The Dilemma of Schools in Ligawasan Municipality

Last year, from July 20-25, 2023, a severe and swift flood devastated all the schools in Ligawasan Municipality, Special Geographic Area, destroying agricultural plants and damaging materials and supplies. As of today, July 24, 2024, schools in Ligawasan Municipality are again bracing for these natural disasters. The affected schools include Bagoinged ES, Bulol ES & HS, Rajahmuda ES & HS, Balibet ES, Buliok ES, Dagadas ES, Barungis ES, and Kabasalan ES & HS.

In response, the Barangay Local Government Unit (BLGU) must take proactive measures to protect the physical area, community, and infrastructure. This includes preparing constituents to respond appropriately to major floods and having a response plan to address damage swiftly. Conversations with BLGUs of several barangays in Ligawasan Municipality revealed that they already have plans and activities in place to mitigate floods.

These measures include establishing floodwater diversions to reduce the potential impact of floods on their communities. These efforts are particularly focused on schools and barangays near rivers, which are most vulnerable to flooding.

First BARMM WASH Summit 2024

Supported by the Agencia Espanola de Cooperacion Internacional para el Desarollo or Spanish Agency for International Development Cooperation (AECID) through funding to United Nations International Children' Emergency Fund now officially United Nations Children's Fund (UNICEF), and Mindanao Organization for Social and Economic Progress Inc. (MOSEP Inc.) as the implement partner, the Bangsamoro Sub-Committee on Water, Sanitation and Hygiene (WASH) held a Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) WASH Summit at Royal Mandaya Hotel, Davao City on June 19-22, 2024.

Anchored with the theme "Beyond Barriers; WASH Now for Better Tomorrow", the Summit aimed at improving water, sanitation, and hygiene services in the provinces within the Region.

The members and designated representatives of all the ministries and agencies, with Sir Johnny G. Balawag, Director 1 of Basic Education, Ma'am Giezel Ali, RN, MPA, the Chief of Health and Nutrition Unit (HNU), Dr. Ferdaus Gampong Manalo, Regional WASH Focal, and Sir Dorham A. Hadjinulla, Regional NDEP Focal and WinS Alternate, alongside with the eleven Division WASH Focals of the Ministry of Basic, Higher and Technical Education (MBHTE), gathered together to discuss the WASH situations in the provinces, emphasizing the challenges they have encountered, their best practices and fiscal needs.

The members and designated representatives of all the ministries and agencies, with Sir Johnny G. Balawag, Director 1 of Basic Education, and Ma'am Giezel Ali, RN, MPA, the Chief of Health and Nutrition Unit (HNU), alongside with the eleven Division WASH Focals of the Ministry of Basic, Higher and Technical Education (MBHTE), gathered together to discuss the WASH situations in the provinces, emphasizing the challenges they have encountered, their best practices and fiscal needs.

During the activity workshop, the role of every agency that were involved were emphasized and strengthened. The groups were made sure to deeply understand their vital role in the promotion of correct hygiene and sanitation practices among school children and a clean environment in and around schools to keep learners safe and healthy.

With the WASH issues that were presented, the group came up with a collaborative solution to strengthen WASH in schools and in communities. Honorable Butch P. Malang, Special Geographic Area Development Authority (SGADA) Administrator, committed to conduct a regular convergence meeting for the different ministries and agencies in SGA to monitor and evaluate their WASH activities and practices.

In this way, the clean and safe school environment and correct hygiene and sanitation among learners will be effectively promoted, giving them the optimum learning experience and overall health security.

Implementation of Matatag Curriculum in the Context of BARMM: MBHTE Conducts Curriculum Mapping

As the MATATAG Curriculum is introduced nationwide this school year, the Directorate General for Basic Education (DGBE) of the Ministry of Basic, Higher and Technical Education (MBHTE) has begun its mapping using the contextualized Basic Education Curriculum framework. The five-day activity started on June 19 and will end on June 24 at Venue 88, General Santos City. Currently, the mapped grade levels include Kindergarten, Grade 1, Grade 4, and Grade 7.

