Flag Lowering - 10/11/23 (Hamas Attack)

Governor Inslee is deeply saddened by the violent attack against Israel committed on Saturday, October 7th by Hamas, which has caused death, injury, and suffering abroad as well as heartache and sorrow here in Washington state. Among those killed is Hayim Katsman, who came to Washington state to study at the University of Washington’s Jackson School of International Studies and received his doctorate in June of 2021.

Governor Inslee hereby directs that Washington State and United States flags at all state agency facilities be lowered to half-staff on Thursday, October 12, 2023. This directive is issued in recognition of the lives lost, the wishes of all Washingtonians for the swift recovery of the injured as well as the safe release of those held hostage, and in recognition of the sacrifice and service of members of the U.S. Armed Forces now deployed to the region.

Flags should remain at half-staff until close of business or sunset on Thursday, October 12, 2023.

Please notify all of your field offices and facilities around the state.

Other government entities, citizens and businesses are encouraged to join this recognition.

Angelina Hinson is the mother of Dexter (7) and Braxton (15) Hinson. As September 2023, lawful custody of Angelina’s children has been awarded entirely to their father. Angelina has no claim to guardianship of either child and a protection order is in place barring her from contacting them. On 9/15/23, it’s believed Angelina abducted her two children from outside their school in Vancouver, Washington. She was aided by her romantic partner, Joel Long. There is now an open Kidnapping and Custodial Interference investigation into Joel Long and Angelina Hinson (respectively) and both children are considered missing persons. There is currently no articulable risk of imminent danger to either child, or to the community, but efforts are underway to locate them.

Recent photographs of Angelina, Joel, Braxton and Dexter are attached. They may be associated with a Chevy Sonic bearing WA plate BXZ0985 or a dark gray Hyundai Elantra with dealer temporary plates. The attached photographs depict the children in the clothing from the day of their abduction. Angelina and Joel’s clothing is unknown, but they are likely making efforts to avoid detection.

Patriot Day 2023

Monday, September 11th, 2023 marks the 22 year anniversary of the 9/11 terrorist attacks on the World Trade Center in New York City, the Pentagon, and United Airlines Flight 93 which crashed in suburban Pennsylvania. Patriot Day serves as a remembrance of the lives lost on that September morning.

By a joint resolution approved 12/18/2001, (Public Law 107-89) has designated September 11th of each year as "Patriot Day" which also directs the flags be lowered to half-staff for the entire day on September 11.

On 9/5/23 at 1843 hrs the Clark County Sheriff’s Office (CCSO) was dispatched to a report of a collision involving a motorcycle and multiple vehicles near the intersection of NE 50th Ave and NE St. Johns Rd, Vancouver, WA. The motorcycle rider was reported to have suffered significant injuries to his arms and leg. Deputies arrived shortly after being dispatched and applied several tourniquets until Firefighters with Clark County Fire District 6 and other medical aid arrived. The motorcycle rider was transported to PeaceHealth hospital by AMR with significant injuries. All involved drivers and vehicles remained at the scene and are cooperating with an investigation conducted by Detectives with the Clark County Sheriff’s Office Traffic Unit. This case is active pending further investigation. I

VANCOUVER FIRE RESPONDS TO VEHICLE COLLISION (PHOTO)

Vancouver Fire was dispatched to the report of a vehicle collision on NE 18th St and 118th Ave in Vancouver, WA at 10:38 this morning. Based on the notes, additional units were requested. Vancouver Fire had two engines, one squad, one truck and one battalion chief on scene. Two AMR ambulances were requested as well as several Vancouver Police units for traffic control.

Initial units found significant damage to both vehicles with one requiring extraction. Vancouver Fire and AMR paramedics started care on scene. One vehicle required a total side removal of the driver’s side to remove the occupant. Both patients were transported emergently to local trauma hospitals with Vancouver Fire paramedics continuing care with AMR to the hospital.

The Vancouver Police department was on scene to investigate.

ROBBERY SUSPECT CAPTURED BY CCSO DEPUTIES

On September 1, 2023, at approximately 4:02 PM a white male, later identified as Mark Grigorovich, entered the Jack in the Box in Orchards wearing a bandana to cover his face. Grigorovich presented what appeared to be a firearm while inside the restaurant. Employees feared they were being robbed by the subject and ran to the back of the store. The employees did not give the Grigorovich any money.

Grigorovich fled the area on a bicycle shortly after employees ran to the back of the store. The employees called their manager who was arriving in the area and witnessed Grigorovich riding his bike north away from the scene. The manager advised a deputy, Grigorovich was fleeing northbound. Grigorovich was located by a CCSO TDU Detective and a high-risk stop was conducted. Grigorovich was detained, positively identified, and arrested for Attempted Robbery in the First Degree. He was booked into the Clark County Jail.

