Frequently Asked Questions on the recently launched NIGERIA JUBILEE FELLOWSHIP PROGRAM.

WHAT IS THE NIGERIA JUBILEE FELLOWS PROGRAMME?

The Nigeria Jubilee Fellows Programme is a 12-month, on the job youth empowerment partnership initiative between the Federal Government of Nigeria and the United Nations Development Programme (UNDP). Against a backdrop of rising global unemployment and underemployment, the Fellowship seeks to bridge the gap between young graduates and organisations human resource demands on the job market by connecting talented Nigerian youth with local work opportunities.

HOW IS THE NIGERIA JUBILEE FELLOWS PROGRAMME DIFFERENT FROM OTHER YOUTH EMPOWERMENT INITIATIVES?

We realize how difficult it is to get a job in Nigeria as a graduate with no experience. The Nigeria Jubilee Fellows Programme (NJFP) grants highly-skilled Nigerians with little or no work experience access to work at the most sought-after private sector organizations on the market, opening them to a world of opportunities. Other programs and initiatives tend to require some sort of advanced requirement from applicants or lower the entry bar in terms of the kind of opportunities that are available. NJFP does the opposite by inviting qualified applicants across a level playing field without compromising the pedigree of organizations that will play host to successful Fellows. Oh, and the programme will serve all of Nigeria – from North to South and East to West – ensuring that organisations and youth from all corners of the country can participate.

WHO CAN APPLY?

Recent Nigerian Graduate who graduated from the university or other tertiary institution of corresponding level not earlier than 2017. Must have completed the mandatory NYSC. Graduated with Second Class Lower.

HOW LONG IS THE FELLOWSHIP PROGRAM?

12 months.

IS THE WORK PLACEMENT A FULLTIME EMPLOYMENT?No. The work placement is a 12-month work opportunity that provides the jubilee fellow an opportunity to acquire ‘on-the-job’ skills and gain work experience with the aim of improving employability and competitiveness for the job market.
WHAT NEXT AFTER THE 12-MONTH WORK PLACEMENT?
4 clear pathways are available for the Jubilee Fellow at the end of their active engagement in the fellowship.
High performing Jubilee Fellows may go on to be retained by their respective host organizations.
Fellows with interest in entrepreneurship would have garnered sufficient skills and knowledge on the job which can be transferred to.
Competitive enough to move on.
Alumni Network – building a formidable network of people.
WHERE WILL I WORK?
Fellows will be matched with host organizations based on their interests as well as those aligned to the organisation.
DO I GET TO CHOOSE WHICH ORGANIZATION I WANT TO BE DEPLOYED TO?
No, you get matched.
DO I GET A CHANCE TO SELECT A PREFERRED LOCATION FOR MY WORK PLACEMENT?
Yes.

IS THIS A PAID OPPORTUNITY?
Yes. Fellows will receive a monthly stipend.
WHAT ARE THE BENEFITS FOR AN ORGANIZATION TO JOIN THE NJFP?

BREAKING NEWS: OVER 200 STUDENTS KIDNAPPED FROM SCHOOL IN TEGINA, RAFI LGA OF NIGER STATE

Reports reaching Daily Advent indicates that more than 200 students of an Islamiyya school have been kidnapped from their school in Tegina, Niger State.

Many were critically injured while one person has been confirmed dead from the attack which was carried out at about 3:00pm on Sunday.

According to sources, the Salihu Tanko Islamiyya school where the incident took place, was built by a retired Immigration Officer.

The abduction came a day after 14 students from a university in northwestern Nigeria were freed, having spent 40 days in captivity.

A spokesman for Niger state’s police said in a statement that gunmen on motorcycles attacked the town of Tegina, in the Rafi local government area of the state, at approximately 3pm on Sunday.

He said the attackers were “shooting indiscriminately and abducted a yet to be ascertained number of children at Salihu Tanko Islamic school”. One person was shot dead during the attack and a second person was seriously injured, the state governor’s spokeswoman said.

