DoTr starts work on engineering design of delayed Metro Manila BRT Line 1 project

THE Transportation department said Thursday it is starting work on the preliminary engineering design and detailed engineering design of the 12.3-kilometer Metro Manila Bus Rapid Transit (BRT) Line 1, a flagship infrastructure project.

“We are now starting the preliminary engineering design and detailed engineering design,” Transportation Assistant Secretary Goddes Hope O. Libiran told BusinessWorld in a phone message.

“Last year, this was not started due to the pandemic and lack of budget. But now that the need for public transport is very much felt, we continue to add mass transport for efficient mobility of the people,” she added.

The project, which is being implemented by the department in coordination with the cities of Manila and Quezon City, was financed via official development assistance from the World Bank.

The World Bank approved the financing for the project in 2017.

The total cost of the project is $109.4 million, with the World Bank providing $64.6 million and the government responsible for the balance of $44.8 million.

The loan for the project, according to the World Bank’s website, is set to expire on Nov. 30, 2022.

In a statement, the Transportation department said the implementation of the project, which will traverse España Boulevard and Quezon Avenue, serving about 300,000 commuters daily, is being “fast-tracked.” — Arjay L. Balinbin

THE High Priority Bus System (HPBS) in Davao City is expected to be fully operational in the year 2023, a high-ranking city official said.

HPBS Manager and Assistant City Administrator for Administration lawyer Tristan Dwight Domingo said in a radio interview on Monday, February 8, 2021, the city government is expecting to deploy around 1,076 buses, including the creation of a waiting shed and the construction of six bus facilities (three of them are terminals, and three depots).

"With the amount of construction, land purchasing, information dissemination campaign and, most especially, atong pahimutang sa sector na maapektuhan niini (to settle all the sector affected by this), all in all, the plan right now, based sa atoang (on our) timeline, 2023 fully operational na," Domingo said in an interview on 87.5 FM Davao City Disaster Radio.

This came after the city officially launched the Carlos P. Garcia (C.P.) Highway bus route of the Interim Bus System (IBS) Project on Thursday, February 4, 2021.

The C.P. Garcia Highway route will start from the Bypass Road turning right to Davao City-Panabo City Road, then turn around to Philippine Ports Authority and vice versa.

Domingo said there are three bus routes under the IBS project: C.P. Garcia Highway, Catalunan Grande and Toril.

The bus fare is P13 for the first five kilometers (km) and P2.20 per km will be added along the way.

He said based on their observation, only a few passengers have availed of the IBS.

Domingo said it is expected since not everyone is aware of the newly augmented bus route.

"Sa sugod, you'd expect na di pa kaayo aware ang mga tao ana, but kadugayan, daghan na manakay ana (the public is not aware but as time goes by many people will patronize it)," he said.

IBS is the first phase of the HPBS, which aims to deliver a modern bus system for the city, wherein interconnected bus services will be prioritized within the 137-km core network and feeder routes composed of 489 km.

The local government sees the modernized bus system as a means to improve the city's looming traffic situation brought about by the increasing volume of both public and private vehicles.

In a previous article, the IBS was supposed to be launched sometime in 2020 but was delayed due to the Covid-19 pandemic.

US vet recovers wallet lost 53 years ago in Antarctica

WASHINGTON - A meteorologist in the US Navy was pleasantly surprised to recover a wallet he had lost — 53 years ago in Antarctica.

Paul Grisham, 91, did not even remember losing the billfold when friendly strangers contacted him to return it via mail, The San Diego Union-Tribune reported this week.

The lucky discovery was made during the 2014 demolition of the scientific base on Ross Island, where Grisham had been stationed as a weather forecaster from October 1967 to November 1968.

The sailor's wallet was hidden behind a locker and contained, among other things: his Navy identity card, his driver's license, a reference card for what to do in case of a biological or chemical weapons attack... and a ration card for beer.

Grisham said he was "blown away" that so many people had gone to great lengths to reunite the wallet with its owner.

