Education continues to progress at year end for Program Services Sustainable Department (PSSD).

The Community Education Service (CES) section saw a steady increase in results for this year (2022).

Executive Manager Program Services, Mr Eric Kuman, in his presentation at the OTDF Board meeting provided updates from data collated.
Director Kuam Sanewai remarked that the presentation was evidence that OTDF achieved and exceeded its 2022 planned target indicators.

Mr Kuman presented that the rate of students completing studies in both FODE and Adult Matriculation (AM) stands at 765 per year. He said since 2019, FODE/AM has seen 2003 students sitting exams and completing. In the CMCA scholarships, 119 students will have completed tertiary studies this year and graduated in different disciplines.

The highlights continue with the Infrastructure Development Department (IDD) team progressing with 17 homes in construction at selected villagers in the North Fly and 19 Community Learning Centres’ built across the three districts of Western Province.

The Livelihood Development program team have been providing consistent support for vanilla farming, with 67 growers registered during the extension exercise with over 4.1 Hectares so far surveyed in North Fly. Interest is growing.

Although faced with challenges in Middle Fly, rubber stumps distribution is complete and rubber tapping training provided to 54 Suki Fly Gogo growers, in South Fly.

Regional Development team progressed the Food Security Program (FSP) in the South Fly, with over 50 farmers involved. Rice milling machines were distributed to four sites and training given to the rice farmers at Kawiapo and Sapuka villages.

Over 80 house hold clusters are engaged and manually tilling 6.1 hectares of land. So far the farmers have harvested over 1.3 tons of rice from every half hectare. The mentioned villages have on site Community Seed Bank Centre facilities which house the rice mills built at a total of K101, 000.00 and within the six months of construction provided employment benefits for casual workers paying K60, 000 as wages.
As added value to the FSP program, 250 kilograms of cassava cuttings were sourced from NARI in Lae and planted on over half a hectare of arable land, with the cassava plants growing well.

In the Social Development sector, the program upskilled 498 participants this year completing Life Skills training in sewing (150), music (131 youths), baking and food processing (166) refereeing and coaching (51 youths) to 32 leaders & association executives receiving Community Development, Financial Literacy and Leadership Training.

In Water and Sanitation Hygiene (WaSH), 880 households were surveyed and community awareness and mobilising programs conducted successfully for communities in Suki Fly Gogo starting at Pukaduka 1 village, schools and health facilities. The building of 20 Ventilated Improved (VIP) latrines and installation of a RUSS pump signalled the start of the roll out program throughout the CMCA starting in the South Fly.

After withstanding the test of time and the Port Moresby weather, the pole which holds the Governor General’s flag was rebuilt.

The pole carries the personal flag of the Papua New Guinea Governor General, an iconic symbol which is flown on buildings and at locations in the country to mark the presence of the King’s representative.

Sir Bob Dadae during the dedication ceremony yesterday said: “One of the things that truly reflects and identifies this place is the flag.

“When the flag flies, people of PNG and the international community know that this is where the head of state of the independent state of PNG operates from.”

Due to the rain, sun and other natural agents, the old flag pole was about to fall down, according to a source from the Government House.

Fortunately, not long after Sir Bob talked about replacing the old flag pole, Leon Hardware took the responsibility of sponsoring the reconstruction of the flag pole.

Leon Hardware’s Ahmad B Ismail said: “We are grateful for the government for giving us the opportunity to contribute as a citizen of our lovely country PNG to rebuild and restructure this ionic symbol.”

“It is the first time for me and my partner to contribute to such activities…especially direct to the government,” he added.

Leon Hardware engaged and funded a local engineering company, 9ER Engineering Limited, to rebuild the flag pole.

The Governor General was pleased with the new flag pole and extended his appreciation on behalf of the PNG Government by presenting the medal of Jubilee to Leon Hardware and 9ER Engineering as a token of the nation’s appreciation for the service to the government.

Before presenting the medals, Sir Bob that this implies to me that you do help the community, the people who need help.

“You are there all the time to help them, so on behalf of the government and people of PNG I want to say thank you for your very kind contribution.”

North Fly District becomes the fourth district to have its own NID and Civil Registry Office.
Present to officially launch and commission the Office and its operations were Hon. Peter Tsiamalili Jr, Minister for Internal Security and Member for along with Noel Mobiha - Registrar General.
In his speech, Mr. Mobiha thanked the management of OTML for initially establishing the NID office in Tabubil for its CMCA communities to be registered in 2019. After three years of a successful operations and partnership with OTML, the Tabubil office is now closed and assets transferred to the NFDDA.

