President Boakai Nominates and Appoints Additional Members of Government

June 20, 2024

Executive Mansion, Monrovia – His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, has nominated and appointed additional members of Government affecting the Ministry of Information Cultural Affairs & Tourism, the Office of War Crimes Court, National Disaster Management Agency, and Lofa County University.

These appointments, where applicable, are subject to confirmation by the Liberian Senate.

PRESIDENT BOAKAI SUSPENDS WITH IMMEDIATE EFFECT THE DIRECTOR GENERAL, DEPUTY DIRECTORS FOR ADMINISTRATION & OPERATIONS OF THE LIBERIA DRUG ENFORCEMENT AGENCY (LDEA)

TUESDAY, June 4, 2024:-The President of the Republic of Liberia, His Excellency Joseph N. Boakai, Sr., has, with immediate effect, suspended, without pay, pending investigation, the Director General, Mr. Abraham S. Kromah, Deputy Director General for Administration, Mr. Gbawou Kowou, and the Deputy Director General for Operations, Mr. Hassan Fadiga of the Liberian Drug Enforcement Agency (LDEA)

The President has in the meantime ordered an investigation of the events occurring at the Agency on June 3, 2024. He said, "the acts of disorder and chaos that took place at the headquarters of the LDEA were unacceptable."

Such acts, the President continued, threaten public peace and undermine Government's fight against illicit drugs.

In the interim, the President has named Mr. Christopher Peters, as Officer in Charge (OIC) of the Agency pending the conclusion of the investigation. Peters is a well-trained security personnel and comes highly recommended.

Liberia: Charles Sirleaf, Son of Ex-President Sirleaf Is Dead!

Monrovia – Charles Sirleaf, the son of former President Ellen Johnson Sirleaf, passed away in Ghana at the age of 68. Mr. Sirleaf, who served as the acting governor of the Central Bank of Liberia, died in his sleep. His death, confirmed by a family source on Monday, has left many in shock and sorrow.

Mr. Sirleaf was a prominent figure in Liberia’s financial sector, serving as Deputy Governor and Acting Executive Governor under three presidents and an interim government from 2004 to 2020. During his tenure, he was known for his efforts to stabilize the country’s economy and implement critical financial reforms.
Details surrounding his death have not been fully disclosed, with the family requesting privacy during this difficult time.
Charles Sirleaf served as Deputy Governor for Operations at the Central Bank of Liberia from 2012 to 2020. During this period, he temporarily held the position of Executive Governor following the resignation of then-Governor Mill Jones. After Governor Milton Weeks’ appointment as Executive Governor, Sirleaf returned to his post as Deputy Governor for Operations. His second tenure was marred by a series of financial scandals, including allegations of printing excess banknotes outside of the law. He was appointed and commissioned in February 2016 to a five-year tenure but was dismissed in 2018 when the CDC-led government took office.
Mr. Charles Sirleaf was among several Central Bank Governors charged in connection with the alleged unlawful printing of local currency worth millions of dollars that reportedly disappeared in 2018. The former bank officials indicted in the case included Former Governor Milton Weeks, Finance Director Dorbor M. Hagba, Director of Operations Richard H. Walker, and Deputy Director of Internal Audit Joseph Dennis. While the legal process was ongoing, President Weah appointed Madam Pearson to the position of Deputy Bank Governor for Operations, though her confirmation was delayed due to the legal proceedings surrounding Mr. Sirleaf.
Before his tenure at the Central Bank, Charles Sirleaf held various significant roles: Director of Finance at CBL (2006-2012), Manager for Banking and Debt Management (2004-2006), Special Assistant/Assistant Minister at the Ministry of Finance (2000-2003), President of the National Housing and Savings Bank (1998-2003), and Special Assistant to the Resident Representative at the United Nations Development Program (UNDP) in Namibia (1996-1998). He was also Vice President of the National Housing and Savings Bank (1993-1996), an Instructor of Economics at the University of Liberia (UL) (1998-2006), Manager for Business Development and Trade at Meridien BIAO Bank, Liberia Ltd (1992-1993), Manager at Citicorp Credit Corporation in Atlanta, Georgia, USA (1990-1992), and Manager at Citizens and Southern Bank (C&S) in Atlanta, Georgia, USA (1987-1990).
Regarding his educational background, Mr. Charles Sirleaf earned an MBA in Finance from Mercer University in Atlanta, Georgia, USA, and a high school certificate from the College of West Africa.

