspects of governance that celebrates team effort over personal and individual ones. Again, very happy to spend a few minutes with all of you! Here’s to a more efficient and effective Budget Department of the PGA! Cheers,” he added.

MARCOS AWARDS ORDER OF LAPU-LAPU TO SOLDIERS IN WEST PH SEA CLASH

In recognition of their actions and reprovisioning efforts, President Marcos has conferred the Order of Lapu-Lapu on 80 soldiers who were involved in the recent clash with the China Coast Guard in the West Philippine Sea on June 17.

In a speech during his visit to the troops in Camp General Artemio Ricarte in Puerto Princesa, Palawan, the President lauded the troops for not escalating the tension despite the heat of the moment when they were conducting the rotation and resupply (RORE) mission to Ayungin Shoal.

"So, as we award these medals, we remember that on June 17th, we made a conscious and deliberate choice to remain in the path of peace," he said on Sunday, June 23.

"You have stood up and upheld the fundamental principles that bind all of us Filipinos. A mutual respect for life, for dignity, and for community," he added.

According to Marcos, he has never been prouder of the entire Armed Forces of the Philippines (AFP) as he was following the incident.

The President specifically lauded Seaman First Class Underwater Operator Jeffrey Facundo, who lost his thumb in the incident.

Marcos awarded Facundo the Kampilan Medal which is given to those who are seriously wounded or injured as a direct result of their participation in an activity pursuant to the President's campaign or advocacy.

The other 79 soldiers received the Kamagi Medal, which is given to those who actively participated in and made substantial contributions to an activity associated with a campaign or advocacy of the President.

"I salute the 80 officers and troops who sailed the waters and exercised the greatest restraint amidst intense provocation," he said.

"You demonstrated to the world that the Filipino spirit is one that is brave, determined, and yet is compassionate," he added.

With this, President Marcos said the government would continue to provide the soldiers with their needs and look after their and their families' welfare.

The Order of Lapu-Lapu, created in 2017, is awarded to government officials and personnel, as well as to private individuals, in recognition of invaluable or extraordinary service concerning the President's campaign or advocacy.

SAVAGE LAGMAN SLAMS COUPLES FOR CHRIST OVER 'RELIGIOUS HYPOCRISY' ON DIVORCE ISSUE

Albay 1st district Rep. Edcel Lagman has called out the supposed "religious hypocrisy" of international Catholic lay ecclesial organization Couples for Christ (CFC) in its bid to stop the institutionalization of divorce in the Philippines.

"Let us stop the religious hypocrisy being spread by the 'Couples for Christ' that because of human weakness the Philippines must not enact a divorce law but instead mend broken marriages," Lagman said in a statement Sunday, June 23.

"It is precisely because of human frailties like marital abuse, infidelity, and abandonment, among other mortal weaknesses, that marriages are totally destroyed beyond repair," he underscored.

The veteran congressman from Bicol is the main proponent of proposed Absolute Divorce Law, as embodied in House Bill (HB) No.9349.

The House of Representatives has already approved the bill on third and final reading--albeit under controversial circumstances--last May 22.

Lagman insists that absolute divorce is a positive recourse that Filipinos in ruined marriages can turn to.

"In considering giving the Sacrament of Communion to divorced and remarried Catholics, the exact words of Pope Francis in his footnote 351 in Amoris Laetitia (The Joy of Love) are relevant: 'the Eucharist is not a prize for the perfect, but a powerful medicine and nourishment for the weak,'" he said.

"Verily, absolute divorce rescues spouses who are embattled because of their human weaknesses and their suffering children from a house on fire," he stressed.

Lagman said divorce "affords offended spouses, mostly the battered and tormented wives, to regain their freedom, self-esteem, agency, and happiness even as there is a judicial decree on the care, custody, and support of the children".

"The sanctity of marriage does not institute an iron-clad union which fetters and imperils the humanity of spouses," he further said.