North Fly DDA aims to have 95% of its population in the District registered by 2027 and MP Donald requested the Registrar General for North Fly to pilot an electronic voting system in the next General Elections with NID Cards being used to register to vote.

The Office is now open with operations continuing tomorrow and onwards. The project costed the North Fly District K700,000 with the first K500,000 presented to Mr. Mobiha today in Kiunga.

18 cartons of medical drugs for the Mougulu and Nomad health facilities in the North Fly District were delivered on the weekend. Supplies were in good condition upon receipt.

It has been a struggle for health workers to continue treating patients with very limited supplies. The timely receipt of these drugs is a major relief to the health workers.

WPHA extends its gratitude towards the Fly River Provincial Government for assisting with the freight of these supplies to the facilities including others across the district.

A first-of-its-kind establishment of a Simbu Community Association in the North Fly district, Western province, to address common issues of concern was lauded by local MP James Donald.

“This can be one channel to bring in development to North Fly by working together and if you call North Fly a home, work in it, live in it and do business peacefully” Mr Donald, who is also Deputy Minister for Mining and Border Development Affairs, said
And he has challenged other provincial groupings residing in North Fly to organize in similar manner to participate in development and growth opportunities.

The purpose of the Simbu Community Association is to bring together Simbus to discuss and address issues relating to education, health, law and order, small and medium enterprise (SME) activities and a wide range of issues.

The association is made up of professionals from Simbu who lived for 20 plus years serving as teachers, medical officers and others within the private sector.

President Michael Kambu said there was a need to form an association, to organize and start up SMEs for the Simbuans and discuss issues and other activities that will keep the people together and maintain unity among themselves.

Mr Kambu has worked with OTML and lived in the Western province for more than 20 years and has seen the need to bring his fellow Simbus together.

With that in mind, he came up with the idea to form an association with a few other people.

He said other provinces in other parts of PNG have established such associations to bring them together and Simbus in Kiunga have successful created an association and launched it today with the certificate presentation to the association.

Mr Donald was the keynote speaker and officiated at the launching of the association.

Puma have advised Air Niugini at 5pm today (5th January) that they have resumed normal supply of fuel.

Hence Air Niugini is able to resume operating a normal schedule from tomorrow morning.

Affected customers are advised to revalidate their travel to the next available flight.

Air Niugini regrets the inconvenience caused, however the situation has been beyond the airline’s control.

Safety is always of paramount importance in our operations.

The main health centres and hospitals in Papua New Guinea's Western Province are continuing to face shortage of basic medical drugs.

This resulted in many patients not getting proper medical treatment. Health workers in Western Province say medical supplies must be delivered on time for effective clinical services.

Currently, patients have been turned away or told to buy their own medicines at private clinics and pharmacies in town.

While this problem continues in other health facilities within the province, patients in North Fly District are going to and from Tabubil Hospital, Rumginae Rural Hospital, the Catholic health Centre including Kiunga District Hospital seeking medical treatment which they believe is too expensive for them.

Health workers in North Fly have confirmed that most medical supplies being ordered by respective health facilities from the Area Medical Store in Port Moresby are not received on time and is affecting the clinical services.

The Ningerum health centre, Rumginae Rural Hospital, Catholic urban clinic and the district hospital had been seeing an increased number of patients on a daily basis.

Despite these ongoing issues, hardworking health workers within the district are continuing to treat patients with few available medicines in respective health facilities.

Health workers are now calling on relevant authorities to look into this matter.

Attempts by this newsroom to get comments from Western Provincial Health Authority regarding this problem were in vain.

Thousands of airline passengers were stranded across Papua New Guinea as commercial airlines grounded planes after the country’s sole supplier of finished petroleum products stopped providing jet fuel.

Puma Energy, the country’s only fuel supplier, said the shortage in supply was due to a lack of foreign currency from the Central Bank of Papua New Guinea, used to buy fuel on the international markets.

There was chaos at the country’s main domestic airport in Port Moresby, after all major airlines cancelled their scheduled domestic flights earlier on Thursday.

Hundreds of passengers were turned away from Jacksons International Airport in the capital city, prompting passengers to demand an intervention from prime minister James Marape.

“Our livelihood is being affected, just after new year,” said Simdei Kamgu, who was supposed to be travelling to Kiunga, Western Province.

The prime minister, James Marape, said the situation had become a national security issue and asked the Bank of PNG and Puma Energy to solve the problem, saying the country was being held to ransom.

Papua New Guinea’s largest airline, Air Niugini, released a statement on Wednesday, saying that all flights around the country would be cancelled because Puma Energy had suspended the supply of Jet A1 fuel to all airline companies.

