78 NEW LAWYERS ADMITTED TO THE BAR

SEVENTY-EIGHT (78) new lawyers were admitted to the bar today.
This number surpasses the previous years, where 70 new lawyers were admitted.

The Class of 2022 took oath in five (5) different courtrooms simultaneously, due to space limitations, sworn in by Chief Justice Sir Gibbs Salika, Justice Derek Hartshorn, Justice Les Gavara-nanu, Justice Lionel Cannings and Justice Allen Kingsley.

Chief Justice, Sir Gibbs Salika, in his congratulatory message, reminded the newly admitted of their role to protect the rule of law, additionally emphasizing that the legal profession was a noble profession.

“It is my pleasure to admit each and every one of you. From this morning on, you are fully-fledged lawyers of the Supreme and National Courts of this country and I congratulate you and your parents, sponsors and also your clan on this achievement,” Sir Gibbs said.

Sir Gibbs warned the group to be mindful of their professional and personal conduct, as protectors of the rule of law, as all their actions would come under scrutiny in everything that they do and wherever they may go.

“If you lose cases or something negative happens along the way, don’t fall down and stay there for good, be resilient, pick yourselves up and fight because life is not meant to be easy,” he said.

The admission to the bar ceremony is the official legal procession whereby new lawyers are admitted to practice law at the National and Supreme Courts of Justice in the country.

Official opening of the 2023 legal year will be conducted at the Marimari Lutheran Church, Gordons Port Moresby, on Wednesday, where the new lawyers will also participate amongst their colleagues in the legal fraternity.

PNGFA President condemns fight, apologizes to Rugby League

PAPUA New Guinea Football Association president John Kapi Natto today withdrew a statement he made referencing Rugby League and violence, after a fight broke out at the National Soccer League semi-final on Saturday.

The incident occurred at the end of the semi-final, Hekari FC knocking Gulf Komara FC out 2nil, and securing its place in the NSL Championship final.

“On behalf of PNGFA, I officially withdraw my statement ‘Don’t take the violence of Rugby League into Football’… and apologise to PNGRL Chief Executive Officer, Stanely Hondina and to President Sandis Tsaka and the board of PNGRL,” Kapi Natto said.

He also extended his apologies to sponsors and fans including women and children, who ran into the field in fear of their lives when the incident took place.

“But all in all, I convey my apologies to everyone, I think football is a wonderful game and we have come through the struggles of getting the competitions going and finally we have done that.
“we have managed to, but partly we can also look back at PNGFA whether we managed the semi-finals correctly with appropriate procedures followed and that has to be carried out during our own internal investigation.
“I want all the fans to respect the rules of the game, the game is a wonderful game, there’s laws, there’s ways to cheer. We can see people cheer, but they cannot chase another person at the grandstand, that’s uncalled for,” he said.

The PNGFA will do a thorough investigation on how the incident occurred, and who initiated the events, so appropriate penalties can be handed down.

Neglected Tropical Diseases need to be addressed.

PAPUA New Guinea is one of many tropical countries that are easily affected by neglected tropical diseases (NTDs), but have not seriously addressed them, says World Health Organisation (WHO) research.

National Department of Health (NDoH) Disease Control and Surveillance Branch Manager, Dr Lucy John revealed at a Press Conference today, that eight out of 20 NTD’s around the world exist in the country.
These eight diseases are; Lyphatic Filariasis or elephantiasis, yaws (bacterial infection that affects the skin, bone and cartilage), trachoma (infection that affects the eye), leprosy, soil transmitted elmings (Hookworm), scabies , dengue and Buruli ulcer.

She added that while these diseases are not killer diseases, the effects are long-term on a person’s life, and should be given attention.
“Because these diseases don’t cause death in most cases, countries don’t give priority to them or talk about them. In PNG, the same applies and that’s why we are trying to make aware, the public, the government and our donors that these diseases exist and will affect people’s lives in the long run if they continue to be ignored,” she said.
“They have not been funded effectively and have not been given the attention that is due so we need to bring this to light,” Dr John said.

