STATE HOUSE CONNECTIONS TO GOLD/ CASH SCANDAL EXPOSED.

Good Evening.

Tonight we unravel for you our readers some of the crucial details about the on-going Gold and Cash scandal exploded by the Drug Enforcement Commisson ( DEC) at The Kenneth Kaunda International Airport on Monday August 14, 2023.

Here are the KEY PLAYERS;

1. The Pilot, who was the first Zambian arrested, is named Patrick Kawanu ( Jnr) who works for Mahogamy Airlines.

According to the statement he has so far given, he was brought into the deal after being told that it was an opportunity that would change his life forever. He was convinced by Mahogany Air owner Jim Belemu and Yusuf Zumla.

2.YUSUF ZUMLA.

Yusuf Zumla is the owner of the Zambian Plane registered under the name King Air, which had Gold on board to be exchanged with the Cash from the Foreign Jet.

Yusuf Zumla is the Board Chairperson of the Zambia Tourism Agency ( ZTA),and is also the owner of Eastern Safaris which previously owned the prestigious Chichele Lodge. It is believed that Zumla co-owned Chichele Lodge with prominent Lusaka Businessman Diego Cassilli.

3. JIM BELEMU

Jim Belemu is the owner of Mahogany Air, a senior member of the ruling United Party for National Development ( UPND), is the Prime mover of this whole Gold and Cash deal, and was instrumental in determing the location of the transactions at Kenneth Kaunda International Airport ( KK IA).

4. OSWARD DIANGAMO

This is a former employee of one of President Hakainde Hichilema's business operations. Although he is currently not an employee of the Zambian government, he is a prominent member of the UPND Security and travels on a diplomatic passport.

Osward Diangamo was initially among those arrested and detained at Lusaka Central Police , but was released after representations from government officials keen to keep any hint of State House out of the picture.

Osward Diangamo and Jim Belemu are the two who have disappeared with the US5 million that Socialist Party Leader Fred Mmembe mentioned.

SHADRECK KASANDA.

This is the fellow who has been seen posing with Cash and Gold on Social Media, and is one of the people Zambian Whistleblower wrote about who scammed an American businesswoman out of US 770,000.

For the past one week Kasanda was making frantic efforts to have a public function of him joining the UPND, in the manner that Kelvin Sampa did. Sampa actually earlier today posted a statement saying " Cash and the Plane released to the owners" which Home Affairs and Internal Security Minister Jack Mwiimbu later refuted as being false.

It is reported that there is currently very furious government activity to try and keep this Gold scandal dirty from splashing unto State House and the President.

Amongst themselves, State House officials have identified Mr. Jito Kayumba as Kasanda's closest contact in their establishment, although two other Aides of the President have been mentioned.

At the time of compiling this story, Kasanda, Jim Belemu and Osward Diangamo were still on the run.

6. OTHER SUSPECTS

Note that it is not just people of Egyptian Nationality who have been arrested.

7. THE DEC

We shall leave it up to DEC to solve the Mystery of REAL and FAKE Gold, and the changing of figures from US 11.6 million to slightly above US 5million.

Zambia is hosting the 22nd COMESA SUMMIT but the Meeting has been poorly attended.

The Summit follows the COMESA Policy Organs meetings of the Intergovernmental Committee and Council of Ministers which were held in Lusaka in December 2022.

President Hakainde Hichilema of Zambia has taken over the Chair of the COMESA Authority from President Abdel Fattah el-Sisi of Egyptian who was the current Chairperson.

An open letter to upcoming

My dearest young friends.

First and foremost, I must congratulate you for being brave enough to follow your hearts even as I know you are scared and worried... As you should be.

I will not lie to you. The road you are on now is a tough one and you will experience so many bumps and twists and turns. But it is worth it in the end.

Even as you just begin, you will face doubters and detractors, you will face hardships and challenges not even your parents may have undergone, brick walls. People will not understand you, some will mock you, you will loose friendships and relationships, but it's a sacrifice that you need to make.

You need to know that the deck is stacked against you. The odds are not in your favour because you are going against the tide and convectional wisdom. That's why only the strongest and bravest will make it to the end.

I have also seen my fair share of challenges and I feel if there is anything I can give you, which I needed the time I was you age and at your time in development, it was a heads up of things to come and some tips on how to manuever and survive. Some of the biggest challenges you'll face are with capital.

The money market as it is, is oriented towards salaried workers, the conditions for entrepreneurs are by all measures insane. The interests are unbeareble, availability is a nightmare, and the the demands are just unattainable for anyone who doesn't have money already.

The other challenge is that newcomers in the market have to dislodge the already existing titans, who already have loyalties and a much bigger financial muscle. Very eager to squash you before you even make the first step.