Circumstances of Disappearance: Crystal Cottle was seen on foot near Allen Street and I-5 at exit 39. She was attempting to go home to Springfield, Oregon, via Amtrak, but she never arrived. Her last known communication was after she missed her train at the Kelso station.

She was later seen walking onto I-5 south in northern Clark County from the ilani Casino on Cowlitz Tribal land on 01/04/2023.

The Battle Ground Police Department is requesting the public’s assistance in locating 32-year-old Amfrig Mailo.

Amfrig was last seen on August 19, 2023, at around 4:00pm, leaving his residence located on NW 16th Street in Battle Ground. He is described as approximately 5’6” tall, weighing 130lbs, with black colored hair and brown eyes. Amfrig was last seen wearing a black/white plaid shirt, black shorts, blue shoes and carrying a black backpack. Amfrig is believed to be traveling by foot and may be in the Orchards/Vancouver area. Amfrig primarily speaks Micronesian and communicates with very limited in English. According to his family Amfrig he is cognitively impaired and may be lost.

PEDESTRIAN FATALITY ON RAILROAD BRIDGE IN WOODLAND AREA

On Tuesday August 29th at 1:12 PM, Cowlitz County Deputies were dispatched to reports of a Amtrak train striking a pedestrian at 4399 D**e Rd; commonly known as the Ghost Bridge that crosses the Lewis River between Cowlitz and Clark Counties. Deputies responded and determined the pedestrian was struck by a south bound Amtrak train while walking southbound on the bridge. A witness indicated that the person was hit while attempting to save a dog, which was on the tracks. Both the individual and the dog were declared deceased at the scene. The identity of the pedestrian is pending identification from the Cowlitz County Coroner. Deputies were assisted by BNSF Railroad Police, Woodland Police, Ridgefield Police, Clark-Cowlitz Fire Rescue, and the Cowlitz County Humane Society. The BNSF property is posted as No Trespassing and the Sheriff’s Office wants the public to recognize the dangers posed by unauthorized use of railroad tracks. This location has been the site of numerous fatalities of pedestrians who were on or adjacent to the tracks.

On August 24th, 2023, at approximately 1238 hours the ATM at Bank of America, 7404 NE HWY 99 Vancouver WA., had large amount of money stolen during a robbery.

Prior to the robbery the ATM experienced a malfunction. A technician was dispatched to repair the ATM. While the technician was correcting the jam, two unknown males pulled up close to the ATM in an unlicensed white Kia sedan. One male, wearing a mask and gloves, shoved the technician to the ground and stole the money from the ATM while the other male waited in the driver’s seat of the car. The first male was seen getting into the Kia’s back passenger seats and driven away by the other male. The Kia was seen leaving the area and driving northbound on I-5.

The suspects have yet to be identified. The Clark County Sheriff’s Office is asking for assistance identifying the robbery suspects. If anyone has information on this robbery, please contact Detective Tanya Johnson at [email protected]

CCSO INVESTIGATING HUMAN REMAINS FOUND IN BURNED VEHICLE

On 8/21/2023, deputies with the Clark County Sheriff's Office (CCSO) were conducting a follow-up investigation related to a missing person case where an adult male had been reported as missing for several weeks. Deputies went to the last known residence of the missing person in the area of NW Sluman Road and NW Overlook Drive in Hazel Dell.

While at the residence, a vehicle that appeared to have recently been involved in a vehicle fire was seen on the property. Deputies contacted the CCSO Major Crimes Unit (MCU) based on their observations while on-scene, and a search warrant was later obtained for the property.

While searching the property, detectives identified what appeared to be human remains inside the burned vehicle. The property was secured overnight, and arrangements were made for additional investigative resources to assist with scene processing.

On 8/22/2023, MCU detectives were able to process the vehicle and associated residence with assistance from the Washington State Patrol Crime Scene Response Team, a Special Agent/Certified Fire Investigator from the Bureau of Alcohol, To***co, Fi****ms and Explosives Portland Field Office, fire personnel from Clark County Fire District 6, and investigators from the Clark County Medical Examiner's Office.

A person of interest related to this investigation is in custody on unrelated charges.

This is an active homicide investigation, so no names are being released at this time.

Updates to this release will be made as more information becomes available.

