THE BANGKO SENTRAL ng Pilipinas’ (BSP) policy-setting body has banned a rural bank from doing business in the country.

In a circular letter dated June 6, the BSP said the Monetary Board (MB) has decided to prohibit Rural Bank of Cuyo (Palawan), Inc. from doing business in the Philippines pursuant to Section 30 of Republic Act (RA) No. 7653 or the New Central Bank Act, as amended.

Section 30 of the New Central Bank Act is focused on proceedings regarding receivership and liquidation.

“The Philippine Deposit Insurance Corp. (PDIC) has been designated as receiver with a directive to proceed with the takeover and liquidation of the aforementioned rural bank in accordance with Section 12 (a) of RA No. 3591 (PDIC Charter), as amended,” it said.

In a separate press release, the PDIC said that it took over the bank on June 10.

The agency said that “all valid deposits and claims will be paid up to the maximum deposit insurance coverage of P500,000 per depositor.”

Meanwhile, those with valid deposits with balances of P500,000 and below and have no outstanding obligations are not required to file deposit insurance claims.

“Borrowers are likewise reminded to continue paying their loan obligations with the closed Rural Bank of Cuyo (Palawan), Inc. and to transact only with designated PDIC representatives,” the state deposit insurer added.

Rural Bank of Cuyo’s head office is located in Cuyo, Palawan. It also has a branch lite unit in Subic Bay, Zambales.

The PDIC said latest records show the bank had 1,758 deposit accounts as of March 31.

The rural lender’s total deposit liabilities stood at P123.4 million, of which the bulk (78.7%) were insured deposits.

As of March 27, the bank was on the list of the Anti-Money Laundering Council-registered BSP-supervised entities, the PDIC added.

Meanwhile, the BSP, in a separate circular letter dated June 10, said the MB has canceled the license of a money changer.

The Monetary Board “approved the cancellation of the BSP registration of Foreignex, Inc. to operate as a money changer/foreign exchange dealer,” according to the central bank’s circular letter.

The central bank said this came on the basis of a “gross violation” of the provisions and requirements of the Manual of Regulation for Non-Bank Financial Institutions (MORNBFI).

LISTED SP New Energy Corp. (SPNEC) said Pedro Emilio O. Roxas has resigned as the company’s independent director.

Mr. Roxas vacated his post due to “personal reasons,” SPNEC said in a stock exchange disclosure on Tuesday.

The resignation was approved by the company’s board during a regular meeting on June 10. SPNEC did not provide further details on Mr. Roxas’ resignation.

Mr. Roxas is the chairman of listed companies Roxas Holdings, Inc. (RHI) and Roxas and Co., Inc. (RCI). He joined SPNEC’s board after Manuel V. Pangilinan took over SPNEC in December last year following the completion of a P15.9-billion investment.

Meanwhile, SPNEC’s board also approved the filing of listing applications with the Philippine Stock Exchange covering 40.07 billion common shares.

SPNEC was founded by businessman Leandro Antonio L. Leviste but is now controlled by the Pangilinan group through MGen Renewable Energy, Inc.

On May 16, RHI, First Pacific Natural Resources Holdings BV, First Agri Holdings Corp., and Leviste-led Countryside Investments Holdings Corp. signed a nonbinding term sheet covering a plan to invest P5 billion for an initial 71.6% stake in RHI.

Hong Kong-based First Pacific has three key Philippine units consisting of Metro Pacific Investments Corp., Philex Mining Corp., and PLDT Inc. Hastings Holdings, Inc., a unit of PLDT Beneficial Trust Fund subsidiary MediaQuest Holdings, Inc., has an interest in BusinessWorld through the Philippine Star Group, which it controls. — Revin Mikhael D. THE PHILIPPINES and France have signed a government-to-government agreement to secure funding for the former’s priority projects, the Finance department said.

In a statement on Monday, the agency said the agreement would allow the Philippine government to obtain concessional official development assistance (ODA) and blended financing from France.

This would be used to “deliver pioneering projects that help reduce poverty and pave the way for inclusive growth for all Filipinos.”

The Agreement on Financial and Development Cooperation (AFDC) was signed by Finance Secretary Ralph G. Recto and France’s Ambassador to the Philippines Marie Fontanel on June 7.

“With the broad range of development areas covered, this agreement will certainly serve as a key poverty-fighting force that will help us establish a solid foundation for a thriving, inclusive future for Filipinos,” Mr. Recto said.

“With the agreement now in place, we anticipate strengthened cooperation with France across high-impact sectors crucial to our country’s development,” he added.

The agreement will support projects in key sectors such as agriculture, agro-industry, mining, water sanitation, infrastructure, transportation and renewable energy.