To survive, you must offer a service 10 times better and in most cases at a cheaper price. So be very innovative and take advantage of technology. Be ready to put extra hours of work and hire people with the same motivation as you.

Do not underestimate the value of mentorship and apprenticeship. Learn from the people doing what you want to do at least for a few years even if you are not getting paid. As an entrepreneur, you must know that money is secondary. Knowledge and a good network are worth more than gold. And to top it all, you must realize that there is some knowledge which only comes with age.

Collaborate with one other, keeping in mind that you need to set up a solid legal framework in terms of terms of service and contract to one another so that you don't have any problems in the end.

Keep your ears to the ground, bid for everything you can, look for new opportunities day in and day out. Take advantage of NGO and government programs. Things like CEEC and CDF and bank offers orientated towards CSR. Something one day will surely work out for you if you have the mental fortitude to keep pushing and not give up.

I genuinely wish you well in your endeavors. Put God first and just keep on trying. I shall try to guide you where I can just as many others I have realized are willing. Your Fellow youths such B Flow and accomplished business leaders such as Mizinga Melu and many many more.

Lastly, I advise you to hold on to your faith. Sometimes things will go so sour that the only saving grace from giving up is knowing that God is in control and he will be there with you. Be brave. Be courageous. Be tenacious.

When you give up $1bn revenue from taxing mines in 5 years and opt to borrow $1.4bn in 3 years

The finance minister Situmbeko Musokotwane announced the reaching of a $1.4billion staff level loan agreement with the International Monetary Fund - IMF to be disbursed over three (3) years.

This works out on a straight line basis to be a loan of $467million per year for three years ($1.4m/3yrs). Is this amount worth the deal and the conditions precedent?

The Finance Minister in his 2022 budget presentation stated that he is allowing Mineral Royalty Tax - MRT to be tax deductible which would result in an annual revenue loss of K3.2billion (about $200m). This works out to $1bn over 5 years ($200m * 5yrs).

Now, this revenue loss on MRT becoming tax deductible is premised on current copper prices which have been projected to even be on the way up and higher in the coming years on growing Copper demand for electric car boom. This means that the country could have even made more than $200m per year from MRT alone.

FQM’s Kanshanshi Mine in 2020 produced gold worth about $200 million as Zambia Gold Company Kasenseli mine which is ZCCM-IH 51% and Ministry of Finance 49% owned is said to have even higher gold deposits with potential to deliver gold worth $500million annually. Is borrowing $467m annually worth it?

We can go on and on to share Zambian projects and products that can make the government $467million annually in direct or indirect revenue which questions the decision to opt to engage the IMF for amounts that the government can raise.

Some questions to ask?
1. Is the $1.4bn over 3 years worth it? Isn’t the difference too small when compared with $1bn in 5 years.
2. Was MRT deductibility trade off which now works out to be a mere $267m per annum worth it?
3. Why should we not work at getting gold from Kasenseli in Mwinilunga to give the nation the $467m than borrow? Are there no other options to re-structure the loans other than through this IMF deal?
4. If it’s technical assistance you need from IMF, you can still get it without putting the country to negotiate on tough conditions precedent that already is not giving you time to find alternatives to sort out innovative ways to cut electricity and fuel prices without the need to immediately increase prices on already burdened citizens and business community?
5. On the need for an IMF stamp to restructure the already existing debt, can’t engagement for technical support only suffice? has Lazard failed? When are you terminating their contract?

We are not in any way saying the IMF deal should be discarded if it works out to be the only option, but our collective experience and history as a nation tells us to take full precautions for the sake of posterity.

We ask again; Is this trade off to forgo straight revenue of about $1bn in MRT opting to borrowing $1.4bn in debt worth it? Dear ZBT reader - your contribution will be most appreciated

ZRA demands K588,213,860.23 in unpaid taxes from Airtel

ZAMBIA Revenue Authority (ZRA) has asked Airtel Networks Zambia Limited to pay K588,213,860.23 towards indirect taxes covering the period January 2013 to December 2017.

In a letter, addressed to Airtel Zambia managing director and signed by Zambia Revenue Authority (ZRA) excise unit assistant director Patience Siame, the authority stated that its position was based on Section 76B and 139A of the Customs and Excise Act as well as the Seventh and Eighth Schedules to the Act.