SOLON HOPES RICE TARIFFICATION LAW AMENDMENTS BILL GETS SENATE ATTENTION

Camarines Sur 2nd district Rep. LRay Villafuerte remains hopeful that the proposed amendments to the Rice Tariffication Law (RTL) would become a top concern for the Senate amid the rising costs of rice.

Villafuerte, a lead proponent of the House-approved version of the RTL amendments, says he is hoping that senators will make it a priority to pass their counterpart version once Congress resumes sessions on July 22.

“We are hopeful that the proposed law on the timely overhaul of the five-year RTL will indeed be among the top concerns of our senators as a way to cut rice prices by as much as half to P30 a kilo or below from the current market range of P50 to P65,” he said in a statement Sunday, June 23.

Senator Cynthia Villar chairs the Senate Committee on Agriculture, Food and Agrarian Reform that is tackling this proposal.

Following President Marcos' order to reduce rice import tariff which is expected to slash the retail cost of rice, Villafuerte says the proposed amendments will lower the market prices even further.

“With rice accounting for a sizeable share of the food expenses of Filipinos, most especially of poor or low-income families, writing a law to amend RA 11203 by restoring certain regulatory and trading powers of the NFA (National Food Authority) to intervene in the market and make the staple more affordable and accessible for our consumers is one way for us lawmakers to help take the edge off sticky inflation,” Villafuerte explained.

However, several senators—including Villar herself—have opposed this proposal to restore the NFA’s power to import rice during emergency situations.

According to Villar, the sitting president must have this special power and not the NFA.

Meanwhile, Villafuerte pointed out that this proposed power shall only happen as a “last resort” of the government to address food security emergencies.

He said the oversight functions of Congress will enable legislators to keep track of the implementation of the would-be law to deter the NFA from possibly abusing its trading tasks, as what had happened in the past when it was still empowered to intervene in the market.

Under the House-approved House Bill (HB) No. 10381, Villafuerte said the NFA should be allowed to buy palay from local farmers or import the staple, but only with the approval of the Department of Agriculture (DA) Secretary.

As pointed out by Speaker Romualdez, the proposed RTL amendments is expected to lower rice prices to P30 a kilo or below. Current rice prices range from P50 to P65 a kilo.

Hindi gagamit ang Pilipinas ng dahas, pananakot o pananakit na magreresulta sa kapinsalaan sa West Philippine Sea.

Ito ang inihayag ni Pangulong Ferdinand Marcos Jr. sa kanyang Talk to the Troops sa Western Command headquarters sa Puerto Princesa City, Palawan nitong Linggo ng umaga matapos ang nangyaring insidente sa West Philippine Sea na ikinasugat ng isang sundalo.

Sa kanyang talumpati sinabi ng Pangulo na hindi gawain ng Pilipinas na mang-udyok ng kaguluhan, bagkus ay nakatuon ang bansa para sa mapayapa at masaganang buhay para sa bawat Pilipino.

Hindi aniya nakikipagtagisan ang bansa sa mga bansang malalakas ang puwersa dahil walang gobyernong naghahanap ng panganib para sirain ang buhay at hanapbuhay ng mga tao.

” We are not in the business to instigate wars– our great ambition is to provide a peaceful and prosperous life for every Filipino. This is the drum beat, this is the principle that we live by and that we march by,” anang Pangulo.

Pero nilinaw ng Presidente na manindigan ang Pilipinas kaya hindi dapat ituring na pagpaparaya ang pagiging kalmado at mapayapang disposisyon ng gobyerno.

Binigyang-diin ng Presidente na ang Pilipinas ay isang responsableng bansa at ipagpapatuloy ng gobyerno ang paggamit ng kalayaan at karagatan upang suportahan ang pambansang interes, alinsunod sa pandaigdigang batas.

” We stand firm. Our calm and peaceful disposition should not be mistaken for acquiescence,” dagdag ng Pangulo .

Sa ginawang pagbisita ng Presidente sa WesCom headquarters ay pinarangalan nito ang 80 sundalong nakaranas ng karahasan sa mga sundalo ng China at tiniyak na nasa likod ng mga ito ang buong bansa para ipagdasal ang kanilang kaligtasan at tagumpay.