“We have done everything possible to ensure that this situation did not occur and that we could continue to support the people of Papua New Guinea especially as they return from their Christmas holiday,” said Air Niugini. “The airline can assure all our customers that we are completely up to date with our payments to Puma Energy.”

Air Niugini warned that international flights could also be cancelled if the country’s central bank failed to supply enough US dollars for the fuel supplier, Puma Energy, to buy jet fuel.

Papua New Guinea’s rugged terrain and lack of interconnecting roads makes air travel the most efficient and reliable means of travel. The two largest cities, Port Moresby and Lae, are only connected by plane.

The country has only two major highways linking its interior highlands to the coast and three other highways linking smaller towns. There are no railroads and though there are shipping lines to transport cargo, there are no options for people to travel far on sea. Even cargo is flown by air by companies like Air Niugini.

A dispute between the Bank of Papua New Guinea and Puma Energy has affected the ability of the energy company to buy fuel.

The Bank of PNG is yet to comment on the foreign exchange situation.

“It sends a worse message out over unreliability of services, both fuel and air services, potentially jeopardising important industries and service,” said Paul Barker from the country’s Institute of National Affairs.

PNG businesses have been struggling for over a decade to get the US dollars needed to pay their suppliers.

THE installation of four tuffa tanks will be a big relief for more than 1,000 students and 37 teachers from a secondary school in Delta Fly, Western.

Awaba Secondary School principal Simita Magen said the three 9,000 and a 3,000 liter water tanks would support what they had been using over the years.

Magen said water was a big issue and it was such a relief for students and teachers.
It would stop them from going distances to fetch water.

“We have water issues which we tried to maintain to allow our students to have water and we use the solar for them to study at night,” he said.

He said the tanks were given by late MP Roy Biyama through his housing scheme and a construction company who left after the completion of a construction work in the school last year.

He said those tanks had been installed and would connect water through a pipe from the main river to the tanks for the school to use.
He added that the other two tanks would be used for drinking and cooking.

Magen said the school had been suspended in 2018, due to poor infrastructural development and they were trying to make use of whatever resources they had to continue the school this year.

He said the school was managed well last year and would continue when they resumed duties.
He thanked the MPs, leaders and communities for their support.

It was a great honor and privilege for me to officiate a ceremony in Balimo today witnessed by the education division, electoral staff, civil society and the general public.

As part of my government's key priorities as mentioned earlier in my maiden speech after declaration that my two key priorities would be Education & SME's - to invest money into human resource capacity building and developing our natural land and resources through agribusiness initiatives so that our people can become self reliant.

Today was a fullfillment of my maiden speech when a cheque of K650,000 was presented for the education sponsorship of Delta Fly students.

The sponsorship program and how it is going to be coordinated and its requirements and eligibility has been publicly announced lately on the notice board and social media by the team.

So please have time to contact the coordinating team for any clarifications if you have missed the informations.

Please ensure our students when given the chance - they have to use that privilege for a productive outcome and not use it to please themselves as they wish and parents you're to ensure the child is also supported while in their studies for their learning.

Air Niugini wishes to advise the travelling public that due to issues with Puma Energy accessing US Dollars, Puma has decided to suspend the supply of Jet A1 fuel within PNG including to Air Niugini and all other airlines effective from today.

This restriction applies to Port Moresby and all the airports around PNG.

Unfortunately there is no alternative supplier of aviation fuel in most airports, including Port Moresby.

Consequently Air Niugini is forced to announce that all domestic flights from 0001 tomorrow (Thursday 5 January) have had to be cancelled due to Puma Energy’s refusal to supply Jet A1 fuel to the airlines.

These cancelations will have to be ongoing until Puma’s restrictions are removed.

Air Niugini regrets any inconvenience caused to our customers, however the situation is outside the airline’s control.

Air Niugini said, “We have done everything possible to ensure that this situation did not occur and that we could continue to support the people of Papua New Guinea especially as they return from their Christmas holidays.

"The airline can assure all our customers that we are completely up to date with our payments to Puma Energy and this regrettable situation is 100% outside the control of Air Niugini.

"We will continue to work with all concerned in order to ensure normal operations can resume as quickly as possible."

Air Niugini apologise to its customers for the inconvenience , acknowledging the matter is outside of its control but that the airline cannot not reduce its operational standards and that safety is always paramount.

Our customers are advised to revalidate their travel to the next available flight, once the date these restrictions will be lifted is known.