“Dear Sir, INDIRECT TAXES-ASSESSMENT AFTER AUDIT- K 588,213,860.23 with reference to the Comprehensive Audit covering the period January 2013 to December 2017 which was duly explained to you in our exit meeting held at both ZRA offices on July 25, 2018 and Airtel House on July 27, 2017, a formal assessment to Airtel Network Zambia Plc is hereby issued. Following the engagement mentioned above, our held position is that the fair assessment is K588, 213, 860.23. This comprising of K151,395,351.58 as the principal Excise duty amount, K23,326,035.95 being VAT, K4,807,411.50 as interest and K408,685,061.20 as penalty at 35 per cent of the duty paid value,” Siame stated. “The breakdown of the assessment is here provided in narrative below: 1. Airtel Mobile Commerce SMS: We would like to note that principal assessment of K19,212,476.58 in Local Excise Duty and K22,106,196.55 in Value Added Tax has been issued. Therefore, the revised penalties and interest are K48,357,305.00 and K4,412,014.07 respectively. The assessment has been revised downwards from the previously discussed assessment. This follows your submission that the current level of business for Airtel Mobile Commerce is not the same as it was at the start of the business and thus an estimate of 50 million SMS per month which is based on 2018 will be an over estimation. In that regard, the turnover ratios based on Airtel Mobile Commerce Financial Statements for the period under review have been used to come up with a reasonable volume of SMS per month. You will appreciate that this is highly considerate as it has taken into account the SMS generated in 2011 and 2012.”

Siame requested Airtel to consider the fact that Airtel Mobile Commerce and Airtel Networks Plc were two separate legal entities and that a service was provided as an SMS, which was taxable supply.

On Airtel Network Plc SMSs, Siame stated that in view of the fact that the Airtel had been supplying itself with airtime (SMS-text messages) such as its advertisement and notifications of balances, an assessment of K132,135,000.00 had been raised and that a penalty of K360,197,250.00 had been charged.

She stated that the assessment was based on the minimum estimate of 200 million of SMS that were noted to have been sent by Airtel for its various products ranging from SoChe, SoChe Daily, SoChe Weekly, SoChe Monthly and many others.
Siame stated that the penalty was charged at 35 per cent of the Duty paid Value being a second offence.

“Kindly note that consideration was given to exclude in this assessment flash messages and SMSs that are for public benefit such epidemic warnings or awareness. Airtel Money USSD Services: An assessment of Excise Duty and K59,660.00 as VAT has been made on Airtel for the USSD services that Airtel Networks provide to Airtel Mobile Commerce. A penalty of K130,506.25 has also been charged at 35 per cent of the Duty paid value. Duplicate VAT input Claims. It was also noted that Airtel claimed input VAT more than once and the duplicated VAT amounted to K1,160.179.40. In considering the time value of money, interest of K395,397.43 has been charged,” Siame stated. “100 per cent Bonus Airtime on SoChe Pack, Acquisition Offers: The final assessment on this issue will be communicated to Airtel once the proof from Airtel is verified by the auditors. Post Paid Airtime and Prepaid Airtime: We would like to advise that the final assessment on this item with regard to Credit notes will be communicated in the course of next week once the information submission on this item from Airtel is received. If the required information is not made available by August 2, 2018, the current assessment amount shall be upheld. Regarding exemptions, the position will be reviewed once guidance is provided in line with Section 92 of the Customs and Excise Act as well as Regulation 81B of Customs and Excise General Regulations.”

Siame advised that the assessment was now due and payable.

“Kindly make necessary arrangements to liquidate this amount within five working days of receipt of this letter, after which interest will start accruing pursuant to Section 171 (1) of the Customs and Excise Act and will continue to accrue for the period it remains unpaid. As for VAT, you are required to liquidate the assessment within 30 days as provided by Section 21 of the VAT Act. Further, you are advised to conduct a self-assessment for transactions after the audit period which should include correction of errors advised to avoid stiffer penalties in our next audit,” stated Siame. “Voluntary disclosure will not attract penalties. Please submit the self-assessment in the subsequent return (July 2018 return). For future return submissions, you are advised to ensure that correct taxes are accounted for, Furthermore, kindly be advised that you have the right to appeal as provided under Section 30 to 32 of the VAT Act and Section 190 of the Customs and Excise Act if you do not agree our determination.”

We do not know the source of this message and what the real motive of the ones circulating it are.

However, our suspicion is that this is the work of criminal elements averse to the interests of the Patriotic Front. Whatever, the motive this message is intended to ridicule the Patriotic Front and bring the party into public odium.

We wish to notify the public to ignore the message or better still report to the police.

EXPRESSING SURPRISE THAT DESPITE DIRECTIVES BY THE VICE PRESIDENT, CERTAIN PRO-CSE WORKING GROUPS ARE ENGAGING SELECTED STAKEHOLDERS ON SRH&R AND CSE.
Honour, we wish to express deep concern that despite the directive given by Her Honour, the Vice President, Hon. Inonge Wina, MP, that a multi-sectoral technical working group will be set up to consult on Comprehensive Sexuality Education (CSE), promoters of this program have heightened engagement with selected stakeholders such as Members of Parliament.

