5.1 quake shakes Surigao del Norte

A magnitude 5.1 earthquake shook Surigao del Norte and nearby provinces on Thursday night, said the Philippine Institute of Volcanology and Seismology (Phivolcs).

According to Phivolcs, the epicenter of the earthquake, which happened at exactly 7:42 p.m., was located 16 kilometers southeast of Burgos, Surigao Del Norte.

The quake was tectonic in origin and had a depth of focus of 23 kilometers.

Phivolcs said that Intensity III was felt in Surigao City, and San Francisco, Southern Leyte while Intensity II was felt in Bayugan City, Agusan del Sur; Julita, La Paz, and Palo, Leyte; and Intensity I in Dulag, Leyte.

Meanwhile, Instrumental Intensities were felt in the following areas:

Intensity III – Surigao City; San Francisco, Southern Leyte

Campaign crowds, health protocol violations contributed to uptick in COVID cases —DOH

Large election campaign crowds, non- compliance with health protocols, and increased mobility may have contributed to the slight uptick in COVID-19 cases, Health Undersecretary Maria Rosario Vergeire said Monday.

Vergeire, however, noted that the increase is not significant and has not overwhelmed the country’s hospitals.

“Marami pong pwedeng dahilan ang pagtaas ng kaso, unang-una, syempre, ‘yung ating minimum public health standards (MPHS). Pagkatapos nakikita natin ‘yung mga crowding talaga because of campaign sorties. Nagkaroon tayo ng bakasyon nung Holy Week. So these are all contributing factors,” she said on TeleRadyo’s Sakto.

(There are many reasons why COVID-19 cases are rising, first, our minimum public health standards. Then, there’s crowding because of campaign sorties and the Holy Week break.)

“We are not seeing significant increases as of this time. Most specifically mas importante po, du’n po sa mga pagtaas ng kaso na nakikita natin na bahagya ay hindi po natin nakikitang napupuno ang mga ospital,” added Vergeire.

(We are not seeing significant increases as of this time. More importantly, the slight increase of cases has not overwhelmed our hospitals.)

The Department of Health (DOH) over the weekend reported that 13 areas outside Metro Manila logged an increase in COVID-19 cases.

These areas are Marinduque, Surigao del Sur, Ilocos Norte, Kalinga, Batanes, Quirino, Catanduanes, Eastern Samar, Davao City, Butuan City, Olongapo City, Tarlac City, and Angeles City.

Election day
Vergeire also asked registered voters experiencing COVID-19 symptoms to stay at home on election day.

“Unang-una, ang napaka-importante, kapag po tayo ay nakakaramdam na ng sintomas, huwag na ho tayo pumunta sa ating mga voting precincts. Maaari hong may sakit kayo at makapanghawa tayo sa iba,” she advised.

Cebuanos, Ilonggos celebrate Robredo’s birthday

Supporters of Vice Presiden Leni Robredo celebrated her 57th birthday on Saturday with various activities in Cebu and Iloilo.

In Cebu City, the Mga Gwapas for Leni-Kiko 2022 offered a Mass for Robredo, who is running for president, at the St. Xavier Chapel of the Archdiocesan Shrine of the Sacred Heart of Jesus at noon.

Youth volunteers also held a Walk for Leni at the University of the Philippines-Cebu. Other supporters at the Robredo-Pangilinan Volunteer Center on D. Jakosalem Street in Cebu City also distributed lugaw (porridge) and ice cream to people for free.

Lawyer Democrito Barcenas, chairman of the Cebu People’s Council Assembly promoting the presidential bid of Robredo, expressed hope that the vice president would be successful in her attempt to become the country’s next top leader.

“I join the Filipino people in wishing VP Leni a happy birthday,” he told the Inquirer.

“My fervent wish is that God, in His infinite mercy, will grant her more years in the service of our people, that she will be given good health today and the coming months so she could lead volunteers to victory,” he added.

The Cebu People’s Council Assembly oversees at least 53 groups that support Robredo’s presidential bid.