Having promoted peace and responded to dozens of gender-based violence and sorcery accusation-related violence cases in Simbu province over the past two decades, Angela Apa of the Kup Women For Peace Association is looking forward to supporting more women and children thanks to funding granted by the government.

Kup Women for Peace Association is one of 13 civil society organisations who have received funding in a first of its kind government support to CSOs.

With tears in her eyes, Ms Apa recalled the times she struggled to provide help to women that were suffering from GBV or SARV abuse due to financial restraints.

“I started this association in 1999 and since then I have struggled to provide care to women mostly because I didn’t have money or resources to organise rescue or do peace awareness campaigns,” she said with a trembling voice.

“I am so happy that the government has finally recognised our work and given us this funding. I will use this funding to help my work with the referral pathways. I was not able to help every woman but now with this I can at least use it in my work with other agencies to ensure women and children get better care.”

Westley Serber of the Aramba Development Foundation Incorporation based in Daru, Western Province, also expressed a similar response noting that funding to CSO’s are an important component that has been missing in addressing violence across the country.

Secretary for Department for Community Development, Youth and Religion, Jerry Ubase during the presentation of certificates to the CSOs, said the department will continue to support CSOs.

“We will continue to support CSOs because these are organisations that have already set the ground work and are working with communities to address violence” he said.

The funding support received by the 13 CSOs is a joint funding from the Department of Community Development, Youth and Religion and United Nations Development Program from the K7.93 million allocated this year to address Gender-Based Violence in the country.

As many as 21 fishermen from Merauke, Papua Province, Indonesia, are currently serving sentences in two areas in Papua New Guinea (PNG).

The Indonesian consul in Vanimo, Papua New Guinea, Allen Simarmata, told ANTARA on Friday that the 21 fishermen were previously arrested for illegally fishing in PNG waters.

It was recorded that eight fishermen were serving sentences in Daru, Western Province in PNG and 13 others, crew members of the fishing boats KMN Arsyila 77 and KMN Baraka Faris 21, were serving sentences in Bomana Prison, Port Moresby.

The 21 fishermen from Merauke are scheduled to finish serving their sentences until April and November 2023.

"The Indonesian Embassy and Consulate continue to assist residents serving sentences in PNG," said Simarmata.

When asked about the four Indonesian citizens who were arrested on Saturday (24/12) upon their arrival at West Deco, Vanimo, Simarmata admitted that they were currently being investigated by the PNG authorities.

The four Indonesian citizens who brought various goods were invited to use a fast boat owned by a friend who is a PNG national, but when they arrived at West Deco, they were immediately arrested.

"Indeed they are not being held in police custody but are being kept at the Indonesian Consulate in Vanimo pending further processing," said Simarmata.

He admitted that the four Indonesian citizens had previously been questioned by PNG immigration officials regarding cases of entering the country without permission.

"We are still waiting for PNG customs officials to examine the four Indonesian citizens regarding merchandise brought from Jayapura without documents," he said.

THE Rumginae Rural Hospital situated along the Kiunga-Tabubil Highway is one of the longest serving hospitals in North Fly District providing health care to residents and referred patients from other parts of Western Province.

The facility was established in the 1960s by APCM medical professionals and is now a 60-bed facility.

Aside from the hospital, the APCM medical professionals also established a Community Health Worker (CHW) training school which has graduated CHWs over the past years and will now be upgraded to a nursing college.

The college will offer both CHW and diploma in general nursing program this year. The CHW training school was established in early 1967 and has produced more than 700 community health workers now serving in rural health centers and aid posts throughout the country.

CHW students are privileged to do practicals at the health facility and they also have a student placement program to other facilities within North Fly and Middle Fly districts.

The Rumginae CHW Training School also enrols students from West Sepik, Gulf, Southern Highlands, and recently have enrolled students from Pomio District in East New Britain Province.

Principal of Rumginae CHW Training School, Amos Kupaloma in an interview said the Papua New Guinea Nursing Council has given approval during their visit to the facility in November this year for Rumginae to start offering the diploma in general nursing program.

He said the facilities, academic staff and boarding facilities for students are ready and the staff are preparating to bring in the first batch of students.

Mr Kupaloma said the agency is working hard and alongside the North Fly DDA, Fly River Provincial Government and other partners within the province to ensure things are in order.

Meantime, selection for the first batch to take up the program has been done and the acceptance list will be out soon.

Students are expected to register and start orientation in the first 2 weeks of January 2023 and classes are to commence on January 23, 2023.

With no major crimes reported in the North Fly district over the festive period, the Kiunga police made a public law and order awareness last Friday at the Kiunga Market area to ensure public safety was maintained on New Year’s eve.