54TH LEGISLATURE ADJOURNS FOR RUNOFF ELECTION

The Senate and the House of Representatives in their regular session adopted a joint resolution, LEG-001-3/2023, to adjourn the 54th Legislature of the Republic of Liberia from Wednesday, November 1, 2023, to Monday, November 20, 2023.

The resolution comes in light of constitutional obligations, as outlined in Article 80c, which guarantees every Liberian citizen the right to be registered in a constituency and to participate in public elections only within their registered constituency. The exercise of this right was witnessed during the recent elections held on October 10, 2023.

Meanwhile, the National Elections Commission has declared a Run-off Election between the two presidential candidates who secured the highest votes cast, as no candidate acquired an absolute majority in the initial ballot, as stipulated by Article 83b of the Constitution of Liberia.

According to House Press Director Robert Haynes the Legislature recognizing the importance of active participation in the electoral process, especially given that members of the 54th Legislature registered and voted in their respective constituencies, it is imperative that each lawmaker takes part in the Run-off Election scheduled for November 14, 2023.

"Therefore, it is resolved by the Senate and House of Representatives of the Republic of Liberia in Legislature assembled; That the 54th Legislature of the Republic of Liberia has adjourned from Wednesday, November 1, 2023, to Monday, November 20, 2023." the resolution quoted.

Director Haynes said the joint Legislative resolution stands as a testament to the commitment of the Republic of Liberia to upholding democratic values and ensuring the active engagement of its lawmakers in the electoral processes.

He averred that the Joint Resolution was officially adopted on the 30th day of October, A.D. 2023, at the Capitol Building in the city of Monrovia, Republic of Liberia.

How Some Foreign Investors are Damaging Africa’s Image – the Case of “Jeety” in Liberia

The past years have proven that many African nations are not as bad as the foreign and local media project them to be. What is clear is that misinformation has and continues to destroy the image of many African countries, including Liberia and Sierra Leone.

From being branded as corrupt and ungovernable to being filled with hunger, disease, poverty, and deprivation, Africa, in general, continues to suffer from bad press and some not-so-good intention businesspeople like Upjit Singh Sachdeva, commonly known as “Jeety” in Liberia, who work to paint a bad image of Liberia and Sierra Leone by dictating negative narratives with misinformation in the local media. The true cost of “Jeety’s” misinformation is negative portrayers of African countries (Liberia and Sierra Leone) in the global community.

The regrettable underpinning is that some in the African media, as well as the governance structure and political domain, are doing little or nothing to rein in the flow of bad press and frivolous headlines dictated by self-seeking individuals, especially when the press or news headlines are artificially designed and manufactured by non-African and foreign businesspeople who would, under no condition, do a similar bad press for their native countries.

This is the case of Sierra Leone and Liberia-based Indian millionaire businessman Dr. Upjit Singh Sachdeva (Jeety). According to reliable sources and fact-finding, Upjit Singh Sachdeva, known as Jeety in Liberia and Sierra Leone, has and continues to frame and lie about his fellow Indian nationals to authorities and the media in both Sierra Leone and Liberia. He has engineered the unwarranted deportation of some of his fellow Indians in the Indian Community of Liberia because they stood up to his manipulation and control for power in the Indian Community in the subregion. Over the past years, the Indian Community demanded that Liberia and India foster a full-blown embassy-to-embassy diplomatic relationship, that demand terminated the Honorary Consular-ship of Upjit Singh Sachdeva (Jeety), especially after the Indian Foreign Ministry acted on the complaints of Indians in Liberia and Sierra Leone and removed Upjit Singh Sachdeva (Jeety) from the “Honorary Consul General” position he once held. Since then, Upjit Singh Sachdeva (Jeety) has instigated the removal and deportation of some of his fellow Indian nationals from Liberia through misinformation and bribery and has also engaged in a destructive paid media campaign against some of his fellow Indian countrymen branding them as terrorists and criminals and national security threats to both Sierra Leone and Liberia.