WHO technical officer specializing in NTD’s, Dr Sarosh Jamil in addition, said that WHO has set a target for all member countries to eliminate NTD’s by 2030.

He said that the health system, the government, donors, pharmaceutical companies and even those in the scientific arena have neglected these diseases.
“Now that WHO has taken leadership to notifying all who are affected about the presence of diseases, to respective countries, the countries through their health systems should now respond and eliminate these diseases” Dr Jamil said.

Dr Jamil added that the NTD’s were the center of the country’s medical history hundreds of years ago but are now neglected due to new killer diseases like HIV (human immunodeficiency virus)/ AIDS (acquired immunodeficiency syndrome), Tuberculosis (TB), and malaria, which have come out over time and are causing more deaths.
“Now that we have NTD Roadmaps, Sustainable Development Goals (SDG) and the National Health plan which spells out the elimination of the NTD’s in place, it has brought our focus back on this subject (NTDs) so we are now doing awareness, and creating an environment where people can talk about it,” he said

“We will resource, fund and have interventions implemented to fight NTD’s in this country,” Dr Jimal said.
Meanwhile, the World NTD day will be celebrated on the January 30, and is going to be the first ever NTD day celebration in the country.

THEODIST DONATES K25’000 TO CHESIRE HOMES

THEODIST donated K25,000 to the Chesire Disability Services today, Thursday January 19.

Theodist Corporate Development Manager, Ryan Pini, said that Theodist is proud to be supporting a Non-Government Organization that gives back to the community.

“Giving back to the community is one of our aims and we are proud to give to the Chesire disability services who continuously provides safe and inclusive homes for disabled children and making them feel very much involved in the community,” Pini said.

Chesire Disability Services representative, Barbara McGrory while thanking Theodist said that the donation is timely because the children will be going to school and will help them in their budget.

“We are a charity organization and we depend entirely on funds we receive from donations so we thank Theodist for this generous donation “McGrory said.

Theodist has been donating to Chesire Disability services since 2019.

BSP replace old ATMs

BANK South Pacific Financial Group Limited will replace old automatic teller machines(ATMs) in Port Moresby and Lae, to improve the ATM services.

BSP General Manager Retail, Daniel Faunt said BSP will install 120 new ATM machines, and that the bank will ensure that these are effectively working as well as ease customer issues of access to cash.
“So far, 27 old machines in the National Capital District (NCD) have been replaced, with 93 more to be installed by the end of March, in Port Moresby and in Lae.
“These new machines were installed at Waterfront, TST 4 Mile, BSP Haus, Badili, Koki and Harbour City, Port Moresby General Hospital, BSP Gordons Commercial Centre and Port Moresby Branch ATMs will be replaced in coming weeks,” Faunt said.
Faunt added that BSP has also taken other measures, including software fixes, improved online monitoring capability, increased level of resourcing for ATM management and training for all technical staff to improve ATM uptimes.
He said that ATM outages are invariably not related to cash availability as all BSP ATMs carry sufficient levels of cash and there is more than ample liquidity in the banking system.
“The vast majority of ATMs outages continue to be caused both by note quality and due to more frequent and prolonged power blackouts throughout the country,” Faunt said.
He also said that BSP operates a fleet of 330 ATM machines in PNG including 121 ATMs in NCD, and that ATM outages can be caused by a range of internal and external factors.
“Internal factors include ensuring the hardware and software components of the ATM machines are operational, ensuring there is sufficient supply of acceptable quality notes and ensuring there is available resourcing to manage ATMs both within bank premises and at our large number of remote ATMs.
“External factors can include general security environment, accessibility of remote premises where ATMs reside, power and backup generator power availability and cash denomination quality and quantity.
Deputy Chief Operating Officer, Guy Thomas said that BSP monitors ATMs 24/7 to ensure BSP is aware of issues as soon as they occur.
“Many issues are able to be reset remotely, so will result in only a short downtime. In instances where bank notes and cards are jammed, ATMs will require a maintenance engineer to attend to the machine,” Thomas said.
Thomas added that the high use of cash in PNG means that many bank notes tend to be of poorer quality than ATMs can handle and BSP tries its best to ensure that there is an adequate supply of quality bank notes to minimise ATM downtime.
BSP has encouraged customers to utilise digital means to facilitate their transactions including BSP Mobile Banking which it says is a far more secure and convenient channel for customers.