Provincial police commander for North Fly Command, Senior Inspector, Oena Afeke urged the community to maintain peace and harmony within their communities on new year’s eve.

He said public safety is everyone’s concern and minor crimes or illegal activities should be reported before it leads to serious issues.

“Youth, tomorrow is yours, we are concerned for you because you are the future leaders of this country, let’s all make Kiunga town or North Fly a better place to live in” Insp Afeke said.

Kiunga mayor, Mike Ofia, together with the six ward members will work alongside the police to maintain public safety for everyone.

Meantime, normal police operations are expected to be carried out on New Year’s eve to ensure safety for everyone.

FORMER Western governor Ati Wobiro has asked the Supreme Court to hand down its decision to his application for leave to file a slip rule application heard five years ago.

Wobiro through his lawyer Justin Wohuinangu said on Friday that Wobiro’s application was made before Justice Panuel Mogish, Justice George Manuhu and Justice Stephen Kassman on May 18, 2017, and the decision was reserved.

Wobiro, former Western provincial administrator Dr Modowa Gumoi and Fly Care Foundation founder Norman Carl May were jailed 10 years for misappropriating more than K7 million of public funds.

Wohuinangu said among reasons for Wobiro’s request, was that he would not be eligible to stand for public office. Wobiro in his affidavit stated: “The fact that I have served my sentence, with respect, should not be an excuse not to deliver the decision in my pending application before the Supreme Court.”

The court dismissed his appeal by majority decision by Justice Mogish and Justice Kassman, while Justice Manuhu Justice Cannings adjourned the matter to Jan 25 for mention.

This is my delayed Christmas present to my dad.

“I have nothing to give but my love for him (Felix Biyama) and to be proud of me again by being selected to represent Papua New Guinea again,” says returning mom Marie Biyama, on her selection back into the PNG Palais sevens team again after a two-year break to give birth to her son Griffin.

In fact, 22-year-old Biyama’s official return was last month during the Oceania Sevens in Brisbane, where she featured prominently in the team picking up a rare tournament victory over several hard-fought days under new coach Billy Rapilla.

It’s a testing time on all fronts for Biyama, as she juggles motherhood and getting back into the hustle and bustle of playing a high contact sport.

The talented Biyama from Western and Gulf, says making her dad proud is the ultimate goal.

“After mum passed away, dad has played both roles.

“And as I am a fulltime mom, I cannot give much but to show my appreciation for everything he has given me…I just want to make him proud so he can sit back and say that’s my daughter,” added Biyama.

When asked on how she is able to juggle everything, Biyama says that her partner Bernard Buku is the champion in this area, including her in-laws who are very supportive as well.

“Bernard is a rugby person as well and I am privileged to be a part of his life and most appreciative of the time he sets aside for me daily to return back to playing at the top level,” Biyama said.

Biyama first exploded onto the scene in 2017 as a 19-year-old and has always been part of the core group of players selected.

She travelled world.

But, all that stopped abruptly in 2019.

Not too many first time mom’s get back into serious rugby – but with the support of family and an understanding partner – Biyama is back to wear red, black and gold colours again with pride.

2022 has been quite a year for the young mom, as she featured for her club Harlequins in Port Moresby to win their maiden 15s CRU premiership and even had a promising stint with rugby league as well.

She says it has been a huge struggle to shed the weight and to keep up with the younger ladies, but all that pain and anguish always goes away whenever she sees her two year old son Griffin.

“He is an inspiration to me.

“Griffin is the reason, the passion that drives me,” she added.

Biyama says the new fitness regime deployed by the PNG Rugby Union High Performance Unit have done wonders to her return and has also strengthened individual players.

The team selected are now preparing for the forthcoming HSBC World Rugby Sevens tournament in Hamilton, New Zealand, from January 21-22. Coach Rapilla said 13 players and two shadows have been selected from the larger pool and the final travelling team will be further finalised on training and fitness before the team departs on January 17.

Rapilla said this group was selected following the Rookie 7s based on each players fitness, game awareness and position specific.

“Experience is also a factor heading into the HSBC 7s tourneys and importantly the team combinations,” added Rapilla.

The 13 players named are: Doreen Kaputin, Joanne Butler, Esther Gigimat, Helen A’bau, Biyama (strikers), Barbara Sigere, Lynette Aua, Kymlie Rapilla (playmakers), Alice Alois, Naomi Kelly, Fatima Rama, Gwen Pokana and Cathy Puro (runners).

The shadow players are Augusta Livuana and Darlene Aihi.
