The country’s first private train has contravened the Railways Act, 1989, since the Central government is the competent authority to decide on tariff and not the IRCTC, say top railway officials.

The much-publicised train service flagged off on the Lucknow-Delhi-Lucknow corridor on October 4 charges a higher fare than the existing Shatabdi Express and other trains on the same route.

The issue is being closely watched in the context of the move to run 150 more trains in private mode.

The Indian Railways had entrusted IRCTC, its commercial tourism and catering arm, with the task of operating two premium trains using the fully air-conditioned rakes of the semi-high speed Tejas Express. The second private train will soon be run on the Mumbai-Ahmedabad-Mumbai sector.

While the first corporate-run train has received good feedback from passengers. who compared its amenities and on-board service favourably with global standards, senior railway officials say the tariff fixed is apparently in violation of the Railways Act. The fares are higher and there is hardly any change in the running time.

Chinese President Xi Jinping left for India on Friday morning for the second informal meeting with Prime Minister Narendra Modi in the southern state of Tamil Nadu. Trade issues, boundary disputes and multilateral cooperation are expected to dominate the “informal summit” at Mamallapuram between them on October 11 and 12.

Modi hosts private dinner for Xi
After the cultural event, Mr. Modi hosted Mr. Xi for a private dinner at the Shore temple complex. Eight delegates from each side were also invited for the dinner and they sat in tables little away from Mr. Xi and Mr. Modi’s. Delicately selected authentic Tamil cuisines including vegetarian and non-vegetarian dishes were served in the dinner.

According to available information, the two leaders will be treated to a sumptuous dinner, comprising sambhar, besides other delicacies.

Arachu vitta Sambhar, prepared from grounded lentils, certain spices and coconut to make it that much tastier is touted to be the key attraction in the menu.

The meal will include thakkali rasam (tomato rasam) and kadalai korma (chick pea korma), besides halwa as the premier dessert.

Further, the Chinese President will be treated to a select non-vegetarian delicacies.

Describing the report presented by the State government on the ongoing strike by TSRTC employees as vague, the Telangana High Court on Thursday instructed it to come up with a detailed one.

Hearing arguments in a PIL over the strike, a Bench of the vacation court comprising Justice A. Rajasheker Reddy and Justice A. Abhishek Reddy posted the matter to Tuesday for next hearing. The Bench directed Advocate General B.S. Prasad and Additional Advocate General J. Ramchander Rao to explain in detail the steps taken by the government to help public in the backdrop of the strike.

Paytm ने ग्राहकों को दिया बड़ा झटका, बचत खाते पर चलाई कैंची..
पेटीएम भुगतान बैंक ने सेविंग अकाउंट पर ब्याज दर में आधा फीसदी कटौती कर 3.5 फीसदी कर दिया है. पेटीएम बैंक की ओर से जारी बयान में बताया गया कि यह कटौती 1 नवंबर से प्रभावी होगी. इसके साथ ही पेटीएम भुगतान बैंक ने अपने ग्राहकों के लिए सावधि जमा योजना (एफडी) की भी घोषणा की है.
इसमें ग्राहकों को अपनी जमा पर पीपीबी के भागीदार बैंक के जरिये 7.5 फीसदी का ब्याज मिलेगा. बैंक के एमडी सतीश कुमार गुप्ता ने कहा, ‘‘रिजर्व बैंक ने हाल में रेपो रेट को चौथाई फीसदी घटाकर 5.15 प्रतिशत कर दिया है. पिछले 12 माह में केंद्रीय बैंक रेपो दर में 1.35 फीसदी की कटौती कर चुका है. इस वजह से यह कदम उठाया गया है.’’

The Assembly polls in Maharashtra are taking place amid a mood of great ennui. The political advantage with the ruling BJP-Shiv Sena, compared to the implosion in the Opposition ranks has led to most analysts concluding that the results wouldn’t change the status quo. That is not the whole story, however.

More interesting perhaps than the ruling party versus Opposition fight, is the internecine warfare between the two alliance partners the BJP and the Shiv Sena and what it portends for the future of politics in the State.

The Bhopal Municipal Corporation (BMC) and the Central Pollution Control Board (CPCB) have joined hands to set up the country’s first e-waste clinic here, that would enable segregation, processing and disposal of waste from both household and commercial units.
After inspecting the garbage and plastic recovery centres in Bhanpur here, CPCB officials discussed the clinic with BMC officials. A three-month pilot project, the clinic, if successful, would be replicated elsewhere in the country.