Finally, there are committed, serious, and dedicated men and women in the governments of Liberia and Sierra Leone who are, day in and out, going above and beyond to do good things that will not only change the lives of their people and respective countries but present a better image. Upjit Singh Sachdeva’s (Jeety) motives and his financial ability to work with a few bad apples to get the reputation of the governments of Sierra Leone and Liberia tainted and dominate the media space denigrating his fellow Indian nationals sends a message that bribery and corruption facilitated by powerful foreign businessmen can cause unnecessary narrative and generate baseless media headlines. The Liberian and Sierra Leonean media should not fall prey to this if they value transparent journalism because, over the years, the media in Liberia and Sierra Leone have demonstrated a dedication and commitment to responsible, fair, and independent journalism. They must keep it that way. They should not allow the personal ego of a foreign businessman to pollute the narrative coming out of the region, especially from a man like Upjit Singh Sachdeva (Jeety) who thinks he owns the subregion – especially Liberia and Sierra Leone. Lastly, the authorities in Sierra Leone and Liberia must not permit foreigners to do in their respective nations what their citizens cannot and will never be able to do in the country of such foreigners. Upjit Singh Sachdeva (Jeety) must not take Sierra Leone and Liberia for a joke! Sierra Leone and Liberia appreciate the businesses that Upjit Singh Sachdeva (Jeety) is doing in both countries. However, that gives him no room to do what he feels he can at will, especially against his fellow Indian Community members.

Justice Ministry Critizes Infamous Drug Trial Verdict

[For Immediste Release: May 21, 2023] The Ministry of Justice has described as appalling the not guilty verdict of Criminal Court “A” of the first judicial Circuit of Montserrado County at the Temple of Justice presided over by Judge A. Blamo Dixon in the 100-million drug bust trial.

Justice Minister Frank Musah Dean Jr says the verdict clearly undermines the collective efforts of Liberia and its international coalition to clamp down on the illegal transit of illicit drugs using West Africa as the conduit to trade narcotics internationally from Latin America and elsewhere.

He said for Liberia to play its role effectively in this international fight against drug trafficking, money laundering, and other crimes associated with illicit drug transportation and sale, all three branches of the government must take this fight as a collective responsibility and not just the executive.

“If the Executive through the Joint Security of the country, working in concert with their international counterparts, is ramping up the strife to apprehend and bring to book illicit drug traffickers and money launderers, our drug laws must compliment such efforts through appropriate legislations, and the courts must be ready to act in conformity with the laws and gravity of the breach of our laws” Liberia's Attorney General asserted.

He said it becomes worrisome and shameful as in the case of the recent verdict, for the courts to be setting hardcore criminals free when the evidence is overwhelming in the face of international security collaboration that tracked and brought the perpetrators of this heinous crime before the law.

“There was 100-million USD worth of drug stacked in a container that landed in Monrovia and the accused were caught red-handed attempting to take ownership of the container holding the illicit drug by attempting to bribe the businessman housing the container, yet the court through the empaneled 12-man jury said such brazen evidence didn’t warrant a guilty verdict. What more can the joint security and the Justice Ministry do to convince the court that the law was broken” he retorted

Minister Dean said what is even more concerning and despicable is the fact that these kinds of verdicts only lend credence to the widely held international and local perception that the judiciary-namely the courts are inherently compromised and it has again ignited the lingering debate of whether the judicial system should continue with the age-old jury-trial process when there are always talks about the unethical practice of jury tampering during such trials.

The Justice Minister said the ruling has also brought Liberia to international ridicule. He said even more lampooning is the fact that hours after the verdict and the release of the defendants by Judge A Blamo Dixon, the four men have now absconded.

