The song was written by Andrew Eldritch for Patricia Morrison, who, he said:
always strikes me as a Lucrezia [Borgia]-type person.
Its lyrics concern the fall of an empire, war and the consequent destruction of other aspects of life.
The song as a whole is also a metaphor for the reformation of the Sisters of Mercy after the other two band members left to form The Mission. Eldritch wrote Floodland on his own and contracted Patricia Morrison to play bass for the tracks.