“Electronic waste will be collected door-to-door or could be deposited directly at the clinic in exchange for a fee. The CPCB will provide technical support at the unit,” BMC Additional Commissioner Rajesh Rathore told The Hindu.

At present, there was no estimate of the quantity of electronic waste generated in the city, he added. “Hazardous waste will be sent to Bengaluru for recycling,” he said.

PayPal has pulled out of Facebook’s digital currency project, known as Libra, a blow to the social media company that has faced stronger-than-expected scrutiny over its proposed creation of an alternative payments system.

The digital payments company said Friday it is withdrawing from the Libra Association so it can focus on its existing businesses.“Facebook has been a longstanding and valued strategic partner to PayPal, and we will continue to partner with and support Facebook in various capacities,” PayPal said.

Facebook has presented Libra as a currency that could be used for digital payments, particularly outside the U.S. It would be backed by real currency, unlike other digital currencies like Bitcoin or Etherium.

The Libra Association, based in Switzerland, was supposed to give the currency project a comfortable arm’s length distance from Facebook, which wouldn’t own Libra.

Despite Facebook’s efforts, financial regulators as well as members of Congress have questioned the company’s motives for creating a new digital currency, particularly in light of criticisms that Facebook’s business model is too invasive of its users’ privacy.

Rep. Maxine Waters, the chairwoman of the House Financial Services Committee, has demanded Facebook founder Mark Zuckerberg testify in front of her committee before Libra is rolled out. Along with privacy concerns, Waters’ has cited the potential for Libra to be used in money laundering and other financial crimes.

Reliance Jio on Wednesday announced that it has decided to start charging six paise a minute to subscribers making calls to other mobile networks. The Mumbai-based operator claimed that the new voice charge would be at the prevailing Interconnect Usage Charge (IUC) rate that has been fixed by Telecom Regulatory Authority of India (TRAI) for telcos enabling inter-networking outgoing calls, which are also known as off-net voice calls. The new change is specifically designed for voice calls being made to other operators, while all Jio-to-Jio calls, incoming calls, and Jio-to-landline calls will remain to be available at no additional charge.

Google could unveil its first 5G phone alongside the Pixel 4 and Pixel 4 XL at the hardware event on October 15, according to a media report. The 5G phone by the search giant is likely to make the competition tougher for the 5G-supported iPhone models that are speculated to debut in 2020. It would also take on the 5G developments by rival handset makers such as Samsung and Huawei. The 5G phone by Google, which is rumoured to arrive as the Pixel 4 XL 5G, would have top-of-the-line specifications, including as much as 8GB of RAM -- the highest capacity in the Pixel family.

The 5G phone is currently being test produced in China, though it will eventually be manufactured outside Chine to avoid the ongoing US-China tariff dispute, according to a report by Nikkei Asian Review, citing people familiar with the development. The company is expected to formally announce its 5G model at the forthcoming hardware event. However, it is said that the smartphone would be launched in Spring next year -- alongside a budget Pixel phone.

By launching in Spring next year, Google would be able to beat Apple that is speculated to unveil its 5G-enabled iPhone models in the later part of 2020.

The Google 5G phone is said to come with the octa-core Qualcomm Snapdragon 855 SoC. A recently spotted Geekbench listing hinted at 8GB of RAM on the 5G model that could debut as the Pixel 4 XL 5G.

Google currently is said have a share of less than 0.5 percent in the global smartphone market through its Pixel phone lineup that is due to receive an upgrade this month. However, a report by Strategy Analytics released in January this year claimed that despite having a marginal share, Google Pixel emerged as the fastest-growing smartphone brand in the US in the fourth quarter of 2018.

In the recent past, Google has increased its efforts towards hardware with a view to taking on companies such as Apple and Samsung. The company is also bringing new enhancements to the Android operating system to compete against Apple's iOS.

Chinese President Xi Jinping will arrive in Chennai for the second “informal summit” with Prime Minister Narendra Modi on October 11-12, both New Delhi and Beijing announced on Wednesday.
The forthcoming Chennai Informal Summit will provide an opportunity for the two leaders to continue their discussions on overarching issues of bilateral, regional and global importance and to exchange views on deepening India-China Closer Development Partnership,” the Ministry of External Affairs said in a statement.