What’s fake, what’s real: DaangDokyu.ph offers ‘historical evidence’

When organized and presented systematically, documentaries, old and new, can become a staple material for social education.”

Thus said filmmaker Jewel Maranan, who is also project director of DaangDokyu.ph, a dedicated virtual home on the web for Philippine documentaries.

Over a hundred documentaries about the Philippines are now featured in this growing online database that includes titles from 1913 to the present, making nonfiction films now easier to find and learn about.

Designed to make documentaries more accessible for use in educational campaigns and advocacy work, the platform also features a channel for film event organizers to connect with filmmakers and producers. Filmmakers looking to promote their films may also submit their work and be featured on the site, according to a press statement promoting the website that was sent to Inquirer Entertainment.

Growing public database
A collaboration between the Filipino Documentary Society (FilDocs) and the Cultural Center of the Philippines, DaangDokyu.ph aims to “elevate the appreciation of documentaries by making them easier for viewers to find.” Through a growing public database with detailed search functions, aided by tags and metadata, DaangDokyu.ph puts over a century’s worth of Philippine documentaries within quick reach.

“Much work has to be done in locating Filipino documentaries and getting them seen by more people. Now that we are actually beginning to witness the public’s hunger for historical evidence in today’s information landscape and political discourse, finding documentaries has never been more important,” pointed out Maranan, who began working on mapping the Philippine documentary community in 2018.

Through this mapping project, and the FilDocs-organized Daang Dokyu Film Festival in 2020, over 1,500 docu titles were found, building a broad starting point from where one might begin to trace the Filipino story recorded in documentary films through the decades.

Only a fraction of those titles are currently being hosted on DaangDokyu.ph, said Maranan, but the website hopes to “organically grow the online database through a rolling call for submissions from filmmakers and producers, of both new and old works.”

DaangDokyu.ph is first and foremost a space to learn, Maranan pointed out. It also devotes a section to “Stories and Artists,” where visitors are invited to attend master classes, roundtable discussions and listen to conversations among the thinkers and changemakers “who all labor to commit our shared narratives and collective truths to film.”

DaangDokyu.ph also provides access to “Daang Dokyu: A Festival of Filipino Documentaries,” also called the DokBook, which was edited by film critic-educator, Richard Bolisay. It’s a compilation of essays from the fest directors and curators, alongside filmmakers and academics writing about themes, such as martial law, history, nation-building, art, filmmaking, identity and ecology.

Driver hurt after car falls off ravine in Mountain Province

A pick-up truck fell off a 50-meter ravine, injuring its lone passenger, in Bontoc town in Mountain Province on Easter Sunday, April 17.

The Bontoc Disaster and Risk-Reduction Management Office said Clarence Amogan Caballero, 35, of La Trinidad, Benguet, was driving his Ford Ranger pick-up at Sitio (sub-village) At-ato in Barangay (village) Bontoc Ili at about 3 a.m. when he lost control of the steering wheel while maneuvering to overtake a van.

Police said Caballero came from his house in La Trinidad and was on his way to Barlig, also in Mountain Province.

The vehicle then slammed onto the guard rails and fell off the ravine.

Caballero was rescued by police, disaster risk-reduction management office workers, fire protection workers and volunteers.

4 alleged NPA rebels killed in South Cotabato clash

Four alleged members of the New People’s Army (NPA) and its People’s Militia were killed in a clash at a checkpoint in South Cotabato on Friday night, the military reported Saturday.

But the Communist Party of the Philippines (CPP) said the incident was an “ambush,” claiming those who were killed were unarmed.

In a statement, the Joint Task Force Central commander, Maj. Gen. Juvymax Uy, said government troops were conducting a checkpoint operation at Sitio Limite in Barangay Upper Maculan, Lake Sebu town when the clash happened.

The troops were at the area to confirm the presence of the NPA’s Guerrilla Front Musa-Far South Mindanao Region.

Uy said those killed in the clash were identified as Ariel Moca Lasib and Johndel Limosnero, the deputy officer and “supply officer” of the NPA’s guerrilla front, respectively; and two members of the People’s Militia who were identified only by their aliases Rex and Nomer.

