Russia vetoes UN resolution on Ukraine annexation, China abstains

Resolution called for condemnation of ‘illegal’ referendums in Ukraine and for states to not recognise border changes
Russia has used its veto at the United Nations Security Council to scuttle a draft resolution that sought to condemn its annexations of Ukrainian territory.

But even Moscow’s close friends China and India chose to abstain rather than vote against the resolution that condemned the Kremlin’s latest actions in Ukraine.

United States ambassador to the UN Linda Thomas-Greenfield introduced the resolution to the Security Council meeting on Friday that called on member states not to recognise any altered status of Ukraine and obliged Russia to withdraw its troops.

Earlier, the biggest annexation in Europe since World War II was undertaken when Russian President Vladimir Putin proclaimed Russian rule over four regions that make up 15 percent of Ukraine’s territory.

The resolution, co-sponsored by the US and Albania, called for the condemnation of the “illegal” referendums held in Russian-occupied parts of Ukraine and for all states to not recognise any changes to Ukraine’s borders.

The resolution also called on Russia to withdraw troops immediately from Ukraine, ending an invasion that was launched on February 24.

Ten nations voted in favour of the resolution, while China, Gabon, India and Brazil abstained.

“Not a single country voted with Russia. Not one,” Thomas-Greenfield told reporters after the meeting, adding that the abstentions “clearly were not a defence of Russia”.

Russian ambassador to the UN Vassily Nebenzia, who raised his hand to indicate the only vote against the resolution, argued the regions, where Moscow has seized territory by force and where fighting still rages, chose to be part of Russia.

“There will be no turning back as today’s draft resolution would try to impose,” Nebenzia told the meeting.

Ukrainian ambassador to the UN Sergiy Kyslytsya said the single hand raised against the resolution “again testified to Russia’s isolation and his desperate attempts to deny reality in our common commitments, starting from the UN charter”.

The United Kingdom’s envoy, Barbara Woodward, said Russia had “abused its veto to defend its illegal actions” but said the annexations had “no legal effect”.
“It is a fantasy,” she added.

“But it’s notable that four other council members decided not to support the resolution, and instead to abstain – China, Brazil, Gabon and India,” Bays said.

Following the Security Council vote, and the abstentions, some will be asking whether it’s possible to reach the high water mark again,” he said.

At least two massive underwater blasts caused this week’s damage to the Baltic Sea gas pipelines and methane leaks.
The ruptures on the Nord Stream natural gas pipeline system under the Baltic Sea have led to what is likely the biggest single release of climate-damaging methane ever recorded, the United Nations Environment Programme (UNEP) has said.
A huge plume of highly concentrated methane, a greenhouse gas far more potent but shorter-lived than carbon dioxide, was detected in an analysis this week of satellite imagery by researchers associated with the UNEP’s International Methane Emissions Observatory, or IMEO, the organisation said on Friday.
“This is really bad, most likely the largest emission event ever detected,” Manfredi Caltagirone, head of the IMEO for UNEP, told Reuters.
“This is not helpful in a moment when we absolutely need to reduce emissions.”
Researchers at GHGSat, which uses satellites to monitor methane emissions, estimated the leak rate from one of four rupture points was 22,920kg (around 50,000 lbs) per hour. That is equivalent to burning about 630,000 pounds (around 286,000kg) of coal every hour, GHGSat said in a statement.
“This rate is very high, especially considering it’s four days following the initial breach,” the company said.
The IMEO tweeted on Saturday that new data appears to indicate that the leakage of methane appears to be diminishing.
“New analysis of data provided by the satellite Sentinel2 today indicates a significant reduction in the estimated diameter of the methane plume – from 520m to 290m. A similar reduction is also observed in the estimated concentration of methane leaked in the pipeline rupture,” the IMEO said,

Russian President Vladimir Putin has declared the ‘independence’ of the Ukrainian regions of Zaporizhia and Kherson as Russia prepares to formally proclaim the annexation of Ukrainian territory in a major escalation of its seven-month invasion.
“I order the recognition of the state sovereignty and independence” of Zaporizhia and Kherson in southern Ukraine, Putin said in presidential decrees issued late on Thursday.
The two regions are set to be incorporated into Russia along with the self-proclaimed republics of Donetsk and Luhansk at a lavish ceremony in the Kremlin on Friday after hastily-organised referendums in the Russian-occupied regions, which claimed majorities of up to 99 percent in favour of joining Russia. Putin recognised the ‘independence’ of Donetsk and Luhansk in February.
The ceremony — eight years after Russia seized Crimea from Ukraine following an invasion and a similar vote — will take place at 3pm local time (12:00 GMT) in the columned Georgievsky Hall of the Grand Kremlin Palace, where marble plaques engraved in gold commemorate Russian military heroes.

In unusually strong language, UN Secretary-General Antonio Guterres told reporters in New York City that Russia’s annexation would violate the United Nations Charter and had “no legal value”.
Guterres described Russia’s move as “a dangerous escalation” of the conflict that began on February 24 that “has no place in the modern world.”

“It must not be accepted,” he said.

