DAVAO DEL NORTE β€” A coalition of concerned citizens, community organizations, and local leaders from Davao del Norte's District I led by Davao del Norte Governor Edwin Jubahib will hold an Indignation Rally against NORDECO on April 4, 2023, at 2:00 p.m. The rally will take place at DavNor Sports and Tourism Complex, Tagum City, and aims to address the widespread dissatisfaction with the electric cooperative's management and services.

The rally will feature speeches from community leaders, testimonials from affected consumers, and a collective call for transparency and accountability from NORDECO. Attendees will have the opportunity to voice their concerns and share their experiences with the electric cooperative's operations, which have been marred by allegations of mismanagement, frequent power outages, and unfair billing practices.

NORDECO, the primary electric cooperative serving some areas of Davao del Norte, has been the subject of numerous complaints from consumers who have faced issues such as inconsistent service, exorbitant power rates, and unresolved billing disputes. The coalition organizing the Indignation Rally seeks to raise awareness of these issues and to push for tangible improvements to the quality of service provided by NORDECO.

The coalition seeks to raise public awareness of the ongoing issues with the cooperative's operations and to advocate for greater transparency, accountability, and responsiveness from NORDECO as well as to urge the national government to support and approve the bills that will expand the franchise of Aboitiz-owned Davao Light in areas being serviced by NORDECO.

As the Governor of Davao del Norte, I, Edwin Jubahib, together with the entire officialdom of the Provincial Government of Davao del Norte, cordially invite and strongly encourage all Dabaonons to actively participate in this year's Earth Hour 2023.

Earth Hour is a global environmental initiative led by the World Wildlife Fund (WWF) that seeks to raise awareness about climate change and promote sustainable living practices. This year, Earth Hour will take place tonight, March 25, from 8:30 PM to 9:30 PM.

By simply turning off our lights and electronic devices for one hour, we stand in solidarity with millions of people across the globe who are committed to conserving energy, reducing carbon emissions, and preserving our planet's precious resources.

The Provincial Government of Davao del Norte acknowledges that climate change is an urgent issue that requires the collective effort of every individual, community, and nation.

As such, we have been working diligently to implement various eco-friendly policies, projects, and programs aimed at preserving our environment and securing a sustainable future for our beloved province.

Now, more than ever, it is crucial for us to come together as one united front against the unprecedented challenges posed by climate change.

Participation in Earth Hour is a powerful reminder that our individual actions, when combined, can create a significant positive impact on our planet.

As the Governor of Davao del Norte, I am deeply concerned and disappointed by the recent actions of Sangguniang Kabataan (SK) Federation President Emerson Dave Silutan, who is currently involved in a controversial road accident that took place on March 21, 2023.

It has come to my attention that Mr. Silutan appears to be attempting to obfuscate the truth and manipulate the ongoing investigation. This includes the deliberate concealment of crucial facts surrounding the incident, which not only undermines the integrity of the probe but also raises serious questions about the character and fitness of Mr. Silutan for public office.

I must emphasize the following facts:

1. Mr. Silutan was not alone during the accident, as initially reported. He was accompanied by two male companions, James Sarucan and Patrick De Mabanding, both of whom also have a responsibility to provide a truthful account of the events that transpired at dawn of the accident. Sarucan and De Mabanding are Davao City residents.

2. According to the blotter report obtained from Tagum City's Civil Security Unit (CSU), Mr. Silutan, Mr. Sarucan, and Mr. De Mabanding were all under the influence of alcohol at the time of the incident. This directly contradicts the earlier media reports, which aimed to downplay the severity of the situation. The CSU report further indicates that Mr. Sarucan, the alleged driver of the PLGU-owned vehicle, may have fallen asleep at the wheel, causing the crash into a school property.

Furthermore, I find it extremely disheartening that Mr. Silutan has been actively posting "tweets" regarding the issue but has failed to address some critical questions about the incident. If Mr. Silutan can find the time to share his personal opinions on social media, he should certainly be capable of issuing a formal statement to apologize for the incident and clarify the situation.