The presentation was made to Hula Community leaders in the presence of the community.

CPL also provided free blood pressure, blood oxygen level and glucose health checkups for adults, while also providing deworming tablets for children. More than 155 community members were seen by a dedicated team of nurses from City Pharmacy. The health checkups are part of City Pharmacy’s Community Outreach Program.

MASS MA*****NA PLANTS UPROOTED IN WEST COAST NAMATANAI

SIX hundred and eighty ma*****na plants were uprooted by Communities in Ratubu - West Coast Namatanai, New Ireland last week.

Communities were given a seven-day grace period to ensure that all ma*****na grown in the area were uprooted and destroyed before police were involved, and arrests were made.
The grace period ended last Friday January 13.

Of the 680 plants, 34 were ready for distribution and sale while the rest were young and medium plants.

Ratubu ward elder Tomuga Malagen said youths were heavily involved in drug cultivation and were growing ma*****na like ordinary plants around their homes and food gardens.

“There is lack of police presence in our area including government officers to do more awareness on such illegal activities. Youths no longer have respect for ward leaders,” he said.
“Our youths that are using ma*****na cultivation to make a living must be aware of the destruction this herbal plant is causing. It will destroy the future generation,” Malagen said.

Village court chairman for West Coast, Patpatar Mission Bulumaris said that the cultivation and consumption of ma*****na by youths is widespread.

“Even some families are making money from this illegal business such as growing and selling ma*****na, which is very sad, because there are other positive options to look into,” Bulumaris said.

The village court chairman gave the people stern warning, as cultivating and selling ma*****na is illegal and is a huge cause for health problems, and for those involved to stop or face the consequences.

Bulumaris recently referred two drug suspects to Namatanai police however this did not deter the others.

Two gas cylinders used to produce home-brew were also brought in from the community clean-up, and all uprooted plants were burnt.

A committee has been established to monitor progress and any lack of adherence.

Komo-Magarima election petition to be heard by Supreme Court.

THE election petition filed by a candidate for the Komo-Margarima district, against sitting MP Manasseh Makiba and the Electoral Commission, which was dismissed last year, is set to be heard next week by the Supreme Court.

Lawyer representing candidate Paul Agiru, John Ole said that an application leave was filed to pursue the Supreme Court's permission to review the National Court's decision on the dismissal of the petition against Makiba and the Electoral Commission by Judge Joseph Yagi last year.

Justice Derek Hartshorn granted Agiru extension of time to effect service on Wednesday ensuing his request to extend time before the hearing.

Hartshorn said that he has considered the service to be already in effect as there was an affidavit at hand confirming that Jama lawyers, representing Makiba received the documents on Tuesday.
He explained that the rule within the Supreme Court was changed last year, and has allowed for the leave application to be reviewed on the party or to the lawyers that represented the party in National Court proceedings.

The parties were ordered to file their submissions before January 24 and return on January 25 for the hearing.

The petition dismissed last year by National Court Judge Yagi was due to Agiru' s non-compliance to directional orders.

NEC approve four new foreign mission offices

NATIONAL Executive Council (NEC) in a recent meeting approved the establishment of four new foreign missions in four countries respectively.

Offices will be established in Jerusalem - Israel, the United Arab Emirates (UAE), Kingdom of Thailand, and in Geneva - Switzerland.