He wondered why the men would flee or hide if they truly believed that they had committed no criminal offence. This is sickening, he said.

“ The court ordered the return of the two-hundred thousand United States dollars seized by the joint security during the arrest of the four men, so why are they not around to receive their money, if they know they have nothing to run from” the Attorney General Dean questioned.

Meanwhile, the joint security is now continuing to mount its search for the four men who continue to remain at large.

In October last year, a huge consignment of 520-kilograms drugs with a street value of about U.S.$100 million was seized by the Joint Security of Liberia through an international security collaboration involving the American and Brazilian Authorities.

For several years, West Africa has been a transit zone for narcotic drugs produced in Latin America destined for Europe and other parts of the world.

After being accused of many criminal charges in Liberia, Mr. Manoj Kumar Vatwain an Indian businessman is calling on the government of Liberia 🇱🇷 through the Liberia immigration service (LIS) to grent him access to enter this west African Country and that he's ready to face those changes leverage against him .

These charges include: Impersonating official, Criminal facilitation, criminal conspiracy and terroristic Threat against the state.

According to Mr. Manoj Kumar Vatwain, he has lived in Liberia 🇱🇷 for over 20 years with his wife and daughter and he's struggling to get justice in Liberia for the past 31 months and unable to see his wife and daughter.

Attached is a copy of the Charge Sheet by the Liberia national police With 2 Writ of Arrest from 2 different courts of Liberia with Interpol Look Out Notice by NCB LIBERIA.

Now, the Biggest question here is, why is it that the Liberian immigration denying such a huge Criminal that they had to offer writ of arrest?

Can we commit crimes and walk sky-free?

If Mr Manoj Kumar Vatwain is truly a high criminal, then he needs to be allowed entry into the country to facing his charges against him, if Liberia is a land of Justice ⚖️ under this government.

Liberians need Mr. Manoj Kumar Vatwain to facing the justice ⚖️ system, the Liberia Immigration Service (LIS) do not have the authority to interfere in the proceeding of Justice.

President Weah Signs into Law over $$782 Million Annual Budget

Monrovia, Liberia – The President of the Republic, H.E. Dr. George Manneh Weah, has signed into law the National Budget for the 2023 Fiscal Year following its passage into law by the National Legislature.

On Monday, April 10, 2023, the Liberia Chief Executive signed the Budget of L$122,139,108,000.00 same being US$782,943,000.00.

An Executive Mansion says following months of protracted scrutiny, including public hearings, both houses of the 54th National Legislature concurred and submitted the budget to the Office of the President for signature.

Earlier, the Executive Branch of Government, through the Ministry of Finance and Development Planning, submitted the National Budget to the Legislature as required by law.


The 2023 National Budget accounts for three separate revenue envelopes, including Tax Revenue and non-Tax Revenue as well as External Resources.

Accordingly, the budget subsequently becomes law once printed into handbills.

The Liberia National Police has investigated and charged a male vehicle Operator identified as Sam Morris for reckless driving resulting into deaths, injuries and property damaged, following the recent fatal road traffic accident that occurred along the ELWA, RIA highway at RLJ Junction.

The accident occurred on wednesday, March 22,2023 at about 1600hrs involving a white Renault truck with licensed plate number: UN-0695, operated by Sam Morris, a Liberian resident of Omega Community, Paynesville, and owned by UNIDO of One UN House, Pan African Plaza, 1st Street, Sinkor Monrovia and 13 vehicles.

The investigation further established that the UN truck operator lost control and collided with 13 vehicles including: 5 cars, 5 tricycles and 3 motorcycles, a tricycle finally got stucked under the truck and got on fire, leading the truck and the tricycle to burnt.

As a result of the accident , two kids to be identified left in the tricycle under the truck and got burnt completely. The total of 11 people including 6 Traffic Police Officers were involved in the accident, 4 persons have been pronounced dead.

The Officers involved in the accident are:
CIP. Wolubah Moore
Sgt. William Davis
Ptr. Abraham Kemokai
Sgt. Jacob Sumo
Ptr. Milton Pewee and
Ptr. Emmanuel Gbowee who was pronounced dead on arrival at ELWA and the remain is at ELWA mogue.

