A source exposed a legal complaint by former Acting City Manager Rochelle Clayton, alleging corruption, retaliation, and document tampering at San Bernardino City Hall, implicating top officials in manipulating investigations, suppressing key documents, and pressuring staff.

The complaint accuses City Attorneys Sonia Carvalho and Jason Baltimore, Councilmembers Fred Shorett and Ted Sanchez, and other officials of intimidation, unethical hiring practices, and financial mismanagement. Allegations include inflating legal settlements, interfering in personnel decisions, and coercing Clayton to resign.
