New York City – Department of Migrant Workers (DMW) Secretary Susan Ople today discussed climate change and its impact on Filipino workers around the globe during bilateral talks with Director-General Antonio Vitorino of the International Organization on Migration (IOM).

Ople also cited the need for more research and published articles on the impact of climate change on labor migration and on workers around the world.

Director-General Vitorino said that the IOM expects to tackle during the United Nations Climate Change Conference, or COP 27, this November the need to support countries which are more vulnerable to the effects of climate change, among them the Philippines. Ople said she fully supports this initiative.

The head of the IOM also cited the role of the Philippines in championing the 23 objectives of the UN Global Compact on Safe, Orderly and Regular Migration.

Ople was joined in the bilateral discussions by United Nations (UN) Permanent Representative Antonio Manuel Lagdameo, Sr. and Department of Foreign Affairs Undersecretary for Multilateral Affairs and International Economic Relations Carlos Sorreta.

“The Philippines is sadly very familiar with the effects of climate change and how it results in the displacement of people,” Ople said.

“We are also aware of the need to enhance multi-sectoral, multi-agency, and multi-country partnerships to mitigate the negative effects of climate change on migrant workers and communities,” Ople added.

At the same time, Ople ordered the Philippine Overseas Labor Offices (POLOs) in Japan and Taiwan to continue monitoring the conditions of OFWs and be ready to provide aid, if needed.

The Secretary also directed the Overseas Workers Welfare Administration (OWWA) to be ready to extend assistance to OFWs in these two countries. The OWWA is an attached agency of the Department of Migrant Workers (DMW).

In a report to the Secretary, POLO-Osaka said some 13,904 OFWs under its jurisdiction have been accounted for, are unharmed, and safe. The post also reports they were in contact with most of the employers and supervising agencies of the OFWs in the Kyushu area whom they instructed to continue monitoring the status of OFWs there.

Of the 13,904 OFWs covered by POLO-Osaka, 5,368 are in Fukuoka, 660 in Saga, 1,001 in Nagasaki, 2,520 in Kumamoto, 1,607 in Oita, 786 in Miyazaki, and 1,962 in Kagoshima.

Meanwhile, POLO-Tokyo said it has not received any requests for assistance as of Monday evening. The labor post, however, reminded OFWs, employers, and recruitment agencies to immediately report any typhoon-related incident involving OFWs. There are 22,000 OFWs under POLO-Tokyo’s jurisdiction.

Taiwan earthquake update:

Meantime, the three POLOs in Taiwan reported no injuries or casualties among OFWs following an earthquake Sunday.

Ople instructed the labor officials to continue working with government authorities and remain connected with Filipino communities, representatives, and area coordinators.

Taiwan was struck by a massive 6.8 magnitude earthquake Sunday. Hardest hit by the tremor was Hualien County where there are 1,400 OFWs.

Other counties that suffered damage from the quake are: Yilan, Nantou, and Taitung.

OPLE: DMW ready to aid Taiwan OFWs in aftermath of 6.6 magnitude quake

Migrant Workers Secretary Susan Ople has ordered the Department of Migrant Workers (DMW) to extend aid and support to Filipino workers affected by the 6.6 magnitude earthquake that hit Taiwan Sunday.

Secretary Ople also directed the Philippine Overseas Labor Office (POLO) as well as other labor officials in Taiwan to provide her regular updates as the situation develops.

“I would like to assure our over 147,000 OFWs in Taiwan and their families that the DMW is ready to provide the needed assistance, particularly for those who have been affected by the earthquake,” Ople said.

Ople is in the United States as part of the official delegation of President Ferdinand Marcos Jr.

No Filipino casualties have been reported in the latest update received by the department as of noon, Monday.

Also, no damage to OFW worksites or dormitories has been reported, although tremors and aftershocks continue, Ople said.