Armed groups carrying out kidnapping for ransom have been responsible for a series of raids on schools and universities in northern Nigeria in recent months, abducting more than 700 students for ransom since December.

The school’s owner, Abubakar Tegina, told reporters in a phone interview that he witnessed the attack.

“I personally saw between 20 and 25 motorcycles with heavily armed people. They entered the school and went away with about 150 or more of the students,” said Tegina, who lives approximately 150 metres (about 500 feet) from the school.

“We can’t be exact because most of them have not reported to the school as at that time,” he said, when asked for further details of the number taken.

Tegina said there are approximately 300 pupils aged between seven and 15. He said pupils live at home and only attend classes at the site.

One of the school’s officials, who asked not to be named, disclosed that the attackers initially took more than 100 children “but later sent back those they considered too small for them, those between four and 12 years old”.

The state government, in a series of tweets, said the attackers had released 11 of the pupils who were “too small and couldn’t walk” very far.

SENATE SET TO PASS BILL SEEKING 15 YEARS JAIL-TERM FOR ANYONE PAYING RANSOM TO KIDNAPPERS

The Senate on Wednesday considered a bill that seeks to prohibit the payment and receipt of ransom for the release of any person kidnapped, imprisoned or wrongfully confined.

According to the bill, Nigerians who pay ransom to kidnappers and kidnappers who receive ransom risk 15 years imprisonment.

The Terrorism Prevention (Amendment) Bill, 2021, which scaled second reading during plenary is sponsored by Senator Ezenwa Francis Onyewuchi.

Leading debate on the bill, the lawmaker said the piece of legislation seeks to amend the Terrorism (Prevention) Act, 2013 to outlaw the payment of ransom to abductors, kidnappers and terrorists for the release of any person who has been wrongfully confined, imprisoned or kidnapped.

According to Onyewuchi, the bill essentially seeks to substitute for section 14 of the Principal Act a new section to read, “Anyone who transfers funds, makes payment or colludes with an abductor, kidnapper or terrorist to receive any ransom for the release of any person who has been wrongfully confined, imprisoned or kidnapped is guilty of a felony and is liable on conviction to a term of imprisonment of not less than 15 years.”

He raised alarm that kidnapping has become a fast and lucrative business, adding that, “it has now remained the most virulent form of banditry in Nigeria and the most pervasive and intractable violent crime in the country.”

Continuing, the Senator said, “Kidnapping is on the increase in Nigeria and it is prevalent across all the geopolitical zones.

“Some blame the rise of this criminal activity on poverty, politics, deficiency of existing laws, unemployment, connivance of security agents, corruption, and greed among others.
“Our unemployed youths are also turning out to kidnapping to get money (ransom) as a survival strategy.

“Whatever the reason, it is most obvious that kidnapping in Nigeria puts everyone at risk, the rich and the poor, old and young, male and female, foreigner or indigene, expatriate or non-expatriate, traditional rulers and religious leaders, among others.”

WHAT LED TO THE MOST RECENT ISRAEL-PALESTINE CONFLICT

Days of heavy bombardment on the Gaza Strip intensified on Wednesday, with Israeli fighter jets bombing sites belonging to Palestinian armed groups, as well as police buildings and civilian buildings.

Since the offensive began late on Monday, Gaza’s health ministry says at least 48 people have been killed, including 14 children. More than 300 others have been wounded.

The Israeli army said about 1,500 rockets have been fired from Gaza towards various locations in Israel, killing at least six Israelis.

The escalation is the most intense since the seven-week 2014 Israeli war on Gaza. Here’s what led to the most recent flare-up in violence.

SHEIKH JARRAH EXPULSIONS
Anger has been growing over the forced expulsion of Palestinian families from the occupied East Jerusalem neighbourhood of Sheikh Jarrah, who have been facing multiple court cases filed against them by several pro-settler organisations since 1972.

These organisations claim that land the families live on was originally under Jewish ownership, but Palestinians see this as an extension of an official Israeli policy to displace as many Palestinians from Jerusalem in order to retain a majority Jewish identity in the city.
The United Nations has warned the planned expulsions could amount to “war crimes”.