“We are very enthusiastic about the numerous pioneering and exciting projects that will be developed through this agreement, especially those that have never been done before in the Philippines,” Mr. Recto added.

Finance Undersecretary Maria Luwalhati C. Dorotan-Tiuseco said in a Viber message that the department has finalized the framework and sectors to be prioritized.

She said the pipeline of projects is “subject to further discussions.”

Ms. Fontanel said the French government is “eager to enhance the level of its partnership with the Philippines, particularly in defense, security, energy, food, maritime, and climate change.”

The Marcos administration has 185 infrastructure flagship projects worth P9.14 trillion in the pipeline. These are major infrastructure projects that have been prioritized by the government for implementation. The city government of Carmona, Cavite is a showcase of how leadership and community participation result in the effective delivery of health services, particularly immunization.

Carmona City achieved 85% fully immunized child (FIC) coverage rate in 2023 and 97.8% influenza immunization rate for senior citizens, as well as recorded zero cases of measles, polio, diphtheria, and neonatal and maternal tetanus for the past several years. In 2022 and 2023, Carmona City was among the Department of Health (DoH) Golden Jab Awardees for achieving the highest vaccination coverage for measles and rubella supplemental immunization among LGUs nationwide.

How did Carmona City achieve these impressive immunization milestones?

Mayor Dahlia Loyola presented Carmona City’s immunization initiatives during the Health Connect media forum in celebration of World Immunization Week 2024 and the 50th anniversary of the Expanded Program on Immunization (EPI).

First, the city government provides a supportive environment for immunization by consistently increasing its annual budget allocation for purchasing vaccination supplies and additional vaccines, alongside enhancements in health facilities and cold chain logistics.

Health workers, public school teachers and students from Carmona City participated in the S.H.I.E.L.D. Against Cervical Cancer Program Strengthening HPV Immunization towards Elimination through Leadership Development. In partnership with the Philippine Foundation for Vaccination (PFV) and Raising Awareness on Influenza to Support Elderlies (RAISE) Coalition, the LGU organizes community vaccination for senior citizens on Sept. 11 of every year in celebration of Grandparents’ Day. House-to-house immunization activities are also regularly conducted to cater to bedridden residents.

In 2022, the LGU launched the “Bata V.I.P ka sa Carmona” vaccination incentive program to encourage students from Kinder to Grade 12 to get their complete and updated COVID-19 vaccines. The program provided a P500 cash incentive to all students who completed their first two doses and succeeding two booster shots, coupled with rice assistance to their parents. Through their Biyaheng Bakuna Centers initiative, the city government provides residents, particularly those from far-flung municipalities, with free transportation to vaccination centers.

During every official event and activity, City Health Office and barangay health stations personnel include information dissemination on the importance of immunization in maintaining and improving the health of our constituents. Mothers Class sessions are held every Bakuna Day to empower parents and enhance immunization literacy.

Town hall meetings are organized, and advocacy videos are shown to build trust in vaccines and bolster vaccine uptake during supplemental immunization activities.

Second, the city government provides policy support for immunization. The then Carmona Municipal Council passed Municipal Resolution No. 018-2010 to support the DoH “Bakuna ang Una sa Sanggol at Ina” program by allocating the necessary funds for vaccination and other related EPI activities. They also issued Executive Order No. 61 directing the prioritization and intensification of Carmona’s vaccination program. The city government also utilizes the Local Disaster Risk Reduction Management Office (LDRMM) Fund to purchase additional vaccines and supplies for outbreak response activities.

Third, the city government strengthens community action by initiating Barangay Emergency Health Response Teams for timely disease surveillance and reporting. Barangay health workers (BHWs) as well as family health workers (FHWs) provide invaluable support to supplemental and catch-up immunization activities.

The LGU engages with various community stakeholders and partners such as NGOs, civil society organizations, the Department of Education (DepEd), parent-teacher associations (PTAs), and religious organizations to ensure effective information dissemination and immunization demand generation.

Fourth, health workers’ skills are developed through local training and budgetary support for capacity-building seminars. Interpersonal communication training has transformed BHWs to “Bakuna Champions” who are boosting vaccination updates in Carmona City.

Lastly, the city government reoriented health services through the establishment of the Health Promotion Unit and Health Promotion Board. This reorientation underscores the shift towards prioritizing health promotion and disease prevention alongside basic health services.

Looking ahead, the city laid out the administration’s plans. First, develop a comprehensive immunization plan. Second, strengthen the city’s cold chain infrastructure. Lastly, increase the annual budget allocation for capacity development in support of immunization.

