Except, it wasn't a cure, just an immune booster against this specific thing; furthermore, it was only in trials for *animals* at the time and was only given to humans because they thought "screw it, this guy's gonna die anyway", and right now, it only has a 2-2 record with saving people. It's not being mass produced because it was only in an experimental (again, not-human) trial which doesn't require any ability to mass-produce the compound. Speaking of mass-producing it, it's made by genetically modified plants, so we have to wait for them to grow....hence the few-month wait.

Also, let's not forget what would happen if these doctors gave a bunch of poor west africans the drug and 50% of them died (nevermind that it's an improvement of the 65-70% fatality rate the virus has on its own) -- it would be a huge, huge international outcry, especially concerning informed consent. It would make Tuskeegee look like a playground.

So, not a cure, has nothing to do with wanting to keep blacks down, and wasn't a secret which was only pulled out when the white man was down.

The biggest problem with the ebola virus is that it's primarily spread on bodily fluids, and common west African funeral rites involve kissing the dead on the mouth. That's why it's spreading so quickly.