In light of these circumstances, I strongly urge Mr. Silutan to demonstrate accountability and professionalism by addressing the public's concerns with a comprehensive statement. The people of Davao del Norte deserve to know the truth, and his continued silence and evasion only serve as a disservice to our constituents. It is imperative that Mr. Silutan acknowledges the facts presented as "evidence" and refrains from engaging in partisan maneuvers to protect his dignity and the integrity of his public office.

As the duly elected representative of the youth sector, Mr. Silutan has a moral and ethical responsibility to act in the best interests of those he represents. It is my fervent hope that he will rise to the occasion, uphold the values we expect from our public servants, and demonstrate his commitment to transparency and accountability.

As Governor, I urge the public and the media to remain vigilant and to hold Mr. Silutan and his companions accountable for their actions. I also call on Mr. Silutan to cooperate fully with the ongoing investigation and to cease any attempts to "whitewash" the incident.

Such behavior is unbecoming of a public servant, and it is a disservice to the people of Davao del Norte, who deserve transparency and honesty from their elected officials.

I want to reassure the people of our province that I am committed to ensuring a thorough and impartial investigation of the incident, and I pledge to take appropriate action against those found responsible for the road accident. # # #

DAVAO DEL NORTE, Philippines (March 22, 2023)β€” The administration of Governor Edwin Jubahib has started the distribution of rice and other food rations to hundreds of Moro communities in various mosques across the province as part of its annual Ramadan outreach missions.

Joining Kuya Gov. Edwin I. Jubahib in the mission was the Provincial IP Mandatory Representative, Datu Ariel Macla, who extended his full support to the cause.

Since last week, the Provincial Government of Davao del Norte, under the leadership of Governor Jubahib, visited several mosques across the province to distribute essential goods to hundreds of Moro families in observance of the holy month of Ramadan.

As of Wednesday, 112 mosques have received food rations from the Jubahib administration. The distribution of rice and other food rations is a way of providing support and assistance to the Moro communities in Davao del Norte during the month-long period of fasting and prayer.

The outreach missions during Ramadan provide an opportunity to demonstrate compassion and generosity towards those in need, regardless of their cultural or religious backgrounds.

Jubahib emphasized the significance of the annual outreach missions and expressed his appreciation for the support of Datu Ariel Macla.

"Through our annual outreach missions during Ramadan, we are showing our commitment to serve the people of Davao del Norte, including our Moro brothers and sisters," Jubahib said.

"We want to express our solidarity with them by providing food assistance that can help alleviate their daily struggles. I am grateful to Datu Ariel Macla for joining us in this noble endeavor,” he added.

For his part, Provincial IP Mandatory Representative Datu Ariel Macla expressed his full support to the mission and emphasized the importance of solidarity among different cultural and religious groups in the province.

"As an Indigenous People's Mandatory Representative, it is my duty to promote inclusivity and support the welfare of all communities, regardless of their ethnicity, religion, or culture," Macla said. "I am proud to join Kuya Gob Jubahib in this mission to show our Moro brothers and sisters that we are with them in their struggles."

The Bangsamoro Darul Ifta announced that the holy month of Ramadan will begin on Thursday, March 23, 2023, with over 1.7 billion Muslims worldwide observing the month through fasting and praying.

During the holy month of Ramadan, Muslims observe fasting and praying from sunrise to sunset. They refrain from eating and drinking, with some exceptions, especially for those who have health problems. Muslims also abstain from smoking and engaging in any sexual activity. # # #

DAVAO DEL NORTE, Philippines (March 9, 2023)β€” Davao del Norte Governor Edwin "Kuya Gov" Jubahib Kuya Gov. Edwin I. Jubahib has led the distribution of land titles to 313 Dabaonon beneficiaries from the towns of B.E. Dujali and New Corella through the Handog Titulo Program.

Thursday's distribution was spearheaded by Engr. Lily Salazar, the Provincial Assessor Officer, and Atty. John Paul Devilleres, the Director of the Registry of Deeds. New Corella had 300 beneficiaries, while B.E. Dujali had 13 beneficiaries.