Protests and scuffles between Palestinians, Israeli settlers and Israeli police have steadily increased since the end of April. The Israeli court in October 2020 ruled that four Palestinian families should vacate their homes, and gave May 2 as the date for their forcible eviction. However, the court date has since been postponed twice.

Recently, there have been confrontations as Palestinians gathered for iftar meals at the homes of those being evicted. The families have since appealed to Israel’s Supreme Court. On Thursday night, at least 30 people were wounded and 15 arrested.

AL-AQSA COMPOUND CLASHES AND RAIDS
On Friday, tens of thousands of Muslim worshippers filled the Al-Aqsa Mosque compound to pray on the final Friday of Ramadan, with many staying on to protest against the expulsions.

Heavily deployed police fired rubber-coated bullets and stun grenades at protesters who responded by throwing stones. Some 205 Palestinians and 17 Israeli officers were wounded.

After a violent weekend, Israeli security forces on Monday conducted a flash raid on Al-Aqsa compound, again firing rubber-coated bullets, tear gas and sound bombs at gathered worshippers, stoking international outrage and wounding more than 300 Palestinians. About 20 Israeli officers were also injured.

Hamas later announced it had given an ultimatum for Israel to remove its security forces from Al-Aqsa compound and Sheikh Jarrah neighbourhood by 6pm local time (15:00 GMT).

ISRAELI AIR RAIDS, HAMAS ROCKETS
By early Tuesday morning, Hamas had fired some 200 rockets towards Israel, according to the Israeli military, including several targeted at Jerusalem, with many intercepted by Israel’s Iron Dome defence system. At least two Israelis were killed.

Meanwhile, Israeli aerial attacks, which hit apartment buildings as well as other targets, killed at least 26 Palestinians, including children, health authorities in Gaza said on Tuesday.

Despite international calls to de-escalate, Israeli Prime Minister Benjamin Netanyahu announced on Tuesday “both the might of the attacks and the frequency of the attacks will be increased” on Gaza.

Hamas leader Ismail Haniya told mediators the group is “ready” if Israel increases its attacks on the besieged Gaza Strip, saying: “If they (Israel) want to escalate, the resistance is ready; and if they want to stop, the resistance is ready.”

HOW THE WORLD IS REACTING TO ISRAEL-PALESTINE CONFLICT

AFRICAN UNION (AU)
African Union head condemns Israeli ‘bombardments’ in Gaza
The chairman of the African Union Commission has condemned Israeli “bombardments” in the Gaza Strip as well as “violent attacks” by Israeli security forces at the Al-Aqsa Mosque compound in Jerusalem.

Chadian Moussa Faki Mahamat “reiterates that the Israeli army’s actions, including the continued forced, illegal evictions of Palestinians from their homes in East Jerusalem, are in stark violation of international law and further heighten tensions in the region,” the AU said in a statement.

The AU has long expressed support for “the Palestinian people in their legitimate quest for an independent and sovereign State” with East Jerusalem as its capital, the statement read.

TURKEY, RUSSIA DISCUSS POSSIBLE REACTIONS AGAINST ISRAEL
Turkish President Tayyip Erdogan and Russia’s Vladimir Putin discussed in a phone call the escalation in the Gaza Strip, Turkey’s presidency said, as Ankara seeks international action against Israel.
Erdogan told Putin the international community needed to “teach a deterrent lesson” to Israel, adding that Ankara was working to mobilise this reaction, according to a statement from his office.

Erdogan also called for work to be done on sending international peacekeepers to the region to help safeguard Palestinians, a proposal Turkey has made since 2018.

UNITED KINGDOM
British Prime Minister Boris Johnson on Wednesday called for Israel and Palestinians to step back from the brink and for both sides to show restraint.

“The UK is deeply concerned by the growing violence and civilian casualties and we want to see an urgent de-escalation of tensions,” Johnson said on Twitter.