The mapping activity was made possible with the help of several partners, represented by Marie Therese Angelie P. Bustos, PhD, the System's Director of Ugnayan ng Pahinungod and a professor from the University of the Philippines (UP), alongside Joel C. Javiniar, PhD, Chair of the Division of Educational Leadership and Professional Services, and Mr. Saddam Blazer, Technical Adviser for Education of Save the Children. The activity was facilitated by the DGBE CID team led by OIC Chief, Sir Abdulbasit Talicup, Education Program Specialist II.

During the workshop, the learning competencies of the MATATAG Curriculum were assessed for alignment with the attributes of learners as identified by the Basic Education Code (BEC) and Moral Governance in Education (MGE). These attributes include being righteous, healthy, environmental stewards, resilient and proactive, critical thinkers and articulate, lifelong learners, and empowered Bangsamoro. For learning competencies that were not aligned, the group will identify interventions to ensure alignment with these learner attributes. This meticulous process was applied to every learning area for the identified grades—Kindergarten, Grades 1, 4, and 7.

Participants from ten out of the eleven divisions were grouped by expertise for every learning area. The divisions present included Basilan with ten participants, Tawi-Tawi with eight, Sulu with ten, Marawi with eleven, Lanao del Sur 1 with twelve, Lanao del Sur 2 with twelve, Maguindanao del Norte with twelve, Maguindanao del Sur with twelve, Cotabato City with twelve, and the Special Geographic Area with eleven. In total, one hundred ten participants were involved in mapping the learning competencies to the learner attributes.

Following this activity, the same group will work on the Teachers' Reference Guide (TRG) and Learning Activity Sheets (LAS). A significant number of teachers will be enlisted as writers, layout artists, language experts, illustrators, and learning resources evaluators. These invitees will join the learning area groups to provide diverse perspectives from each division, which will be considered in the development of the learning materials. This activity is planned to take place from the third week of July until the first week of August, in shaa Allah.

For the initial phase of the MATATAG Curriculum Implementation, the region will set standards for selecting schools to implement the curriculum based on guidelines from the Central Office. Implementers will comprise five percent of the schools in the entire BARMM, which will likely include two or three schools from SDO-SGA, as projected by Education Program Specialist, Sir Abdulbasit Talicup.

In parallel with the development of the TRG and LAS, a mass orientation on the MATATAG Curriculum will be conducted to promote awareness and generate support from curriculum implementers. Mr. Talicup metaphorically emphasized that the Region and SDOs will focus on the MATATAG Curriculum as it is the main course to be handed down to learners, ensuring it is "nutritious."

Once the TRGs and LAS are completed, teachers will be trained on how to use them effectively in the classroom.

With the implementation of the MATATAG Curriculum, the Ministry aims to create well-rounded individuals ready to face the challenges of the world of work and life.

DGME Formulates Policy Guidelines for Public Madrasah Implementation in BARMM

The Directorate General for Madaris Education (DGME) has launched a series of activities aimed at formulating policy guidelines for the implementation of Public Madrasah in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The initial activity in this series focused on the management structure, recruitment, hiring, and financial operations of public madrasah. Atty. Mujahid G**o, Chief of the Legal Division of the Ministry of Basic, Higher and Technical Education (MBHTE), led a session on the "Legal Bases of Public Madrasah in the Bangsamoro Government." He detailed the legal frameworks that support the establishment of public madrasah in the region.

Johnny G. Balawag, Director 1 of Basic Education at MBHTE, inspired participants by introducing the policy formulation process. He emphasized the critical role of policies and guidelines in the effective implementation of public madrasah and highlighted the commitment expressed in the BARMM hymn:

"Tumayo tayo sa hamon ng nakaraan,
Niyapos ang panganib na humahadlang,
Pinangako sa puso at paniniwala,
Ang ginhawa para sa kabataan."

The next session, "Understanding the Management Structure of Public Madrasah in the Draft Policy Guidelines," was facilitated by Dr. Bahrul Hayyat, a Senior Islamic Education Adviser from Indonesia. He shared insights on Indonesia’s management of public madrasah and discussed recruitment and hiring practices in both Indonesia and the draft policy of DGME.