YANGON, Myanmar (AFP) — A key aide to Myanmar’s ousted leader Aung San Suu Kyi was arrested Friday (January 30), days after a coup that has sparked outrage and calls by US President Joe Biden for the generals to relinquish power.

The arrest came after the streets of Myanmar’s biggest city were filled for a third night with the sound of people banging pots and honking car horns, voicing their opposition to the coup.

The military seized power on Monday, detaining Suu Kyi and president Win Myint as they ended the country’s 10-year dalliance with democracy that had followed decades of oppressive junta rule.


Win Htein, considered Suu Kyi’s right-hand man, “was arrested from his daughter’s house where he was staying at midnight (in Yangon),” said Kyi Toe, a press officer for the National League of Democracy.

The 79-year-old NLD stalwart is a longtime political prisoner, who has spent long stretches of time in and out for detention for campaigning against military rule.

Ahead of his arrest, Win Htein had told local English-language media that the military putsch was “not wise”, and that its leaders “have taken (the country) in the wrong direction”.

“Everyone in the country should oppose as much as they can the actions they are seeking to take us back to zero by destroying our government,” he told Frontier Myanmar in the coup’s aftermath.

Suu Kyi has not been seen in public since Monday.

According to the Assistance Association for Political Prisoners, a Yangon-based group that monitors political arrests in Myanmar, more than 130 officials and lawmakers have been detained in relation to the coup.

Telecom providers in the country have also been ordered to throttle Facebook, the main means of accessing the internet and communication for millions of people in Myanmar.

– ‘I can’t accept this coup’ –
With Facebook stifled, more Myanmar people have moved to Twitter in recent days or started using VPN services to bypass the blockade.

Hashtags opposing the coup, including and , were trending on Twitter in Myanmar on Friday, with more than seven million posts citing them.


A so-called Civil Disobedience Movement has gathered steam online, calling on the public to voice opposition every night by banging pots and clanging cymbals to show their anger.

At 8 pm Thursday, a cacophony of noise rose from the neighbourhoods of Yangon, with cars honking on the streets to join the chorus of dissent.

“I haven’t been able to sleep or eat since the coup,” Yangon resident Win Bo told AFP, adding that he was “a frontliner” during the 1988 uprising.

That pro-democracy movement ended in a bloody crackdown, killing thousands of protesters and monks who were campaigning against the junta.

“Now I am facing it again,” he said. “I can’t accept this coup. I want to do an armed revolution if possible.”

So far, no large-scale protests have happened, though small pockets of dissent have popped up, with medical doctors choosing to wear red ribbons — NLD’s colour.

About 70 NLD MPs on Thursday convened a symbolic parliament at their compound in Naypyidaw, signing a pledge that they would serve the duty of the people.

– ‘Refrain from violence’ –
The putsch has drawn condemnation globally.

On Thursday, US President Joe Biden reiterated his call for the generals to reverse course.

“The Burmese military should relinquish power they have seized, release the advocates and activists and officials they have detained, lift the restrictions in telecommunications, and refrain from violence,” Biden said.

He spoke hours after his National Security Advisor Jake Sullivan said the White House was “looking at specific targeted sanctions both on individuals and on entities controlled by the military that enrich the military.”

He did not give further details.


The United Nations Security Council took a softer tack, voicing on Thursday “deep concern” over the military coup — a step down from a draft Tuesday that had condemned it.

Diplomats said veto-wielding China and Russia, Myanmar’s main supporters at the UN, had asked for more time Tuesday to finesse the council’s response.

There have been calls on multinational companies working with Myanmar’s military-linked businesses to cut ties as a way to pressure the generals.

Japanese beer giant Kirin said Friday it was terminating its joint venture with a military-owned conglomerate. Kirin has been under scrutiny for some time over its ties to Myanmar’s army-owned breweries.

