PENTAGON PROVIDED NEARLY $8 BILLION IN ARMS, AID TO UKRAINE, SO FAR

The Pentagon has provided approximately $7.6 billion in military assistance to Ukraine, including approximately $6.9 billion since the start of Russia's invasion on February 24 of this year, according to a "fact sheet" released over the holiday weekend.

A few days ago, on July 1, the Department of Defense (DoD) announced an additional $820 million in military assistance for Ukraine, through a so-called "Presidential Drawdown" of approved weapons systems, the fourteenth such drawdown since last summer.
Military assistance for the Ukraine includes the following weapons systems:
• More than 1,400 Stinger anti-aircraft systems;
• More than 6,500 Javelin anti-armor systems;
• More than 20,000 other anti-armor systems;
• More than 700 Switchblade Tactical Unmanned Aerial Systems;
• More than 155mm Howitzers and up to 410,000 155mm artillery rounds;
• A total of 36,000 105mm artillery rounds;
• A total of 126 Tactical Vehicles to tow 155mm Howitzers;
• A total of 19 Tactical Vehicles to recover equipment;
• A total of Eight High Mobility Artillery Rocket Systems and ammunition, including two which were destroyed by Russian troops over the most recent weekend, according to one foreign press report.

IRANIANS HINT THAT DEAL ON NUKES IS POSSIBLE WITH U.S.
Tehran is prepared for new talks with the U.S. to revive the discredited, failed 2015 deal as a diplomatic crisis is emerging once again over the country’s atomic program.
Iran's UN Ambassador Majid Takht Ravanchi informed the UN Security Council yesterday that the Iranian “negotiating team is ready to engage constructively again to conclude and reach agreement... agreement is not out of reach."
Ravanchi’s comments came a day after the latest round of negotiations stalled in Qatar.
The ambassador described the Qatar talks as “serious and positive."

EU READY TO REMOVE BLOCKADE ORDER FOR RUSSIA'S KALININGRAD

The European Union is reportedly ready to end the blockade of the Russian port city of Kaliningrad, hoping to rapidly reduce tensions with Moscow.

The EU embargo has kept goods from traveling by train to and from Russia through Lithuania and Poland, which border the enclave on the Baltic Sea. The port city is separated geographically from mainland Russia, and was formerly a German metropolis called Koeningsberg.

The blockade was implemented in response to Russia's invasion of the Ukraine four months ago. But EU government officials are telling reporters in Eastern Europe that there is a concern that Russian Prime Minister Vladimir Putin may order an invasion of Lithuania or Poland to seize territory and end the embargo.

Europeans want to avoid a wider war with Russia at this time over Kaliningrad, and prevent Putin from taking territory of Lithuania or Poland by force, officials told reporters.

LOCAL LAW ALLOWING ILLEGAL ALIENS VOTING RIGHTS OVERTURNED
The New York Supreme Court yesterday rejected a law passed last January that would have given foreigners -- including illegal aliens just across the border from Mexico -- permission to vote in New York City's local elections. All that a foreign voter had to do to cast a municipal ballot was to declare at the polling place that he had resided in one of the city's five boroughs for a whole month.
The court declared the inflammatory law “illegal, null and void” for “it is clear…that voting is a right granted to citizens of the United States.”
The court’s opinion results in a permanent injunction cancelling the law in response to a suit filed by city council members from both the Democratic and Republican parties, Vito Fossella, the Staten Island Borough President, and several city residents who are naturalized citizens.
If the law had gone into effect, as planned early next year, nearly 800,000 illegal aliens, about 1/7th of the city's total population, could have voted in New York City's local elections for mayor and other officials.

HACKERS STRIKE COMPUTER NETWORKS TO PROTEST KALININGRAD EMBARGO

Computer hackers on Monday targeted the government of Lithuania with anonymous denial of service (DOS) attacks on the IT infrastructure of the Baltic nation, seeking to shut down all of the state's online services as a protest against the country's embargo of Russian exports

Lithuania has been enforcing an embargo on transshipment of goods through the Russian city of Kaliningrad (formerly Koeningsburg), which lies between Lithuania and Poland, and is separated from the mainland of Russia.