The rest of the Officers are undergoing medical attention at the ELWA Hospital. The remains of the two unidentified kids are deposited at JFK mogue, while an unidentified male victim was also pronounced dead and is at the ELWA moque.

Meanwhile, the operator, Sam Morris has been charged with reckless driving resulting to deaths, injuries and property damaged which is in violation of Section 10.4 of the vehicle and Traffic Laws of the Republic of awaiting Court prosecution.

BVR Materials Arrive in Liberia

The final consignment of 1,130 kits of Biometric Voter Registration (BVR) materials arrived Saturday via the Roberts International airport in Margibi county.

According to Commissioner Floyd Sayor, who chairs the steering committee of the 2023 elections and oversight on Logistics, the arrival of the materials puts NEC in a strong position to commence the registration on Monday 20 March as planned.

The latest consignment follows the arrival on 28 February of the first consignment, mostly for training and the servers for the Data Management System.

NEC is proceeding as planned to commence the registration exercise in the Phase One counties of Bomi, Grand Cape Mount, Grand Bassa, Gbarpolu, Margibi, and Montsurrado from 20 March to 9 April.
In preparation for the commencement, the Training of Trainers (TOT) workshop for Elections Magistrates, Assistant Magistrates, County Logistics Officers, and some staff of Headquarters was conducted from 1 to 5 March.
A 5-day training of electoral supervisors has also taken place while the training of 3,195 temporary staff commenced on 13 March and will be concluded on 17 March.

--Causing panic among residents
“The train was still moving with the fire blazing until we made a sign before the operator could know that something was going on, and this is how they stopped.”

A locomotive belonging to ArcelorMittal Liberia, marked AML 095, was gutted by fire in the center of Sanniquellie City at about 6AM on Thursday, March 16, while carrying about 55 wagons loaded with ore to the Port Of Buchanan, causing panic among the residents.

The cause of the fire that left the locomotive nearly burned is yet to be established. A resident living around the Nimba University, near where the incident occurred, said she heard a train coming, but suddenly she saw smoke billowing over the train with the crew jumping through the window for their lives.

“I was totally afraid to see this kind of heavy fire over the train at this early hours, where we were preparing our kids for school,” said Laimon Moore, a mother of three.

“The train was still moving with the fire blazing until we made a sign before the operator could know that something was going on and this is how he stopped,” said another resident, who asked not to be named.

According to some AML workers, the management immediately sent a rescue team from Yekepa with a fire truck and they were able to extinguish the fire, transport the burned locomotive back to Yekepa and call in for another locomotive from Buchanan to take the ore away.

No damage was reportedly done to the ore at all, because there was no derailment, though the locomotive remained on the track/rail and got burned.

AML locomotives have been involved in a series of accidents since they began the moving ore from Yekepa to Buchanan in 2011, but the most fatal was last year when two maintenance workers got killed with several others wounded while carrying on maintenance work on the railroad.

In May 2021, two locomotives coming from opposite directions collided in Nimba County, leaving the two operators to sustain severe injuries with neither of them yet to resume work.

There have been a series of derailments, which left huge tonnes of iron ore wasted. The latest was in April, when a locomotive marked 1505 was derailed at kilometer 170 from the port of Buchanan, dumping 25 of the 45 wagons loaded with iron ore.

AML has been blamed by some victims of the past incidents for not putting safety mechanisms in place, in terms of better communication links along the railroad to alert the operators of one another location like during the days of LAMCO, where the control towel responsible for the movement of locomotive was vibrant.

Some of the victims from last year’s incident recounted how at some points AML locomotive operators were forced to use mobile phones to know the location of other locomotives and, where there is no network, it became very risky, something the company could not verify when contacted.

AML is said to be operating six locomotives, with this 095 being the latest to be brought in the country, according to staff of the company who asked not to be named.

With this latest incident the communication department is yet to comment despite several contacts.
