University officials said the cuts are in response to declining enrollment, which is a main contributor to the expected budget shortfall. But union members contend that the cuts are not proportional to enrollment declines and the university should instead look toward its administrative budget, which grew by roughly a third across the CSU between 2006 and 2018, according to the union.

Lawmakers did not have cost estimates when they voted on the wage increase in part because the final bill reflected a last-minute deal between major health care employers represented by the California Hospital Association and the Service Employees International Union.

Their agreement replaced an earlier version that would have raised pay faster for workers.
