National Jail Decongestion Summit
December 6, 2023

10 DAYS TO GO! | Chronic overcrowding in the country’s jails and detention centers is one of the issues that the Justice Sector Coordinating Council (JSCC), composed of the Supreme Court (SC), the Department of Justice (DOJ), the Department of the Interior and Local Government (DILG), and aim to address during the National Jail Decongestion Summit on December 6 to 7, 2023.

The National Jail Decongestion Summit brings together key stakeholders, experts, and justice sector actors from across the Philippines, along with international partners, to develop comprehensive strategies that prioritize sustainable solutions for reducing inmate populations in correctional facilities.

This summit is jointly supported by the European Union's Justice Sector Reform Programme: Governance in Justice II (GOJUST II) and the United Nations Office on Drugs and Crime (UNODC), with funding from the Australian Government and the European Union.

READ | Department of the Interior and Local Government (DILG) Secretary Benhur Abalos on Monday reminded newly-elected Sangguniang Kabataan (SK) officials to refrain from appointing relatives as SK secretaries and treasurers.

To further drive home his point, Secretary Abalos issued DILG Memorandum Circular (MC) 2023-167. In the circular, Abalos underscored that the new SK secretary and treasurer must not be within the second civil degree of consanguinity or affinity to any incumbent elected national, regional, provincial, city, municipal or barangay official in the locality where he seeks to be appointed.

The new circular superseded DILG-issued MC No. 2018-131 dated August 15, 2018, which initially set the guidelines on the appointment of SK secretaries and treasurers.