Guiaria T. Dagadas, Administrative Office V and designated HRMO II of MBHTE, presented on recruitment and hiring practices within the Department of Education (DepEd) and MBHTE Basic Education, clarifying several ambiguities. The final session, led by Pa Iksan Mokamad, Senior Education Adviser of Pathways, covered financial management for public madrasah as outlined in the draft policy guidelines. Workshops conducted during these sessions generated outputs that will contribute to the draft policy.

The first workshop involved education program supervisors, madrasah heads, assistant schools division superintendents, representatives from the Bangsamoro Transition Authority (BTA) via the office of Atty. Alba, the Darul Ifta, the Office of the Wali, and the Tarbiyyah committee.

Following this activity, additional writeshops and workshops are planned, including:
- Writeshop on Standardized Curriculum, Teaching Methodologies, and Textbooks for Public Madrasah
- Writeshop on the Policy of Public Madrasah on the Standard of Conducting Quality Assurance and Stakeholders' Participation
- Workshop on Policy for Public Madrasah on Establishing the System in Teaching, Learning, and Management for the 2024-2025 School Year
- Stakeholders' Consultations on Public Madrasah
- Policy Finalization

The culmination of these efforts will be the implementation of public madrasah policies for the 2024-2025 school year. The whole process is under the leadership of the Senior Education Program Specialist Jihan Abdulrasid of DGME under the guidance of Director General Tahir Nalg and MBHTE Minister Mohager Iqbal.

SGA Celebrates ALS’s 3rd Commencement Exercises

“You will be the agent for change. Nakasalalay sa inyong mga kamay ang pagbabago at magandang kinabukasan ng buong Bangsamoro Region.”

These were the opening words of Sir Abdulsamad M. Maisalat, the CID Chief, during the 3rd Commencement Exercise of Alternative Learning System (ALS) yesterday, June 03, at Pikit Municipal Gymnasium.

Anchored with the theme “Kabataang Bangsamoro Para sa Matatag na Kinabukasan ng Bagong Bangsamoro,” the ceremony celebrated the success of the Elementary and Junior High School ALS learners across the division as they received their certificates of completion.

Twenty (20) ALS implementers, headed by Ma’am Anisa U. Matula – Kudto, EPS II, the Division ALS Focal Person, proudly presented the 705 Elementary and Junior High School ALS graduates batch 2023-2024, wherein 156 of them were from Kapalawan Cluster, 60 from Old Kabacan, 69 from Kadayangan, 129 from Nabalawag, 26 from Malidegao-A, 59 from Malidegao-B, 87 from Ligawasan, 61 from Togonan, and 58 from the Pahmudin Cluster.

Sir Ansare K. Ganion, a proud ALS product and now a successful employee of MBHTE, served as a beacon for the graduates as he related the difficulties that he had undergone and how ALS Program helped him.

“ALS Program became a big part of who I am today. It became an instrument for me to pursue my dreams in which I almost gave up before because of poverty and other reasons,” Sir Ganion said. “Now, I am already a regular employee of the government. So, kung nakaya ko, na isa ring produkto ng ALS Program, sigurado akong makakaya niyo rin,” he positively added.

Ma’am Noria G. Mandigan, the Assistant Schools Division Superintendent, expressed her pride on what the ALS learners accomplished. She congratulated the graduates enthusiastically and made them realize the things that they have to be thankful for. She also helped them take education from a different perspective.

“Let us take education, not a preparation for life, instead, we should take education as a life itself. Bakit? Dahil kapag ang tingin niyo sa edukasyon ay paghahanda para sa hinaharap, maaring may mga frustrations and disappointments kayo na mararamdaman along the way. Pero kapag tiningnan ninyo ang edukasyon na inyong buhay, gagawin ninyo ang lahat upang ito ay mapabuti at mapaunlad,” Ma’am Mandigan purposely stated.