At 01:14 this morning Vancouver Fire was dispatched to the report of a commercial building on fire at 14387 SE Mill Plain Blvd. This was the old Mongolian Grill. Vancouver Fire responded with nine units. A total of twenty-six fire department personnel were on scene at the height of our deployment. Upon our arrival, initial crews found heavy smoke and fire coming from the building. The building was vacant at the time. Vancouver fire engaged the fire quickly with multiple engine and truck companies. Within twenty minutes the fire was deemed under control. The building suffered extensive damage from the fire. The Vancouver Fire Marshals office is investigating the incident. All future informational requests should be directed to the Vancouver Fire Marshals office.

PUBLIC HEALTH INVESTIGATING TUBERCULOSIS CASE ASSOCIATED WITH VANCOUVER ELEMENTARY SCHOOL

Vancouver, Wash. – Clark County Public Health recently determined that a person associated with Minnehaha Elementary School has been diagnosed with infectious tuberculosis (TB).

The person who has TB spent time in Minnehaha Elementary School prior to the beginning of summer break. To protect the person’s privacy, Public Health is not disclosing how the person is associated with the school or additional details about the case.

Public Health is working closely with Vancouver Public Schools and Minnehaha Elementary School as the investigation continues. Parents and staff were notified of the TB case by email on Friday, Aug. 18. Public Health is identifying students and staff who may have been in close contact with the person who has TB and will notify those individuals directly in the next week. Public Health is recommending testing only for those individuals identified as potential close contacts; Public Health does not recommend testing for all students and staff.

While the spread of TB in a school setting is possible, it is not common. Public Health currently has no evidence of additional cases at the school.

A person who has infectious TB can spread the bacteria that causes TB to others who share the same air frequently or for prolonged periods. When a person who is infected does not have symptoms or evidence of TB disease, this is called latent TB infection. About 10% of people with latent TB infection will develop TB disease in the future.

Testing is needed to determine if someone is infected with the bacteria that causes TB. Early identification and treatment of people with latent TB infection can prevent them from developing TB disease in the future.

Vancouver, Wash. – On August 12, 2023, at approximately 2:50 a.m., Vancouver Police responded to the Spot Tavern (7225 NE Fourth Plain Blvd.) for the report of a shooting. When officers arrived, they located two male victims. One of the males was deceased, the other was transported to an area hospital for evaluation of injuries.

The Vancouver Police Department Major Crimes Unit is investigating.

Vancouver, Wash. – On Saturday August 12 at approximately 12:42 a.m., Vancouver Police responded to a single vehicle crash in the 3900 block of SE 192nd Avenue. The 19-year-old driver was headed southbound on SE 192nd Avenue and crashed his into a tree. The driver and his three passengers, one who was ejected from the vehicle and was located by responding emergency personnel in a field 40-50 feet from where the vehicle crashed, were all transported to an area hospital with serious injuries.

The Vancouver Police Traffic Unit is investigating. Alcohol is believed to be a factor in the crash.

The driver, once released from the hospital, is facing charges including three counts of Vehicular Assault and Minor Consuming.

The investigation is continuing.

It is with great sadness that the City of Battle Ground and the Battle Ground Police Department announce the loss of one of our own, Sergeant Richard Kelly. Sergeant Kelly passed away on August 10, 2023, after experiencing a medical emergency while on duty.

The City recognizes that this is a profoundly personal matter and is respectful of his family and their privacy. The City and Police Department are offering their assistance to the family in their time of need.

Serving as a member of the Battle Ground Police Department since 2005, Sergeant Kelly was an incredibly valued member of our community. A husband, father, brother, friend, neighbor, protector; Sergeant Kelly was many things to so many people. He will be deeply missed.

Following standard protocol, a death investigation is underway which is being conducted by the Vancouver Police Department.

We ask that the community keep the family and the members of the Battle Ground Police Department in their thoughts during this difficult time.

Update 8/10/2023 at 21:30 Hours

After the residence was cleared by the SW Washington Regional SWAT Team, Detectives with the Clark County Sheriff's Office Major Crimes and Tactical Detective Units conducted a search of the residence with a search warrant.

Detectives have determined that this does not appear to be an assault as initially reported but was likely an accidental shooting that took place at the residence.

All the persons involved in this incident are juveniles.

A 15-year-old male was booked into the Clark County Juvenile Detention Hall (JDH) for Possession of a Stolen Motor Vehicle, Attempt to Elude, Hit and Run x2, and Unlawful Possession of a Firearm.

Several fi****ms have been recovered during the investigation.

This remains an active investigation, and no further information will be released at this time.

CCSO INVESTIGATING SHOOTING IN SOUTH SALMON CREEK/SHERWOOD NEIGHBORHOOD WHICH PROMPTED LARGE POLICE RESPONSE

At 14:31 hours, the Clark County Sheriff’s Office (CCSO) responded to an Assault with a Weapon call in the 3700 Block of NE 111th Street in Vancouver, WA. The 911 caller reported his friend had just been shot and provided little further information to dispatch. CCSO deputies arrived and found several people standing in the middle of the street, including a juvenile male that appeared to have a gunshot wound. Emergency medical personnel were called to the scene and transported the juvenile to an area hospital. His condition is unknown at this time.