The Mandanas Ruling by the Supreme Court in 2018 and confirmed in 2019 mandates a substantial increase in the share of National Government tax revenue transfer to local governments. It is expected to provide opportunities for improving service delivery through enhanced decentralization.

While awaiting the full implementation of the Mandanas Ruling, Mayor Loyola called on the National Government to provide budgetary support to second- to sixth-class municipalities to enable them to implement effective health programs including immunization initiatives. First-class LGUs are more than capable of funding immunization programs if they want to, she added.

JOSE RIZAL University (JRU) rode on runner Frederick Ramirez’s magnificence as it capped its three-peat feat in centerpiece athletics in NCAA Season 99 at the PhilSports Complex’s track oval over the weekend.

The Cambodia Southeast Asian Games 4x400m gold winner had his swan song as he bid his alma mater adieu with a triple-gold, one-bronze performance that included a pair of record-smashing performances in the 200m and 400m.

Mr. Ramirez timed in 46.95 seconds in the 400m in erasing the 48.03 standard he owned a year back and clocked 21.43 in the 200m in eclipsing the 21.93 mark by JRU’s Russel Galleon six years ago.

Mr. Ramirez’s excellence helped power JRU to the title with an impressive 826.5 points, an ocean ahead from the rest of the field including Mapua University and Arellano University (AU), which ended up second and third with a 584 and a 540, respectively.

Mr. Ramirez thus ended up with a third straight crown and eighth in the last 11 seasons in the event.

Sharing the spotlight was another national team mainstay and SEA Games medal winner Leonard Grospe of Mapua, which swept all jumping events — high jump, triple jump and long jump.

It was in high jump though where he drew most of the attention as he destroyed the old mark of 2.04 meters shared by John Paul Sale of Mapua, Adonis Cordero of Jose Rizal University and Christian Dave Geraldino of Mapua by leaping to 2.05m.

Those three records by Messrs. Ramirez and Grospe were just half of the six league marks that were rearranged with the other half set by AU’s Eugene Bongalos in seniors pole vault, and JRU’s Randy Degolacion in 800m and University Perpetual Help’s John Kervy Dianito in javelin in the juniors’ side.

UPHSD, meanwhile, reigned supreme in the juniors’ side and ran away with the crown with an 804.5.

THE PHILIPPINES will try to thread the proverbial eye of the needle as it shoots for a place in next year’s World Cup as it sees action in the WBSC Men’s Softball Group A Qualifiers slated June 12 to 16 in Hermosillo, Mexico.

The Cebuana Lhuillier-backed Blu Boys will hope to finish in the top two in their bracket where they face tough rivals in Australia, the reigning champion and world No. 1 Australia, Venezuela, host Mexico, Dominican Republic and European titlist Czech Republic.

Amateur Softball Association of the Philippines President Jean Henri Lhuillier wished the team success before the Blu Boys left a few days back.

“We are incredibly proud of the Blu Boys and their journey so far,” said Mr. Lhuillier. “This team has shown immense dedication and talent, and we are confident they will represent the Philippines with great honor and determination. We look forward to seeing them in action and cheering them on as they aim for the top,” he added.

The country will first battle the Dominican Republic Wednesday and then will tackle Australia the next day and followed by Mexico June 14 and Venezuela and Czechia in a double-header June 15.

If the Filipinos make it through and end up in the top two, they will book a ticket to next year’s World Cup in Prince Albert, Canada where they would face the cream of the crop of the sport.

As expected, World Number One Iga Swiatek faced little difficulty in retaining her French Open crown the other day. Not that she was dominant from the get-go; in fact, she wound up being a break down three games into the Final as she struggled to find consistency in her groundstrokes. Still, few in the 15,000-strong crowd at Court Philippe Chatrier believed heavy underdog Jasmine Paolini would actually prevail. And they were right; the two-time defending champion would go on to win the next 10 games and make the outcome a foregone conclusion. When the battlesmoke cleared, she was on the better end of a 6-2, 6-1 beatdown that cemented her status as the sport’s best on red clay.

Indeed, Swiatek’s ascent to the title at Roland Garros puts her in distinguished company; only Monica Seles (1990-1992) and Justine Henin (2005-2007) had hitherto managed to claim three successive Coupes Suzanne Lenglen in the Open era. And there is every reason to believe she will retain her mastery in Paris for some time to come. She has won in four of the last five years, with her last setback dating back to the quarterfinal round in 2021. So, yes, she was simply being gracious when she claimed in her post-mortem that “it wasn’t so easy as the score says.“ For all her attempts to downplay her preeminence, there can be no denying the numbers: she won 57 of 88 points, and needed just 68 minutes to write 30 on the set-to.