Dr. Daud Kadon, BALS Director, conveyed his happiness upon seeing the number of ALS graduates in SGA Division. He congratulated and thanked the ALS implementers, who evidently did their best to help eradicate illiteracy in the region.

“One of the missions of ALS is to wipe out illiteracy. This is in support of one of the main goals of MBHTE that “No Bangsamoro Children Shall be Left Behind” at sa pagnanais ng gobyerno na sa bawat pamilya ay mayroong kahit isang makapagtapos at magiging propesyonal,” Sir Kadon said. “Through these programs and initiatives, navi-visualize ng gobyerno na sa susunod na mga taon ay maiangat ang literacy rate at livelihood ng Bangsamoro people sa buong rehiyon,” he added.

As the graduates received their awards and certificates of completion, hope was evident in their faces. Hope that this was not the end, but the beginning of pursuing a brighter future.

As Sheik Muslimin Palti, an ALS learner, stated, they were truly thankful to the people behind the ALS Program. Through the program, they were once again given a chance to continue what they have started in pursuing knowledge and learnings that would be useful for them to be a successful and productive member of the Bangsamoro community.

When the ALS learners were finally confirmed as graduates, they shouted their cry of triumph and happiness. Smiling and looking at them were the SGA Personnel and ALS Implementers who promised to be with them as they continue to navigate their path through growth and development.

Series Orientation on WASH in Schools: Online Monitoring and LIS Account Creation Commence in SGA

The Series Orientation on WASH in Schools Online Monitoring and LIS Account Creation has officially commenced. This initiative is essential for promoting healthy and hygienic practices within school environments.

The series began on May 2, 2024, at Datu Guilem Piang Elementary School. It was led by Edon M. Antog, the Midsayap 2 Cluster Head, alongside Roleda S. Ambag, the Cluster Health Coordinator, and Tu M. Ambag, the school head of Datu Guilem Piang Elementary School. Participants included WASH in Schools (WinS) Coordinators and ICT coordinators from Midsayap 2. The event was facilitated by Zairen Gay Tagbo-Kudto, Division Nurse/WinS Officer, and Abdulsanny Mangkong, Division ICT and WinS Administrator.

The second session was held on May 6, 2024, at Manarapan Elementary School in the Carmen Cluster, together with the Kabacan Cluster. This session was led by Cluster Head Mr. Daton Ayob and Sir Roden Matiman, along with Nohan S. Saon, the school head of Nalapaan. It saw full attendance from the WinS and ICT Coordinators of the Carmen and Kabacan Clusters.

The third session took place at Batulawan Central Elementary School, supported by Cluster Heads of Pikit, Longlong F. Afdal, B**g Pandulo, and Nasser Sepi, as well as Reyhana Pendi Ali, the school head of Batulawan Central Elementary School. All ICT and WinS Coordinators from the Pikit Clusters participated.

The fourth session was conducted on May 26, 2024, hosted by the Pigcawayan Cluster under the leadership of Cluster Head Ibrahim Nandang, with support from various school heads in Pigcawayan.

The organizers expressed their sincere gratitude to SDS Dr. Edgar S. Sumapal, Alhadj, and ASDS Noria G. Mandigan for their support. They also thanked all the cluster heads, school heads, and WinS and ICT coordinators for their 100 percent participation.

The remaining clusters, comprising the 5th and 6th batches, will soon undergo similar events.

First Program Convocation in Nalapaan ES

A page of history unfolds as the First Program Convocation of SDO- SGA took place in its new office at Nalapaan Elementary School, Nalapaan, Malidegao, SGA, BARMM yesterday, May 27, 2024.

The program was attended by seventeen (17) personnel from the office of the Office of the Schools Division Superintendent (OSDS), eight (8) personnel from Curriculum Implementation Division (CID), and six (6) personnel from School Governance and Operations Division (SGOD). It started with an opening dua led by Sir Ali P. Menting, one of the Administration Assistants (ADAS) of the division. It was followed by some preliminary activities until finally, the setting of direction by no less than the Schools Division Superintendent Dr. Edgar S. Sumapal Alhaj followed.