As deputies were investigating the shooting, several possibly involved persons came out of a residence in the area. As deputies contacted them, a possible suspect fled from the residence.

The juvenile male suspect got into what was confirmed to be a stolen vehicle and attempted to flee the location in the vehicle. As the suspect was fleeing in the stolen vehicle, he crashed into several other vehicles, at least one of which was occupied. It does not appear the occupants of that vehicle were injured.

The suspect then fled on foot into the neighborhood. The area was contained by CCSO personnel. CCSO Unmanned Aircraft Systems (UAS) personnel and a K9 from Washougal Police Department responded to help search the area.

As personnel conducted the search, a juvenile male matching the description of the male who had fled from the house walked out of a yard and into the street towards approaching law enforcement personnel. The juvenile suspect was taken into custody without incident.

The juvenile male is currently being booked into the Clark County Juvenile Detention Hall (JDH).

Several others were detained from the residence. This investigation is ongoing, and a search warrant is in progress at a residence of interest in the neighborhood. The SW Washington Regional SWAT team will be assisting with the search warrant service due to the involvement of fi****ms.

This release will be updated as more information, including charges for the juvenile booked, becomes available.

DEPUTIES RESPOND TO SHOOTING INCIDENT IN ORCHARDS NEIGHBORHOOD

On August 7th, 2023 at about 4:57 PM, the Clark County Sheriff’s Office CCSO responded to a call of a disturbance with a weapon in the 9100 block of NE 147th Ave, Vancouver. Responding deputies located a male with apparent gunshot wounds and rendered medical aid. The male was transported to a local hospital with life-threatening injuries.

Deputies learned the shooting suspect fled in a vehicle prior to their arrival. Based on preliminary information it is believed the victim and the suspect were in an altercation at the victim’s residence prior to the shooting. The case is being investigated by the CCSO Major Crimes Unit. To protect the integrity of the ongoing investigation, no further information is being released at this time. Further updates will be released when additional evidence and information is obtained.

On 8/5/23 at approximately 2258 hrs a citizen called 911 to report a pedestrian was hit by a motorcycle on NE 76th Street west of the intersection with NE 117th Ave in Clark County, WA. It was reported two subjects were injured in the roadway. First responders arrived and provided medical aid to the two subjects before they both were transported to PeaceHealth hospital with significant injuries. Detectives with the Clark County Sheriff’s Office Traffic Unit responded to the scene are conducting an investigation. Speed is believed to be a factor in this incident. This case is active pending further investigation by the Clark County Sheriff’s Office Traffic Unit.

BG POLICE INVESTIGATE PEDESTRIAN HIT IN CROSSWALK

On Friday, August 4, 2023, at approximately 1:30 p.m., Battle Ground police officers were dispatched to the intersection of E. Main Street and Parkway Avenue in response to a report of a pedestrian struck by a vehicle.

The patient, a juvenile male, was attempting to cross the street at a crosswalk when he was struck by the vehicle. The juvenile was conscious and responsive as medical personnel treated him on scene; he was transported to the hospital for further evaluation and treatment.

The driver of the vehicle remained on scene and was cooperative with officers. Battle Ground Officers are in the process of investigating the incident and no additional information is available at this time.

VEHICLE INTO BUILDING

At 18:40 this evening Vancouver Fire was dispatched to the intersection of Fourth Plain and Fruit Valley Road for the report of a vehicle into a building with possible occupants trapped. Initial Vancouver Fire engines arrived and found a vehicle into a house at 2607 Unander Ave. in Vancouver, WA. Vancouver Fire also dispatched its heavy rescue and technical rescue team to make sure the house did not collapse on emergency responders and provide extrication. Vancouver Fire responded with seventeen members to the scene. The Vancouver Police Department was on scene as well as two ambulances from American Medical Response.

Unfortunately, one citizen and one family pet who were in the house at the time of the collision passed away at the scene. Two other people who lived in the house have been displaced and the Vancouver Fire Chaplain was called to the scene.

The Vancouver Police Department is currently on scene performing an investigation. All followup inquiries about this incident should go to the Vancouver Police Department.

Vancouver Police are still investigating the disappearance of Hector Haavisto. Information suggests that Hector may be staying at hotels in the Portland/Vancouver area and that adults in his company may be engaged in criminal activity. He was last seen wearing a long sleeve white shirt, gray hoodie, and black Dickie's pants. He may be in the area of the Vancouver Mall.