We have noted that two urgent consultative programs have been set up at the National Assembly on both the subject of Sexual Reproductive Health and Rights (SRH&R) and Comprehensive Sexuality Education (CSE) just in the space of the next two weeks. We are in receipt of an invitation letter dated 9th October and a program indicating that a 20 minute presentation on CSE Experiences is expected from the EFZ at a meeting to be held on 12th October, 2020.

While we appreciate the invitation to one of the two events in reference, our concern is that these heightened efforts by promoters of these programs go a long way to undermine the mechanism currently in motion, set up by Government to review and attend to concerns in an objective manner, on matters raised against these two programs by stakeholders.

We earnestly appeal to the Clerk of the National Assembly, Mrs. Cecilia Nsenduluka Mbewe to halt these processes being thrust on Parliament until the announced Government led consultative process is completed. A letter has been written to this effect.

We are also of the strong view that engaging Parliament at this stage may be premature as we wish that stakeholders, parents and other key actors complete the consultative process of scrutinizing and reviewing SRH&R and CSE.

We also hope that the Report and Outcome documents from the consultative mechanism will be taken to Cabinet for approval and later to Parliament for adoption.

We hold the view that the two programs are extremely fundamental to the moral, spiritual, character and cultural life of Zambia that the outcome document from such a national consultative process, should be accorded the highest approval levels by the organs of the State that should necessarily include the Executive and Parliament.

We also wish to make an appeal to promoters of these two programs to respect the concerns raised by other stakeholders and to exercise patience and restraint in the rollout of the programs in question until such a time that sufficient consensus has been obtained.

May God bless our great nation, especially as we begin this sacred week of nation-wide prayers in the wake of the National Day of Prayer, Fasting, Repentance and Reconciliation which falls on 18th October 2020.

KABWATA MAN LEAVES WIFE HOME IN THE MORNING TO ATTEND HIS WEDDING.
Zambian man has shocked the entire nation after he left home on what seemed to be a normal Saturday to actually attend his wedding ceremony at the Catholic Church in Lusaka today.

Abraham Muyunda of Kabwata Site and Service was this morning caught exchanging vows to his new found “soon to be wife” by his actual his wife who walked in unexpectedly while carrying a child during the church ceremony.

Mr. Muyunda, a Zambia Revenue Authority employee at Head Office is married to Caroline Mubita with whom, they both co-parent three children together.

The promiscuous husband Mr. Muyunda, left home today in the morning and told his wife that he had gone out of town on duty when, in fact he was set to tie another Knott with another woman.

The wedding took place at a named Catholic church within Kabwata area. During the eventful day, Mrs. Muyunda was tipped off by vigilant neighbours that her husband was actually the groom in a wedding with another woman.

During the officiating ceremony before they could be pronounced as husband and wife, the legally recognised wife rushed into the ceremony in the company of her children. She ran to the alter asking the priest to stop the proceedings as she claimed the man was her husband and asked her children to come to the front as she interrupted the ceremony.

The embarrassed looking Mr. Muyunda was speechless as he kept looking down while his legitimate wife claimed he was her husband in front of the Church in the presence of his illegal wife to be.

The “groom/run away husband” has so far been handed over to Kabwata Police station where he is being kept as the family discuses the way forward regarding the current happenings and revelations.

According to the Zambian law, a man legally married to a wife is not at liberty to marry another woman, except after divorce is finalised, a position Mr. Muyunda did not meet. He is therefore likely to be charged with bigamy which is a criminal matter in the country of which, when one is convicted, they could face up to 7 years imprisonment.

regional and international trade and security issues with member of the Government and other key stakeholders.”

The visit will help bolster trade and investment links between the two countries, and
highlight future investment opportunities for British businesses and the fight against COVID-19.

AND BRITISH HIGH COMMISSIONER TO ZAMBIA NICHOLAS WOOLLEY SAID:
“The UK will continue to support economic growth and regional trade integration as a mechanism to help alleviate poverty and improving the living standards of the most disadvantaged communities a core part of UK’s work in Zambia.”

Mr. Duddridge will meet the Republican President HE Edgar Changwa Lungu and the Minister of Finance.

The meetings will focus on how to strengthen trade and investment links between the two countries, regional and international security issues, and identify areas for further cooperation.

During the visit, Mr. Duddridge will also meet members of the local civil society opposition leaders, the business community, and church leaders.

The UK's Minister for Africa, James Duddridge MP, will make a two-day visit to Zambia 8-9 October 2020.