“Our intelligence operatives were strictly monitoring the movements of the group. Due to the development of our intel operations, troops organized a checkpoint and successfully intercepted four personalities onboard two motorcycles, however, one of the suspects immediately fired upon the government forces which led to an armed confrontation,” said Uy.

CPP spokesperson Marco Valbuena, however, alleged that the encounter was a “massacre” and an “extrajudicial killing.”

“There was no encounter or firefight. This was a clear case of extrajudicial killing, a massacre of unarmed people,” Valbuena said in a statement sent to INQUIRER.net.

“Based on initial reports from the area, we have learned that a group of unarmed civilians riding in a convoy of motorcycle transport were ambushed by soldiers last Friday, and that four people in the convoy, including two habal-habal drivers, were killed. Claims of the AFP that members of the NPA were in the convoy does not justify the ambush and massacre,” Valbuena added.

Uy said, however, that government troops recovered four .45-caliber pistols, three improvised explosive devices, and several pieces of communication equipment from the slain alleged NPA fighters.

Meanwhile, the Western Mindanao Command commander, Lt. Gen. Alfredo Rosario Jr., said that such operations were part of the military’s preparations for the upcoming national and local elections.

UN-PH pact did not stop EJKs, says rights group

Continuous scrutiny of the Philippines’ human rights situation should be done by the United Nations (UN) Human Rights Council after a joint program the country forged with the UN last year failed to stop ongoing human rights violations in the country.

The Asian Forum for Human Rights and Development, a regional rights group founded in the Philippines in 1991, and civil society organization Civicus World Alliance for Citizen Participation, said the joint program “remains insufficient to address systematic and widespread human rights violations and ensure accountability.”

“We welcome the joint program’s priorities to strengthen domestic accountability mechanisms and rights-based approach to counterterrorism. However, it falls far short of these aims,” Ahmed Adam of the Asian Forum said during the just-concluded 49th session of the UN Human Rights Council.

The joint program between the UN and the Philippines outlined “specific areas for capacity-building and technical cooperation for the promotion and protection of human rights in the Philippines,” which is part of the UN Human Rights Council’s resolution 45/33 adopted on Oct. 7, 2020.

Tagging and threats
It was signed on July 22, 2021, by Foreign Secretary Teodoro Locsin Jr., Justice Secretary Menardo Guevarra, UN resident coordinator to the Philippines Gustavo Gonzalez, and the late Commission on Human Rights chair Chito Gascon.

Adam pointed out that the joint program “fails” to stem the “ongoing violations” of human rights in the Philippines, “including extrajudicial killings (EJKs); combat impunity; roll back institutionalized repression; and restore independence and credibility of democratic institutions.”

Adam also stressed the tagging and threats, for criticizing government policies, received by human rights activists and community leaders in the country.

The Supreme Court’s upholding of the controversial anti-terror law was also raised by Adam before the council.

No accountability
“The Council must continue its scrutiny of the [human rights] situation in the Philippines, and in clear absence of domestic accountability, establish international accountability measures,” as recommended by UN High Commissioner Michelle Bachelet in June 2020, Adam said.

According to Cristina Palabay, secretary-general of the human rights group Karapatan, such accountability measures include independent investigations of the human rights situation in the Philippines and international sanctions under various Magnitsky laws around the world.

“Without genuine accountability, the joint program will serve only as a means for the [Philippine] government to evade justice under the cover of cooperation,” Adam pointed out.

Zubiri vows accessible health care facilities for Region 12

Senate Majority Leader Juan Miguel Zubiri has vowed to push for easy access to quality healthcare services in SOCCSKSARGEN once re-elected to the Senate in May 2022 elections.

During the UniTeam’s rally in Sultan Kudarat province on Monday, Zubiri called on region 12 voters to support him anew as he still has many plans for the region.

First of his priority is the construction of health centers in southern central Mindanao to bring health care services closer to patients, citing that they will no longer need to travel to Manila to seek medical treatment. Zubiri promised to help provide kidney, lung, heart, and cancer centers in the region once given another term in the Senate.