Tiniyak ni Pangulong Marcos Jr. na patuloy na ibibigay ng gobyerno ang kanilang pangangailangan at kapakanan, pati na ng kanilang pamilya.

Hiniling ng Presidente sa 80 sundalo na ipagpatuloy ang kanilang pagtupad sa tungkulin na ipagtanggol ang bansa ng may integridad at respeto gaya ng ginawa noong June 17.

“On behalf of the Filipino nation, I make this great request to you: continue to fulfill your duty of defending the nation with integrity and respect as you have done so far,” wika ng Pangulo.

PADILLA TURNS EMOTIONAL DURING GROUNDBREAKING OF PORT PROJECT IN CAMNORTE

Camarines Norte Governor Ricarte “Dong” Padilla shared that he became emotional during the groundbreaking of the port improvement project in Jose Panganiban.

“Hindi ko po maiwasan na maluha sa kagalakan na aking nararamdaman ngayong ginanap na ang Groundbreaking Ceremony ng Jose Panganiban Port sa Brgy. Osmeña, Jose Panganiban,” said the governor.

Padilla also thanked his brother Senator Robin Padilla and Philippine Port Authority General Manager Jay Daniel R. Santiago.

“Salamat ‘Tol, Senator Robinhood Padilla sa suporta at malaking tulong mo sa proyektong ito. Salamat din po sa General Manager ng Philippine Ports Authority, Jay Daniel R. Santiago, na siya pa po mismo ang dumalo para sa mahalagang okasyon na ito para sa mga CamNorteños,” said the governor.

“Gayundin po sa lahat ng mga investors, companies, and partners; government agencies; mga opisyales ng Lalawigan, munisipyo at barangay na nagsidalo. Gaya po ng sinabi ni PPA-GM Santiago, ang pantalang ito ay mayroong cargo export operations na umaabot sa China, Australia at United States of America, na inaasahan pang lumaki ang operasyon sa mga susunod pang panahon,” he added.

Padilla shared that he is also “excited” with the ongoing developments in Camarines Norte.

“Ako po ay lalo pang nagiging excited sa nakikita nating developments na unti-unti nang naiisakatuparan ang mga pinaghihirapan nating mga proyektong pangkaunlaran,” said Padilla.

“Samahan po ninyo ako at sama-sama tayong magpasalamat sa ating Poong Maykapal sa mga pagpapala at mga biyayang Kanyang ipinagkakaloob sa atin,” he added.

UNANG KASO NG Q FEVER, NAITALA SA PINAS

Nakapagtala ang Pilipinas ng kauna-unahang kaso ng Q fever, batay sa anunsyo ng Bureau of Animal Industry (BAI) kahapon.

Ayon sa BAI, ang sakit ay karaniwang makikita sa mga alagaing hayop tulad ng baka, tupa at kam­bing na maaaring maisalin mula sa tao sa pamamagitan nang paglanghap ng contaminated dust.

Kabilang sa sintomas ng naturang sakit kapag naipasa sa tao ay pakiramdam na giniginaw, may lagnat at muscle pain na kapag hindi agad nagamot ay maaaring mag­resulta ng sakit sa atay at kum­plikasyon sa puso.

Sinabi ni Dr. Christian Daquigan, OIC ng National Veterinary Quarantine Services Division ng BAI , ang kambing na nagpositibo sa sakit ay pawang nasa Santa Cruz, Marinduque.

Anya, wala pa namang indibidwal ang napapaulat na may taglay ng ganitong sakit. Under control naman umano ang naturang sitwasyon.

Ang Q fever ay isang sakit na dulot ng bacterial pathogen Coxiella burnetii batay naman sa ulat ng National Institutes of Health (NIH).

Ito anya ay mabilis na kumalat sa pamamagitan ng hangin. Agad umanong magpa-laboratory test ang sinumang indibidwal ang nakakaranas ng naturang mga sintomas ng Q fever.