The division employees were reminded of the significant events in the BARMM timeline from the time President Duterte declared in 2014 that with the BARMM, we are on a new kind of jihad: jihad against poverty, jihad against wants and jihad against neglect. That was in congruence with the statement of our Chief Minister, Alhaj Murad Ibrahim which says, "I shall be responsible for leading a morally upright government" which makes it incumbent upon us to translate moral uprighteousness into our programs, projects, activities and services in the MBHTE in general and the SDO SGA in particular.

The good SDS further pointed that as we traverse ways and means in performing our tasks, it is also worth recalling what the Honorable MBHTE Minister said in one of his speeches which states: "If you work for the sake of material things, you tend to count the efforts you put in. This makes you feel tired. But if you transform your work as worship and focus on the rewards beyond material things, you won't feel tired and it becomes more fulfilling". And with this, the good SDS emphasized counting blessings as the wisdom behind the kanduli during the program convocation for a start until we in the SGA could make MBHTE proud of us.

With this, the history's page starts being filled with office transactions at Nalapaan Elementary School, Nalapaan, Malidegao, SGA, BARMM.

Hitting Two Birds with One Stone

In a momentous stride for the educational infrastructure of Ligawasan, the groundbreaking ceremony for two covered courts with stages was held today, May 27, 2024. The event marks a significant investment in the future of Rajahmuda Elementary School (RMES) and Rajahmuda High School (RMNHS), promising enhanced facilities that will serve both schools and their communities.

The ceremony was graced by key figures including Mam Wafa H. Tahir, representing Rajahmuda Elementary School, and Mam Edda Hussain, representing Rajahmuda High School. Their leadership and dedication to educational advancement were evident as they led the event, symbolizing hope and progress for the students.

This ambitious project, funded under the TDIF FY 2023 and spearheaded by MP Akmad I. Abas, Alhaj, is a prime example of effective public service. It not only aims to provide essential recreational and event spaces for both schools but also serves as a communal hub for the surrounding neighborhoods. The initiative is aptly seen as hitting two birds with one stone, addressing the urgent need for improved school facilities while simultaneously fostering community engagement.

The ceremony was also attended by Sir Saddam Umpong, Division School Facilities Coordinator, and former Municipal Councilor Jenaida L. Abbas, among other notable guests. Their presence underscored the collective effort and shared vision of enhancing educational environments for the youth.

As construction begins, the promise of these new covered courts heralds a new era for Rajahmuda's educational institutions. These facilities are more than just physical structures; they are a testament to the power of collaboration and a shared commitment to progress. The benefits will ripple through the schools and the community, nurturing a space for learning, growth, and unity.

The three-day sports clinic in the Special Geographic Area (SGA) concluded successfully today, 24 March 2024. The event, held at the Municipal Gymnasium of Pikit, culminated in a closing program attended by several notable figures.

BSC Regulatory Promotion and Coordination Division Chief Nor-Mohammad-Ali P. Makil graced the event, alongside Assistant Schools Division Superintendent (ASDS) of SDO SGA Ma’am Noria A. Mandigan and SGA DSO Ali G. Zumbaga. Athletes and coaches from various clusters of the SGA participated in the clinic, receiving training from experienced coaches in sports such as basketball, volleyball, and football.

The clinic’s success was made possible by the support of Batulawan Central Elementary School, Barangay Batulawan, and the Municipality of Pikit. Their contributions and cooperation were instrumental in providing a meaningful experience for all participants.

The sports clinic aimed to enhance the skills of local athletes and promote sports development within the community. Participants expressed their gratitude for the opportunity to learn from seasoned professionals and improve their athletic abilities.

SGA's Involvement in the Vital Upgrade of LRMS

The Ministry of Basic, Higher, and Technical Education (MBHTE), in collaboration with Pathways, is spearheading a pivotal event aimed at enhancing the Learning Resources Management System (LRMS) across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Taking place from May 22-24, 2024, at Dusit Thani, Davao City, this initiative focuses on drafting comprehensive guidelines for LRMS and orienting participants on its usage.