The distribution of land titles is part of the province's poverty reduction program, which aims to uplift the living conditions of its residents by giving them legal ownership of their land. With the Handog Titulo Program, the Jubahib administration hopes to help its people to have a brighter and more secure future.

The Handog Titulo Program is a vital component of our poverty reduction program. Today marks the celebration of International Women's Day, a time to honor the many contributions of women to our society and to reaffirm our commitment to gender equality. As Governor of Davao del Norte, I am proud to join people all around the world in recognizing this important occasion.

Women have played an integral role in shaping our history and our present, from leading social movements and fighting for political representation, to breaking barriers in fields ranging from science to business. Yet despite their many accomplishments, women still face numerous challenges and obstacles in our society. They are often paid less than men for doing the same work, face discrimination in hiring and promotions, and are disproportionately affected by poverty and violence.

As a state, we are committed to promoting gender equality and ensuring that women have access to the same opportunities as men. We have implemented policies and programs to support women in our beloved province. As we celebrate International Women's Month today, I would like to take this opportunity to highlight the services and programs that the Jubahib administration has put in place to support the women of our province.

We recognize that women face unique challenges and barriers to success, particularly when it comes to maternal care, healthcare, and job opportunities. That is why our administration has made it a priority to invest in these areas and create policies that support women and their families.

One of our key initiatives is our maternal care program, which provides access to quality prenatal and postnatal care to all pregnant women in the province. This includes regular check-ups, counseling, and education on proper nutrition and hygiene. We also provide free vaccinations and medications to ensure that both mothers and their babies are healthy and safe.

In terms of healthcare, we have invested in the construction and upgrade of health centers and hospitals throughout the province, ensuring that women have access to quality care and treatments. We have also implemented programs to address the specific health needs of women, such as breast cancer screening and reproductive health education.

Furthermore, we have created job opportunities and training programs specifically for women, which includes the Lumad women of Davao del Norte, with the goal of increasing their participation in the workforce and promoting economic empowerment.

We have partnered with local businesses and organizations to provide training and education in fields such as agriculture, entrepreneurship, and technology, giving women the skills they need to succeed in today's competitive job market.

We have also invested in programs that provide education and training to help women develop the skills they need to succeed in their careers.
But there is still much work to be done.

On this International Women's Day, let us celebrate the incredible contributions of women to our society and commit ourselves to creating a future where every woman is able to fulfill her potential, but we must continue to challenge the biases and stereotypes that hold women back and work towards creating a culture of respect and inclusivity. We must also ensure that all women have access to healthcare, education, and other basic needs, regardless of ethnicity or socioeconomic status.

Hence, let us celebrate the many contributions of women to our province and recommit ourselves to creating a future where every woman has the support and resources she needs to thrive.

In light of the recent earthquake that struck Davao del Norte, and in order to ensure the safety and well-being of our students, employees, and residents, the provincial government has decided to suspend all work and classes in the entire province EFFECTIVE MARCH 7, 2023 until MARCH 8, 2023.

The earthquake, which was felt across several parts of the DAVAO region, has caused damage to some buildings and infrastructure. The authorities are assessing the situation and ensuring that appropriate measures are taken
to safeguard the public.

DAVAO DEL NORTE, Philippines (February 27, 2023)β€”Davao del Norte Governor Kuya Gov. Edwin I. Jubahib said the rehabilitation of the New Visayas-Tulalian Farm to Market Road with a Bridge Component worth P200 million in Santo Tomas, Davao del Norte would push through as scheduled this year.

This developed after the Jubahib secured the approval for the project from the Marcos administration through Special Assistant to the President (SAP) Antonio Lagdameo Jr. and Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. for the implementation of the Philippine Rural Development Project (PRDP).

"This project is a significant milestone in the development of Davao de Norte, and we are grateful for the support of the Marcos administration through SAP Anton Lagdameo and DILG Secretary Abalos," said Governor Edwin Jubahib. "The rehabilitation of the New Visayas-Tulalian Farm to Market Road with Bridge Component is a much-needed project that will greatly benefit the residents of Barangay New Visayas and Tulalian.”