Foreign Affairs Minister, Justin Tkatchenko made this formal announcement at the Central government office, Waigani.
Minister Tkatchenko confirmed NEC approval after a review of all the countries missions around the world.
He said missions that have not contributed meaningfully to the country will be closed indefinitely, and that new missions considered significant to enhance trade and other bilateral importance will be set up.

“The government has identified that Israel has big significance in religious as well as Technological aspects in agriculture, commerce, and more, and that it is very important that we work closely.
“United Arab Emirates is a new frontier, the center point of the world, next is the Kingdom of Thailand which has a great influence in the South east Asia region, it can help us to connect with the South East Asia and also work with the areas of agriculture, commerce, mining, and other areas.
“Switzerland, Geneva is a unique country in Europe where alot of important decisions in Europe concerning trade are made and it’s very important that we establish embassy there to access the world market,” Tkatchenko said.

The government through the Department of Foreign Affairs will now be working towards setting up office in Jerusalem and the UAE, followed by Switzerland and Thailand.

Minister Tkatchenko said this initiative will commence this year - 2023, and that these should be fully established in three years.

SECRETARY for the Department of Provincial and Local Level Government Affairs Late Dr Alphonse Gelu was farewelled today in an official funeral service at the Reverend Sioni Kami Memorial Church.

Prime Minister James Marape, West New Britain Governor Sasindran Muthuvel and Abau MP Sir Puka Temu, and heads of departments were among dignitaries in attendance at the service.

“Dr Gelu is a honest and faithful public servant and a champion, he has never crossed the line to run for politics even though he is a political scientist,” Marape said.

Prime Minister Marape in his tribute also told those in attendance that Dr Gelu’s loss leaves a vacuum in the public service, but that he had all confidence in the next person, as they would be a senior officer that the late secretary would have mentored.

Chief Secretary to Government, Ivan Pomaleu, in the late doctors eulogy revealed that he was the first PhD holder for the Nakanai tribe in West New Britain Province.
“He was a fine scholar who received full bright scholarship to study for his Master's degree in Ohio University, USA in the field of Politics in 1991-1992. In 1999 he received another scholarship to the Auckland University where he received his PhD in Politics,” Pomaleu said.

Secretary for the Department of Justice and Attorney General, Dr Eric Kwa, while also paying his tribute described Dr Gelu as a great friend, who was attentive and someone who liked to joke.
"He is not only a knowledgeable and a big thinker but a very kind, happy and friendly man," Dr. Kwa said.
According to Dr. Kwa, the late Dr. Was an avid advocate for women in parliament and women leaders.

The late secretary’s casket was later taken to the family home at Malolo Estate, for family to view before it was taken back to funeral home, before his final journey to his resting place.

GOVERNOR GENERAL WELCOMES PM ALBANESE

HIS Excellency Grand Chief Sir Bob Bofeng Dadae, GCL, GCMG, KStJ, Governor General of Papua New Guinea, officially welcomed the Prime Minister of Australia, Anthony Albanese to the country at Government House this morning.

Prime Minister Albanese is on his first Official Visit to Papua New Guinea since becoming Australia’s Prime Minister in 2022.

Albanese visited the Governor General shortly after his arrival to a military guard of honour at Jacksons International Airport in Port Moresby.

Speaking with the Governor General, Prime Minister Albanese expressed his gratitude for the ‘warm welcome reception’ he received on his arrival.

He informed the Governor General that his visit to PNG was to build on the existing close relations shared between Australia and PNG and to lay the groundwork for closer ties between the two countries as PNG heads towards its 50th independence anniversary.

“I have strongly campaigned for greater interaction with Papua New Guinea for stronger economic and social interaction. We have a lot in common as far as our history is concerned and my visit aims to lay the groundwork for closer ties between our two countries for the next 50 years as PNG celebrates 50 years of independence in 2025,” Prime Minister Albanese said.

Prime Minister Albanese also expressed his gratitude for the honour extended to him by his counterpart Prime Minister James Marape to address Parliament.