This significant event, led by Ma'am Edna S. Purong of the MBHTE-LRMS team and Dr. Maimona Bayan of the DGME-LRMDS team, brings together LRMDS and QA focal persons from various divisions within BARMM. The primary goal is to establish robust processes, standards, structures, and technologies to manage learning resources effectively at the school, division, and regional levels. Young Boxing Prodigy Shines at BARMMA 2024

Cotabato City - The finale of the boxing competition during the BARMMA 2024 event took place on May 14, 2024, at the Cotabato City People's Palace, showcasing the skill and determination of many talented student-boxers, including the promising young athlete Musa C. Pagao Jr.

Musa Jr., a 13-year-old grade 7 student from Nabalawag High School in Nabalawag Municipality, SGA, impressed everyone with his prowess in the ring. The youngest son of former Barangay Captain Musa M. Pagao Sr. and Edna C. Pagao, Musa Jr. has shown remarkable skill and dedication to boxing from a young age. His victory at the SGADAA in the Pinweight Division earned him a spot at BARMMA, representing the Division of SGA.

Under the rigorous training of head coach Mr. Bhonn Saliling and co-coach Ms. Amalia Dilangalen, Musa Jr. prepared intensively for the competition. His performance in the ring was nothing short of spectacular, displaying technique, speed, and power that thrilled the spectators, especially the supportive delegation from the SGA Division.

Musa Jr.'s athleticism, sportsmanship, and dedication culminated in him securing the second spot in the 2nd Pinweight Division, earning him a Silver Medal. In addition to the medal, he also received a cash prize from the Division Office of SGA.

Although he didn't take the top spot, winning the Silver Medal is a remarkable achievement that highlights Musa Jr.'s commitment, talent, and perseverance in boxing. His journey and success at such a young age promise a bright future in the sport.

As the anticipation built up for the much-awaited BARMMAA Meet 2024, athletes from various divisions geared up for a week of intense competition, camaraderie, and the pursuit of dreams. Among the participants, the SGA (Special Geographic Area) delegation stood out with their meticulous preparation and unwavering determination to bring pride and recognition back home.

Preparations and Gratitude

Leading up to the event, SGA athletes underwent rigorous training sessions, financial budgeting, and logistical arrangements. Their dedication was supported by the Tamontaka Central Elementary School, which warmly accommodated the delegates. The administration and faculty's support earned heartfelt gratitude from the entire SGA delegation.

Grand Opening Ceremony

The BARMMAA Meet officially commenced on May 11, 2024, with a grand opening ceremony at Cotabato State University. The vibrant parade of eleven divisions showcased unity and sportsmanship as athletes and coaches marched proudly. The Cotabato State University Grandstand and oval area buzzed with excitement as officials and dignitaries from MBHTE and BARMM delivered motivational speeches.

Cotabato City Mayor Mohamad Ali Dela Cruz Matabalao encouraged athletes to strive for excellence, emphasizing that the true essence of competition lies in fostering unity among Bangsamoro Filipinos. Director General of Basic Education Sir Abdula Salik Jr. shared an inspiring verse from the Qur'an, "Kun Fayakun," highlighting the divine command that manifests destiny.

Cultural Showcases and Symbolic Acts

The opening ceremony featured a special performance by The Sindaw Kutawato Performing Arts Guild, celebrating the rich cultural heritage of the region. The raising of banners, torch lighting ceremony, and various dance performances created a festive atmosphere, reinforcing the values of sportsmanship and integrity.

SGA's Athletic Achievements

SGA athletes shone brightly throughout the competition, securing numerous medals across different sports. Notable achievements included:

- Jaheer Danish O. Ali: Gold in Blitz Chess Boys Elementary Category.
- Muhynie T. Atuan: Gold in High Jump Elementary Girls Category.
- Baijean M. Pagayao: Gold in Athletics Girls 400-meter dash and Bronze in High Jump Secondary Girls Category.
-Morsiden Wakate: Bronze in Triple Jump Elementary Category
- Ali P. Motin: Silver in Wushu sanda Boys Secondary Category.