ARAB FOREIGN MINISTERS
Arab foreign ministers have urged the International Criminal Court to proceed with an investigation into Israel’s possible war crimes and crimes against humanity against the Palestinians, including the planned forced expulsion of Palestinian families from the Sheikh Jarrah neighbourhood in east Jerusalem.
The ministers met virtually on Tuesday to discuss the latest escalation of violence in the Al-Aqsa Mosque compound and the Gaza Strip.

The ministers urged the UN Security Council to take action in order to stop the “Israeli aggression” and provide “international protection” to the Palestinian people.

GERMANY
German foreign minister condemns rocket attack on Israel
German Foreign Minister Heiko Maas condemned rocket attacks on Israel, saying they must end immediately after Hamas said it fired more than 130 rockets towards Tel Aviv in response to an Israeli air strike on Gaza.

“The rocket attack on Israel is absolutely unacceptable and must end immediately. Israel has in this situation the right to self-defence. This escalation of violence can be neither tolerated nor accepted,” Maas tweeted.

JORDANIANS PROTEST AGAINST ISRAELI ACTIONS
Jordanians continued carrying out protests near the Israeli embassy in the capital, Amman, denouncing what they call continuing violations of the rights of Jerusalemites in Jerusalem, including at the Al-Aqsa Mosque and the Sheikh Jarrah neighbourhood.
More than one thousand protesters chanted anti-Israel slogans and called for the Jordanian government to end all diplomatic ties with Israel, including expelling the Israeli ambassador, closing the embassy and annulling the country’s peace treaty with them.

Demonstrators also denounced the government’s performance towards what is happening in Jerusalem and demanded real action against Israel, saying that condemnation statements will not help the Palestinians.

ARAB LEAGUE
The head of the Arab League has condemned deadly Israeli air strikes on the Gaza Strip as “indiscriminate and irresponsible” and said Israel had provoked an earlier increase in violence by its actions in Jerusalem.
“Israeli violations in Jerusalem, and the government’s tolerance of Jewish extremists hostile to Palestinians and Arabs, is what led to the ignition of the situation in this dangerous way,” Arab League chief Ahmed Aboul Gheit said in a statement.

AYATOLLAH KHAMENEI
Iranian Supreme Leader Ali Hosseini Khamenei called on Palestinians to build up their fighting power to stop Israel’s “brutality”, saying Israelis “only understand the language of force".
“Zionists understand nothing but the language of force, so the Palestinians must increase their power and resistance to force the criminals to surrender and stop their brutal acts,” Khamenei said.

FOOTBALLERS EXPRESS SUPPORT FOR PALESTINIANS
Footballers around the world expressed support for Palestinians in recent days, including on social media.

“The world needs peace and love. It will soon be Eid, let us all love one another ,” Manchester United’s Paul Pogba wrote on a photo on Instagram, referring to the Eid al-Fitr holiday this week marking the end of the Muslim holy month of Ramadan.

Algerian striker Riyad Mahrez, who plays for Manchester City, tweeted a picture of the Palestinian flag with the hashtag . The post has been retweeted more than 50,000 times.

Liverpool footballer Mohamed Salah has called on world leaders to “do everything in their power” to end the killing of innocent people, in what appeared to be a reference to rising tension in Palestine where at least 28 people, including children, have been killed by Israeli attacks.

LEBANON
Palestinians, Lebanese and other activists in Lebanon’s capital city, Beirut, marched in solidarity with Palestinians.

Dozens of people took part in the march which started in Mar Elias refugee camp in the southwest of city, to Shatila, another Palestinian refugee camp set in southern Beirut.

IRAN
Iran’s foreign minister Mohammad Javad Zarif condemned in a statement over Twitter “the attack on Al-Aqsa Mosque and the killing of worshippers”.

“This (the attack) was the clearest evidence of the racist and criminal nature of this occupying entity (Israel) which has been the main cause of instability and insecurity in the region,” said Zarif.
“The Palestinian cause has always been a central issue for the Muslim world. And unity is the most important weapon in the fight for Jerusalem,” said Zarif.