“It is the greatest honour and privilege in my life and as Prime Minister of Australia to be given this honour to address the Parliament during my visit and I feel privileged for the opportunity to do so,” he said.

Grand Chief Sir Bob said, Papua New Guinea cherishes the close relationship shared between PNG and Australia, adding that both countries look at more meaningful people to people interaction and corporation in the areas of education exchange programs and employment opportunities.

PRIME Minister Anthony Albanese and his delegation arrived at the APEC terminal this morning at 9:30am on the Australian Royal Air Force GTC Aircraft.
He was met by Deputy Prime Minister John Rosso, Australian High Commissioner to PNG His Excellency Jon Philip, PNG Defence Force Commander Major General Mark Goina, Chief Secretary Ivan Pomaleu, dignitaries, and government officials upon his arrival.

Prime Minister Albanese was given full military reception, including a 19-gun salute, and a parade inspection which included members of the disciplinary forces - Papua New Guinea Defence Force and the Royal Papua New Guinea Constabulary.

He was then taken straight to Government House, Konedobu, where he paid a courtesy visit to Governor General Grand Chief Sir Bob Dadae, accompanied by Minister for International Development and the Pacific, Pat Conroy – also Minister for Defence Industry, and HE Philip.
Queensland Senator Nita Green and the Principle Adviser - International Office of the Prime Minister, Kathy Klugman were also present at a 20-minute closed door meeting.

Australia’s 31st Prime Minister then traveled to the National Parliament, Waigani, where he became the first foreign leader to address Papua New Guinea’s House of Representatives, Parliament Haus.

AUSTRALIAN Prime Minister Hon. Anthony Albanese will address the National Parliament under a provision of the Parliamentary Standing Orders, Prime Minister Hon. James Marape has explained today in Parliament.
Prime Minister Marape said the decision to invite his Australian counterpart to speak in Parliament was “not made lightly’, but done in respect of the shared history and solid bi-lateral relationship that the two countries now share as Papua New Guinea heads into its Golden Jubilee in 2025 and seeks ways to live beyond it.
The Prime Minister was responding to Southern Highlands Governor Hon. William Powi, who during Questions Without Notice, asked for some clarification on the announcement this week that Prime Minister Albanese would be addressing the PNG Parliament – an unprecedented move to an outside leader under any government since Independence in 1975.
PM Marape responded: “There is a provision in our Standing Orders…and we will invoke this provision and allow him as a special guest to our country.”
He said the country’s 50 Years Anniversary (Golden Jubilee) falls within this 11th Parliament in 2025 and work has begun toward it.
“Our hosting the Australian Prime Minister in our Parliament is part of our plan towards our 50th anniversary program that is coming up in 2025.
“Our Speaker has titled this 11th Parliament as ‘Ushering in 50 Years of Nationhood’.
“In the 11th Parliament, we are crossing over the 50th year of our nationhood. There are programs running in this term of Parliament – in 2023, 2024, and 2025. We want to entrench, reform and refurbish our democracy and nationhood to live beyond 50 years.
“It was this time 50 years ago when a Labour prime minister in Gough Whitlam broke down barriers in Australia to prepare our nation for self-government in 1973 and our eventual nationhood in 1975.
“As the current leader of the Australian Labour Party – a party that partnered our Pangu Party in 1973 in preparing our country for Independence, and on the eve of our 50th anniversary – we feel the Australian Prime Minister should address our Parliament, as his arrival coincides with the date and time when our Parliament is in session.
“We have more business-to-business, person-to-person, and government-to-government relationships with Australia than we have with all other bi-lateral relations we have.
“This is not to erode the specifics of the other bi-lateral relations we have as we have good relations with all other nations. When leaders of these nations come to us, special protocols and privileges will be accorded to them, just as we are given protocols and accorded the respects that those nations give to us,” said PM Marape.
Prime Minister Marape said it was not uncommon for heads of countries or world leaders to be invited to address the visiting country’s parliament, such as the Pope addressing the United States Congress or the Chinese President addressing the Australian parliament some years ago.
The Australian Prime Minister arrives tomorrow Thursday (12.01.22) where he will be accorded protocols at the APEC Terminal at Jacksons International Airport, after which he will pay a courtesy call on the Governor-General at Government House. At 11am, he will address the National Parliament. PM Marape will then respond to his statement after which Parliament will adjourn and the two leaders will move to discussing bi-lateral issues outside.
Parliament sessions are now fully broadcast and televised on NBC, Loop PNG and EMTV. Papua New Guineans are encouraged to tune in.