Myanmar police file charges against Aung San Suu Kyi after coup

(Reuters) - Myanmar police have filed charges against ousted leader Aung San Suu Kyi for illegally importing communications equipment and she will be detained until Feb. 15 for investigations, according to a police document.

The move followed a military coup on Monday (February 2) and the detention of Nobel Peace laureate Suu Kyi and other civilian politicians. The takeover cut short Myanmar’s long transition to democracy and drew condemnation from the United States and other Western countries.

A police request to a court detailing the accusations against Suu Kyi, 75, said six walkie-talkie radios had been found in a search of her home in the capital Naypyidaw. The radios were imported illegally and used without permission, it said.

The document reviewed on Wednesday requested Suu Kyi’s detention “in order to question witnesses, request evidence and seek legal counsel after questioning the defendant”.

A separate document showed police filed charges against ousted President Win Myint for violating protocols to stop the spread of the coronavirus during campaigning for an election last November.

The charges against Suu Kyi “just compound the undermining of the rule of law in Myanmar and the democratic process,” United Nations spokesman Stephane Dujarric told reporters on Wednesday.

“We continue to call for her immediate release and the president’s immediate release and all others who have been detained by the military in the last few days,” he said.

Suu Kyi’s National League for Democracy (NLD) won November’s election in a landslide but the military, headed by Army chief General Min Aung Hlaing, claimed the vote was marred by fraud and justified its seizure of power on those grounds. The electoral commission had said the vote was fair.

The chair of the ASEAN (Association of Southeast Asian Nations) Parliamentarians for Human Rights, Charles Santiago, said the new charges were ludicrous.

“This is an absurd move by the junta to try to legitimize their illegal power grab,” he said in a statement.

Reuters was not immediately able to reach the police, the government or the court for comment.

Suu Kyi spent about 15 years under house arrest between 1989 and 2010 as she led the country’s democracy movement, and she remains hugely popular at home despite damage to her international reputation over the plight of Muslim Rohingya refugees in 2017.

The NLD made no immediate comment. A party official said on Tuesday he had learned she was under house arrest in the capital, Naypyidaw, and was in good health.

The party said its offices had been raided in several regions and it urged authorities to stop what it called unlawful acts after its election victory.

OPPOSITION EMERGES
Opposition to the junta has begun to emerge in Myanmar.

Staff at government hospitals across the country of 54 million people stopped work or wore red ribbons as part of a civil disobedience campaign.

The newly formed Myanmar Civil Disobedience Movement said doctors at 70 hospitals and medical departments in 30 towns had joined the protest. It accused the army of putting its interests above a coronavirus outbreak that has killed more than 3,100 people, one of the highest tolls in Southeast Asia.

“The first vaccines arrived in Myanmar only last week and the response to the COVID-19 pandemic must remain a priority for the foreseeable future,” the U.N.’s Dujarric said.

“We really cannot accept this,” said 49-year-old Myo Myo Mon, who was among the doctors who stopped work to protest.

The junta has declared a one-year state of emergency and has promised to hold fair elections, but has not said when.

G7 CONDEMNS COUP
The Group of Seven largest developed economies condemned the coup on Wednesday and said the election result must be respected.

“We call upon the military to immediately end the state of emergency, restore power to the democratically-elected government, to release all those unjustly detained and to respect human rights and the rule of law,” the G7 said in a statement.

China has not specifically condemned the coup in its neighbour but the foreign ministry rejected the suggestion that it supported or gave tacit consent to it.

“We wish that all sides in Myanmar can appropriately resolve their differences and uphold political and social stability,” foreign ministry spokesman Wang Wenbin told a briefing.

On Tuesday, the United Nations special envoy for Myanmar, Christine Schraner Burgener, urged the Security Council to “collectively send a clear signal in support of democracy in Myanmar”.

But a diplomat with China’s U.N. mission said it would be difficult to reach consensus on the draft statement and that any action should avoid escalating tension or complicating the situation.

U.S. President Joe Biden has threatened to reimpose sanctions on the generals who seized power.