The Barangay New Visayas-Tulalian Farm to Market Road with a Bridge Component PRDP project started in 2021 during the administration of former Santo Tomas Mayor Ernesto Evangelista. The proposed project hit a snag after the Right of Way (ROW) issue was not resolved.

In the same year, the Department of Agriculture Region XI said the Regional Program Advisory Board (RPAB) approved the P458 million worth of farm-to-market roads (FMR) in Davao Region funded by PRDP under the Additional Financing 2 with the European Union Co-financing grant (AF2-EU).

Included in DA-PRDP’s P458 million worth of farm-to-market roads (FMR) is the rehabilitation of the road connecting barangays New Visayas and Tulalian with a bridge component with a total stretch of 7.9 kilometers worth P200 million.

Jubahib said that through the PRDP, the rehabilitation of the New Visayas-Tulalian Farm to Market Road with a Bridge Component would enhance the agricultural productivity in the barangays by providing a more accessible and efficient road network for farmers and residents.

β€œThe rehabilitation of the road network will not only improve access to markets but also provide better access to health and education services, as well as create more economic opportunities for the residents," Jubahib stressed. "This project will enhance the agricultural productivity of the area and benefit the local economy."

The pro-people governor added that the rehabilitation of the New Visayas-Tulalian Farm to Market Road with Bridge Component is just one of the many projects the province will undertake in the future in partnership with the national government towards a more progressive and sustainable Davao de Norte.

The PRDP is a Department of Agriculture (DA) project, in partnership with various government agencies and local government units. It aims to reduce poverty and improve the quality of life of rural communities by providing support for agriculture and fisheries productivity and enhancing rural infrastructure. # # #

TALAINGOD, Davao del Norte (February 25, 2023)β€”The indigenous children of Igang Elementary School in Barangay Palma Gil, Talaingod, are smiling brighter than ever thanks to the donation of a Dental Trough facility by Davao del Norte Governor Kuya Gov. Edwin I. Jubahib as his way of promoting oral health education, among communities that need this support the most.

The dental trough donation was part of the Jubahib administration’s celebration of National Oral Health Month, which aimed to promote oral hygiene among Indigenous children in Talaingod.

The Dental Trough, a type of dental sink, is an essential tool that will benefit not only the IP children but the school and the community as well. It allows for more efficient and hygienic tooth brushing, preventing the spread of germs and bacteria that could cause oral infections and diseases. It also promotes proper waste management, ensuring the school and the community remain clean and safe.

On Friday, Governor Jubahib was joined by personnel from the PGO together with an inter-agency team composed of the Department of Health (DOH), Team Dental DavNor from the Provincial Health Office, government and private dentists, stakeholders, LGU Talaingod, the 56th IB of the AFP, and the Department of Education (DepEd) visited the Igang Elementary School in Barangay Palma Gil, Talaingod to promote oral hygiene among Indigenous children in Talaingod.

In his speech, Jubahib expressed his gratitude to the different agencies for participating in the event and their commitment to promoting oral health among Indigenous children.

"As a public servant, it is my duty to ensure that every member of our community, regardless of their background, has access to proper healthcare, including dental care," Jubahib said. "I hope that this initiative will serve as an inspiration to others to prioritize the health and well-being of our communities."

According to the governor, this initiative is significant, as oral health is often neglected among Indigenous communities due to factors such as poverty and limited access to dental care. By providing the necessary tools and education, Jubahib said he hopes to instill the importance of oral hygiene among these children and promote healthier habits that will benefit them in the long run.

"The Dental Trough is a simple yet powerful tool that will make a significant impact on the lives of these children. It will help them develop good oral hygiene habits, prevent tooth decay and other oral diseases, and promote overall health and well-being,” Jubahib said.

February was declared National Dental Health Month by virtue of Proclamation No. 559 signed on Feb. 24, 2004, by then President Gloria Macapagal-Arroyo. DAVAO DEL NORTE, Philippines (February 23, 2023) β€” Davao del Norte Governor Kuya Gov. Edwin I. Jubahib has extended assistance to the families affected by the recent flooding incident in Carmen, Davao del Norte due to heavy downpour caused by localized thunderstorm.