POLICE SALVAGE CRASHED VEHICLES TO PREVENT ARSON BY OPPORTUNISTS.
POLICE officers in the nation's capital were quick yesterday to respond to two traffic accidents, at separate locations within the city. In so doing, the policemen saved the vehicles from vandals and opportunists from stripping the vehicles off parts.
One of the vehicles that was involved in the accident was a Toyota land cruiser five door. Speaking on condition of anonymity a police officer investigating the crash said that the first vehicle veered off the road at nine mile cemetery this morning at around 8.30pm. He said that the driver and the passengers escaped and were not present when the CID and Mobile Squad officers patrolling that area arrived at the scene. He said opportunists were about to remove parts of the vehicle when police arrived. He said that police towed the vehicle to a safe location.
"An excavator working near the accident scene was also used in this recovery effort,” he said.
Another accident was also reported at Vadavada near Don Bosco Technical College this morning. In this crash, Sector Patrol Fox 101 responded quickly and prevented opportunists from setting the car alight.
Vehicles involved in accidents have been set on fire by vandals in previous years, and this has become a norm.
The timely intervention by police yesterday saved the vehicles.
Police say this trend is a sad case, and that people in the city should respect other people's properties. They have also urged motorists to drive with care and within the city speed limit to avoid accidents.

Governor General Presents Certificate of Recognition to Leon Hardware Company Executives.

HIS Excellency Sir Bob Dadae yesterday presented certificates of appreciation and recognition to the executives of Leon Hardware and the 9er Engineering limited for the donation of materials, and the construction of the flagpole - the one that carries the Royal flag, at the Government House in Port Moresby on Monday.
The flagpole, a donation to Government House by Leon Hardware was constructed by the 9er Engineering limited to replace the old one.
“We thank you Leon Hardware for your kind contribution to the government house. As Christians we
believe that when you give a little, you will receive more and so God will bless your business pursuits in this country,” Sir Bob said.
“One important thing that identifies this place is the flag, when people see the Royal flag, they know where the head of state operates from and for us to be receiving the flag pole free of charge is a
blessing,” he said.
He said the old flagpole which holds the Royal flag was old when Leon Hardware offered to supply
materials to build the new one. He said the new one is made of metal unlike the old one and will last.
As a sign of appreciation, the governor general presented certificates of recognition to each of the
company executives who attended.

GOVERNOR GENERAL ADVISES GOVERNMENT HOUSE STAFF TO REFOCUS

Governor General Sir Bob Dadae yesterday urged the staff of the Government House to refocus as the new
operational year begins.
Sir Bob who was speaking at the dedication service which was held at the Government house in Port
Moresby on Monday.
Sir Bob urged Government House staff to take their work seriously, and to refocus on the importance of their roles.
“All of us here have to refocus and ask ourselves what our purpose here at the Government
House is. We are here to represent this country and this is a very important task,” Sir Bob said.
He told staff to take pride in what they do at Government House, whether big or small. He added that they must work together for efficient and smooth running of the house.
“Very important state occasions like the swearing in of the Prime Minister, leaders of the government, the
speaker and hosting of commonwealth international leaders happens here at the Government House, so
whatever you do here, you are representing the country, and so you must do it wholeheartedly,” he said.

The dedication service was led by Reverend Peter Jersey from the Marimari Lutheran Church with the
word of God, followed by the Governor General’s speech and the commissioning of the new flag pole.