VILLAFUERTE CONFIDENT MARCOS TO COMPLETE CARP BY 2028

Camarines Sur Rep. LRay Villafuerte expressed his hope that President Ferdinand Marcos Jr. will achieve his goal of completing the distribution of 1 million land titles to agrarian reform beneficiaries before he leaves Malacañang in 2028.

The bicolano solon said that the Department of Agrarian Reform (DAR) Secretary Conrado Estrella III is on the same page with Marcos on improving the lives of agrarian reform beneficiaries (ARBs) and revving up the rural sector.

“Given the accelerated issuance of CLOAs (Certificate of Land Ownership Awards) and e-titles to CARP beneficiaries on his watch, we are hopeful that our President and the DAR can finally complete the CARP by the time Mr. Marcos leaves Malacañan Palace in 2028,” Villafuerte said.

Villafuerte noted that the President recently distributed land titles to 2,000 ARBs in Bicol at the Fuerte Sports Complex in Camarines Sur’s capital municipality of Pili.

“As aptly pointed out by the President, the distribution of CLOAs or e-titles is key to poverty reduction in the countryside because it will open opportunities for ARBs to improve their lives while remaining as farmers—and hopefully encourage their children and their children’s children to continue tilling their lands for the good of Philippine agriculture,” Villafuerte added.

Villafuerte said Marcos also turned over to ARB organizations (ARBOs) a slew of machinery and equipment, including a compact rice mill with a polisher, 35HP harvester, corn sheller, feed mixer, hammer mill, motorized hauler, 4WD tractor, hand tractor, and palay thresher.

Marcos also handed over nine completed and ongoing farm-to-market roads worth P218 million to the ARBOs and local government units (LGUs) of Camarines Sur.

The lawmaker said that Marcos’ commitment to uplift the lives of ARBs has been demonstrated through his issuance of Executive Order (EO) 4 in 2022, declaring a moratorium on the amortization payments of ARBs and last year’s enactment of Republic Act (RA) 11953, which condoned all the unpaid loans plus interests of CARP beneficiaries.

RA 11953, or the New Agrarian Emancipation Act, has freed an estimated 600,000 farmers from their agrarian reform-related debts, said Villafuerte, a co-author of the said law.

Itinanggi na ng cybersecurity analyst at Tech Editor ng Manila Bulletin na si Art Samaniego Jr. ang alegasyong siya ang nasa likod ng pangha-hack sa mga websites ng Armed Forces of the Philippines (AFP), National Security Council (NSC), at ng ilan pang mga bangko.

Kasunod ito ng pagkaka-aresto ng National Bureau of Investigation – Cybercrime Division ang ilang IT personnel na ‘di umano’y responsable para sa naturang hacking.

Sinabi kasi ng mga suspects na inutusan daw sila ni Samaniego na i-hack ang mga nabanggit na websites para may ma-content ito sa kaniyang mga column at social media platforms.

Sa panayam ng Brigada NewsFM Manila kay Samaniego – sinabi itong mariin niyang itinatanggi ang mga akusasyon.

Sabi niya, matagal na raw siyang ka-partner ng mga government agencies at kaliwa’t kanan ang mga isinasagawa nilang consultations noo.

Sabi ni Samaniego, pinapahalagahan daw niya ang kanilang integridad, at malabo rin ang akusasyon lalo na’t wala naman siyang blog na maaaring pag-post-an ng mga content.

Patay ang isang lalaki habang hindi pa natatagpuan ang kanyang tiyuhin nang tangayin sila ng malakas na alon matapos na mangisda sa Nasugbu, Batangas noong Martes.

Ayon sa report ng Nasugbu police, bandang alas-onse nang umaga nang pumalaot ang magtiyong sina John Arvin Mico at Rodolfo Catapang Jr. sa karagatan na bahagi ng Barangay Bilaran sa nasabing bayan.

Nagsimulang mabahala ang mga kaanak ng magtiyo nang hindi pa nakakauwi ang mga ito pagsapit ng alas-kuwatro nang hapon.

Humingi na ang mga ito ng tulong sa mga awtoridad para hanapin ang magtiyo.