The enclave serves as home port to the Baltic fleet of the Russian Navy, with the city proper having 400,000 residents and the exurban region up to 1 million ethnic Russians, Poles and Lithuanians. The embargo was ordered by the European Union and the United States in response to the Russian war in the Ukraine, now in its fourth month. Poland and Lithuania are also members of NATO, which is supplying arms to the Ukrainian military for the war effort.

The hackers, calling themselves Killnet, emerged in March, voicing support for Russian policy, and have previously targeted the Internet presence of Ukrainian President Volodymyr Zelensky, and the Ukrainian neo-Nazi militia group Right Sector, whose members are infamous for being inked with SS style tattoos.

RETIRED RUSSIAN PILOTS RECALLED FOR COMBAT FLIGHTS OVER UKRAINE

Russia is recruiting retired pilots -- from the Moscow-based mercenary horde The Wagner Group -- for combat missions over Ukraine, according to press reports.

The older, Russian aviators are experts in flying the Su-25, single seat, twin jet engine aircraft developed during the Soviet-era, about 47 years ago, and are being deployed in air combat units over the eastern front. Meanwhile, younger pilots, needed for future operations there, complete lengthy training back in Russia, media reports indicated.

The jets provide close-air support for Russian ground forces. Increasingly, the experienced pilots are flying close to the ground using combat helicopter tactics to avoid radar and NATO-supplied Surface-to-Air (SAM) missiles -- just above electric power lines, one report indicated.

Close to 80 Russian aircraft may have been shot down during the four-month-old war stretching from Kiev to Kharkhiv, so far. Approximately 40 Ukrainian aircraft have been downed, in the meantime. Neither nation has complete air superiority over Ukraine at this time, though the Russians are said to have control of the skies over Donbas and Eastern Ukraine. About 30,000 Russian soldiers, and approximately 30,000 Ukrainian troops, have died in the 120 day old conflict.

THE DIRTY DOZEN, REDUX.
PRESIDENT ZELENSKY FREES CONVICTS TO FIGHT RUSSIAN INVASION.

The Ukrainian government is conscripting convicts to replace fallen front-line troops killed during the Russian military invasion.

Thus far, according to foreign press reports, close to 400 men have been seconded from their prison cells, given rudimentary military training, and sent to fight at the front in the east, or relegated to the reserves in Kiev.

Neurological and psychiatric tests are being given to the draftees to determine if they are too psychotic, or too dangerous to cooperate with superiors and colleagues. The scenario is reminiscent of the narrative of the Hollywood film, The Dirty Dozen (1967), starring Lee Marvin, Telly Savalas, Donald Sutherland, and John Cassavetes, about rapists and other miscreants being assigned to high-risk special operations by the U.S. Army in the Second World War in Europe.

Other media reports from Ukraine indicate that military recruiting by the central government has increased on the streets and in shops and restaurants, with young men and women being handed draft papers as they are strolling or shopping, as many are not answering the door at home when enthusiastic recruiters come knocking.

Potential draftees have launched a platform on the social media site Telegram to tell others of the latest military recruitment techniques and tactics in the Ukraine, coming after the Russian invasion four months ago.

The government has, in the meantime, had to withdraw a controversial force retention proposal in the Parliament that would have given officers in the Ukrainian army permission to shoot deserters in uniform at the front. The measure was deemed too controversial and generated animosity toward the military, as it reminded people of Soviet-era brutality to enlisted men during World War II.

Morale overall is low, as Ukrainian forces have lost half of their heavy weaponry during the fight with the Russians so far, and the destroyed arms have not been replaced by military aid promised by U.S. President Biden. Dozens of Polish mercenaries there were killed in the east this week alone.

Hello and welcome to THE INNOVATORS, a daily broadcast for Pacifica Radio Network on all things digital. I'm your host, Gene J. Koprowski.

TODAY ON THE INNOVATORS: The U.S. Department of Justice announced that a federal grand jury has indicted a number of Chinese spies said to be working on behalf of Beijing to hack American university and government computers.

Starting in January of this year, the Chinese hackers installed malware, or malicious software, as part of a calculated sabotage campaign.

White House officials said that the cyber-attacks by Chinese posed a 'serious national security threat' to the U.S. and her allies.