No specific outcomes, or agreements are expected at the end of their talks, said government officials, but the two leaders will hold wide-ranging talks on bilateral issues including enhancing trade, resolving the boundary dispute and possible new Confidence Building Measures (CBMs); regional issues including Afghanistan, the Indo-Pacific and terrorism; as well as global issues including trade.

Before the Centre rolls out a plan to compile a countrywide National Register of Citizens (NRC) on the lines of the document compiled in Assam, it will have to decide a common cut-off date, a senior government official said.

Home Minister Amit Shah reiterated his stand on a wider NRC exercise a few days ago in Kolkata when he said “all infiltrators will be thrown out” while assuring six non-Muslim communities from neighbouring Bangladesh, Pakistan and Afghanistan that the “BJP government will bring the Citizenship Amendment Bill before NRC.” The Bill seeks to provide citizenship to Hindu, Sikh, Buddhist, Jain, Parsis and Christians from the three neighbouring countries.
The official said that under Article 6 of the Constitution, the cut-off date for migration to India from Pakistan is July 19, 1948. “There are other provisions like citizenship by birth and naturalisation as per the Citizenship Act, 1955. Several States are demanding NRC but States are competent enough to detect and deport foreign nationals,” said the official. In Assam, the cut-off date for inclusion in the updated NRC is March 25, 1971, as spelt out in the Assam Accord.

Ahead of Chinese President Xi Jinping’s visit to India and Nepal, which is expected to be officially announced on Wednesday, Beijing has dropped references to the role of the United Nations in resolving the Kashmir issue.

Instead Beijing has advocated direct talks between New Delhi and Islamabad. In the presence of visiting Pakistan Prime Minister Imran Khan and Chief of the Army Staff General Qamar Javed Bajwa, Chinese Foreign Ministry spokesperson Geng Shuang, in response to a question, said: “China’s position on the Kashmir issue is consistent and clear. We call upon India and Pakistan to enhance dialogue and consultation on issues including Kashmir and consolidate mutual trust. This is in line with the interests of both countries and common aspirations of the world.”

The leader of al-Qaeda in the Indian Subcontinent (AQIS) was killed in a joint U.S.-Afghan operation in September, Afghan officials confirmed on October 8.

Asim Umar, a Pakistani citizen, “was along with six other AQIS members, most of them Pakistani”, in southern Helmand Province, the National Directorate of Security said on Twitter, adding that Umar had been “embedded” in a Taliban compound.

The Indian Air Force on Tuesday received its first Rafale fighter jet from a series of 36 aircraft purchased from France in the presence of Defence Minister Rajnath Singh here.

Mr. Singh attended the handover ceremony of the first Rafale fighter jet acquired by the IAF along with his French counterpart Florence Parly at aircraft maker Dassault Aviation facility in Merignac, southwestern France.
“Rafale will boost India’s air dominance exponentially,” Mr. Singh said after receiving the aircraft.

Mr. Singh, who earlier held wide-ranging talks with French President Emmanuel Macron in Paris, said his visit was aimed at “expanding the strategic partnership” between India and France.

Arrangements have also been made for a traditional Indian Shastra Puja, or weapons’ worship which forms part of Dussehra celebrations and this year also marks Air Force Day — IAF’s 87th anniversary.

Mr. Singh is scheduled to fly a sortie in the Rafale jet following the Shastra Puja, which will conclude with the traditional breaking of a coconut before the new aircraft.

India had ordered 36 Rafale fighter jets from France in a deal worth ₹59,000 crore in September 2016. The first batch of four Rafale jets will fly to its home base in India by May 2020.

All 36 jets are expected to arrive in India by September 2022, for which the IAF has been reportedly undertaking preparations, including readying required infrastructure and training of pilots.

The Rafale is a twin-jet fighter aircraft able to operate from both an aircraft carrier and a shore base. The manufacturers describe it as a fully versatile aircraft which can carry out all combat aviation missions to achieve air superiority and air defence, close air support, in-depth strikes, reconnaissance, anti-ship strikes and nuclear deterrence.

Defence Minister Rajnath Singh, who is in France for an official handover ceremony of the first Rafale fighter jet acquired by the Indian Air Force (IAF), discussed stronger India-France defence and strategic ties at a meeting with French President Emmanuel Macron in Paris on Tuesday.

During the meeting at Elysee Palace, the official base of the French President, Mr. Singh welcomed France as an “important strategic partner” of India.