The Secretary is urging OFWs to follow instructions of the Taiwan Manpower Agencies and other concerned government agencies and stay connected with Philippine government and Filipino community representatives.

DEPLOYMENT OF FILIPINO WORKERS TO SAUDI ARABIA TO RESUME IN NOVEMBER - OPLE

RIYADH - The Philippines and Saudi Arabia have agreed to resume the deployment of Filipino workers to the Kingdom by the first week of November.

The agreement was reached after several days of bilateral discussions between Philippine and Saudi officials led by Migrant Workers Secretary Susan Ople and Minister for Human Resources and Social Development Minister Ahmad Bin Sulaiman Al-Rajhi.

In a joint statement issued Tuesday, both countries agreed to undertake joint measures “to facilitate the decent and productive employment of OFWs and ensure the protection of their rights.”

“We are grateful to Minister Al-Rajhi and the government of Saudi Arabia for sharing our concern for the rights of our workers. Likewise, we intend to move forward by working together on implementing mechanisms that would ensure the protection of our workers’ rights and welfare,” Ople said.

Ople likewise thanked the Department of Foreign Affairs and the Philippine Embassy in Saudi Arabia for their “indispensable guidance and support” during the bilateral discussions.

"We followed the President's directive to work as a team and for the DFA and DMW to speak with one voice," Ople said.

The Secretary also underscored the commitment of both countries for a joint partnership against the trafficking of migrant workers, which is another priority of the Marcos administration.

“There was a trailblazing convergence of concrete ideas and measures on how best to protect our OFWs while at the same time, deepening the ties between the two countries," Ople said.

In their joint statement, both countries expressed appreciation for the significant contributions of Filipino workers to the Saudi economy, and mutual regard for a rights-based approach to labor migration as envisioned by the Department of Migrant Workers (DMW).

“The DMW recognizes the labor reform initiatives of the Kingdom of Saudi Arabia to further enhance protection of migrant workers consistent with fundamental and technical ILO Conventions it has ratified and the UN Global Compact on Safe, Orderly and Regular Migration,” the statement said.

Both countries reached a consensus to undertake the following:

• Constitute a Technical Working Group composed of representatives from both parties to monitor the implementation of labor reforms and jointly resolve concerns of workers;

• Implement a Blacklist and a Whitelist of Saudi Recruitment Agencies (SRAs) and employers;

• Revise the Standard Employment Contract of OFWs to reflect all guarantees under the Saudi Labor Reform Initiatives including insurance for unpaid wages, timely release of salaries through electronic payments, and a pre-termination clause;

• Convene regular Joint Committee Meetings to ensure full compliance with the above agreements and address challenges in the implementation of these labor reforms; and

• Sign a Memorandum of Understanding (MOU) on combatting trafficking in persons, investigating, and prosecuting offenders, and providing support to OFW victims of trafficking in persons.

The Saudi Labor Ministry also committed to review a proposal from the DMW to reduce the duration of the employment contract of domestic workers to one year.

In her remarks during the start of the bilateral discussions, Ople noted the historic ties between the two countries.

“During those pioneering days of overseas employment, you needed, and we provided the best skilled workers to build cities and structures where there was none,” Ople said.

“Today, we are here once again to help, as Saudi Arabia pursues its Vision 2030, where you have started to build new cities in pursuit of global competitiveness in various fields,” she added.

The bilateral talks, Ople said, will resume in December with the convening of a Joint Committee Meeting to be held in Riyadh, Saudi Arabia. Agenda for the JCM will include the review of wages for domestic workers and KSA's response to the Philippines's proposal for a shorter contract (from 2 years to 1 year subject to renewal with the written consent of both employer and worker).

“In the end, our shared goal must be to present to the world a unique and enduring partnership that will serve as the gold standard in how labor migration governance must and can be done,” she added.

Olalia, DFA Senior Special Assistant Roy Escraela, Philippine Embassy’s Chargé d’Affaires Rommel A.