Bandang alas-nuwebe nang gabi nang madiskubre ang bangkay ni Mico habang nakalubog sa ilalim ng tubig.

Samantala, hindi pa natatagpuan ang tiyo nito na patuloy pang hinahanap ng mga rescue unit.

LAGMAN SAYS NEXT DEPED CHIEF SHOULD BE ‘EXPERIENCED’ EDUCATOR

Opposition leader and Albay Rep. Edcel Lagman is hoping that the replacement of Vice President Sara Duterte as education secretary will come from the ranks of “experienced educators.”

In a statement, Lagman also noted that Duterte’s departure from the Marcos administration Cabinet would hopefully lead to the solution of the “alarming crisis in Philippine education.”

“No less than Vice President Duterte herself said that her resignation is “dala ng tunay na malasakit para sa ating mga g**o at kabataang Pilipino” (due to my genuine concern for our teachers and the Filipino youth), which means that her incumbency was a liability to teachers and students,” said the veteran lawmaker.

“It is hoped that her replacement will come from the ranks of experienced and dedicated educators who can efficiently steer and professionally manage the educational system of the country,” he added.

Duterte tendered her resignation as DepEd chief yesterday, June 19, which will be effective July 20.

“Duterte’s departure from a prime position in the President’s Cabinet ends with finality the increasingly tenuous partisan relations between the Duterte and Marcos political power blocs. This terminates absolutely the Uniteam,” said Lagman.

FILIPINO STUDENTS RANK POORLY IN PISA 2022 REPORT ON CREATIVE THINKING

The Programme for International Student Assessment (Pisa) said the Philippines logged a mean score of 14 on the creative thinking performance of 15-year-old students.

According to the Pisa 2022 report released on June 18, the country’s score was the second-lowest among 64 ranked countries.

Aside from the Philippines, Uzbekistan also scored 14, while Albania scored 13, which was the lowest rank.

The Pisa likewise described the score of the Philippines in the report as statistically significant below the average of the Organisation for Economic Co-operation and Development (OECD) which was at 33 points.

Meanwhile, listed below are the countries with the highest mean scores in creative thinking:

Singapore, South Korea, Canada, Australia, New Zealand, Estonia, Finland, Denmark, Latvia, Belgium

The Pisa 2022 study assessed students’ ability to generate diverse ideas, generate creative ideas, and evaluate and improve ideas. These areas of testing are crucial in developing a well-rounded education system that prepares students for the challenges of the future.

The Pisa is a study conducted by the OECD to measure the performance of 15-year-old students in academic disciplines.

The study began in 2000 and is repeated every three years.

PADILLA DISTRIBUTES HONURARIUM TO CHILD DEVELOPMENT WORKERS

Camarines Norte Governor Ricarte “Dong” Padilla has led the distribution of honorarium to the Child Development Workers in the province

“[I]to po ay sa tulong ng Pamahalaang Panlalawigan at ng mga kawani ng (PSWDO) Provincial Social Welfare and Development Office,” said Padilla.

“Ito po ang isa sa aming ipinangako ni Vice Governor Engr. Joseph Ascutia sa ating mga Daycare Workers na karagdagang sahod para sa kanilang walang sawang pagsasakripisyong upang makapagbigay ng maayos na gabay sa ating mga kabataan,” he added.

Padilla also promised to continue providing quality service and programs for CamNorteños.

“Asahan niyo po, na hindi titigil ang Pamahalaang Panlalawigan sa pagbibigay ng mga positibong programa para sa ating mahal na lalawigan. Mabuhay po ang Child Development Workers,” he said.

Meanwhile, Padilla also granted cash incentives to two centenarians in the province, Lola Marta De Villa from Capalonga and Lola Paz Obusan from Vinzons

“Sila po ang ating mga lola na umabot sa edad na 100 years old at tumanggap ng tig-isang daang libong(100K) cash gift mula sa ating Gobyerno sa pamamagitan ng Provincial Social Welfare and Development Office upang maipaabot ang Cash Gift para sa ating dalawang Centenarian Lola,” he said.