EGYPT EFFORTS TO REACH OUT TO ITS ALLY ISRAEL FAILED
Egypt’s top diplomat told an emergency Arab League meeting that although it had reached out to Israel to calm tensions in Jerusalem, it was met with indifference.

“In the last few days, Egypt extensively reached out to Israel and other concerned countries urging them to exert all possible efforts to prevent the deterioration of the situation in Jerusalem,” said Egyptian Foreign Minister Sameh Shoukry.
“But we did not get the necessary response,” he told the meeting of the Arab League via videoconference.

While not specifying the other countries Egypt contacted, he condemned “Israeli violations at the walls of Al-Aqsa Mosque which crossed over into Sheikh Jarrah” in East Jerusalem.

BRITISH MPs
Jeremy Corbyn, a British Member of Parliament (MP) and former leader of the opposition Labour Party, said: “Deliberately provocative attacks on the Al-Aqsa mosque and the ongoing home invasions have led to horrendous violence in Jerusalem.”
Israel should “rectify the current situation and not exacerbate it,” he said in a Twitter post.

Zarah Sultana, another Labour MP, said Israel’s “brutal attacks must be condemned”.
“Tonight, seeing footage of Israeli airstrikes kill men, women and children in Gaza, I send my solidarity, my love and my prayers to the Palestinian people,” she wrote on Monday night.

JORDAN
Jordanian FM says maintaining peace and stability is ‘key’
Jordan’s Foreign Minister Ayman Safadi said maintaining peace and stability in Jerusalem is “key”.

“Our focus right now on ensuring that the escalation stops, and for that to happen we do believe that all illegal and provocative measures … must stop,” he said, referring to Israel’s actions in Sheikh Jarrah and in the Al-Aqsa mosque.

AMNESTY INTERNATIONAL
Israeli forces used ‘unwarranted, excessive force’: Amnesty
Rights group Amnesty International said that Israeli forces have used “unwarranted and excessive force” against Palestinian protesters in East Jerusalem.
In a statement, the UK-based rights group said: “Israeli forces have repeatedly deployed disproportionate and unlawful force to disperse protesters during violent raids on al-Aqsa mosque and have carried out unprovoked attacks on peaceful demonstrators in Sheikh Jarrah.
“Israel must not be allowed to continue its rampage against Palestinians who are simply defending their right to exist and protesting against their forced displacement,” the group’s Middle East Deputy Director, Sale said.

US RESPONSE SO FAR TO ISRAEL-PALESTINE CONFLICT

US EXPRESSED ITS UNCONDITIONAL SUPPORT TO ISRAEL ACTIONS AGAINST PALESTINIAN MUSLIMS
In a call with his Israeli counterpart, Jake Sullivan, US President Joe Biden’s national security adviser, conveyed Biden’s “unwavering support for Israel’s security” amid the recent escalation.

“He also conveyed the United States’ encouragement of steps toward restoring a sustainable calm,” National Security Council Spokeswoman Emily Horne said in a statement.

Sullivan also spoke to the Egyptian government about the situation in Gaza and Jerusalem, the statement said. “They discussed steps to restore calm over the coming days and agreed to stay in close touch.”

US DELAYING UN SECURITY COUNCIL STATEMENT CONDEMNING THE USE OF VIOLENCE BY ISRAEL
The US is delaying attempts by the UN Security Council to issue a public statement on tensions between Israel and the Palestinians, diplomats and a source familiar with Washington’s strategy leaked.
The source said that the US is “actively engaged in diplomacy behind the scenes with all parties to achieve a ceasefire” and was concerned that a UNSC statement might be counterproductive.
The Security Council is expected to meet privately on Wednesday

CONCERN
The US State Department said it is “extremely concerned” about the violence in Jerusalem and called on Israeli and Palestinian officials “to act decisively” to deescalate tensions.

Ned Price, the department’s spokesman, posted the statement in his social media account

“There is no excuse for violence, but such bloodshed is especially disturbing now, coming as it does on the last days of Ramadan. This includes Friday’s attack on Israeli soldiers and reciprocal ‘price tag’ attacks on Palestinians in the West Bank, which we condemn in no uncertain terms.”