The military had ruled the former British colony from 1962 until Suu Kyi’s party came to power in 2015 under a constitution that guarantees the generals a major role in government.

YANGON, Myanmar (AFP) — Myanmar’s army chief on Monday insisted military rule would be different this time, as martial law was declared across swathes of the country after massive protests against the new junta.

Orders covering parts of Yangon, Mandalay and other areas banned people from protesting or gathering in groups of more than five, and imposing an 8:00 pm to 4:00 am curfew.

New junta chief General Min Aung Hlaing, wearing a green military uniform, made his first televised speech since seizing power, insisting the putsch was justified by “voter fraud”.

He echoed previous military insistence that the power grab was in line with the constitution, but declared that this time things would be “different” from the army’s previous 49-year reign, which ended in 2011.


“After the tasks of the emergency period are completed, free and fair multi-party general elections will be held according to the constitution,” he said.

“The winning party will be transferred state duty according to democratic standards.”

The general said the country welcomed foreign investment and also announced lifting of coronavirus restrictions, including reopening schools and Buddhist pagodas.

Rohingya refugees who fled to Bangladesh during a 2017 crisis will continue to be repatriated to Rakhine state, he added.

– Mass rallies –
The junta has so far refrained from using deadly force against the demonstrations sweeping most of Myanmar, but with pressure building, riot police fired water cannon in an attempt to disperse thousands gathered in Naypyidaw on Monday.

The military last week detained civilian leader Aung San Suu Kyi and dozens of other members of her National League for Democracy party, ending a decade of partial civilian rule and triggering international condemnation.

In the face of an increasingly bold wave of defiance, state broadcaster MRTV in the afternoon warned that opposition to the junta was unlawful and signalled a potential crackdown.

“Action must be taken according to the law with effective steps against offences which disturb, prevent and destroy the state’s stability, public safety and the rule of law,” said a statement read by an announcer on the channel.

On Monday in Yangon, the nation’s commercial capital, dense crowds spilled onto the city’s main roads, immobilising traffic and dwarfing the previous day’s rally.


“Down with military dictatorship” and “release Daw Aung San Suu Kyi and arrested people”, protesters chanted, flashing the three-finger salute of “Hunger Games” fame that has come to symbolise their movement as car horns were honked in support.

Textile workers, civil servants and railway employees went on strike and hit the streets.

“This is a work day, but we aren’t going to work even if our salary will be cut,” one protester, 28-year-old garment factory worker Hnin Thazin, told AFP.

Construction worker Chit Min, 18, joined the Yangon rally, saying his loyalty to Suu Kyi outweighed concerns about his financial situation.

“I am jobless now for a week because of the military coup, and I am worried for my survival,” he told AFP.

Similarly large crowds marched in Mandalay, the country’s second-largest city, many clutching photos of Suu Kyi and waving the red flags of her party.

Huge rallies were also reported across much of the country, from Muse on the Chinese border to the southern cities of Dawei and Hpa-an.

Nationwide rallies wrapped up in the early evening, but protesters are widely expected to defy authorities and hit the streets again on Tuesday.

– ‘Fear is back’ –
The junta proclaimed a one-year state of emergency last week, promising to hold fresh elections after that without offering any precise timeframe.

The United States has since led global calls for the generals to relinquish power.

“We stand with the people of Burma and support their right to assemble peacefully, including to protest peacefully in support of the democratically elected government,” US State Department spokesman Ned Price said Monday, using Myanmar’s former name.

Price also said US requests to speak to Suu Kyi were denied.


The UN Human Rights Council said it would hold a relatively rare special session Friday to discuss the crisis in Myanmar.

Kyaw Zin Tun, an engineer, said Monday while protesting in Yangon that he remembered the fear he felt growing up under junta rule in the 1990s.

“In the last five years under the democratic government, our fears were removed,” the 29-year-old told AFP.

“But now fear is back again with us. Therefore, we have to throw out this military junta for the future of all of us.”