Senator Migz also thanked the people of Sultan Kudarat for helping him win the 2007 and 2016 senatorial elections. He assured local leaders to double his project in every municipality in the province to continue supporting Mindanao’s people.

Moreover, Zubiri also shared his support and initiative in Sultan Kudarat during his years of public service.

He allocated funds for constructing a multipurpose building in Columbio City, a public bus terminal in the municipality of Bagong Bayan, and a covered court in Kalamansig.

Senator Zubiri has likewise allotted funds worth 10 million pesos to purchase 20 dialysis machines for Sultan Kudarat Provincial Hospital.

To help displaced communities in the province, Zubiri has funded the Assistance to Individuals in Crisis Situation (AICS) as part of the DSWD’s protective services for the poor, marginalized, and vulnerable or disadvantaged individuals.

Senator Migz remains amongst the top choices for senators as he ranked fifth in the recent Pulse Asia survey.

5 Cebu women get 15 years for online child exploitation

CEBU CITY, Cebu, Philippines — Five women have been convicted by a trial court in Lapu-Lapu City, Cebu province, after pleading guilty to online s*xual exploitation of children who were from age 2 to 12 years old.

Two of the women, whose names were withheld to protect the victims’ identities, entered into a plea bargaining agreement and were sentenced to 15 years in prison for a lesser offense of attempted trafficking. Plea bargaining is when an accused pleads guilty to a lesser offense, so he or she gets a lighter sentence.

Had they been convicted after a full court trial, the two accused would have been meted life imprisonment and a fine of P2 million to P5 million.

Instead, the women were each ordered to pay a fine of P500,000, an additional P500,000 for moral damages, and P100,000 for exemplary damages by the court, whose identity is also withheld to protect the victims.

Same penalty
The two accused were the final batch of five female traffickers, all in their 20s and 30s, who were arrested in simultaneous operations in Lapu-Lapu City in 2019.

The court handed down the verdict against the two accused on March 11 but the ruling was only made public on Friday.

The three other women also pleaded guilty to the same offenses and were convicted in February 2021 and in early March this year.

They were each meted a 15-year prison term during the same period for attempted trafficking under the same plea bargaining agreement mechanism, according to the International Justice Mission (IJM), a global nongovernmental organization actively fighting all forms of human trafficking and child exploitation.

IJM said the convicted accused s*xually abused minors and streamed live the exploitation in exchange for money from online s*x predators.

On March 21, 2019, the Philippine National Police’s Women and Children Protection Center Visayas Field Unit conducted simultaneous operations in two houses in Lapu-Lapu City, which led to the arrest of five women. Rescued during the operations were 11 minors aged 2, 6, 7, and 12.

Fight continues
“The fight against s*xual exploitation of children continues. With God’s guidance and the help of the community, such as the IJM, anything and everything is possible,” said Central Visayas Prosecutor Antonio Asiniero.

Online s*xual exploitation of children is a crime that violates Republic Act No. 9208 (Anti-Trafficking in Persons Act), RA 10175 (Cybercrime Prevention Act of 2012), and RA 9775 (Anti-Child Po*******hy Act of 2009).

A magnitude 5.2 earthquake jolted Basco, Batanes on Saturday night, the Philippine Institute of Volcanology and Seismology (PHIVOLCS) said.

PHIVOLCS said the epicenter of the quake, which occurred at 9:53 p.m., was 40 kilometers northeast of Basco.

The agency said the tectonic quake, which had a depth of 29 kilometers, was felt at Intensity III in Basco.

M**h worth P374,000 seized from suspects in Bacolod

MANILA, Philippines — Anti-narcotics police officers arrested two high-value targets in an anti-drug operation in Bacolod City, and seized from them P374,000 worth of crystal methamphetamine, locally known as “shabu.”

In a police report, Gen. Dionardo Carlos, chief of the Philippine National Police, identified the suspects a Zenadia Juguan Samodio, 45, and Erlinda de Asis Ubas, 65.