Significantly, Swiatek attributed her confidence under pressure to her close call in the second round. Against the comebacking Naomi Osaka, she survived match point and needed a tiebreak and 12 games in the opening and final sets to prevail. “I was able to manage it. And then you can just use it when you have next situations like that,” she said. Over her next four encounters, she dropped a mere 14 games all told; her remarkable run included 6-0, 6-2 and 6-2, 6-4 whippings of fifth seed Marketing Vondrousova and third seed Coco Gauff.

Up next for Swiatek: an attempt to improve on her Round of Eight showing at Wimbledon last year. Arguing that it stands as her biggest challenge to date is understating the obvious; she has yet to lift a trophy on grass in the senior circuit. As she herself has repeatedly admitted, it’s her least favorite surface — and for a reason, never mind her Girls Singles title at the All England Club in 2018. Which was why she termed her immediate past appearance “pretty nice. I feel like every year, it’s easier for me to adapt to grass.” In other words, she’s cautious, but confident. Exactly how Tomasz Wiktorowski, her coach, wants her to be. And exactly why other hopefuls know better than to write her off regardless of circumstance.

We have an increasing number of disputes between line leaders and workers. They range from unreasonable disapproval of vacation leave to foul-mouthed management styles. This overworks the human resources (HR) department, which is forced to mediate the conflicts. Is there a better way? — White Rabbit.

Workplace conflict is a destructive force, especially between line executives (team lead, supervisor and manager) and their direct reports. If not managed properly, it can slow down company operations, if not result in full-blown lawsuits if management resorts to illegal dismissal, among others.

HR must guard against this by putting its ear to the ground.

This can be done through a proactive two-way communication process that may include an annual morale survey, monthly town hall meetings, birthday clubs, engagement dialogues, quality circles, and the labor-management cooperation scheme recommended by the Labor Code.

The age-old suggestion box may be included except that I consider it a reactive communication tool. An organization may also invest in an online whistleblower program that accepts anonymous ideas, suggestions, and complaints.

NOT HR’S JOB
In general, employee issues are brought about by offensive jokes, sexism, discrimination, favoritism, gossip, loss of temper, and unproductive chatting. Many times, they are within hearing distance of department managers who condone these practices under the mistaken belief they are making the workplace fun and enjoyable.

But that’s totally wrong for so many reasons. For one, it is counterproductive if it becomes a daily habit. If line executives ignore these things, it can result in conflict, or resentment.

Though it is commonly thought to be so, it is not the job of HR to personally manage the issues between line executives and their workers. The best approach for HR is to administer policies, give expert advice, train line executives on proper supervision, and of course monitor workplace conflict.

The primary responsibility of resolving conflict lies with the department head. It follows the basic principle in people management that whoever makes the ultimate decision to hire employees has the same obligation to prevent and manage their conflict.

POLICY
For line executives to do their jobs better, HR must establish a conflict resolution program teaching everyone their responsibilities in people management. If a similar program is operational, HR must ensure that the following requirements are met for effective implementation:

One, uphold the primary responsibility of all line executives. There’s no other way. On a daily basis, they are proximate to their workers’ actual behavior and attitudes. They are first to notice if someone is tardy, absent, lazy, or doing things that violate office decorum.

It is not HR. Therefore, why seek HR intervention if the line leaders are the reason for the conflict? It becomes necessary if the issue has gone overboard, adversely affecting the whole organization.

Two, conduct an effective supervision program regularly. There’s no need for HR to wait if disputes between line leaders and their workers are increasing. In fact, measuring the management aptitude of internal applicants for supervisory posts must be one determinant before a person is promoted.

The typical contents of a supervisory program include proactive communication, decision-making, problem-solving, adaptability, feedback handling, coaching, performance management and of course, conflict resolution, among other leadership skills.

Three, include an automatic appeal system. Any conflict must be resolved as soon as it becomes apparent. The earlier, the better. A conflict resolution program must include an appeal system that requires the elevation of the unresolved issue to higher-ups within the department.

Depending on the complexity of an issue, it must be resolved within one to three weeks by the line executives and their department head. If not, the issue must leave their jurisdiction and go up to HR, which may refer the matter to a conflict resolution committee composed of other department heads.

Last, report a conflict to HR for monitoring. It is incumbent upon the concerned line executive to report the matter to HR for monitoring. If this policy is violated, the line executive is presumed to have neglected the basic task of preventing an issue from becoming a full-blown case.

The objective is to make line executives fully accountable and at the same time, teach them to prevent issues with their workers with many interventions, long before HR or the department head takes over.