Price added that the US is also “deeply concerned” about the potential eviction of Palestinian families in Sheikh Jarrah and Silwan neighbourhoods of Jerusalem.

US DEMANDS DE-ESCALATION TO TENSIONS

The United States called for de-escalation in occupied East Jerusalem, and warned against carrying out a threatened eviction of Palestinian families.

“We’re deeply concerned about the heightened tensions in Jerusalem,” said Deputy State Department spokeswoman Jalina Porter.

She said it was “critical” to “de-escalate tensions” and avoid any unilateral steps that could worsen the situation:such as “evictions, settlement activity and demolition”.

US SECRETARY OF STATE CALLS FOR DEESCALATION OF VIOLENCE
US Secretary of State Antony Blinken has reiterated US calls for a de-escalation of violence in a discussion with Israel’s Foreign Minister Gabi Ashkenazi.

Blinken “reiterated his call on all parties to deescalate tensions and bring a halt to the violence, which has claimed the lives of Israeli and Palestinian civilians, including children,” the State Department said in a statement.

US EXPERT WARNED AGAINST CALLING ISRAEL GENOCIDE/COLONIALISM AGAINST PALESTINIANS AS 'CLASHES'

Situation ‘has to be dealt with as a question of colonialism’: Expert
Phyllis Bennis, an analyst at the US-based Institute for Policy Studies saud,“as long as the United States is not prepared to hold Israel to account”, statements from the Biden administration would not lead to de-escalation.

“We keep hearing from President Biden that he wants a foreign policy that’s based on human rights. What we are not seeing is any actual commitment to human rights and certainly in this case, there’s no willingness to use political capital.”

Former Al-Jazeera journalists and an American podcast host Mehdi Hassan said, "the fundamental unavoidable reality at the heart of the Israel-Palestine conflict is that there is an asymmetry of power. One side is the occupier. The other side is the occupied. It is wrong to call it clashes.

US NEED TO HOLD ISRAEL TO ACCOUNT- US EXPERTS
Phyllis Bennis, an analyst at the US-based Institute for Policy Studies, said that “as long as the US is not prepared to hold Israel to account”, any statements from the Biden administration about the ongoing violence would not lead to a de-escalation.

“We keep hearing from President Biden that he wants a foreign policy that’s based on human rights. What we are not seeing is any actual commitment to human rights – and certainly in this case, there’s no willingness to use political capital."

Yara Asi, a non-resident fellow at Arab Center Washington, DC and a post-doctoral scholar at the University of Central Florida, also said that when the US funnels $3.8bn in military aid to Israel annually and provides diplomatic and political cover to the Israeli government in international arenas such as the United Nations, it is “disingenuous” for Washington to try to be disengaged.

“There is no more intimate external actor outside of Israelis and Palestinians than the United States, and this has been the case for decades and it is continuing,”

US REITERATES CONCERN OF ESCALATING VIOLENCE
US State Department spokesman Ned Price has called for calm in Israel-Palestine saying: “We are deeply concerned about the escalation between Israel and those launching rockets from Gaza and we call for restraint and for calm.”

“Israel has a right to defend itself and to respond to rocket attacks. The Palestinian people also have the right to safety and security, just as Israelis do,” said Price.

“We are deeply concerned about the reported loss of life in Gaza, in Israel, including the deaths of children as well as many innocent civilians injured,” he added.

PALESTINIAN AUTHORITY RECEIVES LETTER FROM US ADMINISTRATION
President of the Palestinian Authority (PA) Mahmoud Abbas has received a letter from US President Joe Biden, reported Palestinian news agency, Wafa.

The letter discussed the latest escalations in Jerusalem and along the Israeli-Gaza border, according to the agency.

Speaking from Washington, DC, Al Jazeera’s Kimberly Halkett said that there was no confirmation of a letter being sent from the Biden administration to the PA.

She added, however, that US President Biden was facing increasing pressure to get involved in resolving the tensions between Palestine and Israel.
