NIA ARRESTS A JUVENILE IN DHANGRI TERRORIST ATTACK CASE

New Delhi, 20th January 2024

The National Investigation Agency (NIA) on Saturday arrested a juvenile for harbouring terrorists involved in the killing of five civilians in Dhangri village of district Rajouri of Jammu and Kashmir in January last year.

The juvenile/CCL was incidentally lodged at Observation Home, R.S.Pura, Jammu in another case, registered at Police Station Gursai, Mendhar, District Poonch. He was taken into custody yesterday by the NIA and
produced before the Juvenile Justice Board, Rajouri, for remand.

The said terrorist attack had taken place on 1st January, 2023, and five persons belonging to the minority Hindu community were killed and several seriously injured. The case was initially registered as FIR no. 01/2023 at PS Rajouri u/s 302/ 307 /120-B/452/323 of IPC, sections 13/16/18 of UA (P) Act 1967 and sections 7/27 of Arms Act. NIA had taken over and re-registered the case on 13th January.

Investigations by the NIA had revealed that the apprehended juvenile, along with two other earlier arrested persons namely Nisar Ahmed @ Haji Nisar and Mushtaq Hussain @ Chacha, was involved in harbouring the terrorists who had carried out the horrendous attack. Nisar Ahmed and Mushtaq Hussain were arrested by the NIA on 31st August 2023, and are presently lodged at Central Jail, Kot Bhalwal, Jammu.

The duo had provided logistic support to the terrorists for more than two months and had sheltered them in a hideout which they had constructed on the directions of Pakistan-based Lashkar-e-Toiba (LeT) handlers, namely Saifullah @ Sajid Jutt, Abu Qatal @ Qatal Sindhi and Mohd. Qasim.

A team of NIA officials had regularly camped in the hilly terrain of Rajouri, Poonch and Reasi districts of J & K in search of actual perpetrators of the offence during the course of investigations. The team examined a large number of suspicious entities and later zeroed in on the above-mentioned accused persons who had provided logistic support to the terrorists.

Investigations in the case are still under process.

Harassment of Teachers under the garb of Annual Transfer Drive in District Rajouri

Online applications from overstay teachers for transfer were sought by the Department of School Education. It was an initiative of the Government to transfer teachers in schools on need basis and in a transparent manner without any favouritism and political influences. But, the initiative is reportedly derailed by the wrong projections of the Chief Education Officer Rajouri who is totally ill informed and ill concerned.

It is alleged that both Director and Jt Director belong to this Pir Panjal District and might have been influenced by political leaders belonging to one particular party. Before the transfer district was divided into different zones like zone 1,2,3,4 & 5.

After a long process the transfer list was issued which reportedly is without any application of mind as schools needs are not considered. Many teachers are reportedly adjusted as their favourites and many are badly dislocated without considering the movement route and convenience of female teachers particularly.

It is also alleged that many teachers are transferred in their already serving zones i.e Zone 2 to Zone 2 and also apply to others as well. It is also alleged that 1568 online applications for transfer were received and out of which 729 teachers serving in zones 3, 4 and 5 were given safe passage and were dropped from the list on the grounds that they are not willing to get transferred. This act of the department has damaged the basic need and essence and need of transfer policy. Various examples were quoted where many overstay teachers are not transferred and are dropped from the list.Transfer of Teachers. It is alleged that the Zonal transfer criteria is totally different for different zones . So , how a teacher who has applied for transfer from zone 2 or 3 can come back to his home zone

3. A handi capped teacher medically unfit , was transferred From MS Rajouri to PS Chapprian but a teacher with a 7 yrs stay is not transferred
4. Transfer from BHSS Rajouri to Muradpur
5. Transfer from HS Jawahar Nagar to MS Tanooni
6.Chairman Municipal Council's wife transferred from MS Dhanidhar to Dhanor only 1 km
7. Shaheen Akhter also transferred from MS Dhanidhar to MS Dhanor
8. Teachers from Thandikassi to Jawahar Nagar Rajouri and From HSS Rajouri to HS Thandikassi
9. One male teacher from BHSS Rajouri to Gh Brahamana and there are many more cases of favouritism which are still pouring in.

Many transfers are within a kilometre or two and many deserving teachers expecting transfer to suitable locations were shifted to more far off places thereby adding more to their agony.

Majority of the teachers on the condition of anonymity said that Secretary School Education and Deputy Commissioner Rajouri shall look into the matter and initiate an in-depth inquiry into the matter where transfers are made without any application of mind and under pick and choose methods thereby badly damaging the government's positive initiative.

5 Army Jawans Martyred In Blast

Operation In J&K's Rajouri
JAMMU, May 5: In the ongoing operation in the Rajouri sector, three soldiers who were critically injured in the morning have unfortunately succumbed to their injuries. With this, a total of 5 jawans have been martyred and one officer has sustained injury. According to reports, the gunfight took place in the Kesari area of Kandi hamlet in Rajouri district on Friday morning.
The joint teams of forces approached the suspected spot, the hiding militants fired upon them which was retaliated, triggering an encounter. As per the sources, two to three militants are believed to be trapped in the area.