The UN Security Council, where Russia has a veto, is due to meet on Friday with the United States and Albania working on a draft resolution condemning the annexation. US President Joe Biden on Thursday reiterated the US would never recognise Russia’s claims on Ukraine’s territory.
Turkish President Tayyip Erdogan also pressed Putin in a call to take steps to reduce tensions in Ukraine.
Ukrainian President Volodymyr Zelenskyy has called an emergency meeting on Friday of his National Security and Defence Council. Few details were given, but officials said “fundamental decisions” were to be made amid concern about the potential use of tactical nuclear weapons.
Kyiv earlier dismissed the plan as a “Kremlin freak show”, saying the only appropriate response from the West was to impose new sanctions and supply Ukrainian forces with more weapons.
Ukraine embarked on a major counteroffensive this month that has pushed Russia out of the northeastern Kharkiv region. It is also making advances in the south and is on the doorstep of Lyman in the Donetsk region.
The sudden annexations mean front lines will now run through territory that Russia is claiming as its own, and which Putin has said he is ready to defend with nuclear weapons if necessary.
Putin last week declared a mobilisation of reservists, a move which has led to huge queues at Russia’s borders as thousands of fighting-age men try to flee the country. Even staunch Kremlin allies have criticised the chaotic nature of the call-up, and Putin himself admitted on Thursday that “all mistakes must be corrected“.
“Victory is ours. We are Russia,” Kirill Stremousov, an official from the Kherson region, declared in a video of himself next to Red Square.
Kremlin spokesperson Dmitry Peskov has told reporters that Putin will deliver a major speech on Friday, but did not say whether the president would attend a concert being held on the square, where giant video screens have been set up, and billboards proclaim the names of the regions: ‘Donetsk, Luhansk, Zaporizhia, Kherson – Russia!’.
Putin is due to address parliament separately at a later stage, paving the way for it to ratify the annexation process on or before October 7, when he marks his 70th birthday.

US Secretary of State Antony Blinken has defended US military sales to Pakistan amid criticism from India, which says it is the target of a $450m F-16 fighter jet deal between Washington and Islamabad.

During a news conference in the United States capital on Tuesday, Blinken said that the military package approved earlier this month was for maintenance of Pakistan’s existing fleet.
“These are not new planes, new systems, new weapons. It’s sustaining what they have,” said Blinken, who spoke alongside India’s External Affairs Minister Subrahmanyam Jaishankar.

“Pakistan’s programme bolsters its capability to deal with terrorist threats emanating from Pakistan or from the region. It’s in no one’s interests that those threats be able to go forward with impunity,” he said.

Blinken met with Jaishankar a day after he held separate talks with his counterpart from Pakistan, Bilawal Bhutto Zardari.
“In our discussions … we talked about the importance of managing a responsible relationship with India,” Blinken said after that meeting on Monday, without elaborating.

The US has maintained strong ties to both India and Pakistan for decades, despite various points of tension between the nations.

US State Department spokesman Ned Price said earlier this week that “the relationship we have with India stands on its own; the relationship we have with Pakistan stands on its own”.

While Jaishankar did not criticise Blinken publicly over the F-16 deal, the Indian foreign minister said during an event on Sunday that the US position was not “fooling anybody”.

“For someone to say, I’m doing this because it’s for counter-terrorism, when you’re talking of an aircraft like the capability of the F-16, everybody knows where they are deployed,” he said, referring to the fleet’s positioning against India.

“Very honestly, it’s a relationship that has neither ended up serving Pakistan well nor serving American interests well,” he added.

Pakistan’s military relies heavily on the US, but the relationship has strained in recent years, particularly during the war in Afghanistan.

For its part, India historically has bought military equipment from Moscow and has pressed the US to waive sanctions required under a 2017 law for any nation that buys “significant” military hardware from Russia

Over the last 30 years, the US has made strengthening its relationship with India a high priority as it seeks allies in the region to help counter the growing strength of China.

US President Joe Biden held talks with Modi in April as Washington sought more help to apply economic pressure on Moscow over the war.

Jaishankar has suggested that India is working behind the scenes and that it “weighed in” with Russia during negotiations to open grain shipments from the Black Sea, part of what Jaishankar called the country’s widening “international footprint”.

“There are many more regions where we will be intersecting with American interests. It is to our mutual benefit that this be a complementary process,” Jaishankar said.
Meanwhile, Blinken said during the news conference that India and the US should lean into “core values including respect for universal human rights, like freedom of religion and belief and freedom of expression, which makes our democracies stronger”.

In recent years, India has been accused of a range of human rights abuses, including curbs to religious freedoms, particularly against Muslims.

Jaishankar responded indirectly to Blinken’s comments on Tuesday that both India and the US were committed to democracy but “from their history, tradition and societal context”.

“India does not believe that the efficacy or indeed the quality of democracy should be decided by vote banks,” he said.

Russia detains Japanese consul on spying charge; Tokyo hints at retaliation

Russia's FSB security agency said on Monday it had detained a Japanese consul in Russia's Pacific port city of Vladivostok for suspected espionage and ordered him to leave the country.

The consul was released after a few hours of detention by the Russian agency. Tokyo has lodged a "strong protest" about the detention and signalled it may retaliate, Japan's Chief Cabinet Secretary Hirokazu Matsuno told a media briefing on Tuesday.
The FSB said the consul, Motoki Tatsunori, was declared persona non grata after he was caught "red-handed" receiving secret information on the effects of Western sanctions on the economic situation in Russia's far east.
It said the classified information, which also concerned Russia's cooperation with an unnamed Asia-Pacific country, had been obtained in return for a "monetary reward".

Moscow has protested to Tokyo over the consul's actions through diplomatic channels, it said.

Japan's top government spokesperson Matsuno said Moscow took the consul into custody in an "intimidating manner" blindfolding and restraining him, which was "a clear violation of the Vienna Convention on Diplomatic Relations".

"The detained consul was not engaging in any illegal activity," Matsuno said, adding the Japanese deputy foreign minister told the Russian ambassador to Japan that Tokyo "needs to take equivalent steps" and demanded a formal apology from Moscow.

The released consul has had no problem with health conditions and will depart Russia by Wednesday, Matsuno said.