Jubahib immediately dispatched the personnel and responders from the Provincial Disaster Risk Reduction Management Office (PDRRMO) with the province’s three rescue trucks, ambulance and rubber boats to rescue and to provide aid to the affected families.

Citing a report from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Carmen LGU, a total of 2,312 families or 8,121 individuals from nine barangays were affected by the flood.

The affected barangays are Mabuhay, Alejal, New Camiling, Ising, Asuncion, Taba, Mangalcal, Tuganay, and Cebulano. Fortunately, no other LGU was affected by the flood.

To assist the affected families, the Jubabib administration conducted water rationing and provided family tents and hot meals. Portable shelters and a water tank were also provided by the provincial government. The Provincial Social Welfare and Development Office (PSWDO) is also preparing food packs for all the affected families.

A total of 92 families were evacuated to the Carmen’s municipal evacuation center. The governor said he is closely monitoring the situation to ensure the safety and well-being of the affected families, assuring the constituents that it will continue to provide aid and support until the situation is fully resolved.

The local government of Carmen expresses its gratitude to Governor Edwin Jubabib and the PLGU responders for their immediate response and assistance to the affected families. # # #

The Municipal Government of Santo Tomas is aware of the social media posts peddled by Facebook trolls and the critics of the Evangelista administration that make various claims about the procurement of heavy equipment of the Santo Tomas LGU.

An UNSIGNED PURCHASE ORDER of heavy equipment from the Municipal Engineer’s Office (MEO) is making rounds on social media and was used by fake news peddlers to advance their political campaign at the expense of maligning and discrediting the Evangelista administration.

Such Purchase Order document is fake β€”as it doesn’t carry with it a system-generated digital ID code that once scanned, an authentication remark from the End-User or from the office concerned is generated.

There is no doubt that these malicious posts have been circulated as part of a deliberate campaign to smear the persons of Santo Tomas Mayor Ernesto β€œTatay Erning” Evangelista, Municipal Administrator Atty. Elisa Evangelista and the Santo Tomas LGU, in general, in the run-up of the May 9 elections.

β€œThis Is Where Your Taxes Go,” is the campaign of the Evangelista administration that aims to inform the Tomasinos, especially our valued taxpayers, of the basic services and facilities of the Santo Tomas LGU in return for the taxes they pay.

The heavy equipment and other vehicles procured by the Evangelista administration enhance tax compliance with a campaign that aims to raise awareness of the impact of government expenditures in development programs, and projects, and to improve the quality of basic services for the economic benefits of Tomasinos.

All procurement of the Santo Tomas LGU is compliant with the government’s procurement law as these transactions have undergone competitive bidding.

In fact, the Commission on Audit (COA) did not flag the Evangelista administration for such transaction as this was in accord with audit standards, and no irregularities were observed.

COA is the sole and the appropriate government agency to pronounce if there are deficiencies in all procurement transactions of the Santo Tomas LGU and not from the oxygen-deprived brains of Facebook trolls peddled by the critics of the Evangelista administration.

Perhaps what Facebook trolls and the critics of the Evangelista administration had in their mind were transactions of the previous administrations marred with corruption as β€œkickback” was the sole criterion for the implementation of the project.

While the Evangelista administration is accustomed to facing fake information on a daily basis, WE CANNOT LET THESE ACTIONS BE THE NORM DURING ELECTIONS.

We are closely collaborating with the Philippine National Police Anti-Cybercrime Group and the National Bureau of Investigation Anti-Cybercrime Division and have asked both agencies to probe this matter with urgency through their agents.

Even if the legal course may be long β€” and the resolution of the possible cases may go past the election season β€” there is a need to pursue accountability from people who are behind these malicious attacks, especially at the height of an election.

This black propaganda is a transparent and desperate attempt to put the Evangelista administration in a bad light without an iota of proof. # # #
